Abstract:China's irrigation management(IM) system needs to be changed urgently, and the participation of the water us ers in the IM is a noticeable trend. In the past ten years, the number of the Water User Associations(WUAS) in Chi na has rapidly increased, but the results of the function of WUAS in some areas have not been good as expected. In this paper, we have constructed a policy implementation model named"Hierarchically Push: Strategic Response",according to which, under the hierarchical push of policy from the upper level, the political organizations of the grassroots level can implement the policy strategically on the one hand, and on the other, they can conform to the lo cal reality and the local interests, leading to the result that a policy made by the superior seems to be very quickly implemented at the grassroots level, but the actual situation of the policy implementation of the policy varies vastly in various places. From the perspective of the policy implementation, we have analyzed the process of the reform of the WUAS, and, by the use of the case study on Fujian Province and of the survey data on"Hundreds of Villages and Thousands of Farmers", we have analyzed, from the system, the operation performance of the WUAS and made an examination by real case. In our study, we have revealed that, while the existing model of the policy implementa tion has led to the rapid growth of the number of the WUAS, at the same time, this growth has resulted in low effi ciency and degenerated into mere formality. The deep reason is that, in the practice of the grassroots IM at present,the WUAS, in some areas, lack the conditions of the effective operation and the institutional demand of the WUAS.In the reform of China's IM, we should adhere to the principles of suiting measures to local conditions and of the in stitutional diversity, and avoid the way of imposing uniformity in all cases to spread the WUAS.
