Analysis on the cost and benefit of the unexpected pollution incident treatment in the urban emergency water supply system

Abstract:In recent years,researchers have developed various technologies to deal with the wa-ter source pollution incidents,which occur more frequently in China.The emergency water treat-ment facility has been proved to be effective and reliable to solve the problem.However,the cost and benefit analysis of emergency water treatment facility has not been systematically discussed. Based on the results from the one sub-project among the National Water Major Project named"study and demonstration of emergency water treatment technologies and process of water plant"and its application,this paper presented the framework to pick up the proper index and calculate the cost and benefit of the emergency water treatment facility.A case study of Liuzhou’s emergen-cy facility to fight against the Cadmium Spill accident in 2012 was given to enlighten how the cost and benefit analysis system works.
