Discussion on the Future Development of Water Right Trade for Agricultural Water Saving in the Yellow River Basin

Abstract:There are some problems during water right transfer of agricultural water saving in the Yellow River basin, such as the poor effect of water saving, water saving reconstruction of national investment and large?scale adjustment of land use structure for some irrigation districts. Aiming at above problems, the general idea of water right transfer of agricultural water saving in the future was proposed, which was water saving overall, transferring part by part, and carrying out transfer through water market. In accordance with this idea, the organization, operation procedure, safeguard measures, tradable water assessment, transfer price and transaction cost management were discussed. The following conclusions were obtained. The organization consists of the main body of water market, consultation and evaluation organization, market manager and government agency. The operation procedure of water right transfer includes three stages which are government’ s early intervention, market management and government management. The safeguard measures were put forward from two aspects, the establishment of the standard management system and the construction of the monitoring system. The price of water right transfer includes consultation pricing and government pricing, and the government pricing consists of basic price, reasonable income and taxes.
