Abstract:<span><em class="EmphasisTypeItalic">In Governance, Domestic Change and Social Policy in China,</em>the contributing authors cover 7 different aspects of China from the Republic of China (ROC: 1912–49); Socialist China (PRC: 1949–79) and China under Reform and Economic Opening (PRC: 1978–2017) in seven chapters. The editors, Blanchard and Lin, introduced the book with a historical perspective. Contrary to the state-society dichotomy, the authors brought forward the interstices which suggest four major expectations in Chinese politics under comparative historical analysis: firstly, the conflicts as well as compromises between state actors and societal interests exist in different arenas. Secondly, organized social interests do not intrinsically seek autonomy or resist extension of state leverages over the operations of NGOs. Abstract:In 2015, the Government of China enacted Environmental Public-Interest Litigation (EPiL) as an amendment to its revised Environmental Protection Law. This policy granted civil organizations standing in court to represent public interests applied to environmental values. Based on a review of EPiL developments since 2015 and a case study focused on soil pollution litigation pursued by a leading environmental non-governmental organization (NGO), this paper analyzes the contemporary dynamics of Chinese environmental governance and strategies through which NGOs are leveraging EPiL to advance policy change. Through critical engagement with the concepts of experimentalist governance, this paper highlights the complex pathways through which empowerment of civil society organizations produced policy shifts. Rather than focusing on information and learning derived from purposive experimentation, this study highlights how entrance of new actors introduced practical knowledge and new values that catalyzed an array of changes in governance arrangements. While the metaphor of experimentation suggests a system that is well understood and subject to controls, we identify substantial indeterminacy and openness in governance.

Abstract:China’s environmental problems are numerous and complex. Like many developing nations in the early stages of economic growth, it seems to have followed an initial policy of having enforced few environmental protection policies and of pursuing a causal “develop first and clean up later” attitude. These approaches are no longer tenable, and concerted attention to the environment is now widely recognized to be a social and political necessity for China, both domestically and on the global world stage. China’s environmental challenges are compounded by its scarcity of many crucial resources, including water and usable agricultural land, its large population, and by the extremely large scale of its consumption, production, and manufacturing. Intensive use of limited amounts of arable land, increased urbanization and industrialization, substantial needs to irrigate and fertilize, combined with inadequate environmental management techniques and infrastructure, has resulted in problems such as air and water pollution, soil degradation, erosion, desertification, dust and sand storms, improper disposal of toxic wastes, and loss of biodiversity. Laws and regulations may be adequate but enforcement and corruption are continuing problems. The Chinese government welcomes public participation in addressing environmental problems which have captured popular attention, a move which some observers see as a possible catalyst for more enduring political reforms, the fostering of a vibrant civil society, and perhaps even democracy. The emergence of demands for a cleaner, safer environment and better environmental quality of life by a rising middle class, and the ability to achieve these goals due to greater wealth—a pattern seen in other developing regions—are examined in the case of China. Impacts of environmental issues on China’s foreign policy are also considered.

Critical Issues in Contemporary China presents a useful and engaging overview of some of the most serious domestic problems facing the Chinese Communist Party (CCP) leadership in the early 21st century. Reflecting on almost three decades of reform, this edited volume identifies key trends in China's contemporary development and draws attention to the tensions arising from weaknesses in the political system, growing social and economic disparities, environmental degradation, ethnic unrest, and volatile cross-Strait relations. To provide a sense of coherence, the chapters are organized around three interrelated themes - stability, sustainable development and territorial unity - representing core challenges to China's future development trajectory and, in turn, the legitimacy of the ruling Party. Some of the critical questions which the book addresses include: can the leadership maintain its socialist credentials in the face of rising economic and social inequities? To what extent does environmental degradation threaten China's modernization drive? What population can China support? Is territorial fragmentation along ethnic lines a serious possibility? Following an introductory chapter which elaborates upon the three central themes, the book begins with a focus on political developments post- 1949. Ng Ka Po describes in detail key transformations in Party ideology, incremental government reforms and grass-roots elections. According to his analysis, recent reforms have stopped short of acting as a genuine check on power and political excess. Even in the face of a revolution in information technologies, he argues that the leadership has managed to harness the benefits of the Internet for its own purposes while maintaining a degree of political control. The chapters following shift attention to economic reforms and consequences for socio-political stability. Bennis Wai Yip So provides an informative account of privatization; he is skeptical about the articulation of a blueprint from above and, instead, stresses the importance of spontaneous voluntary reform from below and the indispensable role of foreign direct investment. The privatization of social services has serious implications for the poorest segments of Chinese society, reinforcing the growing division between urban and rural areas. Wang Shaoguang addresses the question of uneven economic development in a chapter that examines both the economic and political determinants of regional disparities as well as the relevant policy responses. He concludes that the overriding problem lies in the grathent theory of development advocated in the 1980s which privileged coastal regions. Towards the end of the book, Colin Mackerras investigates some of the critical social issues which threaten stability, with particular attention given to gender inequality, unequal access to education, and health crises. The theme of sustainable development is explored in reference to China's looming environmental crisis, population change and food security. Richard Louis Edmonds provides a comprehensive review of the scale and severity of China's environmental problems and offers an evaluation of some of the social, political and economic effects. …

Abstract:The public policy making process of China has been highly concerned by all parties during recent years.There are also a large number of related research literatures.Based on a systematicliterature review,this paper classifies current theories into three perspectives: power-interest,rational learning and ideas.These three competitive perspectives all provide insightful theoretical lenses for the observation of government decision-making process.The paper further examines the application of these perspectives in China study.Based on the examination,we find that the former two perspectives have been widely usedfor the study of China's government decision-making process;by contrast,empirical studies based on the idea perspective are rare.As a result,some ideational factors that do shape the formation of public decisions,such as political culture,ideology,and policy ideas,have not received enough attention.Besides,as the controllers of some special types of ideas,such as ideology,the significant roles played by political authorities are not well illustrated.

Land Policy Making in a Complex System: the Innovation and Diffusion Logic of China's Retained Land Policy Reform

Abstract:Land policy making is a complex systemic process in which new policies emerge and are nonlinearly transferred. However, challenges remain, as the recent policy diffusion literature cannot match policy making to complex adaptive systems. This study elucidates the conjunctural causal mechanisms of local policy innovation and diffusion in China. To analyze the differences in China's land reform, a theoretical framework is established that includes four key conditions-incentive rules, local context, vertical governmental coercion and interregional diffusion-as well as three analytical principles, namely, nonlinearity, conjunction and intersection. Then, an archetype analysis based on the fuzzy-set qualitative comparative analysis method is conducted on 119 city governments that implemented land retention policies during the period of 2000-2019. The results systematically associate local policy action with five theory-based archetypes, each with its own narrative expression ("risk aversion", "reform pilot", "political learning", "induced competition", and "social evolution"). This article reveals that 1) China's administrative institutional structure shapes the reform motivation of local governments and their interaction with the central government, and the performance evaluation system for officials plays a key role in this dynamic; 2) local contexts can limit or amplify coercive and learning mechanisms, and policy knowledge can impede diffusion under certain conditions; and 3) the combination of archetypes occurs at three levels: theoretical mechanisms, conditional elements, and factor combinations. Overall, the study shows how multilevel factor interactions influence the decision-making process for China's land reform. These findings can serve as useful references for conjunctural causation research on policy innovation and diffusion in China and assist local decision makers in other countries in transition in developing sustainable land policies.

Abstract:The implementation of environmental monitoring policies is of great significance in reducing pollution and improving the ecological environment. This study looks at three dimensions of Sabatier's policy environment framework: the tractability of the problem, the ability of the statute to structure implementation, and non-statutory variables, explores in detail the complex configuration of technology availability, change required, financial resources, implementing officials, public support, and socio economic conditions. The results based on data from 30 provinces in China identify four different combinations of conditions that match "Opinions on Deepening the Reform of Environmental Monitoring and Improving the Quality of Environmental Monitoring Data" environmental monitoring policy implementation: "priority governance" means that the change required is the most important variable in high-pollution provinces, "money talks" suggests that financial resources are a more important condition in north-western provinces, "coordinated implementation" is associated with non-statutory variables such as public support and socio-economic conditions being neither sufficient nor necessary conditions; and when both the ability of the statute and nonstatutory variables were identified as necessary conditions, as in the capital city, this is termed the "comprehensive strategy".

Abstract:This article reviews the development of current environmental policies in China and the great progress made during 1979–2006. Applying lessons learned from industrialized countries to its own situation, China’s environmental policies have the following main features: (1) to explore command and control measures to their fullest extent, (2) to strive to raise funding for environmental protection, (3) to identify who should take accountability for environmental protection; (4) to encourage strategies of “combination of prevention and control” and “integrated utilization”, (5) to embrace openness in the field of environmental policy and early international cooperation. During the past 30 years, China’s environmental policies have evolved and deepened: status expanded the national basic policies of environmental protection by adding a sustainable development strategy, focus changed from pollution control to a combination of pollution control and ecological protection, method changed from end control to source control, scope changed form point source control to watershed and territory pollution control, and management style changed from primarily using executive power to using legal and economic measures. This article introduces how they are evaluated by the international community and provides the prospects of the policies.

Abstract:This paper presents a review of Western scholars' studies on China's public policy process.Interests in China's policy process began in 1950s.Studies on China's public policy led by American scholars initially conceptualized around policy elites and factions but later shifted towards bureaucratic organizations.Different policy process models were proposed,such as rationalist behavior,power struggles,bargaining game and etc.Characteristics of China's public policy process were identified.While many of these studies were somewhat biased,they offer some interesting perspectives that China's policy researchers will find useful in their efforts to gain a better understanding of China's public policy process.

Abstract:China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation.

Abstract:The evolution of Chinese environmental policy and politics can be better understood in the broader context of institutional changes that have taken place since the late 1970s. In this study, an analytical framework was established to analyze how overall institutional changes were reflected in the roles of relationships between governmental and non-governmental actors engaged in environmental governance. Institutional changes were observed at three levels: informal institutions (cultural traditions, and political ideology); formal institutions (the polity, political system, property rights, and judiciary); and governing mechanisms (structures, regulatory approaches, and incentives). This analysis of interactions between institutional changes and the changing environmental process explained not only the drives and constraints behind China’s environmental policy evolution so far but also shed light on future challenges and opportunities.

Abstract:To combat significant pollution problems, a number of local governments in China have utilized performance management to improve cadres’ accountability on environmental issues. Despite the extensive literature on public sector performance management, attention to environmental performance management has been relatively scant. Taking Shenzhen – one of China’s most densely populated, affluent, and rapidly growing cities – as a case study, this article describes and analyzes the evolution of the local environmental performance management system from 2007 to 2015. A series of external and internal factors are identified as determinants of policy evolution, including cadres’ individual decision-making, higher-level policies, intra-governmental interactions (horizontally and vertically), the relative salience of environmental issues, and strategies in policy experimentation. The multiplicity of factors further complicates the already complex process of performance measurement by setting it in a complex political context, which can distort the efficacy and objectives of the system, resulting in an unpredictable and compromised policy tool. Improving government environmental performance management involves reducing complexity by reforming aspects of the political context, allowing for a more serious, open, and transparent decision-making process.
