Abstract:The formation and development of professors' academic governance can be traced back to two sources.One is the heritage of medieval universities;the other is the need for developing higher learning in American universities.In either source,professors' academic governance has its own limitations.Its dilemma in China is caused by the lack of native thought and culture conducive to understanding and promoting professors' academic governance.The implementation of professors' academic governance not only requires the enhancement of university autonomy,but also professors' devotion to academic career and the cultivation of independent thought and liberal spirit.

Abstract:The modern university system and modern higher education governance necessitate new development patterns, comprehensive institutional reforms, capacity and intension building and governance effectiveness. The intension of higher education governance includes the establishment of a common-governance structure and of a culture of community by promoting harmony. Such a pattern is expressed by (1) the shift from governance control to governmental supervision;(2) the shift form external command to selective self-discipline;(3) the shift from academic autonomy to governance autonomy, and (4) the shift from“hard administration”to“soft governance”. The government is required to improve the governance capacity, to provide physical conditions and services and to hand over university to educators;the shift from executive documents dependence to the rule of law should be realized;management philosophy and patterns should be improved, including the introduction of the contractual objective management pattern;the rule of law and the university’s autonomy should be balanced within university;and the governance by the community of professors and other shareholders should be promoted. In terms of the authorization for the university’s constitutionconstruction, the differentiation principle should be adopted in order to realize“customized governance for each university”.

Abstract:Due to the politicisation of universities-within-the-state, the state's governance of higher education in China differentiates itself from other countries. This study examines how the Chinese central government adjusts its governance over universities between 1978 and 2018. Based on an extensive analysis of policy documents and scholarly research, this study proposes an analytic framework, comprising the state's governance logics, governance instruments, and institutional demonstrations. The three strategically selected governance instruments, i.e. laws, policies, and finance, are demonstrated through various aspects integral to China's higher education-the dual-goverance structure, appointment of the principal leadership, access to higher education, university and discipline structures, curriculum and ideology, funding and grants, and tuition fees. Based on an in-depth investigation, the study argues that the underlying governance logics of the state are moving from direct controls to indirect supervision; however, despite the increasing university autonomy and academic freedom in some areas, the state has never abdicated the essential power and authority over higher education institutions. This paper contributes to the theoretical and practical understanding of China's governance of higher education in recent decades.

As China is still undergoing social transformation, the form and degree of social subject' participation in the governance of higher education is preliminary. Hence, there is quite a long way to go before forming effective social governance. To improve public administration, social governance is necessary. Good social governance requires the concerted efforts of various parties in society. Abstract:The economic transition in China since the late 1970s has led to not only drastic social transformations but also rapid advancements in science and technology, as well as the revolution in information and communications technology. In order to enhance the global competence of the Chinese population in coping with the challenges of a knowledge-based economy, the higher education sector has been going through restructuring along the lines of marketization, privatization and decentralization. Responding to the the challenges of globalization, the Chinese government has opened up the education market by allowing overseas universities to offer programmes on the mainland. This article sets out in this wider policy context to examine the current developments of transnational higher education in China, with particular reference to how students in Zhejiang province enrolling in these overseas programmes, especially those offered by Australian providers, evaluate their learning experiences. This article will also discuss the major concerns raised by the respondents in our study regarding the newly emerging transnational higher education programmes, with particular reference to examining how far these new programmes would affect the regulatory framework in Chinese higher education.

Abstract:Higher education reform in China is deepening, and the governance reform taking place at the 985 Project universities over the past decade has displayed a shift from government driven to internally driven, from adaptive to proactive, and from localized to systemic. This reflects the overall status of governance reform in China's higher education. In the midst of China's social transformation process, the reality of contradictions in higher education and the arduous work of governance reform demonstrate that Chinese universities are trending toward good governance.

Abstract:During 1980, many Western countries launched public administration reforms. These reform waves also blew over to many Asian countries. With the advent of globalization and the rise of knowledgebased society, education and innovation are regarded as the driving forces behind social and economic growth and development. To enhance the national capacity, education reforms have also become common agendas among nation states since the 1980s. This paper aims at critically reviewing and comparing majorpolicies and strategies of the higher education reform adopted by the respective government in Greater China, including mainland China, Hong Kong, Macau, and Taiwan and Singapore. The key research questions are why these countries attempted to reform their higher education and if these countries achieve the desired results and comply with good governance. In this paper, four areas, "Rule of Law," "Transparency," "Effectiveness," and "Accountability" are evaluated to examine how these selected cases’ governance in higher education have been implemented in the past 30 years.

Abstract:Over the past decades, higher education governance and university management have become increasingly complex worldwide in a context of unprecedented expansion and diversification. Driven by both external and internal pressures, higher education reforms in different nations have often been reported to follow a similar pattern: shifting from the control model to the supervisory model in nearly all aspects of their relationship with universities. While such a trend in Chinese societies has been well documented in the literature, few people have been able to identify the sticking point of higher education governance there. As a result, the concept of a doomed cycle continues to linger obstinately, viewing power delegation as leading to market disorder which, in turn, leads to tighter control. This article points out the neglect of Confucian political culture and its importance for studies of higher education governance reforms in Chinese societies. It aims to demonstrate that Western theories of and approaches to governance and autonomy in higher education cannot be simply applied to other societies of highly different historical and cultural traditions. By so doing, it attempts to shed some light on debates over governance and autonomy in higher education in a much wider context.

Abstract:The governance/administration of a university is based on its Statute.It has been more than a century since China began to draw up university Statutes for its universities. This paper conducted a comparison of historical documents including A Proposal of the Draft of Charter for the Imperial University of Peking,Organizational Outline of National Peking University,Tentative Specifications of Colleges and Universities and Statute of Peking University,as well as regulations of Chinese academies in Song Dynasty and the Statutes of modern Chinese universities in the first half of the 20th century. Meanwhile,this paper also examined the legislation and construction of university Statutes in the mainland of China,Taiwan,Hong Kong and Macao.All these constructions of university Statutes presented various structural forms and integrated thoughts of university governance at all different times.The development of university Statutes not only provides experience for the governance of universities in China,but also improves our understanding of the foundation of university governance,the basis of its long-term development,and the building of world-class universities.

Abstract:China's governance has been in the process of transition since 1978. The features of new governance tend to be multi-center, autonomy, division and corporation, for which a mature citizen and civil society are indispensable as they are complementary to the functions of government. Citizen is a basic element of the civic society. It means that not only social and financial conditions and system guarantee are necessary, but also the citizen with civic virtues and capacity is required to a perfect civil society. Civic education is one of the best ways to develop civic virtues and capacity, and then it will promote the transition of governance in China indirectly. A modem governance would have more opportunities for civil participation, which might contribute to civic education in turn. Hence, civic education is both the means to and the result of governance transformation. The essay would review the history of the research on civic education, and release its academic and practical significance to the transition of governance. And then it would focus on the progress of civic education in some developed countries. Finally, the essay would discuss the target location and approach choice of civic education in Chinese governance transition context.

Examining Project-Based Governance of Higher Vocational Education in China: A Case Study

Abstract:This paper investigated project-based governance (PBG) in China's higher vocational education (HVE) with a main research question asking how PBG works in China's HVE. Using case study as a research strategy, the paper examines the application and effect of the PBG model on Chinese HVE within the analytical framework of PBG-based agency theory. Twenty-three faculty members from both administrative and academic departments in College Plateau (pseudonym) were recruited to participate in a person-to-person interviews. They were expected to share their observations and perspectives on the PBG model as applied to HVE. As supplementary materials, the Chinese government's policy documents and statistics, as well as institutional policy documents, were also looked at for a brief discussion of governance of China's HVE. The results showed that the PBG model has greatly challenged the traditional administrative, distribution and personnel systems, as well as the college-enterprise cooperation model, and academic performance of higher vocational colleges (HVCs). These changes have brought higher academic achievements and greater social resources to College Plateau. However, they have also caused many negative effects, such as homogeneity of organizations and the Matthew effect among HVCs.

Abstract:Chinese universities have undergone a massive transformation in recent decades. In addition to a dramatic increase in the number of universities and students, universities have shifted from primarily providing education to emphasizing research. Omnipresent political control is to be replaced by stronger academic self-organization. The result so far is a growing stratification of Chinese universities, with a few select research universities receiving the bulk of government research funding and a large number of universities with very little public funding for research which focus primarily on education. The rapidly changing landscape, with growing numbers but also increasing stratification and with conflicting relations between political control and self-organization, has given rise to tensions within universities and within the higher education system. In this paper, we identify these tensions and discuss their implications for China's quest to establish world-class universities and to achieve the transition to an innovation-oriented nation.

Abstract:The rise of governance theory produces a discernible impact on political-administrative research and public administration practices in China. The introduction of such concepts as the state governance system and social governance indicates that governance has even become an official discourse in China. Since the inception of governance theory in China, a series of disputes have emerged in terms of the logical relationship between governance and good governance and the applicability of governance theory in China. Although these disputes exert a marginal effect on research on Chinese governance, a core issue regarding applicability reappears-tension between state building and governance-amid the present-day conflict between state governance and social governance, as well as, the current contention between official discourse and academic discourse. The future agenda of research on Chinese governance needs to revolve around this core, involving state governance, social governance, and the interaction between the two.

Abstract:Network governance has become a widely recognized and increasingly utilized instrument for leading and managing public service delivery, especially in the education sphere. However, beyond mainstream Western contexts, network governance in education is under-researched. With reference to network governance theories, this study explored the evolution of education governance in China from 1985 to 2020. Based on a thorough analysis of policy documents and scholarly research, this article argues that the Chinese central state has changed its governance mode from centralization to network governance by incorporating peripheral actors, including local governments, schools, and societal forces, as active agents in governing education. However, despite these peripheral actors' increasing autonomy and participation, the central state still retains the ultimate power and authority over education governance in China. This study aimed to deepen the theoretical and practical understanding of China's governance over education while also contributing to mapping the global landscape of network governance.

Abstract:The state-university's interaction and relationship has long been a key focus of scholarly discussion. A distinct strategy in China's higher education is policy experimentation (PE), which allows indigenous policy innovations to be generated at local institutions and incorporated into national policymaking. The PE approach allows power negotiation among various stakeholders in creating a strategy space for reform. Through case studies, the paper examines those complicated processes enabled and shaped by stakeholders' perceptions, behaviours and strategic actions. It proposes three types of rationales for using PE as mission-driven, problem-driven and administration-driven. The university uses 'bargaining and persuasion' and 'formation of advocacy coalition' in negotiating with the state whereas the state communicates with the university through 'documentary politics' and 'open method of coordination'. Thus, PE can be regarded as a new way of HE governance in effectively mediating the state authority and university power in building consensus for China's HE development.

During the evolution of private institution of higher learning, the government kept exploring, adjusting and perfecting its policy. By doing so, it hoped to give necessary macroscopcial encouragement and support, as well as to control and supervise the quality scope of those private institutions. During the 60 years before the foundation of the P.R.China., the private institutions not only cultivated and provided a large number of talents for the independence and revival of our nation, but also accumulated precious experience for the development of Chinese higher education.

Abstract:In the past three decades, the higher education system of China has shown the most dynamic development. One of the reasons is the president responsibility under the leadership of the Party committee, which was introduced in public universities in the early 1990s and corresponds to the national traditions as the fundamental management system in Chinese general universities. Recent changes in the Chinese society and economy have led to the establishment of private and joint universities, which determined transformations of this management system and the development of several university management systems. The article aims at describing the features of the contemporary university management systems of different forms of ownership in China together with their advantages and disadvantages. The article provides a brief review of the history of the development of public university management systems from the founding of the PRC to the present day; explains the main features of the Chinese higher education system and the changes in the number of public, private and joint universities in the past ten years. The authors focus on the management systems of public, private and joint universities to show that the management system of the university of any form of ownership consists of three parts - decision-making, practices and control. The article explains the specifics of relations between the highest governing bodies of the university - party committee, president and governing board (board of directors) - and the real system of relations between the administrative and academic authorities. The article is based on the data of the Chinese Ministry of Education, laws and other regulations of the Chinese government in the higher education, websites of the leading Chinese universities, and publications available on the Chinese Internet.
