Abstract:Compared to income or wealth, household consumption expenditures can reveal households’ real economic well-being derived from income and other material resources. This chapter uses the CHIP data from 1995, 2002, and 2013 to investigate the structure and inequality of consumption expenditures in urban China. Overall inequality in urban household consumption expenditures as measured by the Gini coefficient decreased slightly from 1995 to 2002 but then increased to 2013. The percentile ratio of p90/p10, however, increased continuously during these years. Basic food consumption inequality was much smaller than inequality of overall consumption, and as consumption grew over time, the food share of consumption fell steadily—from 34 percent in 1995 to 24 percent in 2013. Housing consumption inequality was much larger than overall consumption inequality but it decreased over time. Housing’s share of total consumption, however, rose markedly from 23 percent in 1995 to 38 percent in 2013.
Examining energy inequality under the rapid residential energy transition in China through household surveys

Abstract:Since 2013, China has initiated a rapid energy transition that replaces traditional solid fuels with modern clean energy. Despite the tremendous success of the energy transition, its impacts on household energy costs and associated energy inequality remain largely unexplored. Here we use data from a large nationwide household survey to investigate these trends. We find that about two-fifths (43.0%) of surveyed households switched from traditional solid fuels to clean energy during 2013–2017. However, 56.1% to ~61.0% of them were from extremely poor or poor households, causing deep concern for increasing household energy burden. Accordingly, the share of surveyed households in energy poverty increased from 30.1% to 34.2%. Despite the declining inequality in energy cost, a growing inequality in energy burden was revealed during 2013–2017. Our results demonstrate that the energy burden on rural households increased due to the dramatic rise in the cost of clean energy, while urban households tend to spend a lower and decreased proportion of their income on energy.

Urban Household Consumption in China

Abstract:Many studies have noted substantial differences between income and consumption measures of well-being and inequality in many countries. A national welfare measure based on consumption requires an econometric approach that can account for differences among household types and require data on regional prices. We estimate a flexible consumption function using surveys of consumption in urban households in China and using detailed regional price data. This function distinguishes households by demographic characteristics and provide price and income elasticities. We use the estimated consumption function to project trends in aggregate food, nondurable goods, services and housing consumption by incorporating projections of population changes, income and prices. Abstract:Using the nationally representative Urban Household Income and Expenditure Survey (UHIES) conducted by the National Bureau of Statistics (NBS) of China, we document a steadily rising trend in income and consumption inequality during the period from 1992 to 2003 in urban China. Despite the rising urban inequality over time, the social welfare of urban residents unambiguously improved because every income group saw their income and consumption increase over this period (higher income groups experienced faster increases). Moreover, consumption inequality follows income inequality very closely. Labor income inequality accounts for about two‐thirds of total income inequality quite consistently over time. We find that only about one‐third of urban inequality can be attributed to observable individual choices and characteristics, of which education has increasing explanatory power, while regional differences become less important over time. We also find that restructuring of the SOE sector, urbanization, and globalization are important contributing factors to rising overall urban inequality and the within‐group inequality not accounted for by observable individual choices and characteristics.
The forces driving inequalities in China's household carbon footprints

Abstract:Household carbon footprints account for a large proportion of total emissions. When considering indirect emissions through the consumption of goods and services, a high level of carbon footprint inequality exists both worldwide and within China. Utilizing both provincial level input-output tables and micro-level household survey data, this paper aims to measure Chinese households’ indirect carbon footprints, estimate the level of indirect carbon footprint inequalities, and analyze the main drivers of carbon footprint disparities. The main findings are as follows. First, there is widespread inequality in terms of indirect carbon footprints at the individual household level, and the urban-rural disparity has a significant impact on carbon footprint inequalities. Second, inequalities in terms of carbon footprints are higher than those in relation to income and expenditure, with the main source being between-group inequalities. Third, disparities in income, education, living conditions, and asset ownership, as well as urban-rural disparities, are the main factors contributing to carbon footprint differentials. These results imply that the urban rich in China have contributed significantly to emissions growth by means of their daily consumption. With the largest population in the world, the reduction of China’s household carbon footprint has significant implications for global carbon emissions mitigation. China’s future policies should include consideration of low carbon emissions initiatives, such as a progressive carbon tax, that emphasizes the responsibility of the rich.
Consumption Inequality in Urban China, 1995-2013

Abstract:We use CHIP data from 1995, 2002, and 2013 to investigate inequality in urban household consumption expenditures. Overall inequality in urban household consumption expenditures measured by the Gini coefficient decreased slightly from 0.33 in 1995 to 0.32 in 2002, but it increased to 0.36 in 2013. This followed the same trend as that of urban income, though to a greater extent. However, the percentile ratio of p90/p10 shows that consumption inequality always increased. In addition, basic food consumption inequality was much smaller than overall consumption, with its contribution decreasing from 20 percent in 1995 and 2002 to 14 percent in 2013 and its share decreasing steadily from 34 percent in 1995 to 30 percent in 2002 and further to 24 percent in 2013 as the level of overall consumption moved up in the distribution during each of the three years. Housing consumption inequality was much larger than overall consumption but it was decreasing over time, with its contribution to overall consumption inequality increasing 35 percent in 1995 and 2002 and then to 40 percent in 2013 and its share also sharply increasing from 23 percent in 1995 to 30 percent in 2002 and further to 38 percent in 2013. In addition, its share reveals an upward slope as the level of overall consumption increased in each of the three years.

Abstract:Eliminating energy poverty is not only a prerequisite for escaping the "energy poverty trap" but also crucial to enhancing the welfare of residents and realising ecological civilization. Income inequality has become an essential challenge affecting China's economic growth and social stability. By integrating Chinese household data for 2016, 2018, and 2020, a mixed-method approach of energy income response modeling, income inequality measurement modeling, and fixed panel modeling is used in this paper to explore the relationship between income inequality and household energy poverty. Further, the mechanism of income inequality on energy poverty and the poverty reduction effect of household income on energy poverty are explored. The results show that income inequality is significantly and positively correlated with household energy poverty, implying that widening income inequality leads to energy "poverty enhancement." In terms of mechanisms, income inequality increases energy poverty by increasing households' willingness to save and reducing energy consumption. The moderating effect analysis shows that the breadth of digital financial inclusion reduces the contribution of income inequality to household energy poverty. The increase in household income will increase the affordability of households, especially the increase in wage income and property income, which can help households lift themselves out of "energy poverty." Therefore, creating sustainable digital ecosystems, incorporating sound government interventions, and providing diversified income channels are key to helping households escape energy poverty.

Reducing Carbon Footprint Inequality of Household Consumption in Rural Areas: Analysis from Five Representative Provinces in China

Abstract:Household consumption carbon footprint and inequality reductions are vital for a sustainable society, especially for rural areas. This study, focusing on rural China, one of the fastest growing economies with a massive population, explored the carbon footprint and inequality of household consumption using the latest micro household survey data of 2018 linked to environmental extended input--output analysis. The results show that in 2018 in rural China, the average household carbon footprint is 2.46 tons CO2-eq per capita, which is around one-third of China's average footprint, indicating the large potential for further growth. Housing (45.32%), transportation (20.45%), and food (19.62%) are the dominant contributors to the carbon footprint. Meanwhile, great inequality, with a Gini coefficient of 0.488, among rural households is observed, which is largely due to differences in type of house built or purchased (explaining 24.44% of the variation), heating (18.10%), car purchase (12.44%), and petrol consumption (12.44%). Provinces, average education, and nonfarm income are among the important factors influencing the inequality. In the process of urbanization and rural revitalization, there is a high possibility that the household carbon footprint continues to increase, maintaining high levels of inequality. The current energy transition toward less carbon-intensive fuels in rural China is likely to dampen the growth rates of carbon footprints and potentially decrease inequality. Carbon intensity decrease could significantly reduce carbon footprints, but increase inequality. More comprehensive measures to reduce carbon footprint and inequality are needed, including transitioning to clean energy, poverty alleviation, reduction of income inequality, and better health care coverage.

Abstract:This study investigates the impact of income inequality on household carbon emissions in China using nationwide micro panel data. The effect is positive—households in counties with greater income inequality emit more—and remarkably robust to a battery of robustness checks. We also explore the roles that consumption patterns, time preference, and mental health play in the relationship between income inequality and household carbon emissions. The findings suggest that the change in consumption patterns caused by income inequality may be an important reason for the positive effect of inequality on household carbon emissions and that a lower time preference for consumption and improved mental health can mitigate the positive effect of income inequality on household carbon emissions. Furthermore, substantial differences are found among households at different income levels and households with heads of different ages. The findings of this study provide important insights for policy makers to reduce both inequality and emissions.

Abstract:Using new household survey data for 1995 and 2002, we investigate the size of China's urban–rural income gap, the gap's contribution to overall inequality in China, and the factors underlying the gap. Our analysis improves on past estimates by using a fuller measure of income, adjusting for spatial price differences and including migrants. Our methods include inequality decomposition by population subgroup and the Oaxaca–Blinder decomposition. Several key findings emerge. First, the adjustments substantially reduce China's urban–rural income gap and its contribution to inequality. Nevertheless, the gap remains large and has increased somewhat over time. Second, after controlling for household characteristics, location of residence remains the most important factor underlying the urban–rural income gap. The only household characteristic that contributes substantially to the gap is education. Differences in the endowments of, and returns to, other household characteristics such as family size and composition, landholdings, and Communist Party membership are relatively unimportant.

Abstract:The emerging notion of emissions inequality expands the idea of sustainability by incorporating economic opportunity as well as social needs and rights into environmental costs and benefits. In China, increasing inequality among urban households in terms of both income and housing wealth establishes a pattern of social stratification. An understanding of the association of social and environmental inequality is thus critical for urban sustainability. Based on the Chinese urban household survey from 2002 to 2009, this article employs the lifestyle approach to calculate and analyse the inequality of households by direct and indirect carbon emissions. The correlations among carbon emission inequality with income and housing wealth inequality are estimated with a Heckman procedure. We find that not only income distribution but also housing wealth distributionis an important consideration in understanding environmental inequality in China.
Multidimensional analysis of the regional inequalities in indirect carbon emissions from China's residential consumption

Abstract:Residential indirect carbon emissions (RICE) are the major contributor to carbon emissions from the household sector. Regional RICE inequality has gradually become the focus of current issues. This paper has accounted for the RICE level of each province in China from 2010 to 2020 and assessed the RICE inequality at different regional scales employing the Theil index. Additionally, this paper presents a comprehensive analysis of RICE inequality across three dimensions: region, consumption category, and driving factors, illustrating the principal sources and determinants of RICE inequality. The results indicate the following: (1) RICE inequality in China is generally on a downward trend. (2) The gap between eastern China and the other regions is the dominant source of RICE inequality. (3) Residence consumption affects RICE inequality far more than other consumption categories. (4) Disposable income and the urban-rural structure of the population are the predominant factors affecting RICE inequality for most regions. The consumption propensity effect has a relatively pronounced impact on RICE inequality in the central and western regions. Based on the analysis, local governments ought to focus on economic construction, promote urbanization, and regulate the housing market to alleviate the RICE inequality.

Abstract:Rural inequality has been a significant challenge in promoting sustainable development in rural areas. China, as a typical developing country, has made considerable progress in reducing rural inequality in recent years. However, it is crucial to understand the factors that influence inequality due to its complex and multifaceted nature. This study presents a novel perspective in evaluating household inequality in rural China by considering household material stocks and analyzing their spatial and temporal patterns. Based on panel data from around 2000 rural households, the study indicates a continuous and steady decline in inequality levels from 2007 to 2018. In 2018, the highest levels of inequality were observed in transportation tools, with a material stock Gini coefficient of 0.710, followed by metallic minerals (0.605), residential buildings (0.438), and home appliances (0.345). Furthermore, regional heterogeneity in household inequality in material stocks was observed. Jiangsu Province exhibited significantly lower inequality compared to other provinces. Conversely, Shaanxi Province displayed the largest inequality in residential buildings, while Sichuan Province showed the highest inequality in home appliances. The decomposition of inequality indicated that inter-provincial inequality contributes more to overall inequality in household material stocks than intra-provincial inequality. Factors such as education and dependency ratio were increasingly influential in contributing to inequality. The study further discussed potential approaches to reducing inequality in rural China and highlights the limitations of the research. The findings provide insights for China and other developing countries in their efforts to reduce rural inequality.

Abstract:A considerable literature exists on the measurement of income inequality in China and its increasing trend. Much less is known about the driving forces of this trend and their quantitative contributions. Conventional decompositions, by factor components or by population subgroups, provide only limited information on the determinants of income inequality. This paper represents an early attempt to apply the regression-based decomposition framework to the study of inequality accounting in rural China, using household-level data. It is found that geography has been the dominant factor but is becoming less important in explaining total inequality. Capital input emerges as a most significant determinant of income inequality. Farming structure is more important than labor and other inputs in contributing to income inequality across households.
Measuring inequality of household carbon footprints between income groups and across consumption categories in China

Abstract:To achieve carbon neutrality, most countries focus on reducing carbon footprint and its inequality based on not only production, but also consumption. We applied multi-source data and methods to measure inequality of consumption-based household carbon footprints (HCFs) between income groups and across consumption categories. Results showed that, per capita household carbon footprints (PHCFs) increased continuously in 2011–2017, from 1.75 t CO 2 to 2.47 t CO 2 . The increment was larger and larger owing to the rapidly growing household consumption expenditure. Average PHCF of high-income households was 5.33 times greater than that of low-income households in 2017. The high-income households should be more responsible for reducing HCFs and implementing the shift to the low-carbon lifestyle. Inequality was significant with a Gini coefficient of 0.458 for total PHCFs. The contribution rate of between-group inequality to overall inequality was increasing, from 42.49% in 2011 to 60.39% in 2017. There was the polarization characteristic in the inequality of HCFs between income groups. Gini coefficients of PHCFs for some categories were much greater than that of total PHCFs. It is necessary to focus on these categories such as rent, car purchase, furniture and durable goods to reduce HCF inequality. This study revealed the key income groups and consumption categories contributing most to HCF and its inequality, which could provide the references for carrying on the studies and actions of reducing them in the developing countries.

Overview: Incomes and inequality in China, 2007-2013

Abstract:In this chapter we examine trends in Chinaâ€™s household incomes, income distribution and inequality for China as a whole and for each of the urban, rural and rural-urban migrant subgroups, as well as analyzing changes in the income gaps between the urban and rural sectors and among the Eastern/Central/Western regions using the CHIP 2007 and 2013 data. Our base estimates show a decline in national inequality from 2007 to 2013. This decline is robust to alternative income definitions and different inequality indexes. The decline reflects reductions in important dimensions of inequality including the rural-urban income gap, regional income gaps, and inequality in the distribution of the major components of household income, e.g. wage earnings, asset income, etc. The decline in national inequality would have been even larger if not for rising inequality within the urban and rural sectors and the growing importance of unequally distributed income components, such as income from assets and imputed rents on owner-occupied housing. Moreover, the decline in national inequality is not robust to adjustments to correct for spatial differences in the cost of living and for under-representation of top-income groups in the survey sample. These adjustments reveal that some, if not all, of the apparent reduction in inequality from 2007 to 2013 is due to changes in prices and the growing importance of top-income individuals and their incomes that are not captured in the household surveys. The chapter contains further, detailed analyses of changes in incomes and income distribution within each of the urban, rural and migrant population subgroups.

Carbon Footprint Inequality and Its Driving Forces: Evidence from Chinese Household Survey Data

Abstract:This paper draws on household survey data to assess carbon footprint inequality and analyze its driving forces. Most existing literature assesses carbon footprint inequality on a more macro level using aggregated residential expenditure data of each income group, ignoring individual difference that may result in social inequality and decrease of social welfare. In order to overcome this problem, this paper integrates an Environmentally Extended Input–Output model and a Consumer Lifestyle Approach to assess individual carbon footprint. The analysis adopts both micro level household survey data and the estimation of macro level consumption-based carbon intensity.The micro level household survey data used in this paper include: 1) Chinese Urban Household Survey (UHS), covering urban household data from 2002 to 2009 with 127,234 samples in total; 2) Chinese Household Income Project Survey (CHIP), covering rural, urban as well as migrating population in year 2002, 2007 and 2013; 3) and China Household Finance Survey (CHFS), covering both rural and urban data in years 2011 and 2013.The driving forces of carbon footprint inequality are studied using regression models at both household and per capita levels with detailed consideration of: 1) demographic characteristics like gender, age, family size, elder people rate, and children rate; 2) financial characteristics like disposable income, housing ownership, and vehicle ownership; 3) controlled factors like year, province and urban identity, as well as other variables of interest.The main findings of this study reveal that: 1) carbon inequality widely exists at both household level and individual level, and the main contributing factors are urban-rural differences, income disparities, education inequalities as well as living condition differences. An inverted U-shaped curve exists between household carbon footprint and the age of the household head, and household carbon emission peaks when the household head is between his (her) 40s and 50s. Family living conditions significantly affect the family’s carbon footprint, carbon footprint of residents living in bungalows or smaller houses are significantly lower than that of others. Households that prefer service-oriented and one-time expenditure emit more carbon emissions. 2) The urban-rural duality has great impact on the carbon footprint inequality. The carbon footprint of rural residents is generally 20%-50% lower than that of urban residents. The aggravating of population ageing and urban-rural dichotomy may further exacerbate carbon footprint inequality among residents. 3) Inequality of carbon footprint is higher than that of income and expenditure, and serious for rural residents comparing to that for urban residents and migrants. 4) While carbon footprint inequality has slightly declined on overall level and within-group level respectively for urban, rural and migrating residents; between-group inequality has been increasing, which may become an important source of future carbon footprint inequality.As for policy implication, this analysis indicates that: 1) reducing the income gap between urban and rural residents improves carbon footprint equity; 2) encouraging energy-saving lifestyle contributes to carbon emission reduction through the decrease of service-oriented and one-time expenditure.

Abstract:Utilizing the data from China Rural Revitalization Survey (CRRS), this study analyzes the impact of digital inequality on income distribution. The findings reveal that digital inequality has a significant negative effect on household income, with a more pronounced inhibitory effect on low-income households. Additionally, digital inequality widens income inequality within households, with a more significant negative effect on the middle-income group. The further analysis suggests that households do not passively respond to the impact of digital inequality but rather improve their livelihood diversity, particularly for higher-income groups. Based on these results, this study suggests that attention should be given to the issue of inequality in the process of digital technology transformation. It recommends creating development opportunities through digital technology, expanding income-generating opportunities for households, enhancing the sense of economic well-being among economically disadvantaged households, and building a future of digitalization that is fair, inclusive, and sustainable.

Abstract:Reducing carbon emissions from households can significantly contribute to achieving carbon neutrality. This study examined household carbon emissions and explored potential issues of inequality in China from 2010 to 2018. We found that the average carbon emissions of all households increased over the years, with the housing category experiencing the highest growth rate of 52.25%. Household carbon emissions are not the same across different regions and income groups. Inequality in carbon emissions is the highest in the eastern part of the country, followed by the central and western regions, and the lowest in the northeast. Carbon emissions inequality is highest among middle-income households, followed by high-income households, and the lowest among low-income households. These differences can be attributed to various factors such as population, technology, and socio-economic status. This study recommends implementing regional carbon taxes and income differential tax policies to address household carbon emissions inequalities.
