Residents' Awareness and Willingness to Pay for Preserving Cultivated Land in Wuhan

Abstract:Cultivated land provides not only rice,woods and vegetables but also different non-market commodities with characteristics of externalities or public goods.For example,it provides a variety of important environmental and social services including climate adjust,wildlife habitat,waste treatment,recreational opportunities,food security and so on.So it is very important to evaluate the non-market value of cultivated land resources according to residents' awareness and willingness to pay for preserving cultivated land.On the one hand,it can not only provide the service for rural-urban land decision-making but also delay the decrease of cultivated land.On the other hand,it can reinforce and perfect the content of agricultural land grade,providing the important function for agricultural land management.In this paper,using the contingent valuation method(CVM) and according to the result of statistical analysis of 471 effectual questionnaires,the writers evaluate the non-market value of agricultural land in Wuhan,and several conclusions can be drawn.Firstly,it is showed that the residents have knowing the non-market value of cultivated land with the increasing of agricultural land protection cognitions in Wuhan,almost 83.65% of respondents have willingness to pay for preserving cultivated land.Secondly,according to the residents' willingness to pay for protecting local cultivated land,the total value of residents` willingness to protect cultivated land reaches 9.67×108RMB Yuan per year,cultivated land's non-market value is almost 59 171 RMB Yuan per hectare in Wuhan.Nowadays,the area of cultivated land in Wuhan is 361 632.29 hectares,its total non-market value is 213.98×108 RMB Yuan,and it is an important part of cultivated land value.
