Abstract:The existing environmental sanitation standard system in China ignored the goal of environmental protection,with an inexplicit positioning,a de-emphasis professional,process and quality management framework,and an unreasonable structure.The principle of redesign should include setting the environmental protection as the ultimate goal,applying the lifecycle management principle,dividing the mandatory and recommended standards,and optimizing the standards distribution in the framework.According to the principles,this research designed a " profession-process-quality" three-dimensional standard system framework and branch systems for different professions.Suggestions were proposed as follows:develop and revise the standards according to the new framework;promote a unified management of the laws,regulations,and mandatory standards,and a voluntary management of the recommended standards;implement informatization of the standard query and management.
