Abstract:Long-term data sets of all-sky and clear-sky downwelling shortwave (SW) radiation, cloud cover fraction, and aerosol optical depth (AOD) were analyzed together with surface concentrations from several networks (e.g., Surface Radiation Budget Network (SURFRAD), Clean Air Status and Trend Network (CASTNET), Interagency Monitoring of Protection Visual Environments (IMPROVE) and Atmospheric Radiation Measurement (ARM)) in the United States (US). Seven states with varying climatology were selected to better understand the effects of aerosols and clouds on SW radiation. This analysis aims to assess the effects of reductions in anthropogenic aerosol burden resulting from substantial reductions in emissions of sulfur dioxide (SO2) and nitrogen oxides (NOx) over the past 16 yr across the US, based on trends in SW radiation. The SO2 and NOx emission data show decreasing trends from 1995 to 2010, which indirectly validates the effects of the Clean Air Act (CAA) in the US. Meanwhile, the total column AOD and surface total PM2.5 observations also show decreasing trends in the eastern US but slightly increasing trends in the western US. Moreover, measured surface concentrations of several other pollutants (i.e., SO2, SO4 and NOx) have similar behavior to AOD and total PM2.5. Analysis of the observed data shows strong increasing trends in all-sky downwelling SW radiation with decreasing trends in cloud cover. However, since observations of both all-sky direct and diffuse SW radiation show increasing trends, there may be other factors contributing to the radiation trends in addition to the decreasing trends in overall cloud cover. To investigate the role of direct radiative effects of aerosols, clear-sky downwelling radiation is analyzed so that cloud effects are eliminated. However, similar increasing trends in clear-sky total and diffuse SW radiation are observed. While significantly decreasing trends in AOD and surface PM2.5 concentrations along with increasing SW radiation (both all-sky and clear-sky) in the eastern US during 1995–2010 imply the occurrence of direct aerosol mediated "brightening", the increasing trends of both all-sky and clear-sky diffuse SW radiation contradicts this conclusion since diffuse radiation would be expected to decrease as aerosols direct effects decrease and cloud cover decreases. After investigating several confounding factors, the increasing trend in clear-sky diffuse SW may be due to more high-level cirrus from increasing air traffic over the US. The clear-sky radiation observations in the western US also show indications of "brightening" even though the AOD, PM2.5 and surface concentration do not vary drastically. This outcome was not unexpected because the CAA controls were mainly aimed at reducing air pollutant emissions in the eastern US and air pollutant levels in the western US were much lower at the onset. This suggests other factors affect the "brightening" especially in the western US.
Spatial and Temporal Trends in the Mortality Burden of Air Pollution in China: 2004-2012.

Abstract:While recent assessments have quantified the burden of air pollution at the national scale in China, air quality managers would benefit from assessments that disaggregate health impacts over regions and over time. We took advantage of a new 10 x 10 km satellite-based PM2.5 dataset to analyze spatial and temporal trends of air pollution health impacts in China, from 2004 to 2012. Results showed that national PM2.5 related deaths from stroke, ischemic heart disease and lung cancer increased from approximately 800,000 cases in 2004 to over 1.2 million cases in 2012. The health burden exhibited strong spatial variations, with high attributable deaths concentrated in regions including the Beijing-Tianjin Metropolitan Region, Yangtze River Delta, Pearl River Delta, Sichuan Basin, Shandong, Wuhan Metropolitan Region, Changsha-Zhuzhou-Xiangtan, Henan, and Anhui, which have heavy air pollution, high population density, or both. Increasing trends were found in most provinces, but with varied growth rates. While there was some evidence for improving air quality in recent years, this was offset somewhat by the countervailing influences of in-migration together with population growth. We recommend that priority areas for future national air pollution control policies be adjusted to better reflect the spatial hotspots of health burdens. Satellite-based exposure and health impact assessments can be a useful tool for tracking progress on both air quality and population health burden reductions. (C) 2016 Published by Elsevier Ltd.

Abstract:Abstract. Multi-decadal simulations with the coupled WRF-CMAQ model have been conducted to systematically investigate the changes in anthropogenic emissions of SO2 and NOx over the past 21 years (1990–2010) across the United States (US), their impacts on anthropogenic aerosol loading over North America, and subsequent impacts on regional radiation budgets. In particular, this study attempts to determine the consequences of the changes in tropospheric aerosol burden arising from substantial reductions in emissions of SO2 and NOx associated with control measures under the Clean Air Act (CAA) especially on trends in solar radiation. Extensive analyses conducted by Gan et al. (2014) utilizing observations (e.g. SURFRAD, CASTNET, IMPROVE and ARM) over the past 16 years (1995–2010) indicate a shortwave (SW) radiation (both all-sky and clear-sky) "brightening" in the US. The relationship of the radiation brightening trend with decreases in the aerosol burden is less apparent in the western US. One of the main reasons for this is that the emission controls under the CAA were aimed primarily at reducing pollutants in areas violating national air quality standards, most of which were located in the eastern US while the relatively less populated areas in the western US were less polluted at the beginning of this study period. Comparisons of model results with observations of aerosol optical depth (AOD), aerosol concentration, and radiation demonstrate that the coupled WRF-CMAQ model is capable of replicating the trends well even through it tends to underestimate the AOD. In particular, the sulfate concentration predictions were well matched with the observations. The discrenpancies found in the clear-sky diffuse SW radiation are likely due to several factors such as potential increase of ice particles associated with increasing air traffic, the definition of "clear-sky" in the radiation retrieval methodology and aerosol semi-direct and/or indirect effects which cannot be readily isolated from the observed data.
Air Pollution and Climate Response to Aerosol Direct Radiative Effects: A Modeling Study of Decadal Trends Across the Northern Hemisphere

Abstract:Decadal hemispheric Weather Research and Forecast-Community Multiscale Air Quality simulations from 1990 to 2010 were conducted to examine the meteorology and air quality responses to the aerosol direct radiative effects. The model's performance for the simulation of hourly surface temperature, relative humidity, wind speed, and direction was evaluated through comparison with observations from NOAA's National Climatic Data Center Integrated Surface Data. The inclusion of aerosol direct radiative effects improves the model's ability to reproduce the trend in daytime temperature range which over the past two decadeswas increasing in eastern China but decreasing in eastern U.S. and Europe. Trends and spatial and diurnal variations of the surface-level gaseous and particle concentrations to the aerosol direct effect were analyzed. The inclusion of aerosol direct radiative effects was found to increase the surface-level concentrations of SO2, NO2, O-3, SO42-, NO3-, and particulate matter 2.5 in eastern China, eastern U.S., and Europe by 1.5-2.1%, 1-1.5%, 0.1-0.3%, 1.6-2.3%, 3.5-10.0%, and 2.2-3.2%, respectively, on average over the entire 21 year period. However, greater impacts are noted during polluted days with increases of 7.6-10.6%, 6.2-6.7%, 2.0-3.0%, 7.8-9.5%, 11.1-18.6%, and 7.2-10.1%, respectively. Due to the aerosol direct radiative effects, stabilizing of the atmosphere associated with reduced planetary boundary layer height and ventilation leads to an enhancement of pollution. Consequently, the continual increase of aerosol optical depth (AOD) in eastern China leads to an increasing trend in the air quality feedback which exacerbates air pollution, while emission reductions in eastern U.S. and Europe result in a declining trend in both AODs and feedback which make the air pollution control strategies more effective.

Abstract:Air pollution control has become one of the top priorities of China's "Ecological Civilization" development. As a quick response to the 2013 PM2.5 episodes, the Chinese Government issued the "Air Pollution Prevention and Control Action Plan" as the national strategy and roadmap for air quality improvements consisting of phased quantitative targets and concrete measures. Taking this into account, this study explores the spatiotemporal variations of the five conventional pollutants-PM2.5, PM10, SO2, NO2, and O3-as well as the Air Quality Index and primary pollutants in 338 Chinese cities from 2013 to 2017 in order to comprehensively understand China's current air pollution situation and evaluate the effectiveness of the Action Plan. The results indicate that: (1) the overall air quality has been significantly improved, with the concentrations of PM2.5, PM10, and SO2 decreasing noticeably, although the still high PM level, the dramatically increasing O3 concentration, and the stagnant amounts of NO2 present further challenges, along with the intensification of regional compound air pollution problems; (2) in contrast to the three key regions under the Action Plan exhibiting significant decreases in PM and SO2, the Fen-Wei Plain (FWP) is suffering from serious compound pollution, suggesting that there is an urgent need for the development of a regional joint prevention and control mechanism in the FWP and similar areas; (3) with the exception of the common pollution hot spots mainly concentrated in the FWP as well as Beijing-Tianjin-Hebei (BTH) and its surrounding regions, the distribution of each pollutant exhibited remarkable spatial heterogeneity due to their distinctive emission sources, a finding that strongly indicates the need for regionally differentiated management; and (4) the most frequent primary pollutant at the national level was O3, followed by PM2.5 and PM10. In the Wuhan Metropolitan Area (WHM), Changsha-Zhuzhou-Xiangtan Metropolitan Area (CZT), and Sichuan-Chongqing Region (CY), PM2.5 pollution is playing the dominant role, while in the FWP, BTH, Yangtze River Delta region (YRD), and Pearl River Delta region (PRD), the synergistic control of PM2.5 and O3 pollutants is urgently needed as soon as possible, which will require that more attention be paid to emission mitigation in the transportation sector, as well as the synergistic control of NOx and VOC emissions.
Source Apportionments of Aerosols and Their Direct Radiative Forcing and Long‐Term Trends Over Continental United States

Abstract:Due to U.S. air pollution regulations, aerosol and precursor emissions have decreased during recent decades, while changes in emissions in other regions of the world also influence U.S. aerosol trends through long-range transport. We examine here the relative roles of these domestic and foreign emission changes on aerosol concentrations and direct radiative forcing at the top of the atmosphere over the continental United States. Long-term (1980-2014) trends and aerosol source apportionment are quantified in this study using a global aerosol-climate model equipped with an explicit aerosol source tagging technique. Due to U.S. emission control policies, the annual mean near-surface concentration of particles, consisting of sulfate, black carbon, and primary organic aerosol, decreases by about -1.1 (+/- 0.1)/-1.4 (+/- 0.1) mu g/m(3) in western United States and -3.3 (+/- 0.2)/-2.9 (+/- 0.2) mu g/m(3) in eastern United States during 2010-2014, as compared to those in 1980-1984. Meanwhile, decreases in U.S. emissions lead to a warming of +0.48 (+/- 0.03)/+0.46 (+/- 0.03)W/m(2) in western United States and +1.41 (+/- 0.07)/+1.32 (+/- 0.09)W/m(2) in eastern United States through changes in aerosol direct radiative forcing. Increases in emissions from East Asia generally have a modest impact on U.S. air quality but mitigated the warming effect induced by reductions in U.S. emissions by 25% in western United States and 7% in eastern United States. As U.S. domestic aerosol and precursor emissions continue to decrease, foreign emissions may become increasingly important to radiative forcing over the United States.

Abstract:Understanding long-term trends in aerosol loading and properties is essential for evaluating the health and climatic effects of these airborne particulates as well as the effectiveness of pollution control policies. While many studies have used satellite data to examine the trends in aerosol optical depth (AOD), very few have investigated the trends in aerosol properties associated with particle size, morphology, and light absorption. In this study, we investigate decadal-scale (13-15 year) trends in aerosol loading and properties during 2001-2015 over three populous regions: the Eastern United States (EUS), Western Europe (WEU), and Eastern and Central China (ECC). We use observations from MISR (Multi-angle Imaging SpectroRadiometer) and MODIS (Moderate resolution Imaging Spectroradiometer). Relationships between aerosol property trends and air pollutant emission changes are examined. We find that annual mean AOD shows pronounced decreasing trends over EUS and WEU regions, as a result of considerable emission reductions in all major pollutants except for mineral dust and ammonia (NH3). Over the ECC region, AOD increases before 2006 due to emission increases induced by rapid economic development, fluctuates between 2006 and 2011, and subsequently decreases after 2011 in conjunction with effective emission reduction in anthropogenic primary aerosols, sulfur dioxide (SO2), and nitrogen oxides (NOx). The fraction of small-size AOD (<0.7 mu m diameter), <(A)over circle>ngstrom exponent and single-scattering albedo have generally decreased, while the fractions of large-size (>1.4 mu m diameter), nonspherical and absorbing AOD have generally shown increasing trends over EUS and WEU regions, indicating that fine and light-scattering aerosol constituents have been more effectively reduced than coarse and light-absorbing constituents. These trends are consistent with the larger reduction ratios in S(O)2 and NOx emissions than in primary aerosols, including mineral dust and black carbon (BC). Over the ECC region, no significant trends are observed with respect to size distribution, morphology, or light absorption, which we attribute to a simultaneous increase in emissions of SO2, NOx, and primary aerosols including BC before 2006, and a simultaneous decrease after 2011. This study demonstrates the importance and usefulness of satellite-borne sensors, particularly MISR, in association with evaluating the effectiveness of air pollution control policies.

Abstract:A lot of research on international convention-controlled halogenated gases (CHGs) has been carried out. However, few bibliometric analyses and literature reviews exist in this field. Based on 734 articles extracted from the Science Citation Index (SCI) Expanded database of the Web of Science, we provided the visualisation for the performance of contributors and trends in research content by using VOSviewer and Science of Science (Sci2). The results showed that the United States was the most productive country, followed by the United Kingdom and China. The National Oceanic and Atmospheric Administration had the largest number of publications, followed by the Massachusetts Institute of Technology (MIT) and the University of Bristol. In terms of disciplines, environmental science and meteorological and atmospheric science have contributed the most. By using cluster analysis of all keywords, four key research topics of CHGs were identified and reviewed: (1) emissions calculation, (2) physicochemical analysis of halocarbons, (3) evaluation of replacements, and (4) environmental impact. The change in research substances is closely related to the phase-out schedule of the Montreal Protocol. In terms of environmental impact, global warming has always been the most important research hotspot, whereas research on ozone-depleting substances and biological toxicity shows a gradually rising trend.
Historical Gaseous and Primary Aerosol Emissions in the United States from 1990 to 2010

Abstract:An accurate description of emissions is crucial for model simulations to reproduce and interpret observed phenomena over extended time periods. In this study, we used an approach based on activity data to develop a consistent series of spatially resolved emissions in the United States from 1990 to 2010. The state-level anthropogenic emissions of SO2, NOx, CO, NMVOC (non-methane volatile organic compounds), NH3, PM10 and PM2.5 for a total of 49 sectors were estimated based on several long-term databases containing information about activities and emission controls. Activity data for energy-related stationary sources were derived from the State Energy Data System. Corresponding emission factors reflecting implemented emission controls were calculated back from the National Emissions Inventory (NEI) for seven years (i.e., 1990, 1995, 1996, 1999, 2001, 2002 and 2005), and constrained by the AP-42 (US EPA's Compilation of Air Pollutant Emissions Factors) dataset. Activity data for mobile sources including different types of highway vehicles and non-highway equipment were obtained from highway statistics reported by the Federal Highway Administration. The trends in emission factors for highway mobile source were informed by the 2011 National Transportation Statistics. Emissions for all non-energy-related sources were either scaled by the growth ratio of activity indicators or adjusted based on the NEI trends report. Because of the strengthened control efforts, particularly for the power sector and mobile sources, emissions of all pollutants except NH3 were reduced by half over the last two decades. The emission trends developed in this study are comparable with the NEI trend report and EDGAR (Emissions Database for Global Atmospheric Research) data, but better constrained by trends in activity data. Reductions in SO2, NOx, CO and EC (speciation of PM2.5 by SMOKE, Sparse Matrix Operator Kernel Emissions) emissions agree well with the observed changes in ambient SO2, NO2, CO and EC concentrations, suggesting that the various controls on emissions implemented over the last two decades are well represented in the emission inventories developed in this study. These inventories were processed by SMOKE and are now ready to be used for regional chemistry transport model simulations over the 1990–2010 period.
Solar Radiation Trend Across China in Recent Decades: A Revisit with Quality-Controlled Data

Abstract:Solar radiation is one of the most important factors affecting climate and environment, and its long-term variation is of much concern in climate change studies. In the light of the limited number of radiation stations with reliable long-term time series observations, this paper presents a new evaluation of the long-term variation of surface solar radiation over China by combining quality-controlled observed data and two radiation models. One is the ANN-based (Artificial Neutral Network) model and the other is a physical model. The two models produce radiation trends comparable to the observed ones at a few validation stations possessing reliable and continuous data. Then, the trend estimate is extended by the ANN-based model to all 96 radiation stations and furthermore extended by the physical model to all 716 China Meteorological Administration (CMA) routine stations. The new trend estimate is different from previous ones in two aspects. First, the magnitude of solar radiation over China decreased by about −0.23 W m−2 yr−1 between 1961 and 2000, which is greatly less in magnitude than trend slopes estimated in previous studies (ranging over −0.41 ~ −0.52 W m−2 yr−1). Second, the "From Dimming to Brightening" transition in China during the late 1980s ~ the early 1990s was addressed in previous studies, but this study indicates the solar radiation reached a stable level since the 1990s and the transition is not noticeable. These differences indicate the importance of data-quality control and analysis approaches. Finally, an obvious transition from brightening to dimming around 1978 is found over the Tibetan Plateau, where aerosol loads are very low, indicating that the importance of cloud changes in altering solar radiation may be comparable to that of the aerosol changes.

Abstract:General comments The paper provides a useful overview of recent air quality control policies in China, while using an independent source of data to assess their efficacy. A statistical method is used to correlate satellite retrievals of Aerosol Optical Depth (AOD) to ground level PM2.5 in China, by correlating AOD with meteorological data, fire spots and forest cover. It uses the large network of Chinese measurement stations to verify the model. The 2013 model, which was developed in another paper (Ma et al 2016) is used to project the concentration of PM2.5 backwards to 2005, while a separate model is developed each year for 2014 2017. This gives a 13-year PM2.5 dataset with complete spatial and temporal coverage for 2005 – 2017, which is then used to assess the success of China’s air quality control policy that underwent significant changes during

Abstract:Atmospheric aerosols affect both human health and climate. PMX is the mass concentration of aerosol particles that have aerodynamic diameters less than X μm, PM10 was initially selected to measure the environmental impact of aerosols. Recently, it was realized that fine particles are more hazardous than larger ones and should be measured. Consequently, observational data for PM2.5 have been obtained but only for a much shorter period than that of PM10. Optical extinction of aerosols, the inverse of meteorological visibility, is sensitive to particles less than 1.0 μm. These fine particles only account for a small part of total mass of aerosols although they are very efficient in light extinction. Comparisons are made between PM10 and PM2.5 over the period when the latter is available and with visibility data for a longer period. PM10 has decreased by 44% in Europe from 1992 to 2009, 33% in the US from 1993 to 2010, 10% in Canada from 1994 to 2009, and 26% in China from 2000 to 2011. However, in contrast, aerosol optical extinction has increased 7% in the US, 10% in Canada, and 18% in China during the above study periods. The reduction of optical extinction over Europe of 5% is also much less than the 44% reduction in PM10. Over its short period of record PM2.5 decreased less than PM10. Hence, PM10 is neither a good measure of changes in smaller particles nor of their long-term trends, a result that has important implications for both climate impact and human health effects. The increased fraction of anthropogenic aerosol emission, such as from vehicle exhaust, to total atmospheric aerosols partly explains this contrasting trend of optical and mass properties of aerosols.

There is still a lack of overall evaluation of the effects of air pollution control policies on PM2.5 pollution improvement in China since FYP. In this study, we aimed to assess the effects of air pollution control policies from 2005 to 2017 on PM2.5 from the view of satellite remote sensing. We used the satellite derived PM2.5 of 2005–2013 from one of our previous studies. For the data of 2014–2017, we developed a two-stage statistical model to retrieve satellite PM2.5 data. Results show that the Energy Conservation and Emissions Reduction (ECER) policy, implemented in 11th FYP period and focused on SO2 emissions control, had co-benefits on PM2.5 reductions. The increasing trends of PM2.5 pollutions was suppressed after 2007, and the PM2.5 in Central and South China showed significant decreasing trends. The ECER policy during 12th FYP period were basically the extension of 11th FYP policy. However, the emissions control oriented policies reached it bottleneck. The PM2.5 concentrations did not decrease from 2010 to 2013 in polluted areas. China implemented two stricter policies: 12th FYP on Air Pollution Prevention and Control in Key Regions (APPC-KR) in 2012, and Action Plan of Air Pollution Prevention and Control (APPC-AP) in 2013. The goal of air quality improvement (especially PM2.5 concentration improvement) was proposed for the first time. The air quality improvement oriented polices had led to dramatic decreases of PM2.5 after 2013.

Abstract:To reduce air pollution, China adopted rigorous control mechanisms and announced the Air Pollution Prevention and Control Action Plan (APPCAP) in 2013. Here, using OMI satellite, the NASA Socioeconomic Data and Application Center (SEDAC), and Fifth ECMWF (ERA5) data at a 0.25° × 0.25° resolution, we explored changes in NO2, PM, SO2, and O3 and climatology over China in response to the Action Plan between 2004 and 2021. This study attempts to investigate the long term trend analysis of air pollution and climatic variations during two scenarios before (2004–2013) and after (2013–2021) APPCAP. We investigated the climatic effects of air pollution in China before and after APPCAP adoption using geographically weighted regression (GWR) and differential models to assess the contribution of air pollution. The spatial representation analysis demonstrated how air pollution affected climatic factors before and after the APPCAP. Several important findings were derived: (1) the APPCAP significantly influenced air pollution reduction in China post-scenario (2013–2021); (2) the Mann Kendall test investigated that all pollutants showed an increasing trend pre-APPCAP, while they showed a decreasing trend, except for O3, post-APPCAP; (3) for climatic factors, the MK test showed an increasing trend of precipitation and mean minimum air temperature tmin post-APPCAP; (4) innovative trend analysis (ITA) showed a reduction in NO2, SO2, and PM, although O3 showed no trend post-APPCAP; and (5) pre-scenario, NO2 contributed to an increase in the mean maximum air temperature (tmax) by 0.62 °C, PM contributed to raising tmin by 0.41 °C, while O3 reduced the tmax(tmin) by 0.15 °C (0.05 °C). PM increased tmax and precipitation with a magnitude 0.38 °C (7.38 mm), and NO2 contributed to increasing tmin by (0.35 °C), respectively, post-scenario. In particular, post-scenario led to an increase in tmin and precipitation across China. The results and discussion presented in this study can be beneficial for policymakers in China to establish long-term management plans for air pollution and climatological changes.

Abstract:The new emission inventories of Beijing city were developed based on the Four Stage Measures of Short-term Air Pollution Control implemented by Beijing municipal government. The concentrations of primary air pollutants SO2, NOx and PM10 in urban area during the time period of the Four Stages were simulated by an air quality model. It was shown that those measures have significant effects on the reductions of emissions and environmental concentrations of SO2 and NOx, while for PM10, the control strategies were not so effective.

Abstract:BACKGROUND: Three decades of rapid economic development is causing severe and widespread PM2.5 (particulate matter <= 2.5 mu m) pollution in China. However, research on the health impacts of PM2.5 exposure has been hindered by limited historical PM2.5 concentration data.OBJECTIVES: We estimated ambient PM2.5 concentrations from 2004 to 2013 in China at 0.1 degrees resolution using the most recent satellite data and evaluated model performance with available ground observations.METHODS: We developed a two-stage spatial statistical model using the Moderate Resolution Imaging Spectroradiometer (MODIS) Collection 6 aerosol optical depth (AOD) and assimilated meteorology, land use data, and PM2.5 concentrations from China's recently established ground monitoring network. An inverse variance weighting (IVW) approach was developed to combine MODIS Dark Target and Deep Blue AOD to optimize data coverage. We evaluated model-predicted PM2.5 concentrations from 2004 to early 2014 using ground observations.RESULTS: The overall model cross-validation R-2 and relative prediction error were 0.79 and 35.6%, respectively. Validation beyond the model year (2013) indicated that it accurately predicted PM2.5 concentrations with little bias at the monthly (R-2 = 0.73, regression slope = 0.91) and seasonal (R-2 = 0.79, regression slope = 0.92) levels. Seasonal variations revealed that winter was the most polluted season and that summer was the cleanest season. Analysis of predicted PM2.5 levels showed a mean annual increase of 1.97 mu g/m(3) between 2004 and 2007 and a decrease of 0.46 mu g/m(3) between 2008 and 2013.CONCLUSIONS: Our satellite-driven model can provide reliable historical PM2.5 estimates in China at a resolution comparable to those used in epidemiologic studies on the health effects of long-term PM2.5 exposure in North America. This data source can potentially advance research on PM2.5 health effects in China.

Abstract:Ground and satellite observations show that air pollution regulations in the United States (US) have resulted in substantial reductions in emissions and corresponding improvements in air quality over the last several decades. However, large uncertainties remain in evaluating how recent regulations affect different emission sectors and pollutant trends. Here we show a significant slowdown in decreasing US emissions of nitrogen oxides (NO x ) and carbon monoxide (CO) for 2011-2015 using satellite and surface measurements. This observed slowdown in emission reductions is significantly different from the trend expected using US Environmental Protection Agency (EPA) bottom-up inventories and impedes compliance with local and federal agency air-quality goals. We find that the difference between observations and EPA's NO x emission estimates could be explained by: (i) growing relative contributions of industrial, area, and off-road sources, (ii) decreasing relative contributions of on-road gasoline, and (iii) slower than expected decreases in on-road diesel emissions.
