Abstract:In China, urbanisation, industrialisation and increasing population are straining the existing infrastructure facilities, the shortage of which will suffocate economic growth and social development. In order to overcome the ‘bottleneck’, the Chinese government has explored the mechanism of the build–operation–transfer (BOT) model to encourage infrastructure provisions from the private sector. Using the analytic hierarchy process (AHP) technique, this paper constructs a three-level hierarchy for identifying the critical risk factors for water supply BOT projects in China. By comparing the 28 risk factors, the critical risk factors were short-listed and found to include ‘change of taxation policy’, ‘fluctuation of loan interest rate’, ‘variation of water resources price’, ‘fluctuation of foreign exchange rates’, ‘competitors’ and so on. Finally, strategies of risk management were proposed, including risk minimisation, risk transfer, risk allocation and risk retention.

Abstract:BOT projects have been widely used in the development of metropolitan wastewater treatment.During the sewage concession tariff negotiation,both governments and sponsors always neglect risk influence on pricing,and lack appropriate risk allocation between them.In order to solve the problem,nine critical risk factors have been identified which influence sewage concession tariff greatly by using questionnaire analyses.All these risk allocation suggestions have also been put forward,which can be used as references to the determination of the sewage concession tariff and adjustment mechanism.

Abstract:Chinese government actively encourages and guides private capital to enter infrastructure and municipal public utilities sectors. However, risk management of BOT projects is a great challenge for private enterprises when compared with state-owned ones. The study on a sludge treatment BOT project run by a private enterprise shows that there exist risks in coordinating capability with public sectors, payment, project changes, technical innovations and process controls, payments calculation method, etc. Taken into account of risk management theories and characteristics, risk allocation principles and goals, and common weaknesses of private enterprises, the study further reveals the risk management and allocation flaws of private enterprises in political, constructing, operating, marketing, yielding, financial and legal aspects. As a result, some risk management and allocation suggestions are made for private enterprises in developing BOT projects in the future.

Abstract:When the project company and creditor respectively participate in the BOT project 's limited recourse or non-recourse financing through the equity and credit,a model on the BOT project 's revenue allocation is proposed to describe how to distribute the project 's expected revenue between them.Their respective participation constraint is given based on the model,which yields the implementing condition of BOT financing.According to the condition,the risks influencing the project 's optimal credit implementation are divided into both the operational revenue risk and the financing structure risk.By studying the mechanism of their impact on BOT financing implementation,some corresponding countermeasures are obtained to cope with the two kinds of risk.The obtained results not only provide the BOT financing implementation with a theoretical support but also offer some important risk management approaches to the BOT project for the government.

Abstract:The risk allocation of PPP/BOT project is approached by concession. There are two different styles of the agreements related to allocation of risk, to assume the risk by one sector or to share the risk between two sectors. To research why the system is where it is now, this paper sets a hypothesis surveyed from the real world and demonstrates it by a real BOT project. The paper gets a reasonable conclusion of allocation of PPP/BOT project and provides an economic way to allocate the risks in the real world.

Abstract:China is gearing up for the introduction of build-operate-transfer (BOT) contracts on a larger scale to attract significant foreign investments for infrastructure development. Since late 1996, several pilot BOT concessions have been awarded, including the first state approved BOT project, the Laibin B Power Plant. There are thus opportunities for foreign investors. It is important to identify and manage the risk associated with china's bot power projects. An international survey was conducted during late 1997 and early 1998 to seek the views of international professionals. This article discusses the results of that survey and proposes a risk management framework for investing in future BOT power projects in China.

Abstract:This paper extends the build-operate-transfer (BOT) concession model (BOTCcM) to establishing a risk concession model for BOT contract projects. The decision for a concession period is one of the most important decisions in determining a BOT contract. BOTCcM presents an alternative method to assist in determining a concession period that can protect the basic interests of both the investor and the government concerned. However, there is a major limitation in using the model, namely it gives no consideration to the impacts of risks on the estimation of various economic variables in the model. This study, considers the risk impacts to the BOTCcM model and presents all additional risk concession model. This model provides an approach for formulating a concession period to consider the impacts of risks and, at the same time, protect the basic interests of both the investor and the government concerned. A hypothetical case is used to show the procedures of formulating the risk concession period through the assistance of the Monte Carlo simulation method.

Abstract:To meet the large demands for infrastructure and public facilities in the rapid urbanization process, the Chinese government has issued a series of regulations for promoting private investments and participations. Among different applications of private investment, build-transfer (BT) method was widely explored for not-for-profit infrastructure and public facilities. First, private investors finance and build infrastructure and public facilities, indirectly promoting urban area and housing market development. Later, the government acquires land usage fees (LUF) from real estate developers and pays the private investor back using LUF. This BT plus LUF delivery method is an innovative way to solve the dilemma between "development" and "fund shortage" in China. However, the risks, such as long construction period, high investment, and obstacles in land acquisition, make it difficult to implement. This paper attempts to illustrate the mechanism and risk management of this delivery method. An ecological small town located in central China was used as a case study. Based on literature review and characteristics analysis of the case, a list of initial risk factors was proposed. A questionnaire survey was then conducted, and based on that, 28 risk factors were allocated between the government and the private investor, and ranked according to their significance scores. Further, control measurements for the top four government-responsible risk factors were discussed. The results create a systematic risk management framework including risk identification, risk evaluation, and risk response, which can provide a reference for risk management for foreign or domestic investors in China.

Abstract:AbstractDuring the past decades in China, the traditional state monopoly has experienced difficulties in meeting the huge demand for new infrastructure and improvement in service levels, engendering the growth of different forms and degrees of private sector involvement. Since the 1990s, China has started experimenting with the public-private partnership (PPP) delivery method in the water supply sector. However, many problems stemming from unsuccessful risk management have been encountered in PPP applications that have eventually led to project failure. This paper aims to identify and evaluate typical risks associated with PPP projects in the Chinese water supply sector. A literature review, a Delphi survey, and face-to-face interviews were used to achieve these objectives. Finally, a register of 16 critical risk factors (CRFs) of water PPP projects in China was established. Abstract:China is actively investigating ways to introduce project financing, specifically through the build-operate-transfer (BOT) scheme to meet the needs for the country's infrastructure and to be attractive to foreign investors and lenders. The advent of concession agreements, backed by new BOT laws, will be a positive move forward to achieving project-financed infrastructure projects. There are thus opportunities especially in the power sector for foreign investors. However, it is important to identify and manage the unique or critical risks associated with China's BOT projects. This is especially so after policies were introduced in late 1996 when the first state-approved BOT project, the US$650 million 2 × 350 megawatt (MW) coal-fired Laibin B Power Plant (Laibin B), was awarded. They include a competitive tendering process and 100% foreign ownership of the operating company. This paper is based on the findings from an international survey on risk management of BOT projects in developing countries, with emphasis on power projects in China. It discusses specifically the criticality of foreign exchange and revenue risks which include exchange rate and convertibility risk, financial closing risk, dispatch constraint risk and tariff adjustment risk. The measures for mitigating each of these risks are discussed also.

Abstract:The reforms introduced by the International Monetary Fund in Asia will bring about greater transparency in the economies and innovative approaches in procurement of contracts. China has taken new initiatives in build, operate, and transfer (BOT) infrastructure projects. It is, however, important to analyze and manage the unique or critical risks associated with China's BOT projects. This is especially so after new policies were introduced in late 1996 when the first state-approved BOT project, the U.S. $650,000,000 2 x 350 MW coal-fired Laibin B Power Plant (Laibin B), was awarded. These include the competitive rendering process and 100% foreign ownership of the operating company. An international survey on risk management of BOT projects in China was conducted to seek the views of practitioners. The overall objectives of the survey are (1) to identify the unique or critical risks associated with China's BOT projects; (2) to evaluate the effectiveness of measures for mitigating these risks; (3) to examine the key contract clauses used in Laibin B's concession agreement; and (4) to provide a risk management framework for investing in future BOT projects in China. This paper discusses the adequacy of key contract clauses in Laibin B's concession agreement related to the political and force majeure risks in China, from the perspective of foreign developers, lawyers, and lenders. The contract clauses discussed include changes in law, corruption, delay in approval, expropriation, and force majeure. Areas for further improvement in the clauses are suggested.

Abstract:The build‐operate‐transfer (BOT) arrangement is becoming one of the prevailing ways for infrastructure development in China to meet the needs of China's future economic growth and development. Despite tremendous opportunities, the undertaking of infrastructure business in China involves many risks and problems which are mainly caused by China's embryonic legal structure and immature economic market. Further strategies in risk allocation and management are especially important for successful investments in China. Choosing the right path for a BOT project investment is crucial since each project involves different legal rights, different obligations and different risk implications. The present paper describes the structuring and risk allocation, as well as the Government guarantees in a China BOT transport project, the Shanghai Yan'an Donglu Second Tunnel (YD2nd Tunnel). It is also the first BOT project implemented in Shanghai. The project features and the guarantees provided by the Government are described in the present paper.

Abstract:With the development of social economy and the improvement of living standard,the public pay more and more attention to the security of the drinking water.However,the security of the drinking water is confronted with a serious situation in our country.The contradiction between the pollution of drinking water resource and the higher water quality standard for the drinking water is obvious.The development of the urban watersupply system is influenced by socioeconomic development,meanwhile it is related to the force of capital investment and the level of management technique.Water unit is a key factor which affects the security of the urban water supply system.In the paper,analytical hierarchy process(AHP),method of the risk assessment,was used to investigate the various influence factors and influence degree of water quality and quantity in the water unit of the urban water supply system.The results show that the water quality and quantity are in slight risk in the water unit of urban water supply system.

Abstract:Recycled water is becoming one of the indispensable and reliable water resources at present. When it is introduced as an alternative source, risks on human health and the environment become major constraints driving the application and extension of recycled water. The authors examine the sources and associated risks of recycled water and introduce the practical risk control technologies on various end uses. They also review some existing risk assessment models by comparing their strengths and weaknesses toward the good approach of integrated modeling.
