Abstract:China's fiscal reform,starting in the mid-1980s, has had a strong impact on the economic growth of the country.Fiscal decentralization is a gauge to measure the fiscal power between governments at different levels during the fiscal reform.As viewed from below the provincial level,fiscal decentralization has obviously promoted the regional economic growth.The result shows that when it is transformed from a central controlled to a complete decentralized one,the fiscal system will contribute to raising the economic growth by 9.1 per cent by analyzing city-level and county-level panel data from 1985—2006.Although the whole fiscal reform is a gradual process,the tax sharing reform in 1994 implemented by the central government is distinctively different from former reforms such as fiscal sharing and fiscal contracting.This 1994 reform has had a positive effect on the economic growth and it is an important phase for the fiscal reform.In addition,our study finds that other than traditional factors like physical and human capital,fiscal decentralization plays a more important role in economic growth.The positive effect of fiscal decentralization is not to be achieved mainly through the increase of the government expenditure and private investment,while the decentralization will raise the efficiency of government expenditure and private investment in order to promote the economic growth.
