KEY ISSUES FOR RIVER REGULATION: AN ILLUSTRATION FROM DIANCHI INFLOWING RIVERS IN CHINA

Abstract:Rivers play important roles in flood control, disaster mitigation, and water supply, as well as in social and ecological environment. However, there is currently no good way to control severe polluted rivers, especially to those in developing nations with large population and low technological level. Thus, this paper tried to provide a useful guideline for polluted rivers treatment, especially to those in developing areas with large population and low technological level. Based on eutrophicated Dianchi inflowing rivers (DIRs) regulation work since 2006, three key issues were illustrated for river regulation in this paper. First, execution of river management is the most important issue for the area with low productivity. The establishment of responsibility system for the leaders in charge of the DIRs improves inefficient execution of river management. Second, raising funds is another key issue. Strengthening market operation to introduce more financing channels is an effective way to solve this problem. As the third issue, comprehensive engineering also plays an important role in pollution reduction and ecological remediation. After more than six years of practicing in DIRs, ecology environment of DIRs has been improved obviously; the amount of pollutants from the DIRs to the Dianchi decreased by 10%, and the comprehensive pollution index of major DIRs decreased by 56%.
