Abstract:Public Private Partnership (PPP) projects are considered as an effective way to achieve value for money (VFM) in public infrastructure projects and to reduce public sector debts. However, Parties of PPP projects have different perceptions on proper risk allocation. Consequently, disputes may arise between different parties. How to allocate the risk properly is a main problem in PPP construction projects. Nowadays, most papers domestic and overseas do not have a definite cognition about the allocation of risk in PPR Risk allocation has been investigated by qualitative research, such as questionnaire survey method. This paper attempts to do some further research on risk allocation which provides an effective and systematic framework for identifying, evaluating, and allocating risks in PPP construction projects. The thesis is briefly conducted to complete risk identification and category the risks firstly. lt can help to identify the sorts of different risks. According to the further risk allocation decision system, analysis of the data shows that some risks should be retained within the pubic sector or shared with the private sector, which can help public sector and private sector have a clear understanding to make decisions. In this paper, risk allocation framework, which is divided into three stages: preliminary allocation stage, comprehensive allocation stage and risk reallocation stage, is established. Besides, risk allocation strategy which includes four elements (what, who, how and when) has been carried out, while the recent relevant research just focus on which party should accept the risk. Risk allocation strategy can help determine which party (who) has the best capabilities to accept the risk (what) and (when) and what kind of (how) factors should also be considered to ensure proper risk allocation. At the end of the paper, a conclusion was drawn from the results.
