Abstract:There has been growing concern on the impact of established non-indigenous invasive species discharged through ships’ ballast water into recipient port states and maritime communities. This concern has been addressed through legislative instruments at both national and international levels. In the absence of comprehensive ballast water management plans, the Ballast Water Management Convention (2004) has made provision for the utilisation of risk assessment methodologies. Consequently, several risk assessment methodologies have been developed and applied in different ballast water research efforts. However, most of these methodologies adopt quantitative (probabilistic) approaches which are usually inadequate in addressing problems involving discharged ballast water and invasive species. A generic and robust model has been developed in this paper to deal with the problem of vagueness, uncertainty and inadequacy of data often associated with ballast water risk estimation. The model adopts a subjective (possibilistic) approach based on the application of fuzzy logic incorporated into the infection mode and effect analysis (IMEA) technique.
Compensation for Oil Pollution Damage from Ships in China: A Way Toward International Standards

Abstract:China has made great efforts to establish a compensation system for oil pollution damage from ships. Several laws and regulations have come into effect since 2010 that have brought significant changes to the legal regime of compensation for oil pollution damage. In this article, the new legal regime for compensation for oil pollution damage from ships is examined to illustrate how China is moving closer to the international standard in this area.

Abstract:Vessel emissions have contributed a great deal to air quality deterioration in China. Hence,the Chinese government has promulgated a series of stringent emission regulations. It is in this context that vessel emission control technology research is in full swing. In particular,during the 13th Five-Year Plan, the air pollution control technology of vessels has greatly improved. Vessel emission control has followed two main governance routes: source emission reduction and aftertreatment technology. Source control focuses on alternative fuels, with two main directions, the development of new fuels and the modification of existing fuels.Moreover, after-treatment technologies have also been developed, including wet desulfurization technology using seawater or alkaline liquids as wet washing liquids and selective catalytic reduction(SCR) for the control of NOx emission. Due to China’s increasingly stringent emissions standards and regulations, work on the development of clean alternative fuels and further upgrading the collaborative application of after-treatment technologies to meet the near-zero-emissions requirements of vessels is still necessary.

Abstract:Abstract The International Convention on the Control and Management of Ballast Water and Sediment on Ships officially entered into force for our country on January 22, 2019. The Convention stipulates a series of requirements for the compliant discharge of ballast water. Compared with the ship’s own ballast water treatment facility, the ballast water bank-based treatment facility has the advantages of economy, environmental protection, and stability. In order to improve my country’s ability to implement the Ballast Water Convention and promote the construction of my country’s green ports, discussion and research on ballast water bank-based treatment technologies are necessary. This article describes the main methods of receiving and processing ship’s ballast on water and shore, analyzes the prospects and existing problems of receiving and processing ballast on water and on shore, and puts forward relevant suggestions for research on ballast water and shore treatment technology.

Abstract:Ballast water has been a topic of concern for some time because of its potential to introduce invasive species to new habitats. To comply with the International Convention for the Control and Management of Ships' Ballast Water and Sediments, members of the International Maritime Organization (IMO) must equip their ships with on-board treatment systems to eliminate organism release with ballast water. There are many challenges associated with the implementation of this IMO guideline, one of which is the selection of species for testing the ecological impacts of the treated ballast water. In the United States, ballast water toxicity test methods have been defined by the United States Environmental Protection Agency. However, the test methods had not been finalized in China until the toxicity test methods for ballast water were established in 2008. The Chinese methods have been based on species from three trophic levels: Skeletonema costatum, Neomysis awatschensis, and Ctenogobius gymnauchen. All three species live in broad estuarine and open sea areas of China; they are sensitive to reference toxicants and acclimatize easily to different conditions. In this paper, the biological characteristics, test processes and statistical analysis methods are presented for the three species. Results indicate that the methods for evaluating these three organisms can be included in the ecological toxicity tests for treated ballast water in China.

Abstract:The Ballast Water Management Convention now enters the experience-building stage, but developing countries have no adequate ballast water information yet. Against this background, considering the richness and generality of common port statistics, we develop a new generic approach to estimate discharge volumes and assess asso-ciated risks. This is one of the few efficient and feasible ways for port authorities to manage real discharged ballast water. Discharge volumes during 2017-2020 and risks in 2017 are analyzed for bulker and tanker. Results show that: (1) Ports in Yangtze River Delta and Bohai Rim received most ballast water, especially Ningbo-Zhoushan port as high-risk region receiving about 65 million tons per year; (2) With a higher ratio of discharge volumes to cargo throughputs, the tanker tends to release more ballast water than the bulker; (3) Chinese ports suffer more than 0.9 of the probability of non-indigenous species introduction. All these findings help implement convention globally.

Abstract:Based on the implementation standards of the United States Environmental Protection Agency(EPA) and "Enviornmental Protection Law of the People's Republic of China","Constitution of the People's Republic of China","Effluent standard for pollutants from ship","Ship sewage treatment system specification","Rules for the construction and equipment of sea going ships relating to pollution prevention","Rules for pollution prevention structures and equipment of inland waterway ships",etc.,it is thought that law control of ship sewage should be enhanced,including amendment of the lex and enaction of detailed rules,improvement of regulations about legal liability,and entering into MARPOL 73/78 Annex Ⅳ,and also the management strategies are proposed from three aspects of the ships,ports and docks,and drainage area,in order to strengthen the integrated control of inland ship sewage pollution.

Abstract:The introduction of non-indigenous aquatic species (NIASs) was identified as one of the major threats to aquatic ecosystems. Shipping is one of the potential invasive pathways for the introduction of marine NIASs, mainly via ballast water, sediments, and ship fouling. In addition, The International Convention for the Control and Management of Ships’ Ballast Water and Sediments (BWM Convention) aims to mitigate the introduction risk of harmful aquatic organisms and pathogens (HAOPs) via ships’ ballast water and sediment. Some of these species can be very harmful and cause loss of biodiversity, adverse environmental consequences, and economic and social impacts. In this study, an empirical model based on the environmental similarity and the vessel characteristics was used to assess the risk associated with the ballast water, for the incoming vessels to the port of Kaohsiung and port of Riga. The priority for port state control (PSC) inspection was established and recommended for better ballast water management.

Abstract:In recent years, China has deeply carried out the prevention battle against air, water, and soil pollution, and the environmental quality reflected by conventional pollutant indicators has significantly improved. Simultaneously, the issue of emerging contaminants (ECs) is gradually receiving more and more attention. Scientific control of ECs based on their environmental risk assessment is a necessary way to support prevention and legal governance of ECs. Here, we analyzed the problems and challenges faced by EC control in China, and put forward proposals for promoting their environmental risk assessment and control. We are sure that environmental risk assessment and control of ECs will promote the construction of a beautiful and healthy China.

Impacts of salinity stress induced by ballast water discharge on the ecosystem of shanghai port, China

Abstract:Large quantities of marine ballast water discharged by ocean-going vessels can cause salinity increases in freshwater ports, which in turn negatively affects indigenous plankton in the ports. In this study, we investigated the impacts of marine ballast water discharge on the plankton community in a freshwater wharf through field surveys. It was found that salinity stress caused reductions in community indicators such as plankton community composition, abundance and diversity, thus threatening the structure and function of the plankton community in the wharf. In terms of the impact range, the salinity stress had a significant effect on all plankton in the waters near the discharge point and the phytoplankton in the waters 50 m from the discharge point, but had no significant effect on the plankton in the waters further away. Ballast water discharge also caused a significant decrease in the alpha diversity and richness of the plankton community but had no significant effect on the evenness of the plankton community. Moreover, phytoplankton were more tolerant of salinity changes than zooplankton in our study. This study provides an ecological reference for the scientific management of marine ballast water discharge and the risk of exogenous nutrient inputs to freshwater ecosystems.

Abstract:The world's oceans are suffering a constant and unprecedented accumulation of emerging plastic contaminants known as microplastics with a particle diameter smaller than 5mm. Microplastics exhibit a widespread distribution in various habitats from land to the oceans, and even reach the most remote regions - the deep sea and the polar, receiving attention exponentially in the past few years. Owing to their small size, marine species risk getting ingested and entangled in microplastics, causing suffocation, starvation, physical trauma or damage from chemicals, which poses vast and growing threats to biodiversity and the food web. This review article focuses on the various sources attributed to marine microplastics, the latest international, regional and national countermeasures to combat marine litter, as well as the status quo of microplastics pollution, legislation and regulations in China, and furthermore provides improving proposals/solutions on key research gaps, governance and management for future environmental control and policymaking in China.

Abstract:As one of the top ten environmental problems to be solved in the world, marine plastic waste and microplastic pollution seriously affect the health of marine ecosystems and the sustainable development of Marine economies. It is necessary to promote the establishment of a scientific and systematic Marine plastic waste and microplastic pollution control system and take strong measures to fundamentally curb and reverse the trend of marine pollution intensification in China. This paper first explains the practical significance of marine plastic waste and microplastic pollution control from three aspects: the sustainable development of the blue economy, the structural upgrading of the pan-plastic industry, and the improvement of public health awareness. Secondly, the particularity of marine plastic waste and microplastic pollution control system is summarized from three aspects of formation mechanism, migration path and damage performance. Then, it identifies domestic and international governance strategies and action plans from the perspectives of mechanism, subject, object, and measures, summarizes existing problems in the existing marine plastic waste and microplastic pollution control system, and gives directions for future improvement. Finally, some countermeasures and suggestions are put forward to accelerate the construction of China’s marine plastic waste and microplastic pollution control system, including the formation of a cross sectoral integrated land and sea control system, a full life cycle waste management process, a multi-participation model for marine ecological and environmental governance, and a global marine pollution prevention and control system.

Abstract:China is at present experiencing a very rapid urbanization process, which has brought a number of adverse impacts upon the water environment. In particular, urban runoff quantity and quality control have emerged as one of the key concerns for municipal officials. One of the strategies being considered is the use of a Low Impact Development type of Best Management Practices (LID BMPs) for urban storm water runoff quantity and quality control. In this paper, the situation surrounding urban runoff control in China is reviewed first. Then the conventional strategy and technologies for the construction and management of urban drainage systems are discussed, while exploring their inherent dilemmas. The LID BMPs are then introduced to control urban runoff in the context of urban sustainable water systems. After the comprehensive analysis of the various LID BMPs, the advances in LID BMPs research and practice for urban runoff control in China are investigated and summarized. At last, the difficulties of implementing LID BMPs in China are discussed, and a direction for the future is proposed.

Abstract:Microplastics have been widely detected in the natural water environment, which brings inevitable risks to the water ecosystem and human health. However, the understanding of the potential impact of microplastics on aquatic animals, plants, and human health is still limited, and technical methods to control microplastic pollution in natural water are still rare. Hence, this paper summarizes the progress of research on microplastic pollution in water systems in terms of microplastic source, attributes, distribution characteristics, environmental effects, and prevention and control methods according to the relevant research reports on water microplastic pollution. It also expounds the basic ways for the prevention, control, and treatment of water microplastics, and looks forward to the research direction of water microplastic pollution in the future. The results show that the abundance of fresh water microplastics in China is higher than that in other regions, but the pollution level of marine microplastics is at the middle level. Compared with other countries, the pollution degree of microplastics in aquatic organisms in China is at the middle and lower level, but the spatial heterogeneity is more obvious. Through hydraulic control and the substitution of degradable plastic products, water microplastic pollution can be greatly reduced. This paper can provide a reference basis for the formulation of microplastic pollution prevention and control in China.

Abstract:This study helps understand the ballast water-mediated species spread risk dynamics in the Mediterranean and examine potential policy options for ballast water management to further reduce species spread risk in the region. Results show that Gibraltar, Suez, and Istanbul remained high-risk ports from 2012 to 2018, and they are hub ports connecting several clusters. We reveal ballast water management implications for both the Mediterranean region and individual hub ports respectively. To further reduce the risks of individual Mediterranean hub ports beyond the IMO standards, the most effective (cost-effective) regulatory method is to set more stringent regulation towards such hub ports besides the IMO regulation. To further reduce the risks of the Mediterranean as a whole, the most effective (cost-effective) regulatory scenario is to set more stringent regulation towards all Mediterranean ports besides the IMO regulation. The barge-based method is the most cost-effective technology to achieve stricter regulations.

Abstract:<p>Global ballast water management regulations aiming to decrease aquatic species invasion require actions that can increase shipping costs. We employ an integrated shipping cost and global economic modeling approach to investigate the impacts of ballast water regulations on bilateral trade, national economies, and shipping patterns. Given the potential need for more stringent regulation at regional hotspots of species invasions, this work considers two ballast water treatment policy scenarios: implementation of current international regulations, and a possible stricter regional regulation that targets ships traveling to and from the United States while other vessels continue to face current standards. We find that ballast water management compliance costs under both scenarios lead to modest negative impacts on international trade and national economies overall. However, stricter regulations applied to U.S. ports are expected to have large negative impacts on bilateral trade of several specific commodities for a few countries. Trade diversion causes decreased U.S. imports of some products, leading to minor economic welfare losses.</p>

Abstract:Based on the International Convention for the Control and Management of Ships’ Ballast Water and Sediments (the Ballast Water Management Convention, or BWM Convention) of the International Maritime Organization, from 8 September 2017, all ships must have an approved Ballast Water Management Treatment System (BWTS) to prevent the invasion of alien species through the discharge of ballast. Generally speaking, the need for an approved BWTS is limited to large vessels, as they are too large or too expensive for small vessels to install. This study aims to propose a simple ballast-free approach for small vessels (e.g., tugs, workboats, research vessels) that require ballast to compensate for the weight loss of fuel when sailing. Our approach involves refitting the dedicated ballast tank of these small vessels to be drinking water tanks and filling the tanks with onboard-generated distilled or reverse osmosis water to adjust the stability of the ships. We assessed our approach using three vessels. Two ships using our proposed method were certified by the American Bureau of Shipping as containing no ballast water tank, and not being subject to the BWM Convention. This study provides an environmentally harmless, easy to use, and economical approach for small vessels to comply with the BWM Convention.

Abstract:The land-source pollutant emission is one of the main reasons for the marine pollution.The improvement of the environment can only be achieved under the emission co-management(total amount and concentration control).The total amount control is the most urgent task in the environmental protection of coast,the establishment of management system is breakthrough in the protection and research.In this text,the process of marine pollution is divided into three subsystems with the marine pollution field system,composing of occurrence,transport and effect field.The limitation of system-wide,trans-jurisdictional water pollution and irrational configuration of system elements are the major issues on marine pollution management.The overall plans of departments,elements and regions are proposed to overcome system problems,and the key measures to establish the marine total amount control system includes the goal set,pollution collection and pollutant reduction.

Abstract:Water hyacinth( Eichhornia crassipes )is an invasive alien weed, whose invasions not only threaten native biodiversity and ecosystems but also cause considerable economic loss. It is addressed several issues concerning management of E.crassipes with special reference to the case of Huangpujiang watershed, Shanghai. The principal options for control of E.crassipes are mechanical, chemical and biological control, but chemical control seems to be problematic in the Huangpujiang watershed because the river is the most important freshwater resource for 16 millions of Shanghai's residents. Mechanical removal is similarly questionable because after its removal to the shore, the weed must be disposed of effectively and safely so as to prevent plants and seeds returning to the water. Here an integrated management model is proposed,which includes at least the following components: Mechanical removal, biological control, quarantine regulations, control of water eutrophication, development of a surveillance system, coordination of governmental departments, watershed management, and resource utilization through the transfer payment by the government.
