Abstract:This article conducts a comparative analysis of national park legislation, focusing on insights from the US National Park System to inform the development of China's emerging national park framework. Against the backdrop of a global conservation movement, the US system serves as a valuable model for China, which initiated its own national park system in 2017. On October 12, 2021, China has formally established its inaugural set of national parks, comprising the Three-River-Source National Park, the Giant Panda National Park, the Northeast China Tiger and Leopard National Park, the Hainan Tropical Forests National Park, and the Wuyishan National Park. Encompassing approximately 230,000 square kilometres, these five national parks safeguard nearly 30% of China's crucial terrestrial wildlife species. As China endeavours to enact comprehensive legislation for its national parks, this research aims to contribute to the ongoing efforts by addressing key questions such as the efficacy of the US's "One National Park, One Law" model, the governance dynamics between federal, state, and local entities, and strategies for balancing conservation with diverse land uses. The analysis spans five sections, exploring the historical evolution of the US National Park System, its legal framework, challenges faced by US national parks, and policy recommendations for China. The US experience highlights the importance of establishing clear legal authorities, fostering robust public participation mechanisms, and harmonizing relationships with Indigenous communities. The findings presented in this study aspire to facilitate a nuanced understanding of national park legislation, promoting international collaboration between the US and China for the sustainable management of natural lands and the protection of global biodiversity.

Abstract:During 1970s and 80s, several U.S. National Park system plan and assessment works have been finished. The main objectives of these products are to make systematic review, evaluation and anticipation for the future of U.S. National Parks from the macro scale. This paper firstly summarizes the progress of U.S. National Park system plan and assessment, then taking National Parks of Natural History categories as examples, stresses on the procedure and content of system plan and assessment, specifically including the methods to classify the natural history themes and natural regions, to assess numerical value and combined values for significance and the adequacy of representation, and also by vertical, horizontal and overlay analysis and assess to identify the gaps. Although these works were done 40 year ago, it is still helpful for the current protection of natural heritage system of China.

Abstract:Since the State Department warrant and publicize first National Park of China on 1982 and the fifth batch on Dec.2005,our country has established 187 National Park of China.In this paper,the authors introduced the currenty development situations of the National Park of China briefly,concluded its main functions,that is tourism,protect and education.Then studied the number character of major National Park of China,and summarize the types of chief National Park of China in east,middle and west of China.They distribute widely but relatively centralize;have their zone characteristic;and imbalance on space developing.

Abstract:The article analyses experience of the United States of America, the country that created idea of national parks and gave the world a model for organizing this type of specially protected areas. The United States National Park System is characterized as the main mechanism for the preservation of the country 's natural and cultural heritage, and its history, structure, and principles of construction are revealed. The role of American parks in the development of the tourism industry is being studied, with a particular focus on their attendance, supported by the original 2018 U.S. National Park Service statistics. The most positive aspects of the American experience are proposed for introduction into the Russian practice of heritage preservation and organization of tourism.

Abstract:Developing China National Park system is a complex giant system .The background of devel‐oping China National Park system was discussed by means of three aspects ,such as the mission of develo‐ping China National Park system ,the developing process of overseas National Park system ,and the key concept of National Park system .And then ,the main problems must to be faced for developing China Na‐tional Park system were analyzed in two ways ,that were current situation of China National Park develop‐ment and contradictions between the National Park system and existing conservation system .Based on the issues explored above ,the planning concept of physical forms for China National Parkwas expounded with five points of view ,w hich include the selection of National Park domain ,the determination of National Park contents ,the control of the National Park scale ,the strategy of National Park development and man‐agement ,and the mode of National Park community participation .T he purpose of the planning concept is to develop the new conservation system with the characteristics of systematicness ,completeness ,and coo‐perativity by integrating the national park system with the existing conservation system .

Abstract:Research on the evolution of cultural policy is the key in the field of public policy study, and it is also an important means to solve the problems that have emerged in cultural heritage management. The National Cultural Park is an innovative cultural heritage protection system proposed by Chinese leaders within the context of national rejuvenation and building a culturally-strong country campaign. From the perspective of system evolution theory, this paper systematically sorts out the ideas behind international heritage management and the evolutionary process of the Cultural Relics Protection Unit system, in an effort to explore the origin, innovation and vision of the National Cultural Park System. A review of the international heritage documents revealed that the principle of heritage protection has developed from authenticity to integrity, and the focus of the protection object has also changed from monism to diversity, which provided a theoretical background for the burgeoning National Cultural Park. The Cultural Relics Protection Unit system has been promoted as the most crucial cultural heritage management system in China. Therefore, this study sheds light on the evolution and limitations of the system that lays a practical foundation for the National Cultural Park System. There have been three stages in the history of China's National Cultural Relics Protection Unit, namely, the creation of the system (19561965), the survival crisis of the system (19661977), and the rebirth and development of the system (1978 to the present), in which the main driving concepts of Chinas cultural heritage management have been sequentially elucidated as simple protectionism, tolerant conservatism and comprehensive developmentalism, respectively. Since the establishment of China's Cultural Relics Protection Unit system, tremendous progress has been made not only in the enlightenment of the public's mindset and but also in the development of system and culture. However, the changes in the institutional environment gradually exposed its limitations regarding cultural relic management and value expression. The National Cultural Park System is the fruit created by the internal contradictions of the cultural heritage system itself and the evolution of heritage theory. Its biggest innovation lies in the two core connotations of integrated protection and integrated development. In the future, as the National Cultural Park management system matures, a Chinese cultural heritage management system will take shape in which the National Cultural Parks become dominant and various cultural resources are utilized. Finally, the National Cultural Park will become a symbol of Chinese culture and will be internalized into the common belief system of the Chinese nation.

Abstract:China's national park system has become an important part of the world national park system from pilot to official establishment. Preliminary progress has been made in the scene construction of digital technology, but there is still theoretical discussion and practical application in the construction of national parks, the relationship between digital technology and the protection and utilization of national parks, and the development path of digital national parks. Abstract:The rapid development of parks and ecotourism in China has attracted worldwide attention, not only for the beauty of the landscape that the parks are protecting but also for their abundant and often unique biodiversity. However, in some areas, the development of ecotourism has actually led to the degradation of local ecological, economic, and social systems. Using National Forest Parks for demonstration, this article analyzes the current political, institutional, legal, environmental, and economic issues concerning National Parks in China, and examines their potential future development. Although the intention of National Park systems in China is to raise environmental quality, and to protect biodiversity and social livelihoods, their success has varied. Future success will be measured by their capacity to reduce poverty, to promote long-term rehabilitation of wildlife habitats, and to simultaneously protect Chinese culture and biodiversity.

Abstract:At the leaders' summit of the 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) on 12 October 2021, China's President Xi Jinping declared that China has officially designated its first group of national parks-the Three-River-Source National Park, the Giant Panda National Park, the Northeast China Tiger and Leopard National Park, the Hainan Tropical Forests National Park, and the Wuyishan National Park. The five national parks cover a total area of ∼230 000 square kilometers and protect nearly 30% of the key terrestrial wildlife species found in China. Since the establishment of the United States' Yellowstone National Park in 1872, national parks have been founded in many countries, and some of them have become distinctive 'national signatures' and important ecological security shelters. As a large country with rich biodiversity, China now begins to establish its first five national parks, with a total of about 50 planned for the future, and to form a national-park-centric protected-area system. How will national parks change the landscape of China's ecological conservation? Is China well prepared to scientifically establish and administrate national parks? In this panel discussion, six Chinese ecological conservationists introduce the background, plans and challenges of China's national park system, and provide their scientific perspectives. Abstract:To deal with complex practical problems, a delicate and comprehensive national park protection mechanism has been established in the UK, featuring distinct characteristics and important reference significance. Nature conservation and landscape protection, composing Dualistic Method of National Park Protection in the UK, are the projection of national institutions onto national parks. Based on this, there has been formed a key feature about UK national park protection, which taking the national institutions as the framework while being supplemented and strengthened at the national park level. Firstly, the biodiversity-oriented nature conservation mechanism and strengthening measures at the national park level are systematically explained. Secondly, character assessmentbased landscape protection mechanism is analyzed. On this basis, significance of UK national parks’ experiences is revealed as conclusions to enlighten the emerging of national park mechanism in China.

Abstract:This is an essay in environmental philosophy on the way toward field philosophy, using the Chinese National Park System (CNPS) as a case study. The CNPS was initiated in 2015, which began with the assumption of state ownership, to be passed down from generation to generation, with the aim of addressing the problems such natural reserves traditionally have and will continue to face, put into a Chinese context. The CNPS makes it possible to unify the current multiple management structure and correct the practice that has given priority to economic benefits. One key element of the CNPS is the resettlement of local residents from parklands. This revives perennial questions of the nature of the human-land relationship, and parallels the history of the US National Park system. I claim that three ethical principles should be used for the migration of people out of parks: informed consent, participation, and sufficiency. I also analyze four pilot projects' plans of CNPS, and find that the three ethical principles were already present, albeit in a limited and indirect fashion. In future plans for individual national parks, this situation should be improved. Finally, I identify other opportunities and challenges for doing field philosophy on CNPS.

Abstract:Abstract Giant panda is the world’s flagship species for biodiversity conservation and a unique national first-class protected animal in China. The construction of Giant Panda National Park is of great significance to the protection and restoration of the integrity of giant panda habitat and the improvement of China’s natural reserve system. At present, the protection and restoration of the giant panda national park ecosystem are mainly reflected in the park planning, management organization construction, and national park legislation. This paper summarizes the progress of the construction of the Giant Panda National Park from 2016, and proposes relevant solutions to the existing problems.

Abstract:Human activities are contributing to a global decline in biodiversity and ecosystem services. While national parks, rooted in sustainable development principles, aim to counteract this trend and have been successful in developed nations, their direct applicability to developing countries is debatable. In light of the challenges associated with coordinating environmental, social, economic, and cultural objectives, we have formulated a theoretical framework centered on the concept of "risk-value" for managing national park zoning in developing nations. This framework is designed to promote co-prosperity by simultaneously addressing biodiversity conservation, equity, and human well-being concerns. Our framework, when applied to China's Baishanzu National Park, entailed subdividing the park into four distinct zones, each managed by specific and tailored policies. Our research provides insights into the theoretical underpinnings of implementing the national park concept in developing countries and showcases effective strategies for enhancing ecological conservation in these regions.

Abstract:The year of 2012 is on the 40th anniversary of the Convention Concerning the Protection of the World Cultural and Natural Heritage.And it is also the 27th year since China engaged in the World Heritage Site course.Besides abundant experiences and achievements,there are still arduous challenges in the protection and management of World Heritage Sites in China.Having retrospected the history about the protection and management of WHS in China,the paper analyzed this history by dividing it into 3 stages which were initial,evolutional and deepening stages.Then the author expounded the experiences and challenges in several aspects such as legislation system,management system,management plan,scientific research and local development.In the end,combining with the international trend,the paper made a prospect about the future of WHS' protection and management in China.

Abstract:National Wetland Parks (NWPs) are a unique form of protected areas in China that have experienced a rapid increase in number from zero to more than 900 over the past two decades. We examine the underlying causes of the boom in NWPs and assess their far-reaching ecological and socio-economic impacts. Utilising GIS information and vector maps, we analysed the spatial distribution of pilot and approved NWPs from 2005 to 2019. Document analysis was employed to explore resource-orientated and legal drivers that have prompted the growth of NWPs. China's NWPs developed in three phases, namely, the exploration phase (2005–2007), the expansion phase (2008–2014) and the normalisation phase (2015–present). The demand for outdoor recreation and improved wetland legislation were the primary facilitators for the growth of NWPs. The expansion of NWPs is an important contributor to nature conservation and ecological civilisation, yielding a range of ecological, economic and social benefits. China's experiences in NWPs offers valuable lessons and implications for global nature conservation. Implementing a long-term management mechanism for NWPs is recommended to enhance the conservation and sustainable use of wetlands.

This trend has provided many research and practice opportunities for landscape architects; meanwhile, A realm of practice known as cultural landscape preservation has been particularly beneficial to landscape architecture, because it has allowed for the interface of historical, social, cultural, environmental, and economic imperatives. In this paper, the author addresses this issue from the perspective of The Evolution of Historic Preservation in America, Ethnographic Landscape Preservation, Vernacular Landscape Preservation, Heritage and Natural Systems in Landscape Preservation, Real World Economics and so on. He also provided some cases from college of Environmental Design, the University of Georgia.

Abstract:The Giant Panda National Park is one of the important contents in the construction of a natural reserve system based on national parks in China. It undertakes the responsibility of biodiversity conservation based on giant pandas, and takes into account functions such as recreation, science, and education. On the basis of protecting ecological integrity, the development of eco-tourism is an important issue to be considered in the construction of national parks. This paper combines the current status and trends of ecotourism development in national parks at home and abroad, and summarizes the advantages and existing problems of ecotourism in Giant Panda National Park, and discusses the development direction and construction content of ecotourism management.

Abstract:The subject of this publication is Sagarmatha National Park located in Nepal, along with the consequences of its popularity among all worlds and the effects of using the environment on selected specific cases. The main purpose of the work is to illustrate the included natural and social conditions as well as the state and perspectives for the development of operational functions in the park. The economic situation of the country will also be presented, taking into account the conditions conducive to the development of inbound tourism. High mountains have now become one of the main collections of scientific research. One of the reasons is the intensive transformation available from the mass nature of qualified tourism or mountain climbing. The world has entered the multifaceted era of 'tourism'. The natural values of the environment are currently covered by one of the basic elements of the supply of the harvest. Man cannot be chased from the mountains! It is necessary to include his harmonized sport, tourism and economic interests with nature protection. Tourism supported and contributes to the development of various forms of nature and environmental protection, which are the first national parks and nature reserves: Yellowstone in the USA founded in 1872, the Royal National Park in Australia founded by the British in modern colonies in 1879 or the second historical Banff National Park in Canada created in 1885. Contemporary forms of environmental protection originate from the romantic west over wild nature and associated with progressive industrialization in the nineteenth century destroying natural ecosystems on an unprecedented scale. Although the ideas of nature protection may already be sought in antiquity for activities that will then be related to religious worship. In China, the first laws on nature protection were announced 4,000 years ago, and in India about 3,000 years ago. The declaration on the protection of forest resources was issued in 1671 by the Danish King Christian V, and 34 years later also by Russian Tsar Peter I. In Poland, the first symptoms of care for forest resources concern the place in 1337, during the reign of Casimir the Great, when he announced statutes prohibiting logging in other people's forests. Conscious protection of the disappearing species in the form of royal law takes place at the end of the 16th century, which provisions protect the forced turns as a result of cutting out large tracts of forests. In Nepal, ecological awareness of the power elites and local people has matured for a long time. Robbery of forest management was widely used, wood for fuel or land was obtained for arable crops. It wasn't until the mid-1960s that King Mahendra issued the first laws on nature protection and provided for penalties for its destruction. The descendant and heir to the throne of King Mahendra - Birendra permanently introduced the protection of natural resources to the country's development plans and in the first year of his reign (1973) he issued the Act on National Parks and Nature Conservation, which took care of a number of animal species and established the first Royal Chitwan National Park. In subsequent years, new national parks and reserves were created in naturally valuable areas. There are 8 national parks in Nepal. The protected areas cover a total of 13% of the area. The inspiration to write this study was data analysis and own observation of both the natural resources of the Sagarmatha National Park, as well as the attitude to the natural environment of its inhabitants as well as athletes and tourists.
Multi-Agent Evolutionary Game Strategy for Ecotourism Development in National Parks: A Case Study of Wuyishan National Park

Abstract:This paper proposes a multi-agent evolutionary game model that can be used to study sustainable ecotourism development in national parks, with a focus placed on coordinating the interests of multiple stakeholders. Based on the limited rationality hypothesis, this study explores the impact of strategic choice evolution and the change of key factors on the stability of the ecotourism development system in national parks. To achieve this, a tripartite evolutionary game model involving "local government–tourism enterprises–tourists" is constructed. The model is applied to Wuyishan National Park as a case study, incorporating actual data and conducting numerical simulation experiments using MATLAB software. The findings of the study are as follows: (1) The optimal stable strategy for the three game players (local government, tourism enterprises, and tourists) is determined to be one that works to "supervise, implement high-level services, and participate in ecotourism", respectively. This strategy is influenced by factors such as government subsidies, government fines, economic benefits obtained by tourism enterprises at different service levels, and the utilities experienced by participating and non-participating tourists in national park ecotourism. (2) Government subsidy policies can promote the attainment of a stable state for tourism enterprises and tourists. However, excessive subsidies may hinder the fulfillment of local governments' expectations. (3) The greater the economic benefits obtained by tourism enterprises through high-level services are, the more favorable it will be for tourism enterprises to reach a stable state. However, this may lead to a relatively slower response from the government. (4) The higher the utilities that tourists derive from high-level services in ecotourism are, the faster the game players will reach a stable state. (5) The higher the utilities associated with tourists spending time in other places are, the more challenging it becomes for the three game players to achieve a stable state. This situation may cause tourists to shift from the initial strategy of "participating in ecotourism" to "not participating in ecotourism". Based on these findings, the paper provides countermeasures and suggestions for promoting the sustainable development of ecotourism in Wuyishan National Park. These recommendations aim to offer decision-making references for enhancing the development of ecotourism in national parks across the country.
