Abstract:When evaluating climate policy, previous researchers tend to exaggerate positive employment benefits at aggregate level. Nevertheless, distributional employment at sectoral level is usually neglected, and consequently policy implementation may be impeded by the sectors with severe employment loss. Hence, distributional employment impacts of climate policy should be comprehensively studied. To achieve this target, in this paper, a Computable General Equilibrium (CGE) model is employed to simulate the Chinese nationwide Emission Trading Scheme (ETS). The CGE model results show that the ETS decreased total labor employment by approximately 3% in 2021, and then this negative impact will diminish to zero in 2024; the ETS will positively affect total labor employment in 2025-2030. The ETS increases labor employment in the electricity sectors and also agriculture, water, heat, and gas production sectors, as these sectors are complementary to the electricity sectors or do not have intensive use of electricity. In contrast, the ETS decreases labor employment in the sectors with intensive use of electricity, including the coal and petrol production, manufacturing, mining, construction, transport, and service sectors. Overall, a climate policy, which covers electricity generation only and is time-invariant, tends to have time-decreasing employment impacts. Because this policy increases labor employment in electricity generation from nonrenewable energy, it cannot help achieve low-carbon transition.

Abstract:The main goal of this paper is to argue for the necessity and significance of studying the distributional employment impacts of renewable and new energy development (RNE). Based on the comprehensive review of the methodology and conclusions of existing literatures, this paper builds up an extended input–output model to study RNE’s distributional employment impacts on gender and personnel structure. The case study of China׳s power sector in this paper affirmed earlier doubts that RNE development will indeed aggravate the gender inequality problem and add to the level of mismatch between the structure of labor demand and supply, causing structural unemployment problems. The quantitative analysis in this paper outlined here implies that from 2011 to 2020 the development of RNE will bring about 7 million employment gains, but only 81.8% of which can be realized due to the mismatch problem. The study of China may alert other countries to be less-optimistic about RNE’s employment impacts and reaffirm the need to carry out the distributional employment impacts analysis. This paper concludes with policy suggestions such as providing suitable training and equal promotion opportunities for women, offering courses and vocational trainings to RNE-related majors, in order to reduce the structural unemployment problem and further speed up the development of RNE.

Abstract:Carbon dioxide emissions trading systems (ETS) are an important market-based mitigation strategy and have been applied in many regions. This study evaluates the potential for a national ETS in China. Using a dynamic computable general equilibrium (CGE) model with detailed representations of economic activity, emissions, and income distribution, we examine alternative mitigation policies from now until 2050. Based on statistical and survey data, we disaggregate the labor and household sectors and simulate the impacts of ETS policies on the incomes of different household groups. We find that ETS has the potential to reconcile China's goals for sustained, inclusive, and low-carbon economic growth. Results show some key findings. First, the number of unemployed people in energy-intensive industries such as coal and construction will continue to increase; by 2050, employment in the coal industry will decline by 75%. Second, if the scope of the carbon market extends to all industries in China, carbon market revenues will continue to increase, reaching a maximum of 2278 billion yuan ($336 billion) in 2042 to become the world's largest carbon market. Third, the distribution of benefits from the national ETS can help achieve greater social equity. By comparing different distribution policies, we find that the combination of targeted subsidies for unemployed coal workers and direct household subsidies based on proportional per capita will reduce the social income gap to the greatest extent compared with other scenarios. By 2050, this distribution policy will reduce the Gini coefficient in China by 10% compared to the Business as Usual (BAU) scenario.

Abstract:To achieve nationally determined contribution (NDC) targets, China has developed a series of low carbon development plans. Among them, the clean energy transformation is very crucial. This study evaluates the impact of a set of policies including the development of renewable energy, upgrading heavy industry, and energy efficiency improvement on China’s income gap between 2012 and 2050. A dynamic computable general equilibrium (CGE) model with detailed representations of economic activity, an upgraded labor market and disaggregated labor types based on statistical and survey data is used. Our research provides support for the necessity of low-carbon policies to achieve NDC targets. Results show some key findings. First, low-carbon policies have the greatest impact on employment across all energy industries, with negative impacts in most traditional energy sectors and positive impacts in most renewable power sectors. Second, labor will continue to migrate from rural to urban areas with the transformation of the economic structure and the urbanization rate will further increase, reaching a maximum of around 70%. The reduction of the rural population will bring new opportunities for the modernization of agriculture, increasing the income of rural residents and realizing the equitable development between urban and rural areas. Third, the income gap among urban residents will widen due to the different level of labor demand for employees with different education levels.

Abstract:This paper constructs a dynamic computable general equilibrium model to forecast China's economy, energy use, and carbon emissions. The fossil energy sector and clean electricity sector are disaggregated in detail to obtain robust results. The analysis results show that the industry and energy structure will obviously change along with a high and stable economy growth trend by 2030. Although energy intensity and carbon emission intensity in China will decrease markedly, carbon emissions will keep rising and will not peak by 2030. Therefore, China's government must adopt effective measures to realize the commitment goal.

Abstract:Employment creation and climate change mitigation are core tasks for achieving sustainable development goals. Whether or not carbon mitigation policy facilitate employment deserves deep exploration. Through the construction of multi-regional dynamic computable general equilibrium model (CGE) with more scientific energy & environment block, this paper first evaluates regional employment effects of the national emission trading scheme (ETS) in China. Furthermore, we explore the Okun's law of the national ETS based on the mediating effect model. The results show that whether in carbon-intensive industries (CIIs) or non-carbon-intensive industries (NCIIs), employment effects of the national ETS are differentiated across regions. Specifically, the national ETS generally promotes CIIs' employment in Southern, Eastern, Middle Yangtze River and Southwest regions, and has negative effects on CIIs' employment in other regions. Meanwhile, the national ETS brings employment creation to NCIIs of Southern region, while there are opposite results in NCIIs of Northeast region and mixed results in NCIIs of other regions. Moreover, the Okun's law of the national ETS holds in CIIs of each region, but it not fits the data for NCIIs. Therefore, it is important for the Chinese government to consider the differentiated employment effects in different regions carefully rather than adopt one-size-fit-all solution when constructing the national carbon market.

Abstract:<p>Energy-intensive industries are the primary sectors of energy and resources consumption and carbon emissions. Exploring the temporospatial pattern and influencing factors of Carbon emission efficiency (CEE) of energy-intensive industries helps discover the contribution of energy-intensive industries to regional carbon emissions and formulate different regional low-carbon industry development strategies. Through three-stage data envelopment analysis (DEA) model, the CEE of energy-intensive industries of China was estimated from provincial level, and the temporospatial distribution and influencing factors of CEE were analyzed by spatial autocorrelation analysis and Tobit model. The results showed that CEE of energy-intensive industries decreased from 0.649 to 0.587 during 2005-2017 with a decreasing rate of 9.60% annually, while the carbon emissions increased from 0.80 to 1.31 billion tonnes during 2005-2017. CEE of energy-intensive industries in China has obvious spatial heterogeneity and spatial agglomeration. CEE of the eastern provinces is relatively higher, while that of the western region is lower. It showed that the scale efficiency (SE) of energy-intensive industries is close to the optimal frontier, while the pure technical efficiency (PTE) of energy-intensive industries should be improved in the future. Change of CEE of China's provinces may fall into five categories: high-high-high, low-high-high, low-low-high, low-low-low, and low-high-low. Industry scale (IS) and research and development (R&D) are promoting factors for the CEE of energy-intensive industries, while energy intensity (EI), capital formation rate (CF) and water intensity (WI) are negative factors. To improve CEE and promote cleaner production of energy-intensive industries, the technological innovation capacity should be further improved, energy structure should be adjusted, energy and water consumption should be restrained and the open economic system should be further promoted in central and western China in the future, which help to realize the dislocation, coordination, and high-quality development of energy-intensive industries among China's provinces.</p>

Abstract:The active development of clean energy and the promotion of the clean energy transition are important measures for addressing the energy crisis. China has proposed building a global energy internet (EI) to achieve sustainable economic development. This study explores the effect of the EI on green development efficiency (GDE) in China. The results demonstrate that EI significantly enhances GDE. The effectiveness of the EI in enhancing GDE is more pronounced in regions with higher GDE levels. The contribution of the EI to GDE enhancement is more substantial in the southern and northern channels than in the central channel. This effect is particularly significant in power-importing regions. The EI facilitates the upgrading of both the energy consumption and industrial structures, thereby driving GDE. This study provides valuable insights for addressing global clean energy supply challenges and facilitating regional green transitions.

Abstract:This study contributes to the existing literature on economic impacts assessment of China's Intended Nationally Determined Contributions (INDC) by 2030. A dynamic Computable General Equilibrium (CGE) model of China that incorporates the technological details of the electricity sector is used in this study. Two main policy choices, including the renewable quota and the carbon market, are modeled to distinguish different pathways to INDC targets. Results show several important findings. First, the total economic cost required to achieve China's INDC targets ranges from 0.11% to 0.43% of GDP by 2030. Second, energy sectors such as the coal mining and electric power sectors are the most affected by China's INDC in terms of both sectoral production and price. This study further indicates that the implementation of a national carbon market is efficient in reducing the compliance costs of INDC targets, while the deployment of renewable power helps to create employment opportunities and reduce permit prices in the carbon market. In addition, the results of a cost-benefit analysis suggest that the hidden health benefits of China's INDC can offset approximately 42.1-162.3% of the compliance costs, even based on the most conservative estimates.

Abstract:Greenhouse gas emission is the focus of global climate change concerns. The change in industrial structure can impact carbon emission efficiency (CEE) by affecting labor and energy input. However, there is an obvious imbalance of labor and energy allocation within China's industrial sectors. Here, we use the super-slacks-based model data envelopment analysis (Super-SBM-DEA) to calculate the CEE of 32 industrial sectors and adopt the Tobit model to analyze the impact of industrial allocation imbalance on CEE. The results show that the overall industry and manufacturing CEE is still at a low level, with an average CEE of 0.53. The industrial sectors with higher CEE are these sectors with advanced innovative technology and low energy consumption. The results of the Tobit model show that the imbalance of labor and energy allocation is the key factor limiting carbon emission efficiency improvement. Furthermore, the imbalance of labor allocation hurts the CEE of labor-intensive sectors. The coefficient of labor allocation imbalance ( distL ) is −2.483, and the inflow of labor can improve the CEE of non-labor-intensive sectors. The CEE of energy-intensive sectors is sensitive to the imbalance of energy allocation, the marginal impact of energy allocation imbalance ( distE ) is −2.296. Improving energy efficiency is a key task to reduce carbon emissions in sectors relying on energy input. But for non-energy-intensive sectors, optimizing energy allocation has a limited effect on reducing carbon emissions. This research can provide insights for emerging economies to coordinate carbon reduction and industrial transformation.

Measuring Embodied Emission Flows for the Interdependent Economies within China

Abstract:China's remarkable growth since its economic reform in 1978 brought significant socio-economic changes which led to uneven economic development between regions and labour migration from western China to Central and Eastern Coastal regions. China can be perceived as a group of disparate economies with distinct income, lifestyle and expenditure patterns rather than a homogenous entity. Urban population in newly formed mega-cities adapted energy-intense lifestyles, and the steadily growing demand for consumer products coupled with an inefficient heavy industry causes a drastic increase of Chinese emissions. Raw materials and production sites for intermediate goods are located in different regions than their final demand for consumption, causing a vast trade flow between regions in China. Following the concept of consumption-based emissions accounting we apply environmentally extended multi-regional input-output analysis (EE-MRIO) to eight economic regions in China to assess the emissions embodied in the trade meshwork between regions and sectors. We were able to identify sink and source regions of carbon emissions, with the two economic ―powerhouses‖ in China, Central Region and East Coast, exporting large amounts of emissions, and regions like the South West and Beijing Tianjin importing emissions through trade. The construction sector is primarily responsible for emissions embodied in imports, followed by the electricity sector. We propose that policies aiming at reduction of carbon intensities should focus on these sectors, and also suggest a regional consumption-based emissions accounting approach to support policies in line with legally binding carbon reduction targets in the future.

Abstract:China has implemented a national carbon emission trading scheme (Carbon ETS) to mitigate climate change and has set a goal to reach the peak of carbon emissions by 2030. The potential performance of the carbon tax as a supplement to the carbon ETS may contribute to achieving the carbon peaking target by reducing income inequality among the various labour forces. Nevertheless, carbon pricing places a greater burden on lower-income households than on wealthier households. In this paper, we construct a multisectoral dynamic computable general equilibrium (CGE) model and incorporate the carbon ETS and carbon tax modules with 20 labour income distributions (ID-CGE model). The results indicate that the carbon pricing mechanism has a progressive effect on income distribution and a heterogeneous effect on the income of rural and urban workers. In rural areas, the middle- and high-income labours have witnessed a higher loss in income. In contrast, in urban areas, the low-income labours have experienced a greater decrease in income. Combining carbon tax and ETS policies to achieve carbon peaking goals by 2029 is a superior strategy.

Abstract:Low-carbon development has always been an important focus of China's economic transformation. In order to promote the development of low-carbon economy, this study used SBM-DEA model to evaluate China's provincial LCEE from 2005 to 2019, studied its temporal and spatial evolution law, used spatial autocorrelation to explore the correlation of China's provincial LCEE, and explored the key influencing factors of LCEE with Tobit model. The empirical results show that the LCEE of most provinces in China is declining, and there are significant differences among different regions in China. Because the eastern region of China can rely on its own human resources, capital environment, and economic foundation, the overall LCEE level is relatively high, while the central and western regions still have obvious deficiencies due to industrial conditions, geographical location, and other factors. LCEE has significant spatial correlation, and neighboring provinces have spillover effects on local LCEE. On this basis, the key factors that affect LCEE are determined. Urbanization level, traffic level, economic development level, financial development, investment in fixed assets, and energy consumption are the important factors that affect LCEE in China, but these influences vary from province to region. It is more reasonable for local governments to develop low-carbon economy according to their own conditions.
How Will an Emissions Trading System Affect Household Income and Social Equity? A CGE-Based Case Study of China

Abstract:Recently, China’s National Development and Reform Commission (NDRC) announced the establishment of a nationwide carbon emissions trading system (ETS), which will be the largest ETS in the world. The national ETS directly encourages enterprises to make a low-carbon transition through market mechanisms. In addition, the ETS is a potential source of significant government revenue through the auction of emissions permits. The allocation of this revenue is an important consideration for the NDRC. Some ETS areas already have experience with revenue recycling. For example, the California government directly returns ETS revenue to residents through electricity bill credits, as well as dedicated some of the revenue to the Greenhouse Gas Reduction Fund (GGRF). This study uses a computable general equilibrium (CGE) model to explore the economic impact of directly returning the revenue from the ETS to residents in China. At the same time, taking into account the significant differences between different income groups in urban and rural areas in China, the research explores the difference between different distribution policies. The results show that the coal industry will suffer the greatest negative impact from the ETS. By 2050, the number of people employed in the coal industry will fall by 63.8% compared to 2012, and under the ETS scenario, coal employment will decrease by 75.3%. However, these employment effects can be mitigated by targeted transfers to the displaced coal workers using ETS revenue. At the national level, ETS policies have a positive effect on GDP due to the income effect of revenue recycling. From the perspective of household income, the ETS policies will have differing impacts on different income groups. In addition, different income distribution methods will also change the impact on the income of different groups. Among these revenue distribution options, the distribution by population be most conducive to the promotion of social equity.
Aligning Renewable Energy Targets with Carbon Emissions Trading to Achieve China's INDCs: A General Equilibrium Assessment

Abstract:This study evaluates the economic impact of achieving China's Intended Nationally Determined Contributions (INDCs) through emissions trading scheme (ETS) and renewable energy policy, using a Computable General Equilibrium (CGE) model. We explored the behavior of different sectors in the carbon market, carbon trade amount, carbon price and the economic impact of an emissions cap and trade on the employment and GDP. The results demonstrate that the electricity and aviation sectors have relatively higher mitigation costs and tend to be the main buyers of the carbon credits, whereas chemicals, nonmetal production, iron and steel, paper and other manufacturing sectors have relatively lower mitigation costs and tend to be the main sellers. Carbon trading price and market scale are closely related to various factors such as the emissions quota allocation scheme among sectors, coverage of participating sectors and the level of renewable energy development. Emission trading is also confirmed to be an economically efficient approach that contributes to the achievement of emission reduction targets with less economic cost. In order to make full use of this approach, policy maker should assign an appropriate emissions quota allocation scheme, extend coverage of various sectors and promote the expansion of low-carbon technologies such as renewable energy.

Abstract:An energy supply dominated by the use of fossil fuels causes both climate change and air pollution, which have negative impacts on human capital via both health and productivity. In addition, different people are affected differently because of factors such as age, gender and education level. To enhance the understanding of the benefits of low carbon transition from the labor supply perspective and help to identify strategies of collaborative control for CO2 and local air pollutants in China, an integrated assessment model linking the air quality module and the health impact module with a disaggregated labor sector computable general equilibrium (CGE) economic system is developed and applied in this study. Results show some key findings. First, renewable energy development and carbon capture and storage (CCS) technologies will contribute significantly to GDP in terms of their impact on air quality improvement by 0.99% and 0.54%, respectively, in 2050. Second, due to differences in labor composition, air pollution has, and will continue to have, the greatest impact on sectors with a higher proportion of male and lower-educated workers — such as the coal sector, and it will have the least impact on sectors with a higher proportion of female and higher-educated workers — such as the public administration sector. Third, the different impacts of sector output will increase economic inequality. Highlights • The economic impact of climate change and air pollution is assessed. • A CGE model with disaggregated labor sectors is developed. • The secondary industry is most affected by pollution from a health perspective. • Low-income groups suffer the largest loss of income due to pollution. • A low carbon policy will improve air quality and economic equity.

Abstract:A two-region ten-sector computable general equilibrium (CGE) model was built to analyze the effects of investment growth in the energy sectors of western areas of China on the local economy and emission of carbon dioxide (CO2). There are three different scenarios in the quantitative analysis for the investment increase in energy sectors of the western areas. The investment to energy sectors is increased at the rate of 20%, 40%, and 60%. Based on Shaanxi Province's 2002 input–output table, the change of some macro-economic variables is simulated under these scenarios. The results show that the GDP growth is at 0–8.92%, households disposable income growth is at 0–8.94%, and emission of carbon dioxide growth is at 0–11.10% when the investment growth is at 0–60%. The oil and gas sector is the most effective sector with a growth rate of 0–19.47%.

Abstract:Emissions Trading Systems (ETSs) as cost-effective methods to facilitate emission abatement are raising more concerns. This paper implements different scenario analysis and simulates the establishing of a conceivable global emission trading system with China, USA, Europe, Australia, Japan and South Korea included using the computable general equilibrium model——CGEM. To investigate the interaction between China and global emission trading system, we analyse the impact on industrial structure, energy structure and international trade of China and clarify the role of China in context of global emission trading system.
