Abstract:In the process of higher education popularization,the development of higher education in our country is not balanced,which is harmful for future development. After the goal of higher education popularization is achieved,we should explore the unbalanced development tendency of higher education in China,starting with the gross enrollment rate of higher education. We should also adjust according to the law to accomplish the transformation of China's higher education popularization from "quantity" to "quality". In this paper,the model life tables are used to predict the college-age population (aged 18 to 22 years old) in the next 15 years in the country's different areas. Thus,the gross enrollment rate is calculated for the next 15 years,and the trend of internal geographical structure differences in higher education popularization is analyzed. The purpose is to find out how to adjust the internal structure in the development of higher education popularization.

Abstract:China's higher education financial input has been growing constantly in recent years, since the strategic importance of higher education has been increasing, the inform of the higher education investment system has been deepening. However, due to the higher education massification, and the rapid increase of student numbers, the financial input into China's higher education is still deficient. This essay is a correlation analysis of China's higher education funding, GDP growing and population increase in regular higher education institutions between 1991 and 2002. With the help of SPSS, a forecasting linear model involving the three factors are constructed, and proved to be effective and reliable for the prediction of China's financial input into higher education in the future ten years. It is also found that China is still facing the challenge of raising funds for its higher education development.

Abstract:The crux of this thesis is the interaction between tradition and modernity in respect of Chinese higher education as it is being pushed to the forefront of development in the most rapidly growing economy in the world. The earlier chapters illustrate certain fundamental traits and contexts that provide enduring features of the story. These include a necessary understanding of the temporal and spatial parameters which are both of massive scale, itself both a problem and an asset. Through such contextual discussion it is possible to illustrate the longstanding relationship between Chinese higher education and sustainable development. For example the Mandarin civil service examination may appear elitist and archaic but in fact was meritocratic and thereby created a network of local schooling to sustain itself. The main research design is an embedded case study of the Chinese higher education system with multiple regional and institutional cases. The design employs both historical research and field research, both of which involve documentary and empirical data. The bulk of the thesis explores the four interconnected themes of: higher education expansion; aspiration to world-class university status; university entrepreneurialism; and university-region engagement, and their interaction with China's social and economic development. This part is concerned with the way in which in the contemporary China of creative tension between the contribution of strong central authority and the release of market forces, the universities of China have become engines of development. This has been achieved through dynamic ecological relationships with local, regional and national scales of political economy. Both the nation and its universities have succeeded to date in absorbing the best of the Western academic and technological advances into a form of political and spatial hierarchies that provide systematic structures for sustainable development. It may remain an open question as to how long this creative tension can be maintained. Chinese universities are under increasing pressure to advance with the global market place as well. But so far the bedrock of an enduring meritocracy operating within a coherent social tradition and stable political situation appears to be enabling higher education to play a key role in the social and economic development of the nation.

Abstract:Eased financial constraints led to more attention on structural issues such as equity and efficiency in education finance in China.This study examined the mobilization,distribution and utilization of Chinese education funds by ratios and structure based on a historical and international comparison approach.Finding that: a) with the increase of government allocation to education,China education is becoming more dependent on public finance,but further trends remain unclear.b) The proportion of primary education in total education funds is rising in the recent future while eventually,secondary and higher education will account for more in a longer run.c) Unit cost of education will continue its increase in all three levels,but as a percentage of GDP per capita,unit cost of higher education is going down.d) The proportion of personnel expenditure in education funding,which is declining,can be used as an indicator of degree of financial adequacy in education.

Abstract:Against the backdrop of the increasing disparity between the expansion of higher education and the shrinking of government funds,various countries have begun to adjust their allocation models to cope with the issue of low efficiency of the institutions of higher learning.China is now facing the same problem as a result of the university enrolment expansion in recent years.In view of the specific difficulties such as huge demand pressure,rapid expansion,sub-standard quality,inadequate input,the objectivesof China's reform in this regard are as follows:draw on good experience of other countries,improve the fairness,transparency,competitiveness,efficiency in the allocation management process in a scientific manner.Also the allocation mechanism should adopt the model of the government,intermediary and schools in coordination and the allocation procedure should change from the one module of unified quotas plus subsidy to a double module of formula plus contract.

Abstract:During the 1920s and early 30's,with rapid increase in the number of higher education institutions(HEIs) in China,there appeared a noticeable decrease in their teaching quality.People at that time criticized this situation and proposed some suggestions for solving the problems.Most of them,no matter they were Chinese or foreigners,thought that the major problems with China's higher education were the following: indiscriminate founding of HEIs,imbalanced geographical distribution of HEIs,improper academic departmental structure,as well as inefficiency in education.Other problems include: too many specialized schools,esp.private schools,had been upgraded into universities;the number of liberal arts colleges and arts students far exceeded that of polytechnic institutes and science students;HEIs mostly were located in metropolises such as Peking and Shanghai;moonlighting were very common among faculty,etc.The above-mentioned problems did exist,but those comments on schools' teaching quality were not all true.

Abstract:In the time of mass higher education, besides moderately expanding education scale, it’s crucial to optimize the academic subjects and level structures of higher education organizations. In China, higher education has just been transmitted from Elite Education to Mass Education and it’s now in the crucial period of strategic adjustment. Higher vocational education should be deeply developed to be a strategic priority of higher education development in China. Only with the two systems of both regular higher education and higher vocational education being set up, which is mutually independent, related and exchanged, can higher vocational education be kept as a main body of higher education. Government macro control, flexible market adjustment, and self-control of higher education organizations will be the strategic measures to realize its structure adjustment.

Abstract:The development of the higher education system in China has experienced huge changes alongside the transitions in the socio-economic milieu since the establishment of the People’s Republic of China in 1949. Among the major structural transformations of higher education, the reform during the 1950s and the one from 1998 to 2009 can be seen as two typical cases and manifestations of macro strategy modulation. Both reforms were driven by the need of strengthening and empowering the nation as a whole through the advancement of higher education. But the 1950s reforms featured the perpetuation of state control, highly centralized resource allocation, and authoritarian administration, while the 1998–2009 period reflected the transition from a planned to a market economy in higher education, manifested in an increased weight given to market forces, the enlarged autonomy of higher education institutions (HEIs) and expanded government guidance instead of mere state control. The paper will take the two periods as cases to show why and how the reforms were formulated and what directions they are leading towards.

Abstract:Taking China's higher education policy as the research object, this paper conducts a comprehensive and in-depth research on the historical evolution of China's higher education policy, current policy analysis, policy effect evaluation and challenges and countermeasures by using the historical analysis method, policy analysis method and effect evaluation method. The study found that China's higher education policy has experienced three stages of historical evolution before the reform and opening up, since the reform and opening up to the end of the 20th century, and from the beginning of the 21st century to the present, and the policies at each stage have had an important impact on the development of higher education. Currently, China's higher education policy has achieved remarkable results in terms of macro management, micro operation and characteristic development, but it still faces problems such as uneven distribution of educational resources and equity and opportunity in higher education. In response to these problems, this paper puts forward a series of countermeasure suggestions to optimise the higher education policy system and strengthen policy implementation and evaluation. In the future, China's higher education policy should focus on innovation and reform to promote the sustainable and healthy development of higher education.

Abstract:The development of higher education in China and the United States has garnered global attention, given their influential positions in the international arena. This paper examines the disparities in higher education policies between the two countries, considering their political, economic, and cultural differences. While China and the U.S. share common objectives and approaches in higher education, notable distinctions arise in terms of technological advancements and intellectual property protection. These variations are particularly evident in policies pertaining to talent cultivation, science and technology innovation, and financial support for higher education. These disparities can be attributed to the unique societal, economic, and socio-cultural contexts of each country. To enhance China’s higher education policy framework, this article proposes three key areas for optimization and supplementation: university competition policy, talent cultivation and attraction policy, and higher education focus development policy. By strengthening the interconnection between higher education and practical applications in society, these proposed enhancements aim to bolster the overall effectiveness and relevance of China’s higher education system.

Abstract:Expanding college enrollment in recent years has alleviated the bottleneck of higher education in China. However, many other problems are emerging such as some students from poor family cannot afford high tuition; some college graduates are difficult to find a good job, and quality of education is deteriorating in some universities. Those problems caused more by the unreformed traditional central planned education system than the expansion of universities. Enrollment rate of the tertiary education is still lower in China compared with many countries in the same stage of development. Paying for children's higher education is still one of the best investment decisions for the most families. College expansion also provided more opportunities for rural youth. To address affordability of the poor family, it should reform current equal subsidy system and let students form the poor families get more subsidies. Continuous reform is the only way to address all those problems in the higher education.
