Coordinated Frequency Control Method of Wind/Thermal/Demand Response

Abstract:In case of wind farms integrated to power grids with power electronic devices, power output of the wind farms cannot respond to system frequency variation. Therefore, large-scale integration of wind power will reduce total system inertia and deteriorate system frequency regulation ability, further affecting system stability. In order to improve system frequency stability, frequency control methods of wind/thermal power plants together with demand side response is investigated in this paper. Considering effects of frequency regulation parameters on system frequency stability and relationship in four aspects, i.e. maximum frequency deviation, frequency change rate, reserve capacity of thermal power plants and reserve capacity of wind power plants, this paper puts forward a coordinated control method, through which parameters of wind/thermal power plants together with demand side response are dynamically tuned. Finally, by taking a practical system in Inner Mongolia as example, effectiveness of the proposed control method is verified with quasi-steady state simulation method. Results show that the coordinated control method can guarantee system frequency stability and improve system efficiency as power requirement for frequency regulation from demand side is reduced.
