Abstract:There is a lot of literature on systems of nation,region and industries,but we have litter understanding of relationships between the various systems of innovation research.This paper strongly argues that without good knowledge about the relationships between the innovation systems,it is no possible to fully understand the operating function of innovation system,and difficult to guide the development of innovation policy as well.After reviewing and summarizing the theories of innovation system,especially national innovation system,regional innovation system and industrial innovation system,we discuss their relationships and point out that to build a multi-level framework integrating the micro(enterprises),mecro(industry and region) and macro(nation and global) –scale innovation elements,and to study interaction between elements at the same geographic scales.

The Evolution of Innovation System Theory and Its Relations
