Chinese Foreign Direct Investment in the EU

Abstract:The remarkable rise of foreign direct investment (FDI) from China has drawn much attention in recent years. Bolstered by the growth of China’s domestic economy and its growing global economic weight, Chinese multinational enterprises (MNEs) have begun to leave a distinct footprint as investors in all parts of the world (Knoerich 2015). Part of this trend has been the emergence of the European Union (EU) as a key destination for Chinese outward FDI. Chinese investments have covered all EU member states, with some concentration in Western Europe and the three big economies – France, Germany and Britain. A few smaller Western European countries, like the Netherlands and Sweden, have also received considerable amounts of Chinese FDI, and Eastern European states have gained some prominence more recently as a destination for Chinese multinationals. Chinese FDI into Europe is expected to continue to increase, widening geographical spread in the future. Since their rapid growth started just over a decade ago, Chinese investments have been subjected to heightened levels of analysis and scrutiny. Alon and colleagues (2018) found that between 2003 and 2016, 382 scholars published 206 academic articles on the internationalisation of Chinese enterprises in 72 journals. Chinese FDI is regularly covered in the media and analysed by think tanks and consultancies, while governments, businesses, workers and other social groups are also focused on how their interests are affected by the rise in Chinese FDI. Chinese investments in Europe have not been greeted with enthusiasm alone, but have also met with a great deal of scepticism and concern (Knoerich and Vitting 2018). Abstract:China successfully attracted massive inflows of foreign direct investment since the beginning of its open door policy in the late 1970s. Recently however, this trend has been reversed and China itself became a major supplier of FDI for other parts of the world. This development is part of a larger strategy termed The Go Global Policy- officially adopted in the tenth five-year plan and creating a host of OFDI-friendly policies for Chinese enterprises. While China primarily invests into other developing and emerging economies, it also slowly emerges as an investor in developed markets- a development furthered by its massive holdings of foreign reserves. In particular Germany has developed into one of the primary locations attracting Chinese OFDI. While extensive attention has been devoted to Chinese OFDI flows to developing countries, little is known about its activities in developed markets like Germany. This case study based research paper concludes that Chinese FDI to Germany is largely limited to urban- and industrial clusters. While M&A in industrial clusters is the fastest growing entrance strategy for the Chinese, the takeover process is increasingly welcomed by German companies seeking to be taken over for own strategic reasons. The Chinese capacity to preprocess at low prices, access to the Chinese market and supply with funds are all key factors in shaping such a consensus- based M&A. However, as European governance provides for a variety of social and governmental stakeholders, the investment process is also highly regulated. Given a loophole on European level, the federal Republic has been able to extend its capabilities to direct and impinge upon Chinese FDI across all sectors. As this potential for regulation is largely not employed in practice, conflict between social and governmental stakeholders becomes increasingly likely, as unions already point to malpractice and violations by Chinese investors. Furthermore, hollow Chinese investments on municipal level may cause a general bias towards OFDI from China, which will make approval of future projects unlikely.

Abstract:China is a relative newcomer to Central Europe and as such could not utilize previously established links or knowledge of local languages or the political and economic environment. However, it has been using a variety of tools in order to increase its visibility and establish its positive image; including foreign direct investment (FDI). This article provides a brief assessment of China’s recent political and economic performance in the Czech Republic and debates the opportunities and challenges the Czech experience with China provides to other Asian (mostly Japanese and South Korean) investors.

Abstract:China's outward FDI reached a peak in 2016, making it as important a foreign investor as Germany, France and the United Kingdom. In this paper, we investigate the main motivations behind Chinese investments in developing countries, Central and Eastern Europe (CEE) in particular. Although the size of Chinese investment in CEE is small, the region is strategic for China as it is a gateway into Western Europe under the Belt Road Initiative. As new or future members of the EU, the CEE countries also provide access to the single market. We find that the motivations to invest in developing countries differ according to regions. Based on outward FDI data provided by the Chinese authorities, the number of Chinese FDI greenfield and M&A projects from Financial Times and Zephyr respectively, as well as face-to-face interviews with companies with investments in CEE, we find that for the case of CEE, domestic markets, access to the larger EU market, strategic assets like technology and prior relationship with the CEE are main reasons for investing.

Abstract:The objective of this chapter is to analyze China’s outward foreign direct investment (OFDI) to the European Union in environmental industries. We combine a narrative approach with statistical analysis. We first review the policy background concerning China’s OFDI and environmental protection. Then, we provide statistics on China’s OFDI to the EU in environmental industries, using firm-level data from one of China’s major provinces: Jiangsu. We find that the OFDI to the EU in environmental industries experienced a considerable growth in terms of number of investing firms and investment value. The OFDI in environmental industries to the EU was highly concentrated in a few countries, particularly Germany and Luxemburg, and a few industries, particularly new energy. Using firm-level data from only one province may limit the generalizability of our findings. However, we believe the case of Jiangsu province sheds much light on the situation of entire China because Jiangsu is one of the most important Chinese provinces in terms of OFDI. The detailed analysis of our Jiangsu’s OFDI in EU’s environmental industries in this chapter can help to inform the investment cooperation in environmental industries between China and EU in terms of both scope of investment partners and target industries. This study is one of the first to provide a detailed summary statistics on China’s OFDI to the EU in environmental industries. Given China’s growing concerns regarding environmental protection and OFDI, we believe the question merits further analysis.

Abstract:This paper investigates how a firm’s characteristics restrict the influence of monetary policy changes on its investment behavior.Focusing on China ’s listed companies for a sample period from the first quarter of 2002 to the first quarter of 2011,we find that quantityoriented and price-based monetary policies have heterogeneous impacts on corporate investment behavior,but the influence of monetary policies is constrained by the liquidity, inventory,size and asset-liability ratio of a firm.Firms with higher liquidity,lower inventory level and lower asset-liability ratios are less sensitive to the impact from two kinds of monetary policies.The larger the size of the firm,the less it is subject to influence from quantity-oriented monetary policy;it responds more to price-based monetary policy.The policy implication is that the monetary authorities should pay attention to the importance of policy-making based on the monetary demand of microeconomic entities.

Abstract:This paper studies how economic policy uncertainty influences corporate investment for Chinese listed companies. We show that when the degree of economic policy uncertainty is higher, firms stand to lower their investment and vice versa. However, firms that have higher return on invested capital, use more internal finance and are not state-owned mitigate the negative effect of policy uncertainty on corporate investment. Moreover, firms in regions with higher degree of marketization are more sensitive to the economic policy uncertainty. The evidence illustrates that keeping the transparency and stability of the implementation of economic policies can improve corporate investment efficiency.

Abstract:Rarely has the rise of a power been received with such high expectations as when the European Union embraced China’s stellar growth at the turn of the century. Beijing became a beehive for delegations of foreign business leaders and politicians that wanted to catch a glimpse of the new economic miracle. China’s accession to the World Trade Organization was met with the expectation that its market would yield endless opportunities for investors and exporters. “This is a time for optimism about the future,” European Trade Commissioner Peter Mandelson stated in 2004:Chinese membership has been good for the World Trade Organization, and good for China. Tariff rates and non-tariff barriers have plummeted since the nineties. There is further to go in implementation, for example of intellectual property rights. An Empirical Study of the Effects of Capital Formation and Flow on the Economy of the Eastern Region of China

Abstract:Capital provides strong support for the rapid economic development of east China,but significant differences are found in this region in aspects such as financial revenue and expenditure,fixed asset investment,FDI,overseas investment,and bank deposits and loans.Additionally,the economy in this region exhibits unbalanced growth due to different economic structures and foreign capital utilization.As shown by the results of empirical analyses,the capital flows differ significantly.Data on the bank deposits and loans in the eastern region indicate a net general capital outflow.The fixed asset investment per capita greatly promotes the regional economy,but the differences in the regional economic structures have led to different influences of financial revenue and expenditure and FDI on the economy.The differences between deposits and loans per capita haven't resulted in significant impacts on east China as a whole,which indicates the inefficiency of transforming savings into investments in the region.However,such differences are manifest in three districts in the eastern region.

Abstract:Using a global dynamic general equilibrium model with foreign direct investment (FDI) and technology capital, this paper finds that the EU–China Comprehensive Agreement on Investment (CAI) could bring modest but nonnegligible benefits to both sides. Under an illustrative scenario in which the CAI increases the degree of openness to bilateral FDI by 10%, the EU's FDI to China could rise by a factor of 3–4 and China's FDI to the EU by a factor of 3. These would generate a gain in the steady‐state gross national product (GNP) of 0.23% for China and 0.73% for the EU. The cumulative household welfare gain in the present value term is equivalent to 0.36% and 0.13% of GNP annually for China and the EU, respectively.

Abstract:This research paper delves into the complex interplay between the European Central Bank's (ECB) interest rate policies and their spillover effects on China's knowledge-based economy. With a strong focus on innovation, entrepreneurship, and technology management, this study aims to bridge the existing knowledge gap in understanding the intricate dynamics of ECB rate hikes on China's economic structure. The paper starts by highlighting the substantial economic connections between China and the Eurozone, emphasizing the vulnerability of the Chinese economy to changes in European demand and interest rates. While previous research has extensively examined the impact of US Federal Reserve rate hikes on China, this study explores the specific repercussions when the ECB takes the lead. Using a unique theoretical framework and sophisticated empirical techniques, this research comprehensively analyzes the transmission channels through which these effects propagate. It aims to provide policymakers with the necessary tools to address the challenges arising after ECB rate hikes, including inflation, currency exchange rates, capital movements, and economic expansion. Additionally, the study evaluates the efficacy of various measures that China can implement to mitigate adverse repercussions, thus safeguarding its economic stability. It considers policy instruments and tactics that can protect against potential disruptions stemming from fluctuations in European interest rates. This research contributes theoretically by uncovering additional transmission channels beyond trade and financial connections, offering insights into the trade-offs between economic stability and welfare optimization, and expanding the focus from the US Federal Reserve to the ECB. From a practical perspective, it provides valuable guidance to policymakers in China and similar economies, allowing them to make informed decisions tailored to their specific economic circumstances and priorities. It emphasizes the importance of strengthening domestic markets to reduce susceptibility to external disruptions and promote long-term economic stability. This study not only advances our theoretical understanding of global monetary policy interactions but also equips policymakers with actionable insights to navigate the intricate web of global economic interdependencies in an increasingly knowledge-driven world.

Abstract:As part of the “Belt and Road Initiative”, China has established a platform for cooperation in the field of investment with 11 European Union countries in the region of Central and Eastern Europe and 5 countries in the Western Balkan (CEEWB-16). In addition to infrastructure projects, China has invested in this region in the form of foreign direct investments (FDI). The aim of this paper is to estimate the importance of Chinese investments for 16 countries in the CEEWB-16 region. Analyzing the placement of funds, it can be concluded that FDI are placed primarily in the countries of the region that are members of the EU, while investments in infrastructure projects are mainly directed to the countries of the Western Balkans, primarily in the transport sector. Infrastructure projects are financed by the governments of the countries borrowing from state-owned Chinese banks, and these loans have the character of public loans, but the conditions of borrowing also have commercial characteristics. In addition, the contractors of infrastructure projects are mainly Chinese companies, which largely employ their workers and import materials from China, so that the positive effect on the debtor's country are smaller. However, as the countries of the Western Balkans have limited access to European funds and a great need to invest in infrastructure, they see these investment projects as a development opportunity.

Abstract:The Chinese capital market, despite its relative short history in its modern form, has experienced a tremendous growth and is now the second largest in the world. Due to China's tight capital controls, the development of its capital market has mostly been isolated from and hence not been well understood by the rest of the world. Yet, this state of isolation is bound to change substantially as China becomes more integrated into the global financial system. In this paper, we provide an empirical overview of the Chinese capital market: its historical development and main empirical characteristics.

Abstract:We construct a summary measure of financial repression. It is very consistent with the reality of financial repressions in China. We also use Johansen cointegration theorem to test the long term relationships among the variables selected, from which we found a positive association between the summary measure, real GDP per capital and financial development. The founding is unquestionably meaningful for further financial reform in China.

Abstract:The European Union (EU) and China are two of the most influential and complex economies globally. The current state of their relationship is marked by a growing trade deficit for the EU with China, along with increasing Chinese investments in Europe's energy, technology, and infrastructure sectors. The EU has expressed dissatisfaction with China's treatment of foreign investors, limited market access for European companies, and government subsidization of domestic companies. Additionally, the EU has raised concerns about China's human rights record and its policies in Hong Kong, Taiwan, and mainland China. The partnership is expected to remain a key focus for the EU's economic outlook as both sides balance economic potential with geopolitical and security considerations. This report aims to identify and explain the primary issues, key areas for improvement, and mutual interests between the EU and China, while also proposing potential solutions to enhance their economic and trade relations. Informative articles, relevant papers, textbooks, and other sources support the discussion. Although the analysis is subjective, a quantitative methodology is also employed. The discussion presents a common interface and provides recommendations for enhancing financial relations, increasing exchange, financial and security relations, participating in and benefiting from two-way engagement, and enhancing EU-China relations.

Abstract:Abstract The European Union and China have been negotiating an investment agreement with a comprehensive scope including the improvement of market access conditions for investors. Albeit a pressing issue, progress has been plagued with challenges. The problems regarding access especially to Chinese markets can be overcome by approaching the issue from the viewpoint of a key legal provision, namely (pre-establishment) national treatment, which must be incorporated into the treaty in a careful and balanced, yet ambitious manner. The present article examines how this provision can be formulated in investment treaties to augment the law governing market access. It therefore reviews the past investment law practices involving each party and establishes the legal obstacles for the Comprehensive Agreement on Investment, and possible solutions. It concludes that while older investment agreements can serve as building blocks for the agreement, they also present legal issues ranging from interpretative problems to questions about domestic reforms.

Abstract:The European debt crisis has had a great impact on the China-EU economic and trade relations. For example, the EU trade deficit with China has generally narrowed despite the increased gap among the member states, the bilateral investment increased, the bilateral economic and trade frictions intensified and the EU actively established bilateral FTAs with many countries,not including China. The main reasons for this are that domestic demand within the EU were weak,economic situations in China and EU differed from each other, trade protectionism in the EU were resurgent under the pressure of globalization and the European debt crisis and the EU tried to rebuild a favourable trade regime. Looking to the future, the China-EU economic and trade relations will continue to develop on a mutual-benefit and win-win basis, but frictions and conflict will also remain, which needs both sides to exercise effective control.

Abstract:Economic dynamism in the People?s Republic of China over the past two decades, in contrast with sluggish growth in an enlarged European Union, makes the examination of contemporary and future EU?China economic relations all the more relevant. This examination is done by highlighting complementary and opposing forces between the two regions. It underlines the asymmetry in the trade relationship ? with a growing EU trade deficit ? and a declining share of EU foreign direct investment since the peak years in the late 1990s. In terms of trade patterns, a certain degree of complementarity still exists between the two regions, with China relatively engaged in low-knowledge-intensive industries (such as office machinery and computers), although the move up the value chain is rapid. This still leaves scope for a manufacturing?services complementarity. Areas of possible rivalry include the perception, by the EU, of an ?unfair? Chinese competition, the opacity of the Chinese market, and allegations of dumping by Chinese firms, an issue related to its non-market economy status. In the future, the fifth enlargement may lessen the complementarity (and therefore increase the level of competition), thus generating another challenge. Faced with these numerous challenges, a number of solutions are proffered, among which are multilateralism and cooperation on energy issues.

Abstract:Both trade and investment belong to modes of cross-border resources allocation between which the relationship is getting closer and closer with rapid pace of economic globalization. Trade theories and investment theories assume that foreign direct investment replaces or complements trade. Using relative time-series data over the years 1986-2006 with causality test and regression analysis, the paper carries out an empirical study of the correlation between EU's direct investment in China and Sino-EU trade and finds out the effects of EU's FDI upon import trade between China and EU are different as far as current period and lagged length are concerned, the effects of FDI on Sino-EU trade are far smaller than effects of China's GDP which gives us the enlightenment that attracting FDI may not be the best strategy as for the further development of Sino-EU trade.
