How Far Does China Still Need to Go to Internationalize Her Academic Journals?

Abstract:When it comes to the volume of Englishlanguage articles published in international journals, Chinese scientists are second only to those in the United States (Editorial, 2010), but this is not the case for academic journals published in English. The total world-wide number of English-language academic journals published in 2011 was 67 546 (Ulrich’s Serial Analysis System, 2011); however, current statistics for China are not yet available, potentially because the management department concerned is somewhat slow and inefficient in their work. Our own research determined that according to the following resources: The Academic Department of China Association for Science and Technology (2011) claimed that as of June 2009 China published 212 English-language Sci-Tech journals; The General Administration of Press and Publication (GAPP) of the People’s Republic of China reported that between 2005 to 2009, the number of academic journals approved to publish in English was 25 (Institute of Media for Foreign Language Teaching of Zhejiang University, 2010). Based on these statistics, we estimate that the total number of academic journals published in English in mainland China is, so far, still under 250, less than 5% of the academic journals ever published in the country, despite the fact that the Chinese government has recently encouraged publishers to produce English-language academic journals. Academic journals are believed to be one of the most effective methods to disseminate a country’s technological achievements and a nation’s cultural concepts. In order to make China’s knowledge base and cultural ideas accessible to the rest of the world, many Chinese-language academic journals publish titles, key words and abstracts in English. China’s academic journals hope to attract international attention and be included in citation indexes such as Science Citation Index (SCI), Engineering Index (EI), Social Science Citation Index (SSCI), and Arts and Humanity Citation Index (A&HCI). In order to accomplish this, China’s academic journals need editors who possess English-language proficiency and are able to judge, proofread and polish texts or abstracts written in English by Chinese writers; however, there is doubt as to whether these journals have enough qualified English-language editors. The quality of China’s academic journals in regard to English language proficiency is unclear. This paper reports on the findings of four projects commissioned by GAPP and offers reasons for the deficiency of English language capacity of Chinese editors of academic journals through a survey of the qualification of 518 English editors for 469 Chinese academic journals, and proposes suggestions to solve the problems identified. Abstract:“China’s internationalization” is in part realized through the dissemination of Chinese publications, such as academic journals. Therefore, editorial proficiency in the English language is of vital importance to the quality of the journals. This article analyzes the results of the two projects sponsored by the General Administration of Press and Publication of the People’s Republic of China in 2007 and 2010 respectively, namely the “Analytical Evaluation of Language and Editing Quality of Chinese Academic Journals in English Language Issued in 2006”, and the “Evaluation of Publication Quality of the China-Grown English Periodicals Issued in 2009, Sanctioned from 2005 to 2009”, and proposes solutions to the problems presented therein.

Publishing Research in China: History, Characteristics, and Challenges

Abstract:Chinese publishing science has its own theoretical origins and unique characteristics. Since 1970s, publishing as a science has grown up rapidly in China. This paper presents a structured overview of Chinese publishing research in its full historical depth and thematic breadth. It first introduces a brief history of publishing science in China, and then identifies the main characteristics and key areas of research. Consistent with the divide in social research, the debate between positivistic and naturalistic paradigms has also characterized the development of global publishing science. The interpretivist paradigm of Chinese publishing research leads to unique research subjects and methods. The subjects, on the one hand, are more focused on meta-theory. Theory building and integration has been the main goal in the past three decades. The methods, on the other hand, have been generally qualitative, including historical, interpretive, and critical analysis. Current key research areas include theoretical construction of publishing science, history of publishing, cultural studies of publishing, publishing economics, digital publishing and copyright. This paper also discusses the challenges facing publishing researchers in China and their possible solutions.

Abstract:Periodicals appeared in China as a product of the influence of the Western scholarship. The first Chinese magazine Cha Shi Su Mei Yue Tong Ji Zhuan (Mundane Life Monthly) was inaugurated by British clergymen in Malay in 1815 and the first literary periodicals in China are Xin Xiao Shuo (New Fiction), Xiu Xiang Xiao Shuo (Illustrated Novels), Yue Yue Xiao Shuo (Novels Monthly), and Xiao Shuo, Lin (Forest of Novels), all appearing in the late Qing Dynasty. Periodicals serve as an important platform for publication and exchange and thus have a vital impact on the diffusion and influence of academic fruits. As regards China's literary study, scholarly journals have been playing an active role in the research and academic exchange ever since the New Literature Movement, featured essentially by the importation of foreign literature. Nowadays, the development of Chinese scholarly journals still lags behind compared with the outside world. Efforts must be made in the professionalization, optimalization and internationalization of the scholarly journals.

Abstract:Chinese academic journals were born in the early nineteenth century. During the late Qing Dynasty, a few Chinese academic journals were launched one after another, most of which devoted themselves to disseminating scientific knowledge and Western culture. The Republic of China, founded in 1911 after the bourgeois-democratic revolution, witnessed a steady development of Chinese academic journals. From the late 1920s, academic journals specializing in a certain field came into being continuously, and became a notable feature of journal publishing at the time. The establishment of the People's Republic of China in 1949 and the reform and opening-up policy of 1979 brought about rapid development for Chinese academic journals. According to recent statistics, the total number of Chinese academic journals is 9549. STM journals account for 50 per cent of this figure, while HSS journals make up around 25 per cent of the total. Regardless of whether they are STM or HSS journals, most Chinese academic journals are located in Beijing and published in Mandarin. From the perspective of pricing, the average prices of STM and HSS titles are 8.82 and 6.72 Chinese Yuan respectively.In the near future, we believe that Chinese academic journals will embrace further developments in the areas of industrialization, internationalization and digitization. The journal presses have been transforming their original public cultural institutions into private cultural enterprises, and are starting to operate under market conditions. Academic journals are believed to be one of the most effective ways of participating in global scholarly communication and they themselves have tried many ways of achieving this goal. Improved quality is undoubtedly the key element for increasing the standing of Chinese academic journals - in terms of both the quality of research work and the editorial quality of articles and journals.

Abstract:Another problem of selection has to do with relative length. While poems, essays, short stories, and short plays can easily be represented, what is one to do about novels and long dramas? One must either omit them altogether, referring the reader to translations already in print, or one must limit oneself to a few excerpts. Choosing the latter course, Birch gives samples from three of the great classic novels (one in Volume i) , and from one of T'ang Hsien-tsu's dramas. In the case of the novel Hsi-yu chi, of which there is no complete English translation yet, he juduciously offers an interesting chapter that is not included in Arthur Waley's partial translation. (A large portion of this chapter's English version had already been published in C. T. Hsia's Classic Chinese Novel.) Another choice faced by the anthologist is this: should he attempt to offer a representative cross-section of the entire literature, drawing in part on existing translations, or should he limit himself to outstanding works not previously translated into English? Birch has chosen the first alternative. This is convenient for the reader who wants to use only a single anthology. But students and teachers of courses of Chinese literature in translation are naturally eager to get as many new translations of previously untranslated works as possible, because in any case they will supplement their readings in the anthology with other available books. There are, indeed, a good many fresh translations in Birch's two volumes, but it does seem regrettable that he includes some pieces of which other adequate translations were already in print. For example, Feng Meng-lung's "Jade Kuan-yin," reprinted here from Wang Chichen's Traditional Chinese Tales, is included in The Courtesan's Jewel Box (Peking:' Foreign Languages Press, 1957), where it is translated by Yang Hsien-yi and Gladys Yang under the title "The Jade Worker"; Ch'ii Yu's "Record of the Land of the Blessed," translated here by James Robert Hightower, can also be read in Wolfgang Bauer's and Herbert Franke's Golden Casket (New York: Harcourt, Brace and World, 1964), under the title "The Spirit Land"; the two stories taken from P'u Sungling's Liao-chai chih-yi in the translation of Ch'u Chai and Winberg Chai were previously available not only in the Chais' Treasury of Chinese Literature but also in Herbert A. Giles' extensive translation, Strange Stories from a Chinese Studio (third revised edition, Shanghai: Kelly and Walsh, 1916, reprinted New York: Dover, 1969; incidentally, the Chais' version seems to be indebted to Giles'); Lu Hsiin's "Benediction," reprinted here from Edgar Snow's Living China, is also available in Yang Hsien-yi's and Gladys Yang's translation in Selected Stories of Lu Hsun (Peking: Foreign Languages Press, i960), where it is titled "The New Year's Sacrifice." As in the first volume, Birch provides short but informative introductions to each section and to the volume as a whole. Annotation is kept to a minimum. There are places where additional notes would have been helpful to the non-specialist reader. In the excerpt from T'ang Hsien-tsu's Peony Pavilion, for instance, the phrase "The green hillside / bleeds with the cuckoo's tears of red azalea" (p. 98) does not make much sense unless one knows the legend of Tu Yu (Emperor Wang) and his metamorphosis into a cuckoo, and the double meaning of tu-chiian "cuckoo"/"azalea." In the same excerpt, the conventional sexual implication of the image "clouds and rain" (pp. 103 and 105) should be pointed out. Despite such minor shortcomings, the completion of the anthology is an eminently successful achievement. In the years to come it is bound to give much pleasure to lovers of Chinese literature, and to increase their numbers.

The editor-in-chief actively encourages younger, not yet well established, scholars and independent authors to submit manuscripts for consideration. Contributions in any of the major scholarly languages of the world, including romanized modern standard Mandarin (MSM) and Japanese, are acceptable. In special circumstances, papers written in one of the Sinitic topolects (fangyan) may be considered for publication. Although the chief focus of Sino-Platonic Papers is on the intercultural relations of China with other peoples, challenging and creative studies on a wide variety of philological subjects will be entertained. This series is not the place for safe, sober, and stodgy presentations. Sino-Platonic Papers prefers lively work that, while taking reasonable risks to advance the field, capitalizes on brilliant new insights into the development of civilization. Abstract:Based on the analyses on the quality of educational periodicals and the number of publications and citations in Chinese Social Sciences Citation Index (CSSCI), this paper intends to make an analysis and introduction of the general situation of Chinese educational journals and publications during 2000–2004. Results show that the quantity of educational periodicals and papers published in China, their influence, impact factor and the quantity of language varieties and quotation types are not completely compatible.

Abstract:China' s academic journals publishing should follow the international publishing rules and trends and abide by China' s regulations related to publishing.Data of the 2th ISMTE Asian Pacific Conference in Beijing were analyzed and reviewed.We find that the foreign leading journals adopt service technologies such as JATS & BITS,ORCID and Crossref in their operating practice and always construct responsible editorial teams.Through this review,we can compare domestic journals with foreign counterparts,find out the problems existing in the domestic journals.It is hoped that the review will provide some reference for the development of academic journals.
