Abstract:From 2013 to 2017, with the implementation of the toughest-ever clean air policy in China, significant declines in fine particle (PM2.5) concentrations occurred nationwide. Here we estimate the drivers of the improved PM2.5 air quality and the associated health benefits in China from 2013 to 2017 based on a measure-specific integrated evaluation approach, which combines a bottom-up emission inventory, a chemical transport model, and epidemiological exposure-response functions. The estimated national population-weighted annual mean PM2.5 concentrations decreased from 61.8 (95%CI: 53.3-70.0) to 42.0 µg/m3 (95% CI: 35.7-48.6) in 5 y, with dominant contributions from anthropogenic emission abatements. Although interannual meteorological variations could significantly alter PM2.5 concentrations, the corresponding effects on the 5-y trends were relatively small. The measure-by-measure evaluation indicated that strengthening industrial emission standards (power plants and emission-intensive industrial sectors), upgrades on industrial boilers, phasing out outdated industrial capacities, and promoting clean fuels in the residential sector were major effective measures in reducing PM2.5 pollution and health burdens. These measures were estimated to contribute to 6.6- (95% CI: 5.9-7.1), 4.4- (95% CI: 3.8-4.9), 2.8- (95% CI: 2.5-3.0), and 2.2- (95% CI: 2.0-2.5) µg/m3 declines in the national PM2.5 concentration in 2017, respectively, and further reduced PM2.5-attributable excess deaths by 0.37 million (95% CI: 0.35-0.39), or 92% of the total avoided deaths. Our study confirms the effectiveness of China's recent clean air actions, and the measure-by-measure evaluation provides insights into future clean air policy making in China and in other developing and polluting countries.

Abstract:Since 2000, the government in Shanxi province has mounted several initiatives and mandated factory shutdowns with the goal of reducing coal burning emissions and the environmental impacts of industrialization. We estimated the health benefits associated with air quality improvement from 2001 to 2010 in Taiyuan, Shanxi Province, using disability-adjusted life years (DALYs) and monetized the health benefits using value of statistical life (VOSL). Data were collected on annual average concentrations of particulate matter less than 10μm in aerodynamic diameter (PM10) and relevant health outcomes in Taiyuan from 2001 to 2010. Selected exposure–response functions were used to calculate the cases of death or disease attributable to PM10 annually over a 10-year period. These were summed to calculate the DALYs lost and their monetary value associated with PM10 each year between 2001 and 2010. Air quality improvement from 2001 to 2010 was estimated to have prevented 2810 premature deaths, 951 new cases of chronic bronchitis, 141,457 cases of outpatient visits, 969 cases of emergency-room visits and 31,810 cases of hospital admissions. The DALYs (VOSL) decreased by 56.92% (52.68%) from 52,937 (7274 million Yuan) in 2001 to 22,807 (3442 million Yuan) in 2010. Premature deaths accounted for almost 95% of the total DALYs. Our analysis demonstrates that air pollution abatement during the last decade in Taiyuan has generated substantial health benefits.

Abstract:This study assesses the health benefits of better air quality by examining the causal impact of China's stringent " " regional air pollution control policy on local air quality and population health. Employing a spatial regression discontinuity design that capitalizes on the policy's location-specific features, we present compelling evidence that the policy results in an average reduction of 12.2 units in the local Air Quality Index (AQI) and a 47.0% decrease in per capita medical expenditure from 2014 to 2018. A one-unit reduction in AQI corresponds to a 0.88% reduction in per capita annual medical spending, equivalent to RMB 30.2 (US 104 billion) annually in national direct medical costs, constituting 11.6% of national medical expenditure in 2018. Our findings underscore the substantial health and welfare gains achievable through pollution controls in developing countries.

Abstract:Beijing's air pollution has become of increasing concern in recent years. The central and municipal governments have issued a series of laws, regulations, and strategies to improve ambient air quality. The "Clean Air Action" issued in 2013 and the "Comprehensive Action" issued in 2017 largely addressed this concern. In this study, we assessed the effectiveness of the two action plans by environmental monitoring data and evaluated the influencing factors including meteorology, pollutant emissions, and energy structure. The spatial distributions of air pollutants were analyzed using the Kriging interpolation method. The Principal Component Analysis-Multiple Nonlinear Regression (PCA-MNLR) model was applied to estimate the effects of meteorological factors. The results have shown that Beijing's air quality had a measurable improvement over 2013–2019. "Good air quality" days had the highest increases, and "hazardous air quality" days had the most decreases. SO2 decreased most, followed by CO, PM2.5, PM10, and NO2 in descending order, but O3 showed a fluctuant increase. The "Comprehensive Action" was more effective than the "Clean Air Action" in reducing heavy pollution days during the heating period. The meteorological normalized values of the main pollutants were lower than the observation data during 2013–2016. However, the observed values became lower than the normalized values after 2017, which indicated beneficial weather conditions in 2017 and afterwards. The emissions of SO2 and dust significantly decreased while NOx had a slight decrease, and the energy structure changed with a dramatic decrease in coal consumption and an obvious increase in the use of natural gas and electricity. The significant reduction of coal-fired emissions played a dominant role in improving Beijing's air quality, and vehicle emission control should be further enhanced. The results demonstrated the effectiveness of the two action plans and the experience in Beijing should have potential implications for other areas and nations suffering from severe air pollution.

Abstract:Air pollution control has become one of the top priorities of China's "Ecological Civilization" development. As a quick response to the 2013 PM2.5 episodes, the Chinese Government issued the "Air Pollution Prevention and Control Action Plan" as the national strategy and roadmap for air quality improvements consisting of phased quantitative targets and concrete measures. Taking this into account, this study explores the spatiotemporal variations of the five conventional pollutants-PM2.5, PM10, SO2, NO2, and O3-as well as the Air Quality Index and primary pollutants in 338 Chinese cities from 2013 to 2017 in order to comprehensively understand China's current air pollution situation and evaluate the effectiveness of the Action Plan. The results indicate that: (1) the overall air quality has been significantly improved, with the concentrations of PM2.5, PM10, and SO2 decreasing noticeably, although the still high PM level, the dramatically increasing O3 concentration, and the stagnant amounts of NO2 present further challenges, along with the intensification of regional compound air pollution problems; (2) in contrast to the three key regions under the Action Plan exhibiting significant decreases in PM and SO2, the Fen-Wei Plain (FWP) is suffering from serious compound pollution, suggesting that there is an urgent need for the development of a regional joint prevention and control mechanism in the FWP and similar areas; (3) with the exception of the common pollution hot spots mainly concentrated in the FWP as well as Beijing-Tianjin-Hebei (BTH) and its surrounding regions, the distribution of each pollutant exhibited remarkable spatial heterogeneity due to their distinctive emission sources, a finding that strongly indicates the need for regionally differentiated management; and (4) the most frequent primary pollutant at the national level was O3, followed by PM2.5 and PM10. In the Wuhan Metropolitan Area (WHM), Changsha-Zhuzhou-Xiangtan Metropolitan Area (CZT), and Sichuan-Chongqing Region (CY), PM2.5 pollution is playing the dominant role, while in the FWP, BTH, Yangtze River Delta region (YRD), and Pearl River Delta region (PRD), the synergistic control of PM2.5 and O3 pollutants is urgently needed as soon as possible, which will require that more attention be paid to emission mitigation in the transportation sector, as well as the synergistic control of NOx and VOC emissions.

Abstract:Aggressive emission control measures were taken by the Chinese government after the promulgation of the 'Air Pollution Prevention and Control Action Plan' in 2013. Here we evaluated the air quality and health benefits associated with this stringent policy during 2013-2015 by using surface PM2.5 concentrations estimated from a three-stage data fusion model and cause-specific integrated exposure-response functions. The population-weighted annual mean PM2.5 concentrations decreased by 21.5% over China during 2013-2015, reducing from 60.5 in 2013 to 47.5 mu g m(-3) in 2015. Subsequently, the national PM2.5-attributable mortality decreased from 1.22 million ( 95% CI: 1.05, 1.37) in 2013 to 1.10 million ( 95% CI: 0.95, 1.25) in 2015, which is a 9.1% reduction. The limited health benefits compared to air quality improvements are mainly due to the supralinear responses of mortality to PM2.5 over the high concentration end of the concentration-response functions. Our study affirms the effectiveness of China's recent air quality policy; however, due to the nonlinear responses of mortality to PM2.5 variations, current policies should remain in place and more stringent measures should be implemented to protect public health.
[Assessment of CO2 Co-benefits of Air Pollution Control Policies in Taiyuan's 14th Five-Year Plan]

Abstract:To quantitatively evaluate the co-benefits of air pollution reduction and carbon dioxide reduction of Taiyuan's 14th Five-Year Plan air pollution prevention and control policies, this study used the Beijing-Tianjin-Hebei Greenhouse Gas-Air Pollution Interaction and Synergy Model (GAINS-JJJ) to simulate and evaluate the emission reduction potential and CO2 co-benefit of 13 air pollution control measures. The emission reductions of PM2.5, PM10, SO2, NOx, VOCs, and NH3 in 2025 were 1.8 (5%, compared with that in the baseline scenario), 2.5 (2%), 3.7 (16%), 20.0 (27%), 13.6 (15%), and 0.0 kt (0%), respectively. The reduction in CO2 emissions was 9.0 Mt (13%), whereas CH4 emissions increased by 203.3 kt (25% increase relative to that in the baseline scenario). SO2, NOx, and VOCs emission reductions derived from the power, industrial combustion, and solvent use sectors. CO2 reduction occurred mainly in the industrial combustion sector, and CH4 emission increased mainly due to the increase in coal mining activity. The highest synergistic CO2 reductions were achieved by restricting energy consumption in the high energy-consuming and high-emitting sectors; prohibiting new capacity in the steel, coke, cement, and flat glass industries; and replacing coal-fired power generation with renewable energy. Furthermore, the CO2 reduction co-benefit was highest for VOCs. In addition, this study suggests that promoting the policy of terminal electrification and simultaneously increasing the share of clean energy and the ability to consume renewable energy generation in the power sector are the keys to decreasing the emissions in Taiyuan.

Abstract:The unprecedented resources and energy needed to support the high growth of urbanization with the emerging issues of environmental degradation and GHG emissions is increasingly dramatic in China. A series of national and local policies have been implemented for achieving the co-benefits of reducing emissions of greenhouse gas (GHG) and air pollution for China's sustainable development. In this paper, the achievement of climate change mitigation and air pollution reduction in different sectors through implementing policies is reviewed. This paper reports on the types of policy measures that have been introduced in two cases (i.e. Tiexi District of Shenyang and Baoshan District of Shanghai) to affect air quality and energy efficiency improvements, which are then collectively examined in terms of their impacts on GHG and air pollutant emissions. Recommendations are made for achieving co-benefits effectively through the integrated approach by comprehensively concentrating on the short and longterm environmental protection and energy conservation at local and national levels based on the analysis made in the paper. The limited coordination and lack of capacity in different government bodies may be the main barriers to the implementation of a co-benefits approach. Abstract:Abstract China has made great efforts in air pollution control since 2013. However, there is a lack of evaluation of environmental, health and economic co-benefits associated with the national and local air pollution control measures at a city level. We analyzed local air pollution control policies and implementation in Jinan, one of the most heavily air-polluted cities in China between 2013 and 2017. We assessed the changes in exhaust emissions, air quality, mortality and morbidity of associated specific-diseases, and related economic benefits. We also projected the future scenarios of PM 2.5 concentration dropped to 15 μg/m 3 . There were significant decreases in exhaust emissions of SO 2 and NO x in Jinan during the study period. Annual reductions in ambient air pollution were 72.6% for SO 2 , 43.1% for PM 2.5 , and 34.2% for PM 10 . A total of 2,317 (95%CI: 1,533–2,842) premature deaths and 15,822 (95%CI: 8,734–23,990) related morbidity cases had been avoided in 2017, leading to a total of US$ 317.7 million (95%CI: 227.5–458.1) in economic benefits. Decreasing PM 2.5 concentrations to 15 μg/m 3 would result in reductions of 70% in total PM 2.5 -related non-accidental mortality and 95% in total PM 2.5 -related morbidity, which translates into US$ 1,289.5 million (95%CI: 825.8–1,673.6) in economic benefits. The national and local air pollution control measures have brought significant environmental, health and economic benefits to a previously heavy polluted Chinese city.

Abstract:China is undergoing rapid urbanization because of unprecedented economic growth. As a result, many cities suffer from air pollution. Two-thirds of China's cities have not attained the ambient air quality standards applicable to urban residential areas (Grade II). Particulate matter (PM), rather than sulfur dioxide (SO2), is the major pollutant reflecting the shift from coal burning to mixed source pollution. In 2002, 63.2 and 22.4% of the monitored cities have PM and SO2 concentrations exceeding the Grade II standard, respectively. Nitrogen oxides (NOx) concentration kept a relatively stable level near the Grade II standard in the last decade and had an increasing potential in recent years because of the rapid motorization. In general, the air pollutants emission did not increase as quickly as the economic growth and energy consumption, and air quality in Chinese cities has improved to some extent. Beijing, a typical representative of rapidly developing cities, is an example to illustrate the possible options for urban air pollution control. Beijing's case provides hope that the challenges associated with improving air quality can be met during a period of explosive development and motorization.
Substantial Reductions in Ambient PAHs Pollution and Lives Saved As a Co-Benefit of Effective Long-Term PM2.5 Pollution Controls

Abstract:Under great efforts in fighting against serious haze problem of China since 2013, decreasing of air pollutants especially for fine particles (PM2.5) has been revealed for several key regions. This study tried to answer whether the reduction of PM2.5-bound polycyclic aromatic hydrocarbons (PAHs) was coincident with PM2.5 because of long-term pollution control measures (PCM), and to assess source-oriented health risks associated with inhalation exposure to PAHs. Field measurements were carried out before and after the publishing of local air pollution protection plan for Nanjing, a mega-city in east China. Results indicated that the air quality was substantially improving, with a significant reduction in annual average PM2.5 by 34%, and moreover, PM2.5-bound PAHs significantly reduced by 63% (p < 0.001). The remarkable reduction was mainly attributable to the change of emission sources, compared to the influence of atmospheric circulation patterns, surface meteorological conditions, and atmospheric chemical reaction. Four PAHs sources including coal combustion (CC), petroleum and oil burning (PO), wood burning (WB) and vehicle emission (VE) were identified. On an annual basis, contributions to ambient PM2.5-PAHs from WB, PO, CC and VE sources in the period before the action of control measures were 2.26, 2.20, 1.96 and 5.62 ng m(-3), respectively. They reduced to 1.09, 0.37, 1.31 and 1.77 ng m(-3) for the four source types, with the reduction percentages as 51, 83, 33 and 68%, respectively. The estimated reduction in lifetime lung cancer risk was around 61%. The study that firstly assessed the health effects of PAHs reduction as a co-benefit raised by air PCM sustained for a long period is believed to be applicable and referential for other mega-cities around the world for assessing the benefits of PCM.
Environmental and health impacts of heating fuel transition: Evidence from Northern China

Abstract:The heating season in the Northern China usually consumes massive high-polluted coal, severely threatening the ambient air pollution and human health. Therefore, the Chinese government set forth the clean heating policy in 2017, aiming to fulfill the heating fuel transition in terms of “coal to gas” or “coal to electricity”. To clarify the current progress and guide future action on clean heating, a comprehensive evaluation is indispensable. Hence, the policy effects on air quality from temporal and spatial perspectives are evaluated through a difference-in-difference model. Furthermore, the health benefits obtained from implementing a clean heating policy are estimated via an exposure-response model, the value of statistical life, and the cost of illness. The empirical results indicate that the “2 + 26” cities, defined as BTH air pollution transmission channel cities, have witnessed a significant improvement in mitigating PM2.5 pollution. For the cities in the Fenwei Plain, a larger reduction in SO2 and CO emissions is realized. Moreover, Tianjin and Hebei inhibit PM2.5 pollution efficiently. In terms of the three batches of pilot cities, the policy effects on decreasing air pollutants concentrate on the first batch of pilot cities, and weaker in the second and third batches. In addition, an event study is conducted for the first batch of pilot cities to trace out the year-by-year impacts of clean heating on air pollutants, demonstrating temporal variations in the policy effects. During 2017–2019, the total health benefits induced by improved air quality have been accumulated to 7.69 billion yuan, 7.96 billion yuan, and 10 billion yuan in four provincial capital cities, including Shijiazhuang, Zhengzhou, Taiyuan, and Jinan. The multidimensional exploration of the clean heating effects on air pollution and public health supports evidence-based policymaking in China and inspires developing countries to adopt household energy transition initiatives similar to clean heating.

Abstract:China is currently in a crucial stage of air pollution control and has intensive clean air policies. Past strict policies have demonstrated remarkable effectiveness in emission control and fine particulate matter (PM2.5) pollution mitigation; however, it is not clear what the continuous benefits of current policies are for the future. Here, we summarize China's currently implemented, released, and upcoming clean air policies and estimate the air quality and health benefits of the implementation of these policies until 2030. We found that China's current and upcoming clean air policies could reduce major pollutant emissions by 14.3-70.5% under continued socio-economic growth from 2010 to 2030. These policies could decrease the national population-weighted PM2.5 concentrations from 61.6 μg m-3 in 2010 to 26.4 μg m-3 in 2030 (57.2% reduction). These air quality improvements will ensure that over 80% of the population lives in areas with PM2.5 levels below the current annual PM2.5 air quality standard (i.e., 35 μg m-3) and will avoid 95.0 (95% CI, 76.3, 104.2) thousand premature deaths in 2030. We also point out several inadequacies of current clean air policies, suggesting that more ambitious control actions are needed to better protect public health with an increasing ageing population. Our findings could provide quantitative insights that can be used to better address air pollution issues in China and other developing countries.

Abstract:This paper examines the impact of renewable energy heating on air quality in China, using the Qinling Mountains–Huaihe River line as a quasi-natural experiment to distinguish between regions with central heating and those without. Employing a difference-in-differences approach and analyzing panel data from 298 cities between 2014 and 2022, our findings indicate that the renewable energy heating policy has significantly improved air quality. Specifically, the policy led to substantial improvements in air quality, reducing concentrations of key pollutants: SO2 by 28.31%, CO by 7.57%, NO2 by 5.72%, and PM2.5 by 7.15%. The policy's effects are most pronounced in regions with lower temperatures and in the eastern parts of the country. Further analysis emphasizes the critical role of energy transition, environmental regulations, and government investment in technology as key drivers of these air quality improvements.

Air Quality, Health, and Equity Benefits of Carbon Neutrality and Clean Air Pathways in China

Abstract:In the pursuit of carbon neutrality, China's 2060 targets have been largely anchored in reducing greenhouse gas emissions, with less emphasis on the consequential benefits for air quality and public health. This study pivots to this critical nexus, exploring how China's carbon neutrality aligns with the World Health Organization's air quality guidelines (WHO AQG) regarding fine particulate matter (PM2.5) exposure. Coupling a technology-rich integrated assessment model, an emission-concentration response surface model, and exposure and health assessment, we find that decarbonization reduces sulfur dioxide (SO2), nitrogen oxides (NOx), and PM2.5 emissions by more than 90%; reduces nonmethane volatile organic compounds (NMVOCs) by more than 50%; and simultaneously reduces the disparities across regions. Critically, our analysis reveals that further targeted reductions in air pollutants, notably NH3 and non-energy-related NMVOCs, could bring most Chinese cities into attainment of WHO AQG for PM2.5 5 to 10 years earlier than the pathway focused solely on carbon neutrality. Thus, the integration of air pollution control measures into carbon neutrality strategies will present a significant opportunity for China to attain health and environmental equality.

Abstract:Air quality issues have a significant impact on human health and are an important issue affecting sustainable development. With the implementation of China's carbon-emission trading scheme, carbon emissions have been effectively reduced, which has a potential impact on air quality. This article uses a time-point difference-in-differences model to analyze the impact of the implementation of a carbon-emission trading scheme on the air quality in 284 cities in China from 2008 to 2021. During the inspection, the impact of policies on overall air quality and on various types of air pollutants was discussed separately. The research results show that the implementation of the carbon-emission trading scheme helps improve urban air quality issues, reduce the concentration of air pollutants such as PM2.5 and SO2, and improve the urban environment; with controlled variables, it has reduced PM2.5 by 2.548 units, SO2 by 0.180 units, NOx by 0.295 units, and has promoted the sustainable development of cities. In addition, the policy mainly has a positive impact on air quality by promoting green technology innovation and industrial upgrading, further demonstrating the spillover effect of the policy. There is also some regional heterogeneity in the policies, especially in the central and western regions, where the reduction effect of SO2 and nitrogen oxides is not significant.

Air quality benefits of achieving carbon neutrality in China

Abstract:Achieving carbon neutrality before 2060 newly announced in China are expected to substantially affect air quality. Here we project the pollutants emissions in China based on a carbon neutrality roadmap and clean air policies evolution; national and regional PM2.5 and O3 concentrations in 2030 (the target year of carbon peak), 2035 (the target year of "Beautiful China 2035" launched by the Chinese government to fundamentally improve air quality) and 2060 (the target year of carbon neutrality) are then simulated using an air quality model. Results showed that compared with 2019, emissions of SO2, NOx, primary PM2.5, and VOCs are projected to reduce by 42%, 42%, 44%, and 28% in 2030, by 57%, 58%, 60%, and 42% in 2035, by 93%, 93%, 90% and 61% in 2060 respectively. Consequently, in 2030, 2035, and 2060, the national annual mean PM2.5 will be 27, 23, and 11 μg m−3; and the 90th percentile of daily 8-h maxima of O3 (O3-8h 90th) will be 129, 123, and 93 μg m−3; 82%, 94%, and 100% of 337 municipal cities will reach the current national air quality standard, respectively. It's expected that the "Beautiful China 2035" target is very likely to be achieved, and about half of the 337 cities will meet the current WHO air quality guideline in 2060. In the near future, strict environmental policies driven by "Beautiful China 2035" are needed due to their substantial contribution to emission reductions. By 2060, the low-carbon policies driven by the carbon neutrality target are expected to contribute to larger than 80% of reductions in PM2.5 and O3-8h 90th concentrations relative to the 2020 levels, implying that more attention could be paid to low-carbon policies after 2035. Our research would provide implications for future co-governance of air pollution and climate change mitigation in China and other developing countries.

Abstract:In addition to many recent actions taken to reduce emissions from energy production, industry, and transportation, a new campaign substituting residential solid fuels with electricity or natural gas has been launched in Beijing, Tianjin, and other 26 municipalities in northern China, aiming at solving severe ambient air pollution in the region. Quantitative analysis shows that the campaign can accelerate residential energy transition significantly, and if the planned target can be achieved, more than 60% of households are projected to remove solid fuels by 2021, compared with less than 20% without the campaign. Emissions of major air pollutants will be reduced substantially. With 60% substitution realized, emission of primary PM2.5 and contribution to ambient PM2.5 concentration in 2021 are projected to be 30% and 41% of those without the campaign. With 60% substitution, average indoor PM2.5 concentrations in living rooms in winter are projected to be reduced from 209 (190-230) μg/m3 to 125 (99-150) μg/m3. The population-weighted PM2.5 concentrations can be reduced from 140 μg/m3 in 2014 to 78 μg/m3 or 61 μg/m3 in 2021 given that 60% or 100% substitution can be accomplished. Although the original focus of the campaign was to address ambient air quality, exposure reduction comes more from improved indoor air quality because approximately 90% of daily exposure of the population is attributable to indoor air pollution. Women benefit more than men.

Abstract:North China is among the most polluted regions in the country, and human exposure to PM2.5 (particulate matter with an aerodynamic diameter less than 2.5 μm) in this region has led to severe health consequences. The region has also benefited the most from emission reductions in recent years. It is of interest to understand to what extent and through which paths emissions from different sectors cause adverse health impacts. Here, we present the results of a full evaluation of the health benefits of emission control actions implemented in recent years based on segregated emission inventories with an emphasis on residential emissions. Two major causal paths, one from residential emissions to indoor air pollution, exposure, and premature deaths, and the other from nonresidential emissions to ambient air pollution and psychophysical impacts, were identified and quantified. From 2014 to 2019, both ambient (33%) and indoor (39%) PM2.5 decreased significantly, leading to decreasing trends in exposure (36%), premature deaths (10%), and psychophysical impacts (21%). The Air Pollution Prevention and Control Action Plan, the Clean Heating Campaign, and spontaneous residential shifts to clean energy contributed significantly to these reductions when the effects of other drivers, such as population and economic growth, were excluded.
