Deterministic forecasting models for the conditions of municipal roads in Germany

Abstract:Due to the fact of limited monetary resources it is important to know the best moment to spent money in conservation measures of roads. Forecast functions are used for this purpose and today they exist only for nonurban roads. This article is about the development of functions for municipal roads. The choice of a deterministic model requires a comprehensive database. It consists of the construction information, traffic, inventory and status data, which are provided by various city and town councils. A metrological state detection of transverse and longitudinal unevenness, ruts, patches and cracks must be repeatedly carried out to form the database. Detailed information on the structure of the roads and their dates of construction should be known. Furthermore, Average Daily Traffic, information on the structure and dates of the roads and inventory data, such as the possibility of sharing of buses, the location of a junction with traffic lights, and the number of manholes and excavations in individual road sections are required. Based on this, the development of deterministic forecasting models is carried out. However, data available in this project is not comprehensive enough to allow for a universally valid model. Instead, the procedure for the determination of the model is carried out to predict the road condition using one or two variables. The influencing parameters are grouped by an analysis of variance and correlation and the quality of fit of the function is determined by a regression analysis. The road-based behavior curves are calibrated using section-based influencing parameters, which adjust the forecast functions according reality. The resulting predicted values can be determined for most state variables with high approximations to the measured values of the road condition. The chosen approach for creating a road-based performance curve is able to be applied to other cities with their individual data.
