Abstract:Human society has gone through two forms of civilization,which are agricultural and industrial civilization.The 17th National Congress of Communist Party of China has raised target of Construction of Ecologicaly Civilization,which is the third civilization in history of human development.Ancient China has successfully seized historic opportunity of the first civilization resulting in China's comprehensive power leading ahead of other countries in world for thousands of years.However,modern China missed opportunity of industrial civilization,thus being excluded from major powers of world in consequence.Being a country with a large population and high production,China is confronted with serious resources shortages.Being a large consumption and pollution country,China also comes across challenges of environmental contamination and ecological damage.
