Abstract:Scientific and orderly rural restructuring in the Northern agro-pastoral area of China is an important path to realize the modernization of agro-pastoral areas and the national rural revitalization. Taking the Inner Mongolia section of the Yellow River Basin， a typical agro-pastoral area as a case， this paper explored the characteristics of rural restructuring and problem areas identification based on the rural development indicators and econometric models. The results show that: （1） Rural development level in all dimensions of the study area had been improved to different degrees from 1990 to 2020. Generally， the level of economic development is higher than the space utilization than the social development during this period. （2） From 1990 to 2020， the county average level of economic restructuring degree in the study area had been first increased and then decreased; while the spatial restructuring degree had been increased continuously; social restructuring degree were relatively low during this period. The spatial distributions of rural comprehensive restructuring degree in the study areas from 1990 to 2020 were higher in the south and east， lower in the north and west. In terms of different dimensions， the spatial differentiation of economic restructuring degree from 1990 to 2020 were relatively slight while the social restructuring degree were relatively great with the characteristics of higher in the south and lower in the north of the study areas; spatial restructuring had the spatial distributions of high degree in the Hetao Plain areas. In addition， the coupling and coordination degree of rural economic-social-spatial restructuring in the study areas from 1990 to 2020 had been first increased and then decreased. During this period， the spatial distributions of coupling and coordination degree were both higher in the east and lower in the west. （3） In this paper， 11 counties in 6 categories are identified as problem areas of rural development and restructuring， which are distributed in the west of the Yellow River and north of Yinshan Mountain in the study area. The problem counties reflect the comprehensive impact produced by the interaction of geographical environment， resource conditions， location and transportation， economic basis， regional policies and other factors， which need to be implemented countermeasures according to the actual situation of the region.
