Evolution of Migrant Policies and Social Integration of Rural-Urban Migrants

Abstract:With the gradual improvement of migrant policies in China, how policy evolution affect social integration of rural-urban migrants needs to be empirically examined. This paper constructs a “triangle” framework that delineates effects of multiple social governance bodies(state-market-society) on migrant integration, uses data from two cross-sectional surveys of rural-urban migrants in 12 cities of S province in 2016 and 2020, and investigates the impacts of the evolution of migrant policies in destination cities on migrant integration(including economic integration, acculturation, social interaction, psychological identification, and political integration) during the 13th Five-Year Plan. Results show that, at the beginning of initiation of migrant policies, policy deployment can facilitate migrants’ economic integration, but the “depression effect” of policy implementation exerted by labor market and real estate market decreases economic integration; with the policy implementation, the “depression effect” gradually diminishes and rural-urban migrants begin to benefit from policy implementation in terms of economic integration, however, policy deployment gradually begins to play a negative role in migrants’ economic integration when there is a large gap between policy deployment and policy implementation, suggesting the importance of accessibility of policy implementation; basically, the more friendly the policies of receiving cities, the higher levels of migrant integration migrants enjoy in terms of the other four non-economic integration. The friendly policies do not necessarily lead to higher levels of migrant integration, which just suggests that full release of policy dividends needs the long-term cooperation between the government, the market, and the society.
