Abstract:A new approach for locating vehicle license plate based on binary color image is proposed.Firstly,the color image in RGB color format is converted to HSI color format,and a binary state feature matrix about the color image is brought up which has the same size as the color image.The state feature matrix is adjusted according to color features of the plate in HSI color format.Secondly,mathematical morphology is used for processing the state feature matrix so that its holes are filled and its noises are erased.And then the false regions will be eliminated according to the geometrical features of the plate.In the proposed method,color features and state features are separated from each other and color features of the plate are adequately used to adjust the corresponding state features.And color features and geometrical features of the plate are combined.The experimental result shows that the approach is good for vehicle license plate locating.

Abstract:Under the condition of the complicated backgrounds of high resolution digital vehicle images and the different illumination conditions,a layered algorithm based on multi-features including texture,edge and color features of the vehicle license plate is proposed.This algorithm consists of three steps: color image preprocessing,license plate raw locating,and license plate precise locating.The color image preprocessing turns the colorized image into a gray image.After applying this algorithm to hundreds of images of vehicle taken by a colorized digital acquisition camera device on the real highway,our result indicates that this algorithm has a fast,robust and reliable performance.

Abstract:It is well known that locating vehicle license plate is a very difficult problem in the fields of image segmentation and ITS(Intelligent Transprotation System).At the present time，the study of vehicle license plate locating mainly focuses on gray images so that the result is affected easily by the presence of shadows and illumination.In this paper，a new color edge detector ColorPrewitt and a new approach of vehicle license plate locating ColorLP are presented，which fully exploit color information and other features of vehicle license plate.ColorPrewitt not only is simple，but also has superiority over traditional color edge detectors in dealing with color vehicle license plate images because it doesn't just simply operate on the individual three channels of color space.It shows that the license plate edges detected using ColorPrewitt are clear，integrated and easy to be separated form the background.ColorLP combines ColorPrewitt and region growing image segmentation technology with high locating ratio and good generality，which is applicable to locate license plates in cases of various backgrounds，positions and illumination.

Abstract:Color is an important feature of the Chinese license plate. In this paper, a license plate location method totally based on color information for the most common blue and yellow plates is proposed. First, use a special way to generate a grayscale image, highlighting the blue and yellow regions of the original image. Then by using the color concomitant property and transitions between the background and the characters, fake plates are removed, and real plates reserved. Finally, use the color information again to get a more accurate location result and remove the fake plates by using the relationship between the stroke width and the character size. The proposed method adopts two kinds of threshold methods: global threshold method and adaptive block threshold method. By automatically judging the illumination distribution of an image, the algorithm can decide which to use. The proposed method can be used to locate license plates in multi-lane with complex background, and works well even on images with uneven illumination. 2207 images from different traffic videos are used to do experiments, including 1314 images of daytime and 893 images of nighttime. Each image contains 0-7 plates, and the location rate achieves 95.01%.
A Layered Algorithm for Vehicle License Plate Locating

Abstract:The location of the vehicle license plate is one of the important steps of the recognition of the vehicle license plate. Under the condition of the complicated backgrounds of the vehicle images and the different illumination conditions, a layered location algorithm for vehicle license plate is proposed. In the algorithm the layered gradation segmentation is adopted and the analysis range is diminished gradually in the image. The right-and-left and down-and-left boundaries of plate region candidates are located and a few plate region candidates could be obtained. And then the plate region will be selected from them. So the exact location of the vehicle license plate is carried out. The experimental results show that the algorithm is excellent in the accuracy with a rapid speed and is great in the robustness.
Vehicle License Plate Recognition System with High Performance

Abstract:We present our License Plate Recognition (LPR) System. Using vehicle position sensors and image acquisition card, it captures images of the vehicles automatically and sends the images to computer, then recognizes characters of the vehicle plate. Combined with the web technique, information of certain plates and the images of the vehicles can be browsed conveniently from remote sites. The system frame and workflow of our LPR System are introduced. Some problems and two of our proposed character recognition methods, i.e. method based on PCA-LSM for limited Chinese character recognition and method based on structural feature analysis for alphabetic and digital character recognition, are addressed in full details. The field applications under practical conditions show that the whole recognition rate of our system is over 97% in daytime and 95% at night.
A Multi-Style License Plate Verification Method Based on Character Classification under Illumination Variances

Abstract:License plate verification is essential for locating the license plate region precisely in a vehicle image. Existing verification methods implemented after location are effective for the single-style license plates, but will not do well when distinguishing multi-style ones from complex backgrounds. We propose a method based on segmented character classification, combining Principal Component Analysis and Support Vector Machines, to deal with the verification of license plates with multi-style. Compared with previous methods, the segmented character regions can be analyzed more effectively, and the proposed method gets the high confidence level by calculating the classification result of the segmented characters but not the whole license plates. The experiments were done under complex illumination conditions, and the results show that the proposed method is effective for multi-style license plates for both fixed and moving camera systems.

Abstract:A novel algorithm for the license plate attribute identification is presented(attribute means one-row or two-row characters that license plate really has in this paper).The proposed approach provides a solution to the traditional vehicle license plate recognition system to differentiate the existing license plates with different style based on their dissimilarities in size,character number and alignment fashion.It overcomes the defects caused by the traditional methods based on pixels projection.What it remarkably differs from the traditional methods is the application of image pruning and the calculation of maximum character pixels distance,which increases the identification rate to an extent.The approach takes the pixels' spatial distribution into account.There are four steps to perform the attribute identification,that is,object region extraction,margin detection,maximum character pixels distance calculation and hierarchical-based distributed fusion.Experimental results demonstrate the method's accuracy,feasibility and robustness.It would be a potentially significant contribution to the active area of license plate recognition system.

Abstract:In the automatic license plate recognition field, to handle the license plates with complex backgrounds and shadows under a variety of lighting conditions is a challenging task. This paper presents an approach for license plate binarization, which is important in the character segmentation step. Firstly, we estimate the character width based on the run-length stroke width algorithm. Secondly, we apply a window, of which the length is about character width, for background estimation. Thirdly, the binarized foreground (character) layer is reconstructed by removing the backgrounds. Finally, the experimental results show the proposed method is more effective and robust than other seven methods. © 2013 Binary Information Press.

Abstract:To locate the license plate exactly is a challenging task, especially for the license plates with complex backgrounds or shadows. Firstly, we use a multilevel local adaptive thresholding method instead of global thresholding methods to produce binary images under varying illuminations. Secondly, the connected contour analysis is applied to extract the main characters, and the false character contour regions are filtered out by the SVM classification method using PCA dimensionality reduction. Finally, we merge the remaining characters on the same line to extract candidate regions of the license plate. Experimental results show that the proposed method achieves higher accuracy, more acceptable and precise results. By using the data sets of the license plates in the USA and Europe, the method is shown to be suitable for multi-style license plates.
License Plate Classification from a Binarization Perspective

Abstract:For binarized license plates, there are usually two categories: one is the white-character type, of which the character is white and the background is black. The other is the black-character type. For some linearization-based algorithms, such as character segmentation, we should apply suitable approach according to different linearization results. It is still a challenging task for multi-style license plates. In this paper we propose a stroke-width-transform-based method for this problem. Firstly, we calculate the stroke width transform by using the original grey image and the inverted one, respectively. Secondly, the histograms of the corresponding stroke width transform images are generated. Thirdly, the image, corresponding to the maximum value of the histograms, is selected. Finally, if the original image is selected, the license plate is the white-character type and vice versa. The experimental results show the proposed method is superior to others by using multi-style license plates in the United States, but the time complexity is high.

Abstract:Because of perspective distortion between the camera and the license plate, slanted images commonly appear in License Plate Recognition System (LPR system), and it seriously affects the recognition result. This paper presents two types of image slant, and gives an efficient way to rectify them. For horizontal slant correction, the proposed method is based on connected areas labeling and straight-line fitting. For vertical slant correction, the method is based on rotation experiments with various angles. Practical use in the LPR system shows that this method has a correct rate above 97%.

Abstract:License plate recognition (LPR) system has many applications. Character extraction is a key step in LPR system. The proposed character extraction method in this paper is mainly according to plate's geometrical characteristic and supplementary with the scan of projection image. Subsequently, locate the plate character sequence, then do more jobs on false characters elimination and verify the validity of extracted characters. The above methods lead to an ideal character extraction result which leads higher recognition accuracy of the LPR system.

Abstract:In most countries, vehicle license plates contain both alph anumeric characters and the state/province of origin. State/province recognition of the license plate provides a dditional information to the traffic management agency and g uidance information, aiding in character segmentation and in recognition. Existing methods use the character string of the sta te name only. Unfortunately, in some countries, the state name is too small to be captured clearly by a low-definition video camera and m ay also be obstructed by the license plate frame. In this study, we analyze the characteristics of license plates and propose an i ssuing state recognition method based on adaptive unique logo matching (AULM) and state name string recognition (SNSR). First, the AULM approach utilizes template matching to recognize the distinguishable logos. Second, if the logo is not located, the SNSR method is applied. The new method is compared with existing practices, and the experimental results show that the proposed method achieves higher accuracy and is more suitable when using high- or low-definition video images.

Abstract:Image based car plate recognition is an indispensable part of intelligent traffic system. The quality of the images taken for car plates, especially for Chinese car plates, however, may sometimes be very poor, due to the operating conditions. Furthermore, there exist some "similar" characters, such as "8" and "B", "7" and "T" and so on. They are less distinguishable because of noises and/or distortions. To achieve robust and high recognition performance, in this paper, a two-stage hybrid recognition system combining statistical and structural recognition method is proposed. Car plate image are skew corrected and normalized before recognition. In the first stage, four statistical subclassifiers recognize the input character independently, and the recognition results are combined using the Bayes method. If the output of the first stage contains characters that belong to prescribed sets of similarity characters, structure recognition method is used to further classify these character images. Experiments show that our recognition system is very efficient and robust. As part of an intelligent traffic system, the system has been in successful commercial use.

Abstract:License-plate location and character segmentation are two key components of the automatic vehicle license recognition system. An edge-texture-color based algorithm to locate the plate region and a template matching based algorithm to segment characters are proposed. Using these algorithms and a character recognition kernel, an automatic vehicle license recognition system was finished. The performance of the system was investigated on many real car images with complex background captured under various illumination conditions. The experimental results show that the proposed algorithms have high accuracy and robustness.

Abstract:This paper proposes a novel character segmentation method for degraded license plate which are usually caused by uneven light,dirty surface or something else.Firstly,connected component analysis with OCR and plate correction will be used to obtain high confidence character regions.Then according to license plate format prior knowledge,an algorithm based on character gap analysis calculates the positions of rest characters and finally complete the whole segmentation process.This method could effectively avoid the stain,tilt and plate frame's bad effect.The experimental results on 2 different data set prove that it is a practical and robust segmentation approach.

Abstract:As existing vehicle license plate location algorithms tend to have a lower correctness rate on images with high resolution and complex background, this paper proposes a novel method to vehicle license plate location based on the edge detection and color-texture histogram. The proposed location method is divided into two phases. Firstly, the method extracts the vertical edges in the image by using an improved edge extraction method which combines Canny and Sobel algorithms. Then a filter and projection method is used to locate the potential plate area. To locate the plate precisely, the color-texture histogram feature of the potential region is extracted and matched to the trained classifiers. The experimental results show that, this method has a good robustness against complex backgrounds and uneven light, and can achieve good performance during both day and night.
