Abstract:Transboundary water problems are complex systems, which involve interdependence and interconnectedness between elements, uncertainty and feedbacks between processes, and emergence and adaptation through evolution of the systems. There is nearly no way to formulate transboundary water problems in an equation fitting-one-size-for-all. As nature-human coupled systems, transboundary water problems should consider actual stakeholders and parties in context-specific situations as well as natural conditions.News media are good recorders for us to have an insight into the transboundary water problems down-to-earth. Local news media are the first-hand and direct reflections of societal values among the riparian countries and stakeholders, and are documentaries of what is going on in transboundary river basins. International news media are also good sources to know about how people in the world perceive transboundary river issues from the perspectives as “outsiders”. Therefore, text analysis of news articles concerning conflict and cooperation on transboundary river basins can tell us a whole story about the past history and on-going “real” life in the basins.To uncover the patterns and dynamics of conflictive and cooperative events on a global scale, people usually read news articles, extract information manually in the past, which is tedious and time-commanding. In the era of big data, we collect large news media datasets automatically, and employ machine learning techniques to do data mining out of those news media data. The aim of our research is to minimize manual labor in searching, filtering, reading and understanding the related news media articles by computer, and to provide potent tools for researchers to retrieve useful information in the related areas. To validate our methodology, we look Mekong River Basin and Brahmaputra River Basin as case studies into details. To apply our methodology in a global scale, we intend to draw a world map with a timeline to show how water conflict, and cooperation occurs, grows, and transforms. By capturing characteristics of the life cycles of water conflict and cooperation, we aim to throw light upon water management in transboundary river basins, provide some hints for water resources decision-makers, and enhance global water security.
Building a methodological framework and toolkit for news media dataset tracking of conflict and cooperation dynamics on transboundary rivers

Abstract:Abstract. The management of transboundary rivers will be one of the great political and environmental challenges of the 21st century if knowledge of conflict and cooperation is not fully developed. Transboundary river conflict and cooperation are critical for the sustainable development of river basins, regional security, and stability and have significant scientific and practical implications. The construction of a dataset of transboundary water events – individual conflictive or cooperative interaction between riparian regions – provides an important data support and a factual basis for the study of transboundary rivers. However, the most representative research, the Transboundary Freshwater Dispute Database, is built by means of manual reading for information extraction, is, thus, difficult for fast updating, and also does not cover the global changes in the past decade. This research aims to build a methodological framework for news media datasets to track conflict and cooperation dynamics on transboundary rivers, provide a mass of relevant data for the research of transboundary rivers on the globe, prepare a potent research toolkit, lay a solid foundation for further data mining research, and better suit the big data age. In order to test the effectiveness of the methodological framework and toolkit for dataset construction, this research analyses the spatial coverage, both in terms of continental and national, temporal coverage from 1953 to 2019, and content coverage and conducts relevance screening of the articles in the four representative river basins in the datasets. The results show that the datasets built by this framework can capture comprehensive content of transboundary water conflict and cooperation in both spatial and temporal coverage with acceptable data quality.

Are Transboundary Water Events Reported Differently in French and English News for Conflict and Cooperation Dynamics?

Abstract:Media coverage of water events in transboundary river basins reflects the views of both riparian countries and beyond, and the conflict and cooperation dynamics could be biased due to the linguistic diversity. The aim of this study is to investigate whether any deviation exists in the depiction of water conflict and cooperation dynamics as reflected in the sentiments of French and English news articles, taking the Lancang–Mekong River basin and the Nile River basin as case studies. The results showed that news articles in English itself can reflect the trends of the cooperative or conflictive sentiments of the water events occurring within the basin, but French news is complementary in examining the attitudes and values of a few countries towards the shared river. The study would serve as an important reference for the perspective analysis of all riparian countries, as well as a basis for comprehending water conflict/cooperation dynamics in multiple languages.

Abstract:<p>The transboundary Lancang-Mekong River Basin has experienced both cooperation and conflict over the past several decades. Downstream countries (Thailand, Cambodia and Vietnam) rely on Mekong River for fisheries and agriculture, while upstream countries including China and Laos have been constructing dams to generate hydropower. The construction and operation of dams in upstream countries has changed the seasonality of streamflow in downstream countries, affecting their agriculture and fishery benefits. More recently, cooperation between upstream and downstream countries has led to benefit sharing and improved international relations throughout the river basin. In this presentation, we introduce a socio-hydrological model that simulates the hydrological changes in downstream countries resulting from upstream dam operation, based on collection of hydrological, economic and social data in Lancang-Mekong river basin. Our model captures the cooperation and conflict feedback loops which impacts the operation rules of upstream dams. In this way, our study generates understanding of the connections between water resources management and hydro-political dynamics underpinning cooperation and conflicts mechanism in this transboundary river basin.</p>
Continues Monitoring of Subsidence Water in Mining Area from the Eastern Plain in China from 1986 to 2018 Using Landsat Imagery and Google Earth Engine

Abstract:The eastern plain of China is one of the most important grain production areas in China. Meanwhile, the plain is also an important coal production area with a large number of "coal-grain composite regions". Coal mining causes land subsidence and waterlogging, which destroys a significant amount of cultivated land. However, there is no dataset for the spatio-temporal distribution of subsidence water to assist related decision-making on a regional scale. Accurate monitoring of subsidence water is still a challenge, especially distinguishing among subsidence water, natural water and artificially excavated water by only using remote sensing data. Here, A new method to generate a dynamic map for the subsidence ponding year and the restoration year using the Google Earth Engine platform with 33-year-old Landsat imagery was created. The time segmentation method was used to first extract the change water pixels corresponding to subsidence water and artificially excavated water with similar trajectory features. Then, the morphological characteristics of the two types of change water at the beginning year of water accumulation are used to construct 13 landscape indexes. This approach utilizes the Random Forest algorithm to distinguish between subsidence water and artificially excavated water. The Huang-Huai-Hai plain area in eastern China was selected as the study area and extracted the subsidence water areas from 1986 to 2018. The identification accuracies for subsidence ponding year and restoration year are 88% and 85%. 79% of the subsidence water areas are located in cultivated land, which shows significant impacts to agricultural activities. The method proposed could be applied to other similar areas, the results could provide reference and data for decision-making and related land reclamation planning. (c) 2020 Elsevier Ltd. Abstract:Water resources management in the Lancang-Mekong River Basin (LMRB) is challenging in face of the complex trans-national geopolitical context, the acceleration of hydropower dam expansion, and the growing demands for energy, food, and riverine ecosystem preservation across the basin. Centralised management through coordinated operation of all the basin water infrastructures ("hard cooperation") across the river basin is ideal but hard to achieve given the existing geopolitical context of the region. To overcome these barriers and facilitate a more adaptive and reliable operation of the LMRB's water system, this paper focuses on the concept of "soft -cooperation", i.e. the idea of indirectly fostering cooperation by sharing data across countries to inform the noncooperative (or independent) operation of their systems. Here, we first quantify existing riparian conflicts and synergies for the non-cooperative scenario, where upstream and downstream act independently without any form of cooperation, and for the "hard cooperation" configuration, where an ideal centralised operator jointly operates all the infrastructures. Then a "soft cooperation" scheme assuming data sharing across riparian countries is evaluated. The most effective and informative data is selected via machine learning and used to inform the design of the river reservoir system operation via evolutionary multiobjective direct policy search. Results show that the riparian conflicts around water mainly exist between the sectors, i.e. hydropower production vs ecosystem conservation, rather than among countries. For reservoirs with various capacities and locations, the value of information varies. Generally, sharing data about the water currently available in the different river storages results in a large improvement in hydropower production. This study highlights the value of appropriate data sharing and selection in water system operation as an indirect way of promoting cooperation in trans boundary river management.

Abstract:The Transboundary Freshwater Dispute Database provides a framework for quantitative, global‐scale explorations of the relationship between freshwater resources and international cooperation and conflict. Projects were designed to test common theories linking freshwater resources to cooperation and conflict, in particular within the context of geography and environmental security. The projects, which follow in sequence, consider three main hypotheses on the likelihood and intensity of water resource disputes. To test these hypotheses, a unique set of tools was created that links water‐specific event data with a geographic information system (GIS) that meshes biophysical, political, and socioeconomic data sets at the river basin and other scales. There are three linked data sets: (1) an event data set documenting historical water relations, including a methodology for identifying and classifying events by their intensity of cooperation/conflict; (2) a GIS data set of countries and international basins, both current and historical; and (3) a spatial data set of biophysical, socioeconomic, and political variables, linked to the GIS. This paper describes the hypotheses, the above tools created to test them, and a methodological framework for utilizing the linked event and GIS data sets, providing three projects as examples: (1) indicators of international basins at risk of political tensions, (2) relationships between internal and international hydropolitics in three geographic regions, and (3) hydroclimatological variables and international water relations.

Abstract:The Lancang–Mekong River (LMR) is an important transboundary river that originates from the Tibetan plateau, China and flows through six nations in Southeast Asia. Knowledge about the past and future changes in climate and water for this basin is critical in order to support regional sustainable development. This paper presents a comprehensive review of the scientific progress that has been made in understanding the changing climate and water systems, and discusses outstanding challenges and future research opportunities. The existing literature suggests that: ① the warming rate in the Lancang–Mekong River basin (LMRB) is higher than the mean global warming rate, and it is higher in its upper portion, the Lancang River basin (LRB), than in its lower portion, the Mekong River basin (MRB); ② historical precipitation has increased over the LMRB, particularly from 1981 to 2010, as the wet season became wetter in the entire basin, while the dry season became wetter in the LRB but drier in the MRB; ③ in the past, streamflow increased in the LRB but slightly decreased in the MRB, and increases in streamflow are projected for the future in the LMRB; and ④ historical streamflow increased in the dry season but decreased in the wet season from 1960 to 2010, while a slight increase is projected during the wet season. Four research directions are identified as follows: ① investigation of the impacts of dams on river flow and local communities; ② implementation of a novel water–energy–food–ecology (WEFE) nexus; ③ integration of groundwater and human health management with water resource assessment and management; and ④ strengthening of transboundary collaboration in order to address sustainable development goals (SDGs).

Abstract:Development of the Brahmaputra River, which links China, India and Bangladesh, has been hindered by significant challenges, particularly political challenges. News reports can mirror the perceptions of political actors, but are, owing to the complexity of the issue, complicated and unstructured. We present a comparative content analysis of the overall framing in news reports of the Brahmaputra River development from major English news media. A structural topic model is established to discover latent topics in the corpus of 1,569 news articles published in 34 countries or regions. We find that politics, including domestic and international politics, dominates the news narratives. Environmental issues, such as glacier status and climate change impacts, are secondarily discussed. Technology and economy issues are less frequently presented in the media coverage. Advantages of upstream countries and dependences of downstream countries are reflected in news reporting and explicitly emerge in the structural topic model. These findings and implications are important for promoting mutual understanding and cooperation among riparian countries in developing the Brahmaputra River. The proposed approach is expected to be widely used as a methodological strategy in future water policy studies.

Abstract:Abstract. Increasing hydrologic variability, accelerating population growth, and resurgence of water resources development projects have all indicated increasing tensions among the riparian countries of transboundary rivers. This article aims to review the existing knowledge on conflict and cooperation in transboundary rivers from a multidisciplinary perspective and propose a socio-hydrological framework that integrates the slow and less visible societal processes with existing hydrological-economic models, revealing the hidden feedbacks between changes in societal processes and hydrological changes. This framework contributes to understanding the mechanism that drives conflict and cooperation in transboundary river management.

Abstract:The research on water and sediment variations is of great importance for regional resource and watershed management. Studying the relationship between precipitation, runoff and sediment load, traditional methods are based on observational data fitted or artificial intelligence predictions, whose accuracy is directly dependent on the quality and quantity of the data. This paper developed a new approach for researching the relationship between precipitation, runoff and sediment load. Based on the sliding accumulative anomaly method, the M-K mutation analysis and the wavelet functions, variation of precipitation and runoff annually were discussed. The results indicated the annual variation trend of the precipitation and runoff had being consistent since 1969, both with a 28-year main cycle, and runoff variations are less subject to human influence in the Luozha River. Therefore, the formula of relationship between annual runoff and sediment load can be obtained by integrating discrepancy in the magnitude of its both variation in the natural state, which was verified by the observational data and has well applicable to acquisition of annual sediment load. The current works can broaden current knowledge of recent changes in the Lancang River Basin and improves the recognition of the water-sediment interrelation in the river.
Retrospecting the Researches and Efforts on Lancang-Mekong Water Issues: a Bibliometric Perspective

Abstract:We adopted a spectral clustering algorithm to divide the document co-citation network of 1,776 papers in the field of Lancang-Mekong water, and 14 clusters were identified. For each cluster, the top-cited references construct the knowledge base, and the most-coverage cities are taken as the research frontier. Three indicators, namely betweenness centrality, citation burstness strength, and Sigma, were used to identify the research outputs with pioneering and transformative value. The changes in the research topics and hotspots are closely related to the planning, construction, and operation progress of hydropower engineering, that affected by the gaming results of all parties. The 2009-2010 is an important time boundary, with the original research hotspots including the impact of upstream reservoirs on the hydrological regime and sediment (Clu#3) and arsenic contamination of groundwater in the Lower Mekong (Clu#4) that obtained periodical achievements and reached consensus to some extent around 2008, and the new research boom turns to the Tonle Sap Lake and flood pulse (Clu#2) in short-term characterized literatures with the highest burstness strength mainly concentrated around 2012. HIGHLIGHTS The intellectual bases and research frontiers of 14 identified topics were analyzed based on Document Co-citation Network analysis. Vietnamese Mekong Delta is the topic with the largest size and arsenic contamination is the cluster with the longest time span. Evolution of research hotspots is related to the widespread controversy over the planned dams in the Lower Mekong mainstream and the progress of the multi-party games.

Abstract:Dams heavily impact the Lancang-Mekong River, leading to water-use conflicts for hydropower, food production, and ecosystem sustainment. Basin-scale cooperation has been shown to yield incremental benefits; however, understanding of the water-energy-food (WEF) nexus-critical for cooperation and benefit-sharing in transboundary basins-is insufficient. A WEF nexus model for the Lancang-Mekong River Basin (LMRB) was developed to investigate the impacts of value preferences from riparian countries, reservoir operation policies, and future dam construction. The analysis shows that the value preferences for hydropower and agriculture significantly influenced the WEF nexus under cooperation. If downstream countries preferred rice production (RP), there was a substantial reduction in hydropower generation (HP) to meet the irrigation demands of RP because reservoirs operate for basin-level optimization under cooperation. Ecological water demands in China and downstream countries are represented by environmental flow constraints and competed with potential HP and potential RP at the basin scale, whereas trade-off relationships among the WEF nexus depended on hydrology. HP and RP benefited from river damming in downstream countries, considering better dam regulation of streamflow. The complex relationships among the WEF nexus highlight the importance of flexible cooperation policies considering various sociohydro conditions in the LMRB; thus, this study's results can offer real-world preferences.

Abstract:Mass media are important sources of information about water issues that significantly influence civil life. This paper presents a content analysis approach to contextualize the water issues reporting of the People's Daily. The intent of our approach is to uncover the reporting pattern of water issues and the relationship between government policies and their news reports. Using the newspaper with the second widest circulation in China, the content analysis approach reveals that the document frequency of water issues had shown a flat trend since the 1970s. Water-related articles were given more significance by providing additional front pages. The results suggest that newspapers have been focusing more on the recreational function and protection of water since the 1980s. The results also show that there was a relative shortage of coverage on certain types of water-related central government documents. Lacking persistence was another feature of policy propaganda. These factors could work against public engagement in water issues and undermine the public's understanding of and confidence in water management measures. We believe these results could help water resource managers to interpret media content of water issues and improve the propaganda of their policies, which would contribute to better administration of water resources.

Abstract:The Lancang-Mekong River significantly affects the livelihood of residents in the basin as well as the lives of people in other regions of the world in terms of great development potential and its economic and ecological values. In the meanwhile, the river attracts the attention of countries in the basin and the international community because it raises potential for international conflicts. The Lancang-Mekong River leaves China from Xishuangbanna and the ecosystem status in Xishuangbanna constitutes one of the top concerns related to the basin. The study comprehensively evaluates the status of freshwater ecosystem health of the Lancang River in Xishuangbanna for the first time, with reference to aspects of ecosystem vitality, ecosystem services, as well as governance and stakeholders, firstly, linking the ecosystem and the benefits it provides as well as human activities as an organic whole. The methodology used, Freshwater Health Index, is newly developed and constitutes revision of the first attempt of its usage. Basically, the freshwater ecosystem in the studied area and period remains healthy according to the research, and the ecosystem is considered to be capable of providing sufficient services and benefits to meet the economic and societal development demands. Recommendations are proposed for more sustainable local freshwater management and utilization accordingly.
Effects of Hydrologic Conditions and Reservoir Operation on Transboundary Cooperation in the Lancang–Mekong River Basin

Abstract:Multiple stakeholders in transboundary river basins would benefit from cooperation, but how and why stakeholders can achieve this cooperation remains difficult to determine. This paper proposes an approach for analyzing the effect of the cascade reservoir system operation under varying hydrologic conditions on transboundary cooperation, taking the Lancang-Mekong River as a case study. The results demonstrate that the economic gains from cooperation are greater than those from noncooperation, particularly in dry years. The systematic incremental benefits of cooperation increase with the exceedance percentage, P, of the flow duration curve, indicating that the dryer the basin, the more benefits cooperation can yield. The operation policies of the cascade reservoir system in China influence the spatial and temporal streamflow patterns in the downstream Mekong River and provide substantial economic benefits to downstream stakeholders in coalitions. When China participates in the cooperation, the cascade reservoirs release more water in dry seasons, leading to hydropower loss upstream, but extra gains at the system level. An interesting free-ride phenomenon in partial coalitions is observed, illustrating the unique character of the transboundary river basin system as a continuum. The shares of the benefit for each stakeholder vary with different cooperative game methods. It is also determined that stakeholders are unlikely to reach a consensus on the preferred solution to benefit sharing, but they will not depart from the grand cooperation if one of the three proposed cooperative game-theory solutions is really implemented.
Politicization of the Hydropower Dams in the Lancang-Mekong Basin: A Review of Contemporary Environmental Challenges

Abstract:To date, hydropower dams raise numerous interpretations about their impact on the Lancang-Mekong River. While most research studies analyze the negative aspects of hydropower development on people’s livelihoods and local environments, the hydropower sector was historically one of the most iconic economic segments facilitating transboundary water cooperation for decades. By using the constructive discourse analysis and critical political ecology approach, the presented text (1) outlines the current environmental narratives over the Lancang-Mekong hydropower development and (2) explores the politicization of the Chinese mainstream dams. The data were collected upon the multi-level content analysis of relevant sources and double-checked with the Lancang-Mekong Cooperation and Conflict Database (LMCCD) monitoring over 4000 water-related events among six riparian countries between 1990 and 2021. Our data show that (i) there is a stark contrast in positive and negative narratives over the rapid hydropower development, (ii) the impact of mainstream dams on the river is more often discussed than that of tributary dams, (iii) implications of the hydropower dams are often interpreted upon the non-traditional research inputs rather than widely accepted studies, and (iv) developing the contradictory arguments through social and public media contributes to greater polarization of the multi-stakeholders’ viewpoints in the accountable research dialogue.

Transboundary Cooperation in Infrastructure Operation Generates Economic and Environmental Co-Benefits to the Lancang-Mekong River Basin

Abstract:The Lancang-Mekong River Basin is facing booming water resources infrastructure development, long-term transboundary conflicts and trade-offs between economic goals and ecosystem services provision. Optimizing the pathway towards sustainable infrastructure operation has lacked multisector-coordinated and decision behaviour-based perspectives for transboundary water systems. In this study we quantified how, and to what extent, transboundary cooperation generates economic and environmental co-benefits by jointly using a coupled simulation–optimization approach and cooperative game theoretical analysis. We found that full cooperation outweighs partial or non-cooperation modes to promote economic benefits by 3 to 21% and to minimize the losses in fishery and sediment transport from 23% and 60% to 12% and 22%, respectively. Full cooperation becomes more beneficial and stable alongside infrastructure expansion, climate change and satisfying the hydrological needs of river ecosystems. These findings underscore the importance of full cooperation for sustaining socio-environmental systems and highlight the need for a benefit reallocation mechanism and designed flow management to stabilize basin-level full cooperation in the Lancang-Mekong River Basin. This Analysis quantifies how, and to what extent, transboundary cooperation generates economic and environmental co-benefits in the Lancang-Mekong River Basin, highlighting the importance of benefit sharing for sustaining socio-environmental systems.
