China’s Middle East Strategy in the Age of Arab Upheavals:A Global Governance Perspective

Abstract:Due to its vast oil reserve, strategic location and sensitive security situation, the Middle East has al-ways been within the focus of global governance. Since the end of the cold war, US has been maintaining its hege-mony over the Middle East under the cover of the issues and institutions global governance, while its policy instru-ments, e.g. military intervention and regional alliance, have had a profound negative impact on the outbreak and tra-jectory of the ongoing upheavals. China’s Middle East Policy Paper of 2016 marks a new phase in China’s partici-pation in Middle East issues. In sharp contrast to US’s pursue of hegemony in the region, China’s new strategy is based on the principles of multilateral governance, decision-making independence and non-interventionism, mean-while China should be on high alert to some dangerous pitfalls, including overestimate of its regional influence, overemphasis on anti-terrorism issues, and plunging into competition with US over regional domination.
