Abstract:Data envelopment analysis (DEA) has recently become a popular method in measuring energy efficiency at the macro-economy level. However, previous studies are limited in that they failed to consider the issues of undesirable outputs and minimisation of energy consumption. Thus, this study considers both factors in measuring Chinese industrial energy efficiency and investigates the maximum energy-saving potential in 28 administrative regions in China. The results show that industries in the east area have the best average energy efficiency for the period 2000–2006, followed by the central area. Further, after comparing the industrial energy overall efficiency, pure technical efficiency (IEPTE), and scale efficiency of the 28 administrative regions examined, the study finds that in most regions of this study, the two main reasons causing the wastage of a large amount of energy during the industrial production process are that the industrial structure of most regions still relies on the massive use of energy in order to support the industrial-based economy and the IEPTE is too low. Based on these findings, this paper correspondingly proposes some policies to improve regional industrial energy efficiency.

Abstract:This article focus on the regional energy intensity difference in china by using a C-D production function with factor endowment.Firstly,we analysis the impact on energy intensity from the factor endowments in Mathematical Methods,and then promote the theoretical proposition:Relatively abundant factor endowment makes relatively inexpensive factor,so as to promote greater use of the factor of the region,and then have an impact on energy intensity in the region;Secondly,using the relevant panel data of china's various regions in 1995—2006,this article tested the impact on the regional energy intensity in china of energy endowment,capital endowment,labor endowments,FDI and the proportion of primary industry,as well as the proportion of secondary industry,with OLS and GMM models respectively.The empirical results confirm the theoretical proposition.The conclusion of this paper has important theoretical and practical significance for the current and future of our country in promoting and implementing energy-saving policy.
A Study on Regional Industrial Energy Intensity: an Empirical Analysis Based on Panel Data Model of Different Provinces in China

Abstract:Energy is a critical basis for sustainable development of China's industries.Decrease in energy intensity of industrial sectors can not only actively optimize the allocation of resources,but also positively improve energy efficiency and industrial productivity.Due to differences in resource endowments,locational capacity,developing level,and culture among different regions,energy intensity and associated influencing factors greatly vary.The authors examined influencing factors and primary features of industrial energy intensity among different regions,which would be beneficial to developing understanding of regional industrial energy intensity and subsequently to making reasonable policies to improve energy efficiency.Using the panel data model based on annual data collected from Yearbook of 30 provinces and municipalities in China from 1998 to 2007,the authors preliminarily investigated factors affecting industrial energy intensity as well as the characteristics of industrial energy intensity in 6 regions of China.Hypothetic factors affecting industrial energy intensity include energy price,energy consumption structure,industrial structure,technology progress,foreign direct investment(FDI) and regional economic developing level.Results showed that such key factors affecting the industrial energy intensity vary to certain degree among the 6 regions,which indicated that the primary features of industrial energy intensity among regions are also different.Therefore,it is suggested that local governments develop energy-saving policies and measures based on specific analyses of the characteristics of industry energy consumption over different regions.Adjustment of the industry structure,technical progress and FDI were found to be major factors which can change the industrial energy intensity significantly in most regions.The transformation of industry structure has a significant impact on energy intensity in the north,east,southwest and northwest of China.The shift to the light industry could reduce the energy intensity of these regions.The progress of technique contributes to the improvement of energy efficiency for the east,southwest and central of China.As such,there is great potential for energy-saving in these regions through developing technologies.FDI has a significant influence on energy intensity for the east,southwest,northwest and central of China.However,the adjustment of energy consumption structure and energy prices only shows significant impact on the industrial energy intensity over the east and northwest of China.Energy consumption structure optimization and energy price increase could reduce the energy intensity effectively for the two regions.The development of economy exhibits a significant impact on reducing the industrial energy intensity for the north and southwest of China as the three factors do not function in regulating and controlling the energy intensity for most regions as they could have been considered.

Abstract:Energy intensity of China is continuously dropping sharply. However, it is greatly different in different regions as a result of many factors. Although many researchers have longitudinally studied the reasons of energy intensity dropping based on time series data, few of mem did a transverse analysis on the factors that lead the difference of energy intensity. Thus, it is difficult to clearly identify the factors. In this paper, we offer a transverse analysis for the characteristics of differences of interregional energy intensities. From a reduction to absurdity view, we present industrial structure as the significant factor in impacting the differences of interregional energy intensities; and study relationships of energy intensity and industrial structure based on correlation analysis, regression analysis, relation analysis of energy intensity and industrial structure's gap, and cluster analysis. Our results show, that each industry's energy efficiency is the main reason that leads the differences of interregional energy intensities. Therefore, we suggest that improving energy efficiency is the most valuable strategy in dropping energy intensity in China.
Regional Energy Intensity Reduction Potential in China: A Non-Parametric Analysis Approach

Abstract:Recently, with increasingly concern on energy and environmental problems, China’s new programs of energy intensity reduction were released in 11th&12th Five-Year-Plan, which results in an urgent need for regional energy intensity reduction potential evaluation. Based upon this recognition, this study mainly focuses on China’s regional energy intensity reduction potential, by employing global data envelopment analysis approach. Moreover, investigating the sources of energy intensity reduction potential change with index decomposition analysis is also one of our targets. The results show that: (1) in the sample period, the energy intensity reduction potential of the western regions is significantly higher than that of central and eastern regions, and the eastern regions have the lowest energy intensity reduction potential. (2) The energy intensity of the eastern regions can be reduced approximately 10–20%, whereas that of the western region can be reduced 30–45%, and that of the whole country can be reduce 25–30% on current basis. (3) According to the sources of energy intensity reduction potential change, it can be found that the energy intensity reduction potential of eastern areas decreased over the sample period. Both the increasing technical efficiency and technical progress contribute to the decline of energy intensity reduction potential. But the western region’s energy intensity reduction potential presents an upward trend during 2000–2011, and the technical regression is the main reason. Therefore, the western regions should pay more attention on optimizing the production technology.

Abstract:Understanding the drivers of energy intensity reduction is of great significance for governments to design targeted energy policies. In this study, the effect of energy-saving research and development activities on energy intensity is carefully investigated by categorising these activities into three types with two purposes. Based on a Chinese provincial dataset for 2000-2016 and the dynamic panel model, the empirical results from the whole sample suggest that energy-saving research and development activities play a significant role in energy intensity reduction. However, research and development activities with different purposes and performers show statistically different effects on energy intensity. The activities conducted by enterprises and with the purpose of pursuing utility, have a greater reduction effect compared to other kinds of activities, suggesting that the utility-type of energy-saving research and development activities of enterprises contribute more to energy intensity reduction. In addition, from an inter-regional perspective, energy-saving research and development activities have differentiated effects in China's Eastern, Central, and Western regions. The empirical results provide insightful energy policies for reducing energy intensity through energy-saving research and development activities, for China's central and local governments. Abstract:In recent years,China is facing a grim situation in energy saving.Therefore,analyzing the statistic characteris--tics of energy intensity in different provinces is very important to ensure energy security and make scientific and effective policy on energy saving and emissions reduction.From the perspective of statistics,the paper studies the difference of energy intensi--ty in different provinces and it decomposes structurally the difference.The results show that from 1997 to 2011,the overall en--ergy intensity differences and regional energy intensity differences are presented a down trend,and the difference of the overall are the main cause.The differences between the area of the decline is more stable.Compared with the difference among the re--gions,the differences of each province the area is bigger,and the shrink speed is faster,which suggests that differences of en--ergy intensity of provinces in each area between is obvious.Finally,the paper puts forward some policy suggestions based on the statistic characteristics of energy intensity differences in the work of energy saving and emission reduction,such as mea--sures for emission reduction policy should be adjust to local conditions,strengthen the cooperation between areas,especially the flow of elements and information,to reduce the overall energy intensity.

Abstract:A large amount of literature on China's energy intensity seldom considers the regional differences of energy intensity inside China and the spatial effects. Based on spatial statistics methods, this paper explores the regional imbalance of China's provincial energy intensity and the spatially correlation of energy intensity among provinces. Using spatial panel data models, this paper finds that GDP per capita, transportation infrastructure, the level of marketization, and scientific and technological input significantly reduce the energy intensity; the ratio of heavy industries to total industries and the ratio of coal consumption to total energy consumption significantly expand the energy intensity; meanwhile, the coefficient of the ratio of export to GDP is not significant. Then, the spillover and convergence of China's regional energy intensity have been tested. The results indicate that the spillover effect between the eastern and western China is remarkable, and there exist absolute β-convergence of provincial energy intensity. Moreover, GDP per capita, transportation infrastructure, the level of marketization and scientific & technological input are conducive to conditional convergence after the spatial effects are controlled. According to the empirical results, this paper proposes some policy suggestions on reducing China's energy intensity.

Abstract:China faces growing environmental problems as rapid economic growth comes at the cost of excessive resource consumption. Sustainable development can only be realized by reducing energy intensity. Although some general factors that influence energy intensity have been described, less information is available to compare energy intensity in different regions. Here we use existing literature to assess the effects of three internal factors (economic structure, energy consumption structure, and technological progress) on energy intensity in three regions of China. We use panel data from 2000 to 2009 and find that the effects of each factor differ in each region. We further differentiate these effects by decomposing technological progress into three parts using the DEA-Malmquist approach. We find three components of technological change have completely different effects in each region. Furthermore, these findings are applied to propose relevant suggestions to reduce energy intensity in different regions of China.

Abstract:Energy intensity is a measure of the energy efficiency of the regional economy.Energy intensity of western regions is higher than that of east regions.For example,energy intensity of Guangdong province is 0.77t Standard coal /104 yuan,but that of Shaanxi province is 1.43t Standard coal /104 yuan in 2006.The excessively high energy intensity in western regions has the negative effect on the economic growth.Chinese government has recently set a target of reducing energy consumption intensity by 20% during the Eleventh Five-Year-Plan period(2006-2010).Thus,it is significant to research into the regional difference of energy intensity of China.There are two factors which affect regional energy intensity: regional industrial structure and regional sector energy efficiency.Based on complete decomposition mode,this paper divides the difference of regional energy intensity into regional industrial structure share and regional sector energy efficiency share between Shaanxi and Guangdong province from 1997 to 2006.The results indicate that regional sector energy efficiency is the major factor of regional difference of energy intensity between Shaanxi and Guangdong province.Therefore,in order to achieve the goal,a series of measures should be taken to reduce the energy intensity of Shaanxi province.Firstly,research into energy conservation technology should be promoted,and the reasonable energy price system should be established.Secondly,the industrial structure of Shaanxi province should be adjusted reasonably.
Impact Factors and Spatial Correlation of China＇s Provincial Energy Intensity

Abstract:In the literature,discussion on issues of China＇s energy intensity rarely considers significant regional differences in energy intensity and its spatial linkage.Based on spatial statistical methods,i.e.,Globe Moran＇s I index,local Moran index,and Moran＇s scatter plot,this study investigated the distribution of China＇s regional energy intensity,and revealed that China＇s regional energy intensity is apparently correlated in space,and has a block clustering feature in eastern and western regions.Then,the author estimated the influential factors of China＇s 30-provincial energy intensity.Unlike the previous work associated with the influential factors of energy intensity which seems to fall short of examining the spatial correlation,this study used spatial panel data models.By regression analysis,it was found that transportation infrastructure,the level of marketization and scientific technological input have a significant negative impact on energy intensity.The scale of the heavy industry and level of energy abundance have a significant positive impact on energy intensity.The absolute value of the coefficient is great.This indicates that the allocation of China＇s energy supply and demand has not been optimized across the country.However,the regress coefficient of foreign trade and FDI is not significant,which indicates that with the development of foreign trade and FDI,manufacturing of some high-energy products are gradually shifting to China.This has offset the improvement of energy efficiency due to foreign trade and FDI to a great extent.Finally,the spillover and convergence of China＇s regional energy intensity have been tested in this paper.Results show that there is a significant cross-regional spillover effect of energy intensity between the eastern and western regions.Also,there is a β-convergence.After controlling the spatial effects,the improvement of infrastructure and level of marketization and scientific technological input is conducive to conditional convergence.This indicates that the provincial disparity of energy intensity is gradually shrinking.This trend has a close link with labor-intensive industries＇ shift from eastern to western regions,the narrowing of the regional technological gap,the improvement of transportation,and the weakness of local protectionism.According to the empirical results,this paper gives some recommendations for reducing China＇s energy intensity,including changing the performance evaluation of officials so as to narrow China＇s regional gap of energy intensity,promoting the formation of a unified nationwide mechanism for optimal allocation of energy and breaking the local protectionism of the energy field,improving infrastructure,as well as increasing scientific technological inputs.
Enlarging Regional Disparities in Energy Intensity Within China

Abstract:Abstract As energy saving and emission reduction become a global action, the disparity in energy intensity between different regions is a new rising problem that stems a country's or region's energy‐saving potential. Here we collect China's provincial panel data (1995–2017) of primary and final energy consumption to evaluate China's unequal and polarized regional pattern in energy intensity, decompose the inequality index into contributing components, and investigate possible driving factors behind the unequal pattern both regionally and structurally, for the first time. The results show that China's interprovince disparities in energy intensity increase and are exacerbated by the enlarging disparities in energy intensity between the least developed and most developed regions of China. The causes for this phenomenon are as follows: (i) rather loose regulatory measures on mitigating coal consumption; (ii) inferior energy processing technology in areas specializing in energy‐intensive industries; (iii) increasing interregional energy fluxes embodied in trade; and (iv) separate jurisdictions at provincial administrative levels. These factors can synthetically result in unintended spillover to areas with inferior green technologies, suggesting an increasingly uneven distribution of energy‐intensive and carbon‐intensive industries and usage of clean energy. The results reveal the necessities of regional coordination and cooperation to achieve a green economy.
China's Regional Disparities in Energy Consumption: an Input–output Analysis

Abstract:While most of previous studies on China's energy conservation took the huge country as a whole, this manuscript revealed the obvious regional disparities in energy consumption of China's 30 provinces. Based on a hybrid energy input–output model, the total energy consumption of different regions was decomposed and compared using three measurements of embodied energy in inter-regional trade: 1) only considered inter-regional energy trade; 2) considered embodied energy in flow-out of final goods and services; 3) considered embodied energy in flow-in of final goods and services. Based on the second and third measurements, the 30 regions were categorized into four groups by their energy intensity and per capita GDP (gross domestic production). Common characteristics of decomposed regional energy intensity are discussed, and policy implication for regional energy conservation is provided. For developed regions with low energy intensities, such as Shanghai, energy conservation should focus on promoting low energy-consuming life style. For under-developed regions with low energy intensities, such as Guangxi, economic development is more urgent than energy conservation. For developing and energy absorbing regions, improving energy efficiency in industries is significant. For developing and energy exporting regions, transforming primary energy into high value-added products would be beneficial for economic development and energy conservation.
Total-factor Electric Efficiency Measurement and Decomposition Based on Provincial Panel Data

Abstract:To provide references for making policy of conserving energy and reducing emissions,the paper mainly studied the regional total-factor electric efficiency in China and its driving factors,and discussed the relationship between total-factor electric efficiency and economic growth.This paper proposed an evaluation model to measure total factor electric efficiency by using data envelop analysis.Based on the Malmquis index,a decomposition model of the total factor electric efficiency was conducted to identify the driving forces for electric efficiency enhancement.This paper used the dynamic panel model,which was estimated by general method of moment,to investigate the relationship between total factor electric efficiency and regional economic growth.The sample data spans 14 years from 1995 to 2008.The empirical results indicate that the total factor electric efficiency of developed region is higher than that of developing region.Moreover,the estimated results of the dynamic panel model indicate that there is a significant positive correlation relationship exists between total-factor electric efficiency and regional gross domestic product per capita,while a negative correlation relationship exists between total-factor electric efficiency and industrial structure.The results of the total-factor electric efficiency decomposition model demonstrate that all provinces but Hunan has improved their technical level,which is the main driver to improve the total factor electric efficiency.Therefore technical progress and industrial restructuring are main contributors to improve the total factor electric efficiency in China.
Differences among Influencing Factors of China’s Provincial Energy Intensity: Empirical Analysis from a Geographically Weighted Regression Model

Abstract:China has the highest level of energy consumption in the world with comparatively low-level energy efficiency. Moreover, energy intensity varies greatly in the different provinces. It is necessary to find out the differences of influencing factors in various provinces in order to improve energy utilization while reducing the energy efficiency lags. Based on the panel data from 1995-2017, this paper investigates the driving factors of energy intensity through the spatial Durbin model. Then, in consideration of the inconsistency of the explanatory variables in different regions, the GWR model was established. The empirical results show that six factors have different impacts on local and surrounding areas in general. And the impact of six factors changed in research years as it was shown to be very different through the spatial distribution map. 30 provinces were finally divided into 7 groups according to various key impacts. Consequently, the government should take the differences of impacts in various provinces into account to formulate policies in reducing energy intensity.
Spatial distribution characteristics and convergence of China's regional energy intensity: An industrial transfer perspective

Abstract:<p>With the economic transformation and regional economic restructuring of China, there is a significant inter-regional transfer trend of industries among the eastern, central, western and northeastern regions. The industrial transfer is able to change the spatial distribution of regional energy intensity by affecting the regional industrial structure, thus impacting the convergence of energy intensity. This paper established a spatial Durbin panel model, and used the relevant data of thirty administrative regions of China from 2004 to 2017 to empirically study the impacts of industrial transfer on regional energy intensity. The results showed that: (1) As a whole, the energy intensity of China's regions was low in the southeast region and high in the northwest region, and there was a significant positive spatial autocorrelation among the energy intensity of different regions. (2) There was <em>β</em>-convergence in the regional energy intensity. It indicated that, on the one hand, the differences in the energy intensity of China's different regions were being gradually narrowed; on the other hand, the energy intensity of each region would converge to its own steady state. (3) The industrial transfer and economic development could promote the convergence of the regional energy intensity.</p>

Analysis of regional difference decomposition of changes in energy consumption in China during 1995–2015

Abstract:With the increase in energy consumption in China, the influential factors and contributions to such increase have received more attention. In this paper, the decomposition of energy consumption and energy intensity in China from 1995 to 2015 was conducted by using a complete decomposition model. This study focuses on regional difference, which is not in line with the existing studies. The decomposition results indicate that the economic growth has a significant driving effect on the energy consumption, while the energy intensity effect reduces the growth of the total energy consumption. The structural effect plays a negative role but has less effect on the growth of the energy consumption. The contribution rate on the growth of the energy consumption in the eastern region gradually decreases. However, in the western region it grows fast and even exceeds that of the eastern region to become the highest energy consumption area in China in 2010–2015. The energy intensity declines substantially in China. It is mainly due to the improvement of regional energy efficiency and negligible contribution from the structural effect. In conclusion, the energy consumption and energy intensity in China follow different forms in different regions. Therefore, the application of differentiated regional energy policies is preferable over a single national energy policy.

Abstract:With the panel data of main Chinese 210 prefecture-level cities in 1995—2006,this paper measured Total Factor Energy Efficiency using CRS-DEA model and described the features of regional differences.The results shows changing trends of urban energy efficiency displayed 4 inverted U characteristics,a widening gap occurred in 2000 between cities.Low efficiency and high input cities will be the focus of energy-saving.Finally,We use Tobit model to regress energy efficiency and resource endowment,temperature,industrial structure,technological and variety of policy factors,the results indicate that different factors should be treated differently in different situations.
The Driving Forces of the Change in China'S Energy Intensity: an Empirical Research Using Dea-Malmquist and Spatial Panel Estimations

Abstract:Energy shortage and environmental degradation have become significant hurdles for China's sustainable development nowadays. One of the most efficient and effective ways to ease energy shortage is to sufficiently reduce energy intensity. In the extant literature on the influential factors of China's energy intensity, the regional imbalance and spatial spillover effects were basically ignored, which may yield to biased and unreasonable results. As a result, in this paper, the driving forces of China's provincial energy intensity were for the first time investigated by combining the Data Envelopment Analysis (DEA)-Malmquist and spatial panel approaches for the period between 2000 and 2014. The results indicate that technological progress plays a dominant role in decreasing China's overall energy intensity. In both the Eastern and Central regions, the technological progress and its components can decrease energy intensity, while this effect doesnot significantly exist in the Western region. Rapid industrialization should be responsible for China's currently high energy intensity, while energy price hiking is conducive to the decrease in energy intensity. Moreover, there is also clear evidence that these factors influence on energy intensity partly through the spatial spillover effects.
The Relative Efficiency of the Key Energy Used Industries among Different Regions and its Effect on Energy Intensity in China

Abstract:The inter-regional relative efficiency of the key energy used industries, including ferrous metal smelting and pressing industry, non-ferrous metal smelting and pressing industry, the chemical industry and non-metallic mineral products industry, are analyzed by the nonparametric econometric methods-Data Envelopment Analysis. Then the total effect of the relative efficiency on the energy intensity (the energy consumption per GDP yuan) is analyzed. The main conclusions are as follows: the relative efficiency of the key energy consumption industry has significant impact on the total energy intensity in China; the regions with much lower efficiency or with big production scale have more effects on the total energy intensity of China.
