Abstract:Early in 2020, while we were preparing for the Chinese lunar calendar’s New Year’s Day and Spring Festival on 25 January, the Covid-19 first appeared in Wuhan, the capital city of Hubei Province and one of China’s biggest cities. The virus quickly spread through the entire country, causing thousands of people to lose their lives and many more to be hospitalized or quarantined. As a natural disaster suddenly appearing in the present world, the virus is a kind of revenge of nature upon human beings, who have exhausted the earth’s natural resources, ill-treated nature, and sometimes continued eating wild animals during the past few decades, as the grand project of modernity led to a process of globalization. The Butterfly Effect of this Black Swan, the coronavirus, set off a global upheaval. In China itself, through the joint efforts of ordinary people and medical personnel as well as central and local government intervention, the virus was effectively contained. Cases imported from abroad still flare up now and again though, and the epidemic escalates globally. Since this is a global health emergency, it should be contained by global governance.

Abstract:The outbreak of coronavirus disease 2019 (COVID-19), which originated in Wuhan, China, in December, 2019, has been declared a public health emergency of international concern by WHO.1 By March 2, 2020, 80 026 confirmed cases had been reported in China, causing 2009 deaths, and the epidemic had spread to 25 countries around the world.2 On Jan 20, 2020, China declared the disease a second-class infectious disease but has introduced management measures for a first-class infectious disease (considered the most dangerous category of infection).

Abstract:On March 11, 2020, the World Health Organization (WHO) formally declared coronavirus disease 2019 (COVID-19) a worldwide pandemic as the virus spreads rapidly with new cases and deaths rising exponentially in many countries.As of March 12, there were 125,048 confirmed cases and 4,613 deaths, and the numbers are still surging affecting 118 countries (1).Now we know that regional efforts to contain individual outbreaks have failed.The next phase of epidemic control is mitigation, and China has implemented multiple effective measurements such as mandatory citywide lockdowns to isolate and block the spread since January 2020.Recent data has shown evidence of controlling the epidemic (2).

Abstract:The ongoing coronavirus disease (COVID-19) pandemic has had a far-reaching impact on urban living, prompting emergency preparedness and response from public health governance at multiple levels. The Chinese government has adopted a series of policy measures to control infectious disease, for which cities are the key spatial units. This research traces and reports analyses of those policy measures and their evolution in four Chinese cities: Zhengzhou, Hangzhou, Shanghai and Chengdu. The theoretical framework stems from conceptualisations of urban governance and its role in public health emergencies, wherein crisis management and emergency response are highlighted. In all four cities, the trend curves of cumulative diagnosed cases, critical policies launched in key time nodes and local governance approaches in the first wave were identified and compared. The findings suggest that capable local leadership is indispensable for controlling the coronavirus epidemic, yet local governments’ approaches are varied, contributing to dissimilar local epidemic control policy pathways and positive outcomes in the fight against COVID-19. The effectiveness of disease control is determined by how local governments’ measures have adapted to geospatial and socioeconomic heterogeneity. The coordinated actions from central to local governments also reveal an efficient, top-down command transmission and execution system for coping with the pandemic. This article argues that effective control of pandemics requires both a holistic package of governance strategies and locally adaptive governance measures/processes, and concludes with proposals for both a more effective response at the local level and identification of barriers to achieving these responses within diverse subnational institutional contexts.

Abstract:Since the beginning of 2020, the Chinese government has implemented substantial policies to prevent and control the COVID-19 epidemic. This research attempts to reveal and characterize the patterns of China's policy against COVID-19. Bibliometric methods are applied for studying policy evolution, with the aim of discovering the transitions of the policies over time, the collaborations among policy makers, and the effects of the policies. A total of 366 policies of epidemic prevention are collected. Policy topic shifting, the cooperation of policy-issuing agencies, and the policy content of agencies are analyzed. According to the results, China's policies are implemented in four stages. Moreover, the policy's foci against COVID-19 shifted from medical support in the early stage to economic development in the late stage. Agencies involved in the policymaking can be categorized into three types: leading agencies, key agencies, and auxiliary agencies, with their corresponding administrative influence ranked in this order. Especially, the Chinese government adopted a multi-agency, joint epidemic prevention and control mechanism to ensure the efficiency of the policymaking cooperation. Furthermore, aside from ensuring cooperation among the policy-issuing agencies, they each had their own primary focus of policies in the early stage, but their foci were gradually shared as the epidemic situation changed. This research reveals how China responded to the public health emergency of COVID-19 from the perspective of policy making.

Abstract:Abstract The outbreak of Coronavirus Disease 2019 (COVID-19) is of global health concern. It is a serious public health emergency for the entire world, threatening human life and public health security. To address the epidemic, it is necessary not only to take good prevention and treatment measures, but also to have effective and targeted public health emergency governance. That said, reports focusing on governance are scant. In this commentary, we summarize China’s model to combat the COVID-19 epidemic from a public health emergency governance approach. Stemmed from goals and values, a number of mechanisms are put forward, which include: a whole-of-government response and accountability, setting up a multi-sectoral cooperation platform, swiftly scaling up epidemic emergency capacity, whole-of-society actions with engagement of social organizations, and engaging citizens in the epidemic prevention and control. As the epidemic continues to evolve, other countries might learn from China to build their own, context-specific models for better outcomes.

Abstract:OBJECTIVE: COVID-19 broke out in China at the end of 2019 and spread rapidly around the world. The World Health Organization designated COVID-19 as a global pandemic on March 11, 2020. China has adopted its own country-specific comprehensive prevention and control measures, and, as a result, the domestic COVID-19 epidemic became effectively controlled in China in mid-March 2020. During the COVID-19 epidemic, remarkable changes have taken place in China's domestic learning, living, and working methods, primarily in terms of the synergy between the Internet Plus (Internet+) strategy and the leadership of the Chinese government.

Abstract:Since the first known case of a COVID-19 infected patient in Wuhan, China on 8 December 2019, COVID-19 has spread to more than 200 countries, causing a worldwide public health crisis. The existing literature fails to examine what caused this sudden outbreak from a crisis management perspective. This article attempts to fill this research gap through analysis of big data, officially released information and other social media sources to understand the root cause of the crisis as it relates to China’s current management system and public health policy. The article draws the following conclusions: firstly, strict government control over information was the main reason for the early silencing of media announcements, which directly caused most people to be unprepared and unaware of COVID-19. Secondly, a choice between addressing a virus with an unknown magnitude and nature, and mitigating known public panic during a politically and culturally sensitive time, lead to falsehood and concealment. Thirdly, the weak autonomous management power of local public health management departments is not conducive for providing a timely response to the crisis. Finally, the privatization of many state-owned hospitals led to the unavailability of public health medical resources to serve affected patients in the Wuhan and Hubei Province. This article suggests that China should adopt a Singaporean-style public health crisis information management system to ensure information disclosure and information symmetry and should use it to monitor public health crises in real time. In addition, the central government should adopt the territorial administration model of a public health crisis and increase investment in public health in China.

Abstract:In December 2019, the COVID-19 pandemic quickly spread throughout China and beyond, posing enormous global challenges. With prompt, vigorous, and coordinated control measures, mainland China contained the spread of the epidemic within two months and halted the epidemic in three months. Aggressive containment strategy, hierarchical management, rational reallocation of resources, efficient contact tracing, and voluntary cooperation of Chinese citizens contributed to the rapid and efficient control of the epidemic, thus promoting the rapid recovery of the Chinese economy. This review summarizes China's prevention and control strategies and other public health measures, which may provide a reference for the epidemic control in other countries.

Abstract:Risk communication is critical to emergency management. The objective of this paper is to illustrate the effective process and attention points of risk communication reflecting on the COVID-19 (2019-nCoV) outbreak in Wuhan, China. We provide the timeline of risk communication progress in Wuhan and use a message-centered approach to identify problems that it entailed. It was found that the delayed decision making of the local government officials and the limited information disclosure should be mainly responsible for the ineffective risk communication. The principles for effective risk communication concerning Wuhan’s outbreak management were also discussed. The whole communication process is suggested to integrate the accessibility and openness of risk information, the timing and frequency of communication, and the strategies dealing with uncertainties. Based on these principles and lessons from Wuhan’s case, this paper employed a simplified Government–Expert–Public risk communication model to illustrate a collaborative network for effective risk communication.

Abstract:In the face of a public health crisis full of uncertainty, how should the community respond in order to effectively reduce the negative impact of the epidemic on public health? This article takes a Chinese rural community located near Wuhan City as an example to explore the mechanism of how collaborative leadership enhanced collective action in community governance against the COVID-19 pandemic. Early blockading to prevent transmission into the community, strict maintenance of social distance to prevent internal diffusion, timely elimination of public panic, and efficient guarantees of household supplies have proven effective in preventing the spread of the epidemic. Our research shows that collaborative leadership can achieve these goals mainly by effectively integrated local knowledge, modern information technology, and social self-organization, and then promoting the realization of collective action of community epidemic prevention and control. The lessons and implications for public health are discussed.

Abstract:A public health crisis is a “touchstone” for testing the ability and capacity of a national health system. In the current era, public health crises are presenting new systematic and cross-border characteristics and uncertainty. The essence of a system for public health crisis governance is the rules administering the stimulus–response chain. The health system generally emphasizes joint participation and communication between different subjects, which may lead to overlap and redundancy as well as a lack of auxiliary support for major public health crisis events. In the context of coronavirus disease 2019 (COVID-19) in China, we track the responses, challenges, and implications of the temporary disruption of the health system and its response to this major public health crisis. We examine local governance capacity, performance in pandemic control, and the coordinated responses to COVID-19. Accordingly, we identify the challenges to the health system, including the imbalance in attention given to medical care versus health care, insufficient grassroots public health efforts and control capacity, and untimely information disclosure. It is strongly suggested that the government improve its cognitive ability and focus more attention on building and strengthening the emergency health system.

Abstract:Abstract For China, the coronavirus disease 2019 (COVID-19) outbreak is a major public health emergency with the fastest spread, the most extensive infection, and the hardest to contain over the past 70 years. The different organizations and institutions in China have taken unprecedented public health responses to interrupt the virus transmission in the past several months. The outbreak in China was under control, but the number of confirmed cases abroad is still rising. Coronavirus disease 2019 has presented a global pandemic. We summarized the response measures adopted by different organizations at different levels (country, province, and hospital) in China, such as setting up an effective integrated system for disease prevention and control, effective deployment of medical staff, adjusting measures according to local conditions, establishing Fangcang hospitals, strengthening scientific research on COVID-19, epidemic prevention knowledge education, mass rapid testing for severe acute respiratory syndrome coronavirus 2, and correct personal protection including high compliance of wearing masks, hoping to provide some help for disease control in some regions.

Abstract:Background The ongoing outbreak of Coronavirus disease 2019 (COVID-19) has led to declaration of public health emergency of international concern by World Health Organization and the first-level public health emergency response in China. We aimed to share the Joint Prevention and Control Mechanism taken in Mainland China and evaluate the effectiveness.Methods A powerful Joint Prevention and Control Mechanism was adopted to fight against COVID-19 in Mainland China. Data were collected from the daily epidemic reports released by the national and provincial health commissions of China from January 21 to April 6, 2020. Global data were collected from daily situation reports by World Health Organization.Results As of April 6, 2020, there were 81,740 confirmed COVID-19 cases (32 new) in Mainland China. The case fatality ratio was 4.74% and 0.85% in and outside Hubei respectively. It is gratifying to see that there were up to 22 provinces reporting zero new infections, but it can’t be ignored that there were 1,196,651 confirmed cases (68,700 new) reported in over 221 countries and territories outside China and the total death number were 69,274, nowadays China is facing great challenges of imported cases.Conclusions Great achievements have been made in controlling the spread of COVID-19 in Mainland China, but it is still a major challenge worldwide. The comprehensive and powerful control measures taken by Mainland China have proved to be effective and might be applicable to other regions.

Abstract:Public health emergencies severely affect people’s lives and health, national security, social stability, and economic development. Against the background of coronavirus disease 2019 pandemic, this study analyzes the current status of China’s public health emergency prevention and control system from the aspects of its six major systems: monitoring, early warning, and evaluation; diagnosis and treatment; basic scientific research; personnel training; material, equipment, and industry support; and social mobilization and coordinated action. We conclude that strengthening system construction is a realistic demand of China in the new development stage. China’s public health system still faces challenges regarding institutional positioning, capacity building, hardware investment, and management system. Therefore, we propose that China should establish a national overall coordination and emergency command mechanism, strengthen clinical, science, education, and industrial support capacity, and further promote international cooperation.

Abstract:In China, sub-provincial governments are responsible for managing public health emergencies. In the context of coordinating multiple stakeholders, the role of the local government can be defined as ‘meta-governance’. It shall provide rules to facilitate collective action and co-produce quality public services. However, the case of Wuhan suggests that some local governments still rely on the traditional administrative system, which hampers them in terms of issuing a sufficient response to the COVID-19 outbreak. Three measures can be taken to facilitate a public governance mechanism in public health emergency management. First, local governments can use the ICTs to create a more transparent information mechanism. The free flow of information could alert all stakeholders to potential emergencies, while the open government data form the base for cross-border collaboration. Second, a more comprehensive Public Health Emergency Preparedness is constructive for local governments in making quality and immediate decisions. This preparedness shall clearly define the responsibility of the involved agencies based on a careful evaluation of their qualification and capability. Third, the local government shall note that good governance requires more than an executive capacity based on command-and-control. It is necessary to develop the ability to work with stakeholders outside the bureaucratic system.

Abstract:There were 27 novel coronavirus pneumonia cases found in Wuhan, China in December 2019, named as 2019-nCoV temporarily and COVID-19 formally by WHO on 11 February, 2020. In December 2019 and January 2020, COVID-19 has spread in large scale among the population, which brought terrible disaster to the life and property of the Chinese people. In this paper, we will first analyze the feature and pattern of the virus transmission, and discuss the key impact factors and uncontrollable factors of epidemic transmission based on public data. Then the virus transmission can be modelled and used for the inflexion and extinction period of epidemic development so as to provide theoretical support for the Chinese government in the decision-making of epidemic prevention and recovery of economic production. Further, this paper demonstrates the effectiveness of the prevention methods taken by the Chinese government such as multi-level administrative region isolation. It is of great importance and practical significance for the world to deal with public health emergencies.

Abstract:Information disclosure is crucial in China's official response to the COVID-19 pandemic. Since the early phase of the pandemic, the government's method of communication has relied heavily upon its analysis of information disclosed during past public health emergencies. This approach was proposed to better inform and prepare citizens during the crisis. This study aimed to study the effectiveness of China's information disclosure by examining themes, interconnection, and timeliness of information as posted on the Weibo microblogging platform between January and April 2020. The Latent Dirichlet Allocation (LDA) topic model analysis for social networks revealed six main characteristics including a shift from 'scattered' to 'focused' communication. Three main themes surrounding experience were highlighted, namely social governance, medical expertise, and encouragement, although experiential knowledge disclosure was timelier than other topics. This study broadens the dimension and scope of empirical theory by examining government information disclosure practices and provides a reference for further research.
