Abstract:Based on the overall plan of constructing ecologic county in Kaihua , Zhejiang , and its strategy of developing Kaihua with ecologic construction , an analysis of natural resources , economic layout and industry structure is conducted .With the principles of industry economy and rules of evolution of industry structures in the order of secondary-primary-tertiary , secondary-tertiary-primary and tertiary-secondary-primary , and on the basis of the tertiary industry embodying the highly industrialized structure and economic modernization , the actuality and development of the tertiary industry in Zhejiang is discussed .The result shows that it is practical to choose forest tourism as one of most important industries in Kaihua .In line with the characteristics of forest tourism and actuality of Kaihua , suggestions on how to develop forest tourism in Kaihua are put forward .[ Ch , 3 tab .9 ref .]

Abstract:This paper uses Malmquist index to measure Total Factor Productivity,Technique Efficiency and Technology Change of 19 two digit industries in 30 provinces.The results reveal that the impact of specialization and diversity on productivities doesn't take on consistent pattern in both traditional industry and high-tech industries.We mainly find that specialization makes more contribution to improvement of Technique Efficiency rather than that of Technology Change,and diversity can promote the productivities of some industries but has no special relation with the character of industries,in the end the competition and FDI effect seems both to be insignificant.

Abstract:Technology upgrading and the surge of transnational corporations and the rise of other factors propelled the world’s intra-product labor division and trade development.Compared with inter-product trade,intra-product trade better utilizes the comparative advantage of each country or region and the value-adding strength of the various links on the product value chain differs tremendously.China’s intra-product trade is heavily characterized by processing trade which is at the lower-end of the value chain with less value-adding capability.Besides,China’s intra-product trade is principally supported by foreign capital and thus there is a high risk of market substitution.Given this,we must mange a transition from static comparative advantage to dynamic comparative advantage,materializing an increase in the value-adding strength of the intra-product value chain.By referring to the status quo of China’s intra-product trade,this paper suggests that China should place emphasis on developing its semi-finished product industry as a countermeasure to neutralize the disadvantage that may be possibly brought about by intra-product trade.

Abstract:By a comparative analysis on the software industries in US, India, Japan, Israel, Ireland, and China, in combination with an empirical study on software industry in Hangzhou area, this paper discusses some essential issues in the development of China software industry. It is pointed out that China software industry are facing the problems of relative small scale and low productivity, therefore an important policy direction is promoting the clustering growth and economies of scale in China software industry. At the same time, China software industry should adopt the dual industry policy, i.e., focus in local market while export oriented. In this process, governmental authorities should not directly apply the experiences from manufacturing industry development to software industry. These experiences should be adjusted to suit the characteristics and requirements of software industry.

Abstract:The tertiary industry has become the main driving force for China's economic development, and the adjustment and optimization of its structure are important prerequisites for achieving high-quality economic development. Existing studies have mostly focused on the spatial layout and influencing factors of the tertiary industry, with insufficient exploration of its internal structure. In this study, the PRD urban agglomeration is selected as the study area. On the basis of classifying the tertiary industry, the Dagum Gini coefficient, kernel density estimation, and local spatial autocorrelation are used to explore the spatial differentiation of various tertiary industries. The influencing factors are analyzed using geographical detectors, and suggestions for future development strategies are proposed. The results show that in terms of regional differentiation, the agglomeration of various tertiary industries in Guangzhou and Shenzhen is the most significant, but there is insufficient spillover to surrounding cities. In terms of development structure, the level of agglomeration of the consumptive tertiary industry is higher, the public tertiary industry tends to be more evenly distributed, and the productive tertiary industry is relatively dispersed. In terms of influencing factors, the interaction between population and employment dominates the spatial differentiation and evolution of the tertiary industry in the PRD urban agglomeration. Therefore, in the future, the tertiary industry in PRD urban agglomeration should promote the optimization of industrial structure and regional coordinated development under the guidance of the government.

Abstract:Accompanying with Chinese trade volume increasing,there are continuous trade conflicts between China and her partners.The main reason is that Chinese firms export their products based on comparative advantage theory,and utilizing her cheap labor resources.In this paper we try to prove that the trade advantage based on comparative advantage theory is a kind of "points & lines" advantage,and it gets trouble in China.The advantage based on National Competition Theory is a kind of "cubic" advantage,but it needs long term accumulation.Right now,China needs to establish her advantage based on the intra-industry trade theory to bridge the "points & lines" and "cubic" advantage as a ladder.

Abstract:Concept of tea industrial cluster and characteristics of tea industrial cluster development in China were discussed. There were several stages in the development of China tea industrial cluster, during which mechanisms of spontaneous formation and exogenous formation coexisted. The tea industrial cluster expanded from the primary industry sector to the secondary industry sector and the service sector. Proposals for intensifying support systems to further the development of tea industrial cluster in China were put forward.

Abstract:Under the pressure that the environmental carrying capacity is close to the limit and the decrease of marginal benefit of traditional factor input,the green transformation and development of Chinese industry relying on technological innovation has become an important direction for future development.However,the characteristics and heterogeneity of various types of industries make different ways of technological innovation to show different effects.How to choose effective technological innovation according to industrial characteristics is a key problem to further study industry green development driven by technological innovation.In this paper,SBMDDF method is used to calculate the whole green factor productivity of 32 industrial sectors in China,and the effect of independent innovation,technology introduction and government support on the green industry transformation is analyzed based on industry heterogeneity.After taking into account energy output and undesirable output of pollutant emissions,this study finds that green total factor productivity among the industry has showed significant green differences.The green total factor productivity of traditional industrial sector with high input,high pollution and high energy consumption is significantly lower than the industries with apparent green characteristics.The green total factor productivity of green smokeless industries such as comprehensive utilization of waste resources,culture and education,sports and recreational products manufacturing industries as well as special equipment manufacturing,pharmaceutical manufacturing and other technology-intensive industries are in the top.The year 2009 is an important period of industrial green transition in China.In the choice of technological innovation method,independent innovation and government support are the key ways to realize the green transformation of resource-intensive industries.For the labor-intensive industry,the introduction of technology is the best way to realize green transformation.For the technology-intensive industry,independent innovation is still the primary driving force to promote the industry to achieve green development.In addition,China's current environmental regulation has taken the lead to play a role in the innovation compensation effect of resource-intensive industry.The improvement of overall size of the industry and industrial concentration is also conducive to the green transformation of industrial sectors.

Abstract:Drawing upon output, employment, consumption and trade data, this article examines whether there is an economic tertiarization trend in China 's economy and evaluates the common factors driving current trends. It shows that the tertiarization trend is evident for the overall economy and most regions in terms of the service nominal value-added ratio and service employment and consumption. However, the tertiarization trend is not significant in terms of the service real value-added ratio, and there is even some concurrent "detertiarization" because of the decreasing proportion of services in imports and exports. Indeed, China's tertiarization trend is far behind its industrialization trend. The rise in the relative prices of services explains the rising proportion of household service consumption expenditure and further illuminates why the service real value-added ratio has not grown. The main cause for the growing percentage of service employment is the lag in service labor productivity growth in interaction with the price inelasticity of service demand. "Cost disease" has appeared in service consumption.

Abstract:The paper analyzes Chinese industry regional specialization which apply the hover specialization index and krugman specialization index,and the location and agglomeration of manufacturing industries from 1989 to 2005.The paper makes some main conclusions: the degree of Chinese industry specialization has increased over time;there is a growing production disparity between the provinces and a increasing differently from the national structure.which show that as reformation of Chinese market economy,market mechanism makes an increasing importance part on the process of resource collocation,and different regions develop manufacturing industries in term of their advantage.

Abstract:For the whole China and most regions,the tertiarization trend is prominent in terms of service nominal value-added,employment and consumption,on the contrary,which is distinct change in terms of service real value-added and the relative proportion of service import and export.The main cause for the increase of service employment proportion is the stagnant labor productivity growth in services.All the factors contribute to the "cost disease" in service consumption.For each region,the service real value-added proportion converges more rapid than service employment.The urban service consumption expenditure converges more quickly than the rural and the convergence speed in industrialization is faster than that in the tertiarization.

Abstract:This paper attempts to evaluate the transformation and upgrading (T&U) levels of the three industries in 11 prefectures of Zhejiang Province, China, since 2016. Taking the provincial T&U levels of the three industries as the benchmark, the three industries in each prefecture were analyzed by shift-share method (SSM). The main results are as follows: In terms of primary industry, none of the 11 prefectures had structural advantage (structural shifts 0); in terms of secondary industry, none of the 11 prefectures had structural advantage (structural shifts 0); in terms of tertiary industry, all of the 11 prefectures had structural advantage (structural shifts > 0), and 6 had regional competitiveness (competitiveness shifts > 0); Shaoxing was competitive in all three industries, ranking the first in the competitiveness of every industry; Huzhou, Quzhou, and Jinhua were not competitive in tertiary industry. The research provides a new yardstick of industrial T&U level and lays the decision-making basis for local governments in Zhejiang to formulate industrial T&U policies.

Abstract:This paper analyzes the development of a country’s infant industry in an intertemporal model. Under the assumption of technology, the optimal growth path has been derived. Upon this path, this paper presents that: 1. If there is a positive correlation between the scale and the technical progress of the infant industry, the home country would benefit from the development infant industry; Whether infant products produced totally or partially by home country relies on the relative technical difference between the home country and other countries, independents of the country’s consumptions and the absolute technical difference; 2. In the development of infant industry, the function of government is determined by the industry’s technical progress elasticity on the industry scale and the characteristics of the industry technical progress spillover.

Foreign Direct Investment and the Development of Zhejiang’s Industrial Economy: An Empirical Analysis

Abstract:This paper analyzes the characteristics of the development of Zhejiang’s industrial economy, specifically for three GDP sectors (primary, secondary and tertiary sectors, or the 1st industry, the 2nd industry, and the 3rd industry) during the period of 1983—2004. The result of the analysis indicates that the industrial structures in Zhejiang are a typical form of ″2-3-1″, and changed from the first phase of semi-industrialization in 1983 to the mature phase of semi-industrialization in 2004. However, the growth of Zhejiang’s three industrial economies was unbalanced. The paper also analyzes the foreign direct investment(FDI)in Zhejiang during the period of 1983—2004. It demonstrates that the distribution of FDI among Zhejiang’s three GDP sectors were seriously unbalanced. The FDI in the 2nd sector occupied an absolutely dominant position (81%), the FDI in the 3rd sector was small (18%) while the FDI in the 1st sector was extremely small (less than 1%).Using time series and panel data in the period of 1983—2004, this paper estimates the short-term and long-term effects of FDI in three GDP sectors in Zhejiang province. It demonstrates that FDI growth had a significant effect on all three sectors’ growth in both the short-term and long-term. In the short term, FDI has had a positive and significant need-pull effect on Zhejiang’s all three sectors. The effect of FDI was the largest on the growth of the 3rd sector, second on the growth of the 1st sector, and the smallest on the growth of the 2nd sector. In the long term, the spillover effect of the prior two-year FDI has been positive and significant to Zhejiang’s all three sectors. Surprisingly, the impact of the prior two-year FDI of either the 1st sector or 3rd sector has been larger than that of the 2nd sector. It concludes that the unbalanced industrial structures in Zhejiang Province were worsened by both the serious unbalanced FDI distribution among Zhejiang’s three GDP sectors and the unbalanced effects of FDI of Zhejiang’s three GDP sectors.In order to better utilize FDI to upgrade Zhejiang’s industrial structures, and to realize a smooth and sustainable development of Zhejiang’s industrial economy, this paper has the following suggestions:(1)to carry forward China’s opening-up policy, and to fully utilize the government role to influence the distribution of FDI in three GDP sectors, while further adopting preferential financial and tax policies toward the 1st sector (agriculture) and the 3rd sector (services); (2)to enhance the government support to foreign investors who invest in Zhejiang high-tech industry, so as to transform Zhejiang’s industry economy from the labor-intensive industry to capital-intensive and technology-intensive industry; and(3)to enhance the government monitoring on foreign investment in order to improve the quality of foreign investment, as well as to strengthen the service systems for foreign investments to meet the challenge in a ″late transition-period″ after entering the WTO.
Path Selection and Optimization of Chinese Manufacturing Industry Participating in Global Value Chain Reconstruction

Abstract:This paper focuses on the path of China's participation in global value chain reconstruction and concludes three ways to reconstruct the global value chain: embedding in the global value chain, reconstructing the national value chain, and leading the regional value chain. Based on the value-added accounting system and the latest statistics of the TiVA database, we construct an index system for the path selection of global value chain reconstruction and put forward a more suitable path for different manufacturing industries in China. According to the VRCA index and ranking of each type of manufacturing industry, our study concludes that: transportation equipment manufacturing tends to embed in global value chains; textiles, clothing, leather, and related manufacturing; wood products, paper products, and printing; chemical and non-metallic mineral products; base metals and metal products; computer, electronic, and electrical equipment manufacturing; machinery and equipment manufacturing; and other manufacturing industries tend to dominate the regional value chains; and food and beverage manufacturing and tobacco industries tend to restructure national value chains. Finally, our paper gives suggestions and prospects for path upgrading; promoting the integrated development of e-commerce and the manufacturing industry can enhance the competitive advantages of China's manufacturing industry and achieve path upgrading and optimization. Furthermore, the two-way nesting of the "Belt and Road" regional value chain and global value chain can help China's manufacturing industry eliminate the dilemma of low-end lock-in and upgrade from the original low-end dependent embedding mode to the middle high-end hub embedding mode.
