Abstract:Under the background of "double first-class" construction, the teaching staff, as the foundation of the construction of colleges and universities, determines the overall construction effect of colleges and universities.High-level teachers are the guarantee of talent cultivation, education and teaching, scientific research and competitiveness of colleges and universities.However, the improvement of teachers' quality is affected by many factors, which leads to teachers' choices that affect their overall performance when facing teaching and scientific research tasks.In view of this, this study attempts to determine the relationship between professional ability, incentive mechanism and career satisfaction in Chinese universities and colleges, and to propose ways to improve teacher quality.A total of 400 valid questionnaires were collected in this study, and SPSS 26.0 software was used for descriptive analysis, variance analysis and regression analysis.The results show that there is a positive correlation between professional ability, incentive mechanism and teacher satisfaction in Chinese universities.This means that the stronger the professional ability of teachers, the better the incentive mechanism, the higher the satisfaction of teachers, and the corresponding improvement of teacher quality.Through this research, universities may encourage and support the training and professional development of young teachers.This will help balance the age structure of the teaching force and provide more development opportunities for young teachers.As teachers themselves, they may continuously improve their level of professional ability, including teaching and academic ability, and formulate their own career plans in order to adapt to the constant changes in society.Regular teacher training programs should be established to help enhance their professional competence, while salaries and benefits should be improved to better motivate teachers.
Vertical Analysis on Salary Level of Education Sector in China (1978-2010)

Abstract:In this paper,statistical data from 1978 to 2011 are used to analyze the absolute and relative levels and their changes of teachers’salaries in China in the past.The absolute change of salary in education sector is reflected by analyzing changes in annual average salary and salary index of teachers.The relative change of salary in education sector is reflected by deducting the change of price level.The relative level of teachers’salaries in China is reflected by comparing teachers’salaries with salaries in other sectors and with GNP per capita.The results show that the absolute salary level in education sector has been on rise since the reform and opening-up policy was adopted,and that the speed of rise has been accelerated since 1993.However,the increasing degree is relatively low after deducting the influence of price level from teachers’salaries;the level of teachers’salaries ranks no higher than average among various sectors of national economy;and the ratio of teachers’salaries and GNP per capita is far less than the reasonable level.Therefore,suggestions are that the transfer payment of the central government for personal funds should be increased and its overall planning at provincial level should be strengthened,that a reasonable salary bracket and pay rise mechanism for teachers should be arranged,and that the performance pay reform should aim at more pay for more and better work,so as to increase the level of teachers’salaries,to attract and maintain quality teacher resources,and to safeguard a stable and prolonged development of the cause of education.

The Relationship between Housing Price, Teacher Salary Improvement, and Sustainable Regional Economic Development

Abstract:In the post pandemic era, most of the countries are facing challenges in economic recovery, while investing in creative human capital such as teachers by increasing their salaries can be one of the policy options for governments to drive development. Housing price, however, may impact the working of these policies. Using the panel data of 31 provincial regions in China during 2006–2018, we evaluated the relationship between housing price, the improvement in teacher salary, and sustainable regional economic development. From the perspective of imbalanced regional development, we discovered the heterogeneity in the rate of return on education investment in terms of teacher salary. Higher teacher salary plays a more active role in the sustainable development of underdeveloped regions, and the crowding-out effect of housing price in Western China is the most intense. The results further provide some policy implications on efficiently promoting the coordinated development of sustainable regional economies by improving the creative human capital cultivators' salaries. This paper verifies the significance of housing price dynamics from a new perspective based on educational investment. Overall, our study provides theoretical support for improving teachers' income to promote regional economic development and further provides guidance for the government to carry out macro control to promote regional economic development with changes in housing price dynamics. Our study aims to link land systems, particularly the housing market, to sustainability and public policy.

Abstract:Based on the data of China Family Panel Studies 2016 (CFPS 2016), this study analyzed the effect of teacher wage index on students’ participation in extracurricular tutoring through a two-layer linear model. We found that the wage index of elementary and middle schools teachers in China is generally low, and this index had a significant negative impact on students’ participation in extracurricular tutoring, i.e., the lower the teacher’s wage index, the higher the participation rate of students’ extracurricular tutoring. Governments at all levels should increase financial investment in elementary and middle schools teachers’ salaries. Efforts to improve the salary of elementary and middle schools teachers upon the teacher’s wage index as a reference will help to reduce the supply and demand of extracurricular tutoring in the basic education in China, and will also facilitate the implementation of the policy of prohibiting in-service teachers from participating in extracurricular tutoring.

Abstract:This paper mainly adopts a questionnaire method and carries on statistics analysis to the teacher present salary in Hebei high school and the satisfaction, by studying each factor of salary's influence degree and put forward corresponding improvement measure and suggestion. In order to obtain the first-hand material, this research is adopted interview survey and questionnaire to 160 teachers to carry on sampling to two universities in Hebei. It makes diagnosis to present encouraging condition in the university of Hebei and analyses the need structure of the teacher of the university, and influence of work satisfaction. Abstract:Establishing an effective teacher incentive mechanism is the key of school performance improvement. The investigation finds that teachers’positive pay management process satisfaction has a positive effect on pay results satisfaction and affects school performance positively. Accordingly,the policy recommendations of teacher performance management are put forward. Firstly,school performance evaluation system should be based on the“standard”. Sec-ondly,we should focus on improving the pay management process and building a reasonable rules,open and transpar-ent performance evaluation system. Last but not the least,we should pay attention to the rational application of the re-sults and continuously improve teacher’s self-fulfillment.

Abstract:This paper investigates the impacts of teacher characteristics on student performance using a nationally representative and randomly assigned teacher-student sample in China. We find that having a more experienced or female homeroom teacher (HRT) with additional classroom management duties significantly improves students' test scores and cognitive and noncognitive abilities. In contrast, these effects are not observed for subject teachers who are responsible only for teaching. More experienced or female HRTs are also associated with a better classroom environment, more self-motivated students, more parental involvement, and higher parental expectations. These mechanisms explain 10-25 percent of HRT effects on test scores and cognitive ability and 50-60 percent of HRT effects on noncognitive ability. Our findings highlight the importance of teacher management skills in education production.

Abstract:We present results of a randomized trial testing alternative approaches of mapping student achievement into rewards for teachers. Teachers in 216 schools in western China were assigned to performance pay schemes where teacher performance was assessed by one of three different methods. We find that teachers offered “pay-for-percentile” incentives outperform teachers offered simpler schemes based on class-average achievement or average gains over a school year. Moreover, pay-for-percentile incentives produced broad-based gains across students within classes. That teachers respond to relatively intricate features of incentive schemes highlights the importance of paying close attention to performance pay design.

Abstract:There is growing interest in strengthening teacher incentives by tying pay to performance measures based on student achievement. Yet, there is little empirical evidence on how teachers may respond to specific design features of performance pay schemes. Theoretically appealing but relatively complex schemes may not outperform less appealing but simple schemes in practice. In this paper, we present the results of a randomized trial designed to test alternative approaches of mapping student achievement into rewards for teachers. Teachers in western China were randomly assigned to participate in rank-order tournaments in which teacher rankings were determined as a function of their students’ scores on standardized exams by one of three different methods of defining teacher performance. We find that teachers offered pay-for-percentile incentives (based on the scheme described in Barlevy and Neal 2012) outperform teachers offered two simpler schemes based on year-end class average achievement levels or average gains over the course of a school year. Achievement gains under pay-for-percentile were mirrored by meaningful changes in the intensity of teaching. Moreover, we find that pay-for-percentile incentives lead to broad based gains, improving outcomes for students across the achievement distribution within the class. Our finding that teachers respond to a relatively intricate feature of an incentive scheme highlights the importance of close attention to performance pay design.

Abstract:Emiliana Vegas surveys strategies used by the world's developing countries to fill their classrooms with qualified teachers. With their low quality of education and wide gaps in student outcomes, schools in developing countries strongly resemble hard-to-staff urban U.S. schools. Their experience with reform may thus provide insights for U.S. policymakers. Severe budget constraints and a lack of teacher training capacity have pushed developing nations to try a wide variety of reforms, including using part-time or assistant teachers, experimenting with pay incentives, and using school-based management. The strategy of hiring teachers with less than full credentials has had mixed results. One successful program in India hired young women who lacked teaching certificates to teach basic literacy and numeracy skills to children whose skills were seriously lagging. After two years, student learning increased, with the highest gains among the least able students. As in the United States, says Vegas, teaching quality and student achievement in the developing world are sensitive to teacher compensation. As average teacher salaries in Chile more than doubled over the past decade, higher-quality students entered teacher education programs. And when Brazil increased educational funding and distributed resources more equitably, school enrollment increased and the gap in student test scores narrowed. Experiments with performance-based pay have had mixed results. In Bolivia a bonus for teaching in rural areas failed to produce higher-quality teachers. And in Mexico a system to reward teachers for improved student outcomes failed to change teacher performance. But Vegas explains that the design of teacher incentives is critical. Effective incentive schemes must be tightly coupled with desired behaviors and generous enough to give teachers a reason to make the extra effort. School-based management reforms give decisionmaking authority to the schools. Such reforms in Central America have reduced teacher absenteeism, increased teacher work hours, increased homework assignments, and improved parent-teacher relationships. These changes, says Vegas, are especially promising in schools where educational quality is low.

Abstract:Education is a key pillar of social and economic development. In recent years, this sector has come under increasing pressure to provide improved and more relevant services. High performance work systems (HPWS) are deemed critical in order to meet these demands. Additionally, teachers are expected to be more creative in approaching their work which, it is argued, will improve performance at the school level. Nevertheless, little research has been conducted to understand how to enhance employee creativity, and whether creativity will improve the education sector's organizational performance. In addressing this gap, we conducted research in the education sector in China, collecting data from 59 public schools, over 1,000 teachers and just under 5,000 students. This multi-source dataset was analysed utilizing three-level structural equation modelling. The results support our hypotheses that HPWS enhance teacher creativity and subsequently improve student quality of school life indirectly through teacher job performance. The findings provide new insights into the value of strategic human resource management and the importance of creativity in the education sector.

Abstract:Teachers’ job performance is a key driver of the changes in the education field. Such performance is greatly influenced by their job competencies. Improvements in teachers’ job performance enhance the quality of education and teaching. With college teachers as our research participants, we found that teacher competence significantly and positively predicts job performance and sense of organizational support. Moreover, sense of organizational support partially mediates the positive relationship between teacher competence and job performance. Meanwhile, self-efficacy moderates this relationship. These findings deepen our understanding of and provide guidance on the mechanisms influencing the relationship between teacher competence and job performance. They also have important implications for improving educational quality and promoting pedagogical innovation and teacher development.

Abstract:This paper proposes a theoretical framework to understand the structure and determinants for rural teacher well-being (TWB), with a focus on key factors that can mediate low pay and poor work conditions, specifically teachers’ professional learning (PL) and community engagement (CE). This framework was tested using structural equation model in a sample of 3155 rural teachers in China. The quantitative results confirmed a second-order factor structure for TWB, evidencing the significant impact of pay satisfaction and the mediating effects of PL and CE of rural teachers. Implications encourage policymakers to strengthen rural TWB by enhancing PL and community connections, while continuing to seek ways to improve pay and work conditions.

Abstract:China has made remarkable progress along the path of economic transformation over the past three decades. To continue its rapid growth in an economy with increasingly higher wages, China's key challenge is whether it can become competitive enough in quasi-skilled and skilled sectors so that more technologically advanced industries and service sector firms eventually take the place of exiting low-wage factories. This study seeks to increase our understanding of high school education in China at a time when the nation is facing challenges in its development path. Using secondary statistics, we have found that educational access at the high school level is quite low, especially in poorer areas of rural China. We argue that the low level of access to high school education in China may be a problem resulting from high tuition and fees. We include empirical evidence about the tuition barrier argument by using a survey of 41 developing and developed countries and a representative survey of 1177 students from one of China's poorest provinces. We demonstrate that not only is financing high school a burden for the families of poor students, but there is also little financial aid available. The quality of education of students from poor rural areas prior to entering high school is also a problem. We conclude with a recommendation that in poor rural areas of China high school should be made free, as it is in most of the rest of the world, and efforts should be made to improve rural education in general.
Can Bureaucrats Really Be Paid Like CEOs? School Administrator Incentives for Anemia Reduction in Rural China

Abstract:A large literature examines performance pay for managers in the private sector, but little is known about performance pay for managers in public sector bureaucracies. In this paper, we study performance incentives rewarding school administrators for reducing anemia among their students. Randomly assigning 170 schools to three performance incentive levels and two orthogonal sizes of unconditional grants, we analyze performance pay and its complementarity with discretionary resources. We find that both large incentives and larger unconditional grants reduced anemia substantially, but incentives were more cost-effective. Performance incentives led administrators to innovate by working with parents, mitigating potentially offsetting compensatory behavior among households. Strikingly, we also find that larger unconditional grants completely crowded-out the effect of incentives. Our findings suggest that performance incentives can be effective in bureaucratic environments – but also that discretionary resources can fully crowd-out their effect.
Establishing a Teacher Performance Evaluation System Geared to the Cultivation of Character: With a Reflection on New Public Management Theory

Abstract:Since New Public Management theory, which seeks to promote public management reform with the techniques used to catalyze economic development, was introduced into the field of education, it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers. Performance-related pay was meant to improve teacher performance, and has played an important role in providing teachers with incentives and raising educational quality. In practice, however, problems have emerged that deserve serious attention. For example, the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality. Further, they highlight the interim goal of "instilling knowledge" at the cost of the fundamental aim of "cultivating talent," thus producing results opposite to those intended. On the basis of the value rationality of education and China's reality, this paper suggests that educational institutions should shift from "New Public Management" to a "holistic and decentralized governance" approach, fostering an environment dedicated to cultivating talent and introducing this feature into the evaluation of teacher performance. The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior.

Exploring and Comparing Teacher Resignation Factors in China and the United States

Abstract:Education determines the future of a country and a race, and its development is a top priority for society. Teachers, as the foundation of the education profession, their development has an inescapable impact on the cultivation of talents and the quality of teaching. In recent years, the resignation rate of teachers is growing with an undeniable trend. The purpose of this research paper is to explore the factors that have led to the increase in teacher resignation rates in the United States and China and to make suggestions to improve the situation. The research uses the literature review method to discuss the reasons for teacher resignation and make improvements by categorizing them into internal and external factors. Internal factors include low teacher professional well-being and excessive stress. External factors include unsatisfactory salary levels, challenging work environments, and lack of support. Based on these factors, the article makes three proposals that reduce teachers work stress, improve their happiness, increase teachers salary levels and treatment, and provide more support, which can enhance teachers long-term professional development and reduce the turnover rate.
The Effects of School Finance Reforms on Teacher Salary and Turnover: Evidence from National Data

Abstract:AERA Open, Volume 9, Issue , January-December 2023. In recent decades, parallel literature has documented the magnitudes and effects of teacher turnover and the impact of state school finance reforms (SFRs). In this paper, we examine SFRs as possible mechanisms to improve teacher salary, turnover, and job satisfaction by using nationally representative data from 2000 to 2016 and leveraging variation in SFR timing. We find that SFRs increased teacher salaries by approximately $4,000 and reduced teacher turnover by three percentage points, on average, though gains in both outcome measures took up to a decade to emerge. We observe larger salary gains among teachers in high-poverty and high-minority school contexts, though declines in their corresponding turnover behaviors were similar to average findings. As policymakers seek to address heightened concerns regarding teacher retention and shortages, our findings suggest targeted salary policies may improve rates of teacher attrition.
