Abstract:During the 1920s and early 30's,with rapid increase in the number of higher education institutions(HEIs) in China, there appeared a noticeable decrease in their teaching quality.People at that time criticized this situation and proposed some suggestions for solving the problems. Most of them,no matter they were Chinese or foreigners, thought that the major problems with China's higher education were the following: indiscriminate founding of HEIs,imbalanced geographical distribution of HEIs,improper academic departmental structure,as well as inefficiency in education.Other problems include: too many specialized schools, esp.private schools, had been upgraded into universities;the number of liberal arts colleges and arts students far exceeded that of polytechnic institutes and science students;HEIs mostly were located in metropolises such as Peking and Shanghai;moonlighting were very common among faculty, etc. The above-mentioned problems did exist, but those comments on schools' teaching quality were not all true.
