Abstract:The ascendancy of neoliberalism and the associated discourses of ‘new public management’, during the 1980s and 1990s has produced a fundamental shift in the way universities and other institutions of higher education have defined and justified their institutional existence. The traditional professional culture of open intellectual enquiry and debate has been replaced with a institutional stress on performativity, as evidenced by the emergence of an emphasis on measured outputs: on strategic planning, performance indicators, quality assurance measures and academic audits. This paper traces the links between neoliberalism and globalization on the one hand, and neoliberalism and the knowledge economy on the other. It maintains that in a global neoliberal environment, the role of higher education for the economy is seen by governments as having greater importance to the extent that higher education has become the new star ship in the policy fleet for governments around the world. Universities are seen as a key driver in the knowledge economy and as a consequence higher education institutions have been encouraged to develop links with industry and business in a series of new venture partnerships. The recognition of economic importance of higher education and the necessity for economic viability has seen initiatives to promote greater entrepreneurial skills as well as the development of new performative measures to enhance output and to establish and achieve targets. This paper attempts to document these trends at the level of both political philosophy and economic theory.

Abstract:From the beginning of the new century developmentalist economists indicated the importance of the coming digital economy based on information, computing and communication, including reference to the profound effects of the internet and the web on the organization of firms and the linkages and connections between the local and the global (Brynjolfsson & Kahin, 2002 ). Twenty years later analysts are talking freely about the internet or web economy and trying to measure interconnectivities in terms of crowdsourcing, smart energy design, and the reconstruction of the global value chain to explore 'intelligent capitalism'. The emphasis has fallen on financialization and the growth of next generation strategic digital technologies of deep learning, artificial intelligence, quantum computing, 5 G/6G, and bioinformatics that operate at the nanolevel to promote technological convergence and lead the next phase of globalization (Peters, 2020 ). Business innovation, trade facilitation, and development are seen to depend on leveraging consumer psychology and of promoting scale economies within what is referred to as 'platform capitalism'. Increasingly social media practices collapse the public and the personal, and hinge on the costs of storing, sharing, and analysing data which has decreased with increased activity in the Cloud as the internet continues to evolve. The digital economy is seen as providing a new architecture for a transformation of the labour market based on job growth, competencies and skills in the digital economy. There is a new respect for social networks and service ecosystems in the age of networked intelligence and consumption-based forecasting. Of fundamental importance is the digital transformation of finance, large investment banks, big asset managers, and hedge fund management but also the new group of sovereign investors that have emerged as influential capital markets players and investment firms within a $30 trillion global market.

Abstract:This paper is a complete student-led, student-edited collective writing project (CWP) conducted virtually in Spring 2022 throughout the course Knowledge Socialism taught by professor Michael Peters for the Faculty of Education, Beijing Normal university. The CWP involves 4 international, 5 domestic Ph.D. students, and 2 senior Western scholars as reviewers, revealing their thoughts, arguments, understanding, and criticisms towards the creative economy status in East Asian countries (Japan and China mostly) higher education as reflected in the knowledge socialism narratives. Xiyuan as the lead author, co-editing with Woraport and Stefan, assigned each section to other authors and successfully devoted themself to organizing, proofreading, and revising the paper. Through a month of collective work, the final version of the paper elaborates on the contribution of East Asian creative universities and the economy as a whole to the knowledge socialism through co(labor)ation, with implications to the creative labors cultivation and shifted roles of students.

Abstract:The aim of this article is to contextualise universities historically within capitalism and to analyse academic labour and the deployment of digital media theoretically and critically. It argues that the post-war expansion of the university can be considered as medium and outcome of informational capitalism and as a dialectical development of social achievement and advanced commodification. The article strives to identify the class position of academic workers, introduces the distinction between academic work and labour, discusses the connection between academic, information and cultural work, and suggests a broad definition of university labour. It presents a model of working conditions that helps to systematically analyse the academic labour process and to provide an overview of working conditions at universities. The article furthermore argues for the need to consider the development of education technologies as a dialectics of continuity and discontinuity, discusses the changing nature of the forces and relations of production, and the impact on the working conditions of academics in the digital university. Based on Erik Olin Wright’s inclusive approach of social transformation, the article concludes with the need to bring together anarchist, social democratic and revolutionary strategies for establishing a socialist university in a commons-based information society.

Abstract:The emergence of digital technologies has significantly reduced the economic costs of data—search, storage, computation, transmission—and enabled new economic activities. Over the years, firms able to create a platform-based ecosystem have become a force of “creative construction.” Economic activities (C2C, B2C, B2B) have been reorganized around platform-based ecosystems for value creation and value appropriation, which are orchestrated by multisided platforms via the “digital hand.” To further understanding of the Digital Platform Economy, this paper provides a conceptual framework consisting of three interrelated concepts: digital technology infrastructure, multisided digital platforms, and platform-based ecosystems (users and entrepreneurs). Using a unique database over five decades, we revisit the hypothesis that new firms were needed to introduce digital technologies.

Abstract:Production, distribution, and consumption of digital use values occur today in a sociotechnological setting quite different from that characterizing the industrial economic system. Thanks to increasing access to hardware, software, and the Internet—the means of production in the digital economy—a growing multitude of digital immaterial labors contributes to the digital economy within a culture of sharing and (a culture of) nonexclusionary use of resources. As various online sharing platforms illustrate, digital immaterial labor constitutes a collective and collaborative productive force, an online general intellect, that cannot be reified in the means of production traditionally under the control of capital. This dynamic allows the online multitude to organize itself independently of the logic and management of capital. Capital, however, has been able to develop strategies, peculiar to this new socioeconomic system, that aim to control and profit from the collective intelligence created by digital immaterial labor.

Abstract:Introduction. The formation of the digital economy, which began in the second half of the 20th century, posed a lot of different problems to humanity. Many of them are associated with the specifics of the digitalization of social production, which, along with human capital, becomes the main resource for development. At the same time, the local digital transformation of economic relations entails changes in their entire scope. First of all, such changes concern the process of reproduction of knowledge, or rather, the technology of its «translation» from a «simple» to an «expanded» state. Purpose setting. The logic of the article is built in the discourse of theorizing the process of cooperation between a machine (AI) and a human. Cooperation (technology, tool) leads to changes in the very nature of work and, accordingly, the transformation of education as its service subsystem. The purpose of the article is to consider the process of knowledge reproduction in the educational architecture of the digital economy. Methodology and methods of the study. The analysis of such meta-processes involves an interdisciplinary analysis, and a structural approach will allow interpreting the main stages of knowledge reproduction in historical discourse. Taking into account the considerable number of economic and socio-philosophical studies, the article necessarily used the latest developments of domestic and foreign scientists. Results. The authors proposed a working definition of the digital economy. It is considered as a modern, historically conditioned way of economic development of society, which is based on the intensive expanded reproduction of knowledge in the form of cooperation between a machine (AI) and a human. The purpose and meaning of this type of reproduction is the use of the subjectivity of an individual in the direction of increasing his creative principle. Creativity is understood as the ability to generate knowledge based not only on material (rational), but also on irrational (ideal) values and meanings. According to these theses, the transformation of all service architectures of social development and, first of all, education should be carried out. Conclusion. The development of intangible assets should be a defining task in the formation of human capital in the digital economy. In turn, the holistic development of the individual»s intelligence in all its modifications (primarily cognitive, emotional and digital), that do not contradict each other is the general task of the education system.

Abstract:The competitive advantages in a knowledge-based economy can no longer be attributed to single nodes in the network. Political economies are increasingly reshaped by knowledge-based developments that upset market equilibria and institutional arrangements. The network coordinates the subdynamics of (i) wealth production, (ii) organized novelty production, and (iii) private appropriation versus public control. The interaction terms generate a complex dynamics which cannot be expected to contain central coordination. However, the knowledge infrastructure of systems of innovations can be measured, for example, in terms of university-industry-government relations. The mutual information in these three dimensions indicates the globalization of the knowledge base. Patent statistics and data from the Internet are compared in terms of this indicator.
Higher Education in Post-Neoliberal Times: Building Human Capabilities in the Emergent Period of Uncertainty

Abstract:This paper argues that the neoliberal consensus about education finance has broken down due to growing economic inequality. First, I use a comparative historical analysis of political alliances to examine patterns of world trade and nations' policies for economic and educational development since World War II. The United States emphasized STEM-collegiate preparation for all students, while most countries continued the dual emphasis on technical-tertiary and higher education. Educational policy in the US and Pacific region also shifted towards a reliance on markets and student loans resulting in worsening economic inequality in access. Nations with dual technical and academic pathways in secondary and postsecondary education systems expand college enrollment rates more rapidly than the US. They also experience class conflict between the working–middle class and the new technological elite. Next, I examine how education policy shifted from national planning aligned with public funding to market-based incentives for institutional development, further exposing gaps in opportunity within nations. Finally, recognizing the variations in systemic causes of inequality, I argue that governments, education agencies, and civic activists can best promote equity by organizing to address barriers to opportunity for groups left behind in the wake of withering neoliberal education policy.

Abstract:The exponential growth in the use of information and communication technologies (ICTs) in all aspects of our lives, combined with the growing need to acquire digital skills to the same extent as literacy, are major changes that create new challenges in the modern world. The article discusses the evolution of human capital and its impact on the development of the digital economy, as well as trends inherent in countries with a high level of the human capital index. In modern conditions, the quality of education and skills determine the efficiency of the economy in terms of increasing the use of ICT, increasing the volume of BBB, and exporting ICT. It is the availability of knowledge, as an integral part of human capital, that determines the amount of new knowledge and technologies being created, their export, and the production of products with high added value. Research shows that the high quality of education contributes to the wider use of digital technologies both in practice and in everyday life. The modern methodology for assessing human capital requires significant adjustments due to the need to assess the impact of human capital on macro- and microeconomic processes, the need for qualitative changes in some components of human capital.

Abstract:Purpose The paper argues that the classical Marxist theory of capitalist accumulation is inadequate to understand new forms of capitalism and their accumulation processes determined by "platforms" and "big data". Big data platforms are shaping the processes of production, labour, the price of products and market conditions. "Digital platforms" and "big data" have become an integral part of the processes of production, distribution and exchange relations. These twin pillars are central to the capitalist accumulation processes. The article argues that the classical Marxist theory of capitalist accumulation is inadequate to understand new forms of capitalism and their accumulation processes determined by "platforms" and "big data". Design/methodology/approach As a conceptual paper, this paper follows critical methodological lineages and traditions based on non-linear historical narratives around the conceptualisation, construction and transition of the "Marxist theory of capital accumulation" in the age of platform economy. This paper follows a discourse analysis (Fairclough, 2003) to locate the way in which an artificial intelligence (AI)-led platform economy helps identify and conceptualise new forms of capitalist accumulation. It engages with Jørgensen and Phillips' (2002) contextual and empirical discursive traditions to undertake a qualitative comparative analysis by exploring a broad range of complex factors with case studies and examples from leading firms within the platform economy. Finally, it adopts two steps of "Theory Synthesis and Theory Adaptation" as outlined by Jaakkola (2020) to synthesise, adopt and expand the Marxist theory of capital accumulation under platform capitalism. Findings This article identifies new trends and forms of data driven capitalist accumulation processes within the platform capitalism. The findings suggest that an AI led platform economy creates new forms of capitalist accumulation. The article helps to develop theoretical understanding and conceptual frameworks to understand and explain these new forms of capital accumulation. Originality/value This study builds upon the limited theorisation on the AI and new capitalist accumulation processes. This article identifies new trends and forms of data driven capitalist accumulation processes within platform capitalism. The article helps to understand digital and platform capitalisms in the lens of digital labour and expands the theory of capitalist accumulation and its new forms in the age of datafication. While critiquing the Marxist theory of capitalist accumulation, the article offers alternative approaches for the future.

Abstract:This article explores the appeal of the economic narratives of globalisation, competitiveness, and the knowledge-based economy and the impact of the economic and extra-economic tendencies that they both construe and help to construct with special reference to higher education. The argument develops in five steps: First, it analyses the socially constructed nature of competitiveness, exemplifying this from the influential account of Michael Porter and his Harvard Business School associates; second, it shows how the ‘knowledge-based economy’ (or KBE) concept developed as a scientific paradigm and policy paradigm in the context of the crisis of Fordism and how it has influenced public discourse on educational reform; third, it reviews how Porterian propositions on competitiveness have been translated into a ‘knowledge brand’ that is promoted by academic–guru–consultants and relayed through research centres, policy networks, and advisory services; fourth, it explores how the KBE is being re-contextualised in part in terms of ‘knowledge and higher education clusters’, ‘knowledge hubs’, etc., and their role in competitiveness; and fifth, it notes some implications of these economic imaginaries, governmental technologies, and emergent modes of growth for higher education.

Abstract:What is the future of the university? Many have attempted to unpack what emerging technologies, political pressures, and social scrutiny can do to the status and innovative capacity of universities. While much of the literature has focused on either documenting innovation over practice in research/teaching techniques, or critical reflections on how university business models and academic labor are under threat, less has been debated on the impacts and processes of such changes from a systemic institutional perspective. This article develops a three-fold social-institutional framework to explore the process, purpose, and positioning of changes in knowledge production. I use the case of the economics discipline to explore how institutional ceremonial values, the policing of knowledge creation, and academic cultures as a hierarchical system of prestige can indicate potential structural change. Existing tensions between instrumental innovations and traditional ceremonial aspects that permeate both the university system and the economics discipline suggest two hypotheses to understand future change: (i) a ceremonial encapsulation of new technologies by old structures, exacerbating existing inequalities and monopolies within expertise positioning; or (ii) the rise of new and inclusive cultures within the principles of epistemic democratization and pluralism, co-existing with a new economic and social model of knowledge

Abstract:In the context of the global digital transformation, the most important factors determining socio-economic progress are the specific properties of human capital that are inherent only in the digital economy. In the new conditions, the role of integratively distributed network interaction of participants of global, national, corporate and social networks in the training of highly qualified specialists with new information and network skills and competencies is growing, a new form of human capital is emerging - network education capital (network education capital). On the basis of an interdisciplinary approach (economics, sociology, psychology, pedagogy, etc.), positive externalities are described that arise as a result of the inclusion of education in network communication processes. One of the main specific features of modern education is the departure from its linearity and verticality. It is shown that the network formation capital acquires the properties of a specific asset that brings a quasi-rent, and acts as a social elevator only if the involvement of more entities in the network increases
Platform capitalism: The intermediation and capitalization of digital economic circulation

Abstract:A new form of digital economic circulation has emerged, wherein ideas, knowledge, labour and use rights for otherwise idle assets move between geographically distributed but connected and interactive online communities. Such circulation is apparent across a number of digital economic ecologies, including social media, online marketplaces, crowdsourcing, crowdfunding and other manifestations of the so-called ‘sharing economy’. Prevailing accounts deploy concepts such as ‘co-production’, ‘prosumption’ and ‘peer-to-peer’ to explain digital economic circulation as networked exchange relations characterised by their disintermediated, collaborative and democratising qualities. Building from the neologism of platform capitalism, we place ‘the platform’ – understood as a distinct mode of socio-technical intermediary and business arrangement that is incorporated into wider processes of capitalisation – at the centre of the critical analysis of digital economic circulation. To create multi-sided markets and coordinate network effects, platforms enrol users through a participatory economic culture and mobilise code and data analytics to compose immanent infrastructures. Platform intermediation is also nested in the ex-post construction of a replicable business model. Prioritising rapid up-scaling and extracting revenues from circulations and associated data trails, the model performs the structure of venture capital investment which capitalises on the potential of platforms to realise monopoly rents.

The future of value in digitalised higher education: why data privacy should not be our biggest concern

Abstract:Universities around the world are increasingly digitalising all of their operations, with the current COVID-19 pandemic speeding up otherwise steady developments. This article focuses on the political economy of higher education (HE) digitalisation and suggests a new research programme. I foreground three principal arguments, which are empirically, theoretically, and politically crucial for HE scholars. First, most literature is examining the impacts of digitalisation on the HE sector and its subjects alone. I argue that current changes in digitalising HE cannot be studied in isolation from broader changes in the global economy. Specifically, HE digitalisation is embedded in the expansion of the digital economy, which is marked by new forms of value extraction and rentiership. Second, the emerging research on the intersection of marketisation and digitalisation in HE seems to follow the theories of marketisation qua production and commodification. I argue that we need theories with better explanatory power in analysing the current digitalisation dynamics. I propose to move from commodification to assetisation, and from prices to rents. Finally, universities are digitalising in the time when the practice is superseding policy, and there is no regulation beyond the question of data privacy. However, digital data property is already a reality, governed by 'terms of use', and protected by the intellectual property rights regime. The current pandemic has led to 'emergency pedagogy', which has intensified overall digitalisation in the sector and is bypassing concerns of data value redistribution. I argue that we urgently need public scrutiny and political action to address issues of value extraction and redistribution in HE.

Abstract:Digital labor has become an umbrella term for describing a range of digitally mediated practices from paid work in the gig economy (Srnicek 2017) to cultivating a personal brand online (Scolere, Pruchniewska, and Duffy 2018). This wellspring of activities now referred to as labor has muddied the waters, making digital labor an ambiguous concept at best (Gandini 2021; Goodwin 2022). This framing of user activity as labor also has limitations, as it necessarily produces reformist, rather than revolutionary, political ends. Following Sadowski (2020), this paper challenges the conceptual framework of digital labor by re-theorizing the user/platform relation as rentier capitalism. Engels (1970) explained how tenants confront landlords not as sellers of labor-power but buyers of a commodity, and we argue that typical social media users confront platforms in an analogous way. Platforms thus only circulate existing value rather than create it, and this distinction matters in understanding their role in economic crises. Because the digital labor concept misidentifies the user/platform relationship and concedes the commoditization of communication, reformist demands emerge from this discourse, like “Wages for Facebook” (Ptak 2014 as cited in Jung 2014) or data ownership as compensation (Chakravorti 2020). Capitalist data relations (Couldry and Mejias 2020) and the profit motive of corporate platforms cannot be addressed by renumerating users. As platforms attain infrastructural status (Plantin et al. 2018), our politics must reflect the need for their transformation into public utilities with democratic accountability, a revolutionary demand that has been displaced in the turn towards digital labor.

Abstract:Abstract The pandemic affected more than 1.5 billion students and youth, and the most vulnerable learners were hit hardest, making digital inequality in educational settings impossible to overlook. Given this reality, we, all educators, came together to find ways to understand and address some of these inequalities. As a product of this collaboration, we propose a methodological toolkit: a theoretical kaleidoscope to examine and critique the constitutive elements and dimensions of digital inequalities. We argue that such a tool is helpful when a critical attitude to examine ‘the ideology of digitalism’, its concomitant inequalities, and the huge losses it entails for human flourishing seems urgent. In the paper, we describe different theoretical approaches that can be used for the kaleidoscope. We give relevant examples of each theory. We argue that the postdigital does not mean that the digital is over, rather that it has mutated into new power structures that are less evident but no less insidious as they continue to govern socio-technical infrastructures, geopolitics, and markets. In this sense, it is vital to find tools that allow us to shed light on such invisible and pervasive power structures and the consequences in the daily lives of so many.
