Abstract:Motivated by the recent backshoring trend, this paper studies a sourcing game where competing firms may choose between efficient sourcing e.g., sourcing from overseas and responsive sourcing e.g., sourcing from a home country. Efficient sourcing usually provides a cost advantage, whereas responsive sourcing allows a firm to obtain more accurate demand information when making procurement decisions. By characterizing the equilibrium outcome, we find some interesting results driven by the strategic interaction between the firms. First, a firm may still use efficient sourcing in equilibrium even when the cost advantage associated with efficient sourcing does not exist. This is because the firm can dampen competition by reducing the correlation between its own demand information and the competitor's. Second, a cost hike in efficient sourcing e.g., the rising labor cost in Asia may benefit all the firms in the industry. The reason is that the cost hike may alleviate competition by inducing a new equilibrium sourcing structure. This paper also sheds some light on the recent backshoring trend. First, our analysis indicates that more firms will shift from efficient sourcing to responsive sourcing in equilibrium i.e., backshore if the market size shrinks, the demand becomes more volatile, or the sourcing costs rise simultaneously. Second, a firm's backshoring behavior reduces the competition on the cost dimension, but it also has an ambiguous informational impact on the other firms in the market. In particular, some firms may benefit from increased correlation of their demand information under Cournot competition with substitutable products. Overall, the backshoring behavior can be beneficial to all the firms sticking to their original sourcing strategies under certain conditions. Abstract:PurposeViewing the domestic downside risk as a "pushing" factor for outward foreign direct investment (OFDI), this study aims to examine the surge in Chinese cross-border acquisitions (CBAs) between 2008 and 2017, a unique window when private firms in China were allowed to conduct CBAs. Design/methodology/approachThis study examines the effect of down-side risk on cross-border acquisition performance by using the sample of Chinese A-share listed companies from 2008 to 2017. Specifically, this study considers three kinds of systemic risk, systematic risk and idiosyncratic risk, and respectively examines their impact on CBAs activities; this study also investigates their subsequent results after CBAs activities. The contingency effect of state ownership on the above relationship is also discussed. FindingsThe findings reveal that pre-CBA systemic risk explains the volume of CBA activities; CBAs are followed by a reduction in systemic risk; the interactions between systemic risk and CBAs decrease with the level of state ownership; and the above results do not hold for traditional risk measures (i.e. systematic risk and idiosyncratic risk). Originality/valueThis study contributes to the literature by revealing the role of systemic risk as a "pushing" factor in the context of OFDI and suggesting an alternative explanation for CBAs from China: Chinese firms (especially private firms) took advantage of the rare opportunity between 2008 and 2017 given by the government to transfer assets overseas through CBA.
Coming Home in the Age of Industry 4.0? The Effects of Offshoring and Backshoring on Manufacturing Companies’ Success

Abstract:This study explores the effects of offshoring and backshoring on value creation per employee within the manufacturing sector by investigating the difference between firms that did and those that did not engage in corresponding relocation activities. Historically, offshoring has been a strategy to reduce costs and increase efficiency. However, the rise of advanced digital technologies and changing market dynamics have sparked a countertrend toward backshoring. Using data from the European Manufacturing Survey, this research examines how these strategies impact value creation, also taking into account the roles of sales growth and export intensity as potential moderators. The results of hierarchical regression analysis indicate that neither firms that have engaged in offshoring of production nor firms that have engaged in offshoring of R&D have significantly higher or lower value creation per employee than those that did not. In contrast, firms that have engaged in backshoring of production realize higher value creation when coupled with high sales growth. Firms that have engaged in backshoring of R&D, on the other hand, realize higher value creation when combined with high export intensity. These findings highlight the importance of aligning strategic decisions with both technological capabilities and market conditions to enhance productivity. The study suggests that a balanced and holistic approach, integrating both offshoring and backshoring strategies tailored to specific business contexts, can optimize value creation and maintain competitiveness in a rapidly evolving global landscape.

Abstract:In organizing production, many firms conduct bi-sourcing, i.e., acquiring the same set of inputs both by buying from external suppliers (outsourcing) and carrying out in-house production (insourcing). We show that, by adopting the bi-sourcing strategy, firms can use the payoff from one supplier as a backup option in negotiating with the other supplier (the cross-threat effect). When firms conduct bi-sourcing in the global economy consisting of the high-waged North and low-waged South, they need to make the location choice for both insourcing and outsourcing. We find that the low wage in the South can encourage investment by component suppliers (the cost effect). However, firms may achieve a better cross-threat effect by relocating overly strong component supplier from the cost-advantageous South to the cost-disadvantageous North (the balancing effect). The optimal bi-sourcing strategy is determined by the interplay of the cost effect and the balancing effect.

Abstract:After decades of outsourcing to low-cost countries, companies are restructuring their production footprint globally. Especially having experienced supply chain disruption caused by the unprecedented Covid-19 pandemic for the past several years, many multinational companies are considering bringing their operations back home (i.e., reshoring). At the same time, the U.S. government proposes using tax penalties to motivate companies to reshore. In this paper, we study how a global supply chain adjusts its offshoring and reshoring production decisions under two different circumstances: (1) under traditional corporate tax regulations; (2) under the proposed tax penalty regulations. We analyze cost variants, tax structures, market access and production risks to identify conditions where global companies decide to bring manufacturing back to their domestic countries. Our results show that multinational companies would be more likely to relocate the production from the main foreign country to an alternative country that enjoys even lower production costs under the proposed tax penalty. As identified by our analysis and as well as numerical simulations, reshoring can only occur in rare situations such as when the production costs in the foreign countries are close to that in the domestic country. Besides potential national tax reform, we also discuss the impact of the Global Minimum Tax Rate proposed by the G7 on global companies' offshoring/reshoring decisions.

Abstract:Purpose - Foreign firms in China, particularly those from the Global West, are in a difficult position as deglobalisation and strained international relations create risk. This paper offers research avenues on how operations and supply chain management scholars can analyse the risk factors, de-risking practices, and de- risking outcomes of foreign firms in China. Design/methodology/approach - This paper is primarily based on interviews with managers of foreign firms' subsidiaries and joint ventures in China between late 2019 and early 2024 and employs institutional theory to develop a conceptual framework. Findings - Six risk factors motivating foreign firms to consider "China & thorn;1" (diversification and multi-sourcing) or "In-China-For-China" (localisation with potential bifurcation) are identified. Four pathways focusing on politics, locations, technologies, and people enable further investigation of these de-risking strategies. Originality/value - This is the first paper to take a deeper look at perceptions, worries, and considerations of foreign firms in China and offers specific recommendations for impactful research.

The dynamic analysis presents companies'internationalization w ill get the combined effects on productivity and w age. Different w ays of internationalization w ill have different effects. Companies w ill choose the favorable one. The conclusion presents something different from the developed countries that developing and new industrial countries in a low productivity level can invest abroad to get the multi-period profit-maximization.

Abstract:Since the mid - 1990s, the economic environmental changes at home and abroad have challenged the Zhejiang economy to outward investment and development, in other words,the implementation of what we call strategy. The essential elements of the provincial economy are characterized by huge low- cost labor force. Viewed from a perspective of worldwide dynamic allocation of resources, however, the province is not the terminal for transfer of labor-intensive industry.It has not only held a relative advantage to absorb inward investment but also had a capacity for making outside investment by utilizing lower -cost la- bor in cental and westem China or in other developing countries and regions. The advantage of Zhejiang in re- sources is the abundance of enterprisers-one of the main reasons for its good economic results and a favor- able factor for its outward development. For direct outward investing is in nature an overflow of enterprisers' resourees and a transfer of management resourees. To make full use of relative advantage of Zhejiang economy and to develop an outgoing mode and have a clear picture of an outgoing goal are key issues for success- fully executing theoutgoing strategy for the Zhejing economy and enterpriserss.
Impact of Transnational Outsourcing on Manufacturing Employment in China

Abstract:The paper tests the impact of transnational outsourcing on manufacturing employment using 28 manufacturing panel data of China from 1996 to 2008.The authors find that transnational outsourcing can promote job growth and the stimulating effect of service outsourcing on employment is greater than that of manufacturing outsourcing.Positive effects of transnational outsourcing show industry differences.The greatest influence is imposed on high-tech industries,followed by medium technology industries and finally the low-tech industries.Neither service outsourcing nor manufacturing outsourcing can significantly improve employment structure.Empirical results imply that China can not rely solely on participation in transnational outsourcing to ease the employment pressure.More importantly,China should improve the absorptive capacity of employment by accelerating industry transition and upgrading.

Abstract:This paper examines why heterogeneous tasks are offshored in different organizational forms, that is, offshored to multinational subsidiaries (“foreign insourcing”) or to subcontractors (“foreign outsourcing”). We develop a model in which multinational subsidiaries benefit from lower communication costs despite having to pay for an efficiency wage premium compared with subcontractors. The model predicts that offshoring cost reductions increase foreign insourcing shares for industries that have communication intensity levels above a certain threshold, but decrease the shares otherwise. To test this theoretical prediction, we examine how reductions in offshoring costs that are attributed to the establishment of export processing zones affect the organization of Chinese offshoring. This study presents strong evidence supporting the model's prediction.

Abstract:Previous research often regard outsourcing as a one-direction game led by developed countries.This paper presents a new pattern of outsourcing and a new approach of learning referred to as reverse outsourcing.Firms in low-wage countries are becoming project owners and firms in high-wage countries are vendors.Using the example of two Chinese auto manufacturers,Chery and Geely,as its basis of analysis,we describe the mechanism and motives of reverse outsourcing from perspectives of both South and North countries.We find that the market volume of less-developed countries(LDCs) and the fierce competition in LDC and DC markets are preconditions of reverse outsourcing.We also find that reverse outsourcing is a feasible strategy for LDC firms,and even for DC firms.

Abstract:We develop a general equilibrium model with skilled workers who can and unskilled workers who cannot work from home (WFH). Firms choose the amount of time they require workers in the office, whereas workers choose to either work on-site or hybrid, splitting working time between office and home. The endogenous work arrangements determine productivity, wages, and demand for residential and commercial real estate. We find that firms 'outsource' workers to their homes to save on real estate costs, and in doing so push beyond the WFH share that maximizes skilled workers' productivity. This effect is more pronounced if land-use regulations are strict, thus showing another channel through which the latter may reduce productivity. More efficient information and telecommunication technologies allow firms to shift office expenditures toward skilled workers who invest more in home working space. In a nutshell, WFH may well be the 'new margin of offshoring' for firms.

Abstract:The boom in China's real estate market in the past 20 years has attracted a large number of manufacturing firms to make real estate investments (REI), and it is unclear whether this behavior is conducive to the high‐quality development of firms. This study theoretically elucidates the mechanism by which manufacturing firms' real estate investment behavior affects their factor efficiency and empirically examines it using data from listed Chinese manufacturing firms from 2007 to 2021. We find that real estate investment by manufacturing firms significantly inhibits firms' total factor productivity (TFP). The robustness of the findings is further confirmed by constructing a differences‐in‐differences (DID) model using a purchase restriction policy as an exogenous shock. Heterogeneity analysis shows that those more significantly negatively affected are technology‐ and labor‐intensive non‐state‐owned firms, which are located in the central‐eastern region of China and are in the growth or maturity stage. Exploring the mechanism of action reveals that firms' real estate investment behavior may reduce the level of firms' TFP by crowding out inputs in the research and development (R&D) sector and reducing organizational management effectiveness. This study provides new empirical evidence for identifying the impact of real estate investment on firms' TFP and deepens the understanding of firms' resource allocation effects.

Abstract:This paper analyses the effect of offshoring on firm outcomes, using data from Germany's International Sourcing Survey (ISS) 2017 linked to other firm‐level data. We use a direct, survey‐based measure of offshoring on the extensive margin, namely whether a firm has relocated business functions abroad that were previously performed domestically within the firm. The analysis proceeds in two parts. First, difference‐in‐differences propensity score matching estimates reveal a negative effect of offshoring on domestic employment and production. However, most of this effect is not because the offshoring firms shrink, but because they do not grow as fast as the non‐offshoring firms. We further decompose the underlying employment dynamics using direct survey evidence on how many jobs the firms destroyed/created due to offshoring. Second, we analyse changes in the mix of import goods. Offshoring firms increase the share of 'produced goods imports', that is goods which are both imported and produced domestically by the firm. In contrast, offshoring firms do not increase the share of intermediate goods imports (a commonly used proxy for offshoring), as defined by the BEC Rev. 5 classification.

Abstract:Since 2000, particularly in the aftermath of the 2008 global financial crisis, China's world factory' has undergone dramatic transformation in response to the changing business environment at global, national, local and firm levels. A rich body of literature has examined the spatial transformation of manufacturing firms from coastal to inland China, while little attention has been paid to the market shift engaged by export-oriented firms, particularly from exports towards China's domestic market. Taking electronics industry as a case, this study examines the process and trajectories of production relocation and market rebalancing of electronics firms during the period of 1998 and 2009. Drawing upon the global production networks (GPNs) framework, particularly the evolutionary strategic coupling, decoupling and recoupling dynamics, the study argues that China's world factory' has been restructured through divergent decoupling of electronics production and exports from coastal regions, for example, the Pearl River Delta (PRD) on the one hand, and selective recoupling with a small number of cities in inland regions and Yangtze River Delta. The spatial expansion of electronics exports and changing ratio of exports to sales outputs among various provinces elucidates the emerging attempts at developing domestic market-oriented production networks, yet with limited penetration to the domestic market. Through transition from structural coupling to selective recoupling, electronics firms like Foxconn, a Taiwan-based contract manufacturer for global lead firms, for example, Apple, have strategically leveraged among diverse regional production networks in China. The findings of the study could enrich the developing literature of GPNs, particularly the dynamic strategic coupling, decoupling and recoupling in the evolution of regional production networks in the changing global economy.

Abstract:Geo‐political tensions and disruptions to global value chains have led policymakers to re‐evaluate their approach to globalisation. Many countries are considering friendshoring – trading primarily with countries sharing similar values – as a way of minimising exposure to weaponisation of trade and securing access to critical inputs. If followed through, this process has the potential to reverse global economic integration of recent decades. This article estimates the economic costs of friendshoring using a quantitative model incorporating inter‐country inter‐industry linkages. The results suggest that friendshoring may lead to real GDP losses of up to 4.7% of GDP in some economies. Thus, although friendshoring may provide insurance against extreme disruptions and increase the security of supply of vital inputs, it would come at a substantial cost.

Abstract:China's emergence as a key exporter to the world has relied on low-wage and unskilled or semi-skilled labor and industrial clustering. The apparel industry exemplifies this export-oriented development model. Production and employment have become heavily concentrated in the coastal regions of east and southeast China. With growth in other sectors, prices, land costs, wages, and competitive pressures have all risen. This paper examines the diverse trajectories of firm relocation. As many studies on the driving mechanism of firm relocation have lagged or failed to disclose the full view, we develop a comprehensive tri-polar analytical framework that allows us to analyze the diversity of trajectories of firm relocation in the global, regional, and local context. The empirical analysis applies this framework to the apparel industry in the city of Ningbo, which is one of the biggest apparel clusters in China. Through an analysis of several case studies, we show the articulation of global, regional, and local factors that are co-shaping apparel firm relocation processes. We also show that the extent to which these factors affect a firm's spatial strategies is highly dependent on the firm's characteristics. Lastly, this paper examines the opportunities for local suppliers generated by firm relocation.
