Abstract:Using non-parametric Data Envelopment Analysis and the Malmquist productivity index approach,this paper measures the China Tourism total factor productivity( TTFP) from 2001 to 2009,and analyzes stage and regional differences of total factor productivity of China's tourism through the decomposition of productivity index.Finally,this paper uses convergence theory of economic growth to testconvergence andconvergence of total factor productivity of China 's tourism. Empirical results show that the average annual growth rate of total factor productivity of China's tourism is 12. 7%,Moreover,the average annual growth rate of technical progress and technical efficiency are respectively 6. 7% and 5. 6%. According to the decomposition analysis of national and provincial average TTFP indices,inter-provincial TTFP is in a nation wide growth stage. The TTFP average annual growth rate of the central region is 16. 2%,higher than the national growth rate and also above the growth rates of the eastern and western regions. At the regional level,for technological progress,the annual growth rate of eastern region average is 7. 7%,higher than the national level and the growth rates in the central and western regions. For technological efficiency,the average annual growth rate for the central region is 9. 2%,higher than the national rate and also above the rates of the eastern and western regions. Technical progress is the main source of total factor productivity of China's tourism. Total factor productivity of China's tourism shows significant temporal and spatial differences. At the national level,technological progress is the main source of China's TTFP growth. Regional differences show that the growth rate of the eastern region accumulative TTFP is lower than those in the central and western regions. Technological progress' "growth effect" on the eastern region 's TTFP is quite obvious and technological efficiency is the main source of the TTFP growth for central and western regions at this stage. No significantconvergence and conditionalconvergence exist in total factor productivity of China 's tourism,but unconditionalconvergence exists in total factor productivity of China's tourism. These results imply that total factor productivity of China's tourism gap is gradually narrowing and will converge to the same steady-state equilibrium level eventually. However,because China's tourism industry has not yet reached a mature stage,total factor productivity of China's tourism has not yet found it's right conditionalconvergence path at the present stage.Specific to China's TTFP track record,the following facts serve as the most important reasons for the above conclusions. China 's tourism economy,although it has begun to reach a certain scale after thirty years of development,is still in its infancy,both in the tourist density and in tourism depth,compared with that in the tourism-developed countries. However,it can't be ignored that China TTFP growth acceleration is very obvious.China tourism industry is in a rapid growth phase,and the national and regional tourism development TTFP is far from mature,so it has not yet found an appropriate convergence path. A possible reason is that China tourism is still in a growth path brought by factor accumulation and scale expansion. The efficiency-oriented intensive tourism economy growth model has not yet explained something about the role.
