Abstract:Using Hengyang city as a demonstration, the paper has reviewed the process of forming and evolvement and pointed out three aspects of problems: market adaptation, organize construction and driving power. The paper probes three principles and four adjusting directions and brings forward two proposes with maneuverability according to practical condition of Hengyang.
