Abstract:Both in practice and policy a new model of rural development is emerging. This paper reflects the discussions in the impact research programme and suggests that at the level of associated theory also a fundamental shift is taking place. The modernization paradigm that once dominated policy, practice and theory is being replaced by a new rural development paradigm. Rural development is analyzed as a multi‐level, multi‐actor and multi‐facetted process rooted in historical traditions that represents at all levels a fundamental rupture with the modernization project. The range of new quality products, services and forms of cost reduction that together comprise rural development are understood as a response by farm families to both the eroding economic base of their enterprises and to the new needs and expectations European society has of the rural areas. Rural development therefore is largely an autonomous, self‐driven process and in its further unfolding agriculture will continue to play a key role, although it is a role that may well change. This article provides an introduction to the nine papers of this ‘special issue’ and the many reconfiguration processes embodied in rural development that they address.in rural development

Abstract:A considerable amount of statistical information on the evolution of the Latin American peasantry during the last 35 years is used to show that it has become a large refuge sector that symptomises the developmental failures of the rest of the economy. While economic growth has been rapid until the debt crisis of the early 1980s, neither access to land nor employment creation has been sufficient to reduce rural poverty. As a result, the bulk of the peasantry neither competes with commercial farming nor becomes dispossessed of access to a plot of land. Through migration, poverty gradually becomes displaced to the urban sector.

Abstract:Rural transformation in general has been conceptualized as modernization, rural development, changes in economic structure, and the migration of the population from the farming sector to the non-farming sectors of the economy. Different theoretical approaches (unidimensional and multidimensional) have been applied to the study of rural transformation, and these approaches have involved different indicators to examine the nature and magnitude of rural change/transformation. The rural development approach to the study of rural transformation has been criticized on the grounds that rural transformation does not always involve development. This article examines the Indian experience and contends that India's rural transformation has involved migration from the farming sector into the non-farming sectors and the de-agrarianization of the Indian economy.

Abstract:Diversity is not only intrinsic to agriculture; it can be considered also as one of its main assets as it provides a wide range of responses that can help to face uncertain futures. The ongoing encounter between changing spatial and temporal frameworks and a set of diverse farming strategies is leading to the emergence of an ongoing flow of development models that could materialize in a wide range of farming practices, contrasting enterprise models, changing relations between rural households and agricultural holdings, and differentiated patterns that link farming and farming families to the wider context in which they are embedded. The many-sided diversity encountered in agriculture is not only the outcome of the agency and polyvalence of the actors involved; their agency and polyvalence are in turn inspired and strengthened by the material and symbolic diversity, which contributes to a further unfolding of diversity. A proper understanding of the range, dimensions, significance and causes of diversity has been, over the centuries, a main concern--first for what is now known as classical agronomy, and later on in agrarian sciences. Yet the classification schemes, developed and used for such an understanding, have increasingly become an Achilles heel as each of them relies on specific assumptions that will bring out particular features of the overall farm diversity and will result in different perspectives of what agriculture is and how it fits into societal projects. Consequently, they are at the core of many debates and struggles, not only within agrarian sciences but increasingly on a wider societal level. The growing recognition of multifunctionality in agriculture, especially in the context of the changing EU policy, strengthens the relevance and importance of this debate. In this new context, we discuss advantages and limits of different classification principles by comparing two methodologies which have been extensively used in France and The Netherlands.

Abstract:During the thirty years of glorious development after World War II, when France saw rapid industrialization and urbanization driven by strong economic regeneration, its rural areas had suffered from continuous outflow and remarkable aging, which once made the whole society quite pessimistic about the future of rural France.However, since the 1970s, rural France saw a series of new figures, such as demographic growth, economic restructuring and social reconfiguration, which led to a significant transformation of the rural landscape and the urban-rural interrelationship.This article reviews the process of renaissance and restructuring of rural France in the later part of the 20th century, and summarizes its general trends: the back flow of urban population to the countryside made the rural society tend to have the same social structure as the urban society but a more serious situation of aging; Land adjustment promoted the scaled development of agriculture, while the prosperity of small-and medium-sized enterprises promoted the economic vitality of the countryside, in particular the growth of tourism, service and real estate; The demographic and industrial changes shaped a new rural territory, with its spatial organization being characterized by the concentration of employment, the dispersion of residence, and the hierarchization of services and its function being transformed from agricultural production to the integration of residence, tourism, environmental protection and landscape heritage.It argues that rural renaissance and restructuring implies the fundamental reconfiguration of the productive elements of people, industry and land and relies on an open market environment, a fair institutional environment, and a positive governmental intervention, with due attention to the role of small towns and small-and medium-sized cities.All these can serve as useful reference for the rural revitalization in China.

Abstract:Framed by efficiency and productivity narratives, technological innovations are conceived as the inexorable pathway to agricultural development, obscuring the associated appropriation of ecological surpluses and depletion of natural resources. In the past two decades, increasing food, energy and animal feed global demands, have hasted capitalization, pushing the exhaustion of ecosystems to new thresholds that compromise the ecological bases of capital accumulation. Likewise, the hegemonic technological-led path of development is confronted by political contestation and competing framings. Here we aim to understand how current technological innovations address the questioning of agriculture's sustainability. We are interested both on the solutions that are put forward to expand capital accumulation and on the narratives that allow to recast and legitimate actors and processes in industrial agriculture.

Abstract:Based on the new historical starting point to promote the modernization of agriculture, the countryside and the peasants, it is necessary to develop them directly. To develop modern agriculture need to introduce modern productive elements into agriculture. Two prominent elements are: first, science and technology; second, human capital. The key to encouraging people to invest modern productive elements into agriculture lies in the increase of agricultural input-return rate. The integration of the urban and the rural areas should be the basic approach to promote rural modernization. Urbanization of cities and towns and concentrated inhabitation of villages can be an efficient way. To overcome the deficiency of urban-rural dual system guarantees the integration process. The basic approach for peasants to realize modernization lies in that they either work in cities or enjoy citizenship, i.e., they enjoy the equal rights of citizen; both urban and rural residents have equal political, economic and social status; there will be no difference in their living patterns; and they enjoy the equal rights to consume public goods.

Abstract:In the background of building a new countryside and developing modern agriculture in China, farmland transfer has attracted great attention from all walks of life. According to a survey on 56 administrative villages (communities) and 320 farmers in Zhejiang Province, some new traits in the process of farmland transfer, such as diversified forms, standardization and marketization of transaction and rationalization of fees, have been showing up. Nevertheless, several issues regarding farmland transfer, including equivocal interest bodies, dispersive forms, rough-and-tumble service organizations and faulty social security system, etc., are not conformable to the development of modern agriculture. It is necessary to improve the relationship between different ownerships, administrative structures of farmland and service organizations for the farmland transfer, based on the ″separation of poverty rights of farmland″. It is hopeful to establish an efficient and orderly mode of farmland transfer ″from scattered peasants by service organizations, then large-scale farmers″.

Abstract:The Common Agricultural Policy can be seen as a partial success story because it has resulted in increased food production at reasonable prices for consumers. However, its main focus was on agricultural productivity and economic growth. Although recent CAP reforms have led to better integration of agricultural and rural policies there is a need for more recognition of the role of multi-actor governance in aligning farm modernization with sustainable rural development. In this paper we explore how multi-actor governance systems are being implemented and the limiting and enabling factors involved. Our analysis is based on eleven case studies carried out as part of the trans-disciplinary RETHINK research programme. In this paper we first identify five strategies that we interpret as responses to the challenge of reconnecting farm modernization and sustainable rural development. Based on the experience within these strategies we discuss six vital conditions that cut across these different strategies: they include the role of informal networks, effective coordination, polycentricity, bottom-up initiatives, agency and trust and transparency. Although most of these conditions are recognized by the scientific world, in practice they are rarely translated into effective policy strategies to support territorial development.

Abstract:Endogenous agricultural development is needed to improve food productivity and address the socioeconomic and environmental challenges facing Africa in the near future. Considering the failure of past top-down development policies, the integral development of Africa's agricultural sector, requires tailoring technological and technical improvements to the local rural realities while respecting their cultural identities and social norms. This paper focuses on the "Good Farmer" concept in a framework of symbolic interactionism, social capital production and shared identity. The study analyzes how the "Good Farmer" concept is perceived in rural Africa through textual analysis of a 2019 survey conducted in Mozambique. The results are compared with the definition of the "Good Farmer" in Western Countries from a Structured Literature Review. The analysis reveals that there is a key difference in Western and rural African conceptions of what is considered being a "Good Farmer". In rural Africa, there is strong emphasis on community aspects and knowledge transfer, which can be of great importance in influencing the diffusion of innovation processes for its rural development.

Abstract:This paper analyses theoretically the consequences of decoupling and argues for a wider discussion among agricultural economists and the public. Quantitative work on forecasting the consequences seems to be problematic in general. We ask, if the allocation of land will change that dramatically, in particular, we wonder whether set-aside will increase that much as some research and statements argue if direct payments are abolished or decoupled from land use. Taking into account economies of scale that can be realised because of faster change in the farming structure, adapted behaviour of farmers due to dramatic changes in the subsidisation scheme, technological progress, and price changes of factors and products in farmers’ benefit we conclude that most quantitative forecasts probably overestimate the changes in land allocation. Social objectives that may be incorporated with agricultural land use are analysed as well as the efficiency of direct payments to achieve these objectives. Distributional effects of income are taken into consideration, too. We recommend that politicians should decide as soon as possible to abolish or adirect payments stepwise over some years. Farmers should be aware of an end for the direct payments and should keep high flexibility to adapt to the future as easy as possible. Therefore, they should avoid investments with a high portion of sunk costs and they should analyse their capital use, especially on marginal land. Further on, they should try to reduce costs by increasing the size of farms and acres.

Abstract:This article examines the colonial homogenising policies of the Syrian Ba'ath regime and the subsequent decolonisation processes that led to the emergence of Rojava as a pluriverse. In 1963, the Ba'ath regime implemented nation-state colonialism in the predominantly Kurdish region, using agricultural modernisation as a tool for its colonisation efforts. This modernisation bolstered the central state, perpetuated the underdevelopment of the region as a periphery, and asserted control through the settlement and distribution of land to Arab families loyal to the regime. Following the regime's collapse in Rojava in 2012, the communities that comprise the Autonomous Administration of North and East Syria (AANES) dismantled the colonial agricultural system. They developed a decentralised governance and agrarian development approach, referred to here as the decolonisation of agriculture. Based on interviews and fieldwork in the region, this article explores the interplay between agricultural development and colonial politics, as well as the critical role of agriculture in the broader struggle for decolonisation. We conclude that in the anti-colonial struggle, people and the rhizomatic governance structures they develop challenge colonial submission to the central state, exploring life beyond the nation-state, which is crucial for a decolonial shift.

Abstract:De-domestication or feralization is an interesting phenomenon in crops and livestock. Previously, evidence for crop de-domestication was based mainly on studies using phenotypic and genotypic data from limited molecular markers or gene segments. Recent genomic studies in rice, barley, and wheat provide comprehensive landscapes of de-domestication on a whole-genome scale. Here, we summarize crop de-domestication processes, ecological roles of dedomesticates, mechanisms underlying crop de-domestication syndromes, and conditions potentially favoring de-domestication events. We further explain how recent de-domestication studies have expanded our understanding of the complexity of crop evolution, and highlight the genetic novelties of de-domesticates beneficial for modern crop breeding.

Abstract:The subject of this article is the agrarian policy of Russia, conducted after the abolition of serfdom. Specifically, we are talking about the modernization of agriculture in Russia at the turn of the XIX and XX centuries. It is no secret that, despite the lingering remnants of feudal-serfdom relations, the peasant reform of 1861 gave a noticeable impetus not only to the development of agriculture, but also to the economic development of Russia as a whole for several decades. The object of the study is the analysis of the state of agriculture in Russia, the level of development of which largely determined the state of the economy as a whole. The authors place special emphasis on the comparison of the American and Prussian ways of developing the agrarian system, as well as on the analysis of P.A. Stolypin's policy. The article presents two ways of developing the agrarian system – the Prussian and the American. If the Prussian way was typical for Russian agriculture in the first two decades after 1861, the American way became a reality in the early twentieth century. The novelty of the conducted research lies in the fact that in modern historiography there is no consensus on the question of the correlation of types of agrarian evolution in Russia. In the "old", serf-like areas, of course, the "Prussian" way of development prevailed. The "American" way of developing capitalism in rural areas, or rather, its potential, has become a historical reality where the level of development of landed proprietorship was low or it was absent as such. Despite the fact that the reforms initiated by P. A. Stolypin were curtailed, the trace of Stolypin's evolution of peasant farming on capitalist principles turned out to be quite noticeable in the agrarian policy of some regions. So, in those provinces where the remnants of serfdom did not have a significant impact on the socio-economic development of the village, there was a lot of free land and there was an active process of colonization, the colonists created separate farms. Modernization was actively underway in these regions: the most developed, mature forms of capitalism in agriculture emerged – using large capital, mass wage labor and improved tools and machines. It is no coincidence that after 1917, bran and farmsteads often existed until complete collectivization.

Abstract:Rights and access to land are major pressing issues among mainly first-generation agroecological farmers in the Netherlands. Due to short-term tenure contracts and high land prices, these farmers face an insecure future. Because of this, they are often unable to make long-term ecological investments, such as planting trees and taking measures to improve soil health. A growing group of farmers are devising new, more communal forms of land ownership and tenancy, that counter market forces and existing policies. In this article, we shed light on these farmers’ discourse and how it informs the construction of new forms of land ownership and tenancy. In the related research project written and led by farmers, information has been gathered in the form of meeting minutes, interviews covering problems and perspectives related to the land tenure regulation, and commons. This information has been systematized and validated by farmers. Agroecological farmers find themselves in an uncomfortable situation that is challenging in 2 ways. On the one hand, they are calling for revision of land tenure regulations to ensure long-term land contracts for their existence and on the other hand they are seeking to replace property rights in favor of more collective possession-based arrangements. Our analysis shows how a discourse of decommodification seems to underlie the strategies and practices implemented by farmers. It focuses on place-based developments to secure the autonomy of farmers and communities. We argue that, to safeguard the possession and use of land for agroecological farming in the future, both developments of land decommodification (long-term tenancy and commons) should be supported. This can be done by integrated policies on land sale and lease that align with the ecological carrying capacity and agroecological production capacity of land, and that ensure compensation for monetary downgrading of agricultural land.

Abstract:Since the Second World War, Poland has been undergoing an intensive process of transformation of the economic structure of rural areas, manifested, among other things, in the change in the occupational make-up of its inhabitants. The development of non-agricultural methods of management in rural areas has led to the emergence of multifunctional rural areas, where the role of agriculture as a source of income for the inhabitants is decreasing. There is a process of deagrarianisation of the economic structure, which has been indicated by many researchers as an unavoidable process, connected with the changes taking place in rural areas. One of the effects of this process are changes in rural settlement patterns. The aim of this article is to present the spatial effects of the deagrarianisation process in the Polish countryside, expressed in the changes in the rural settlement network. The authors used the statistical database of the Central Statistical Office (over 41 thousand records) to draw up the classification of rural areas by the nature of changes in population numbers in the period 1950–2011, which was compared with the research carried out as part of the Monitoring of Rural Development in Poland. The study confirmed that the factor behind the evolution of the rural settlement network is the process of decreasing agricultural demand for labour. As a consequence, there is a polarisation of localities into multifunctional rural localities, mainly headquarter villages and local government offices, and those with a predominantly agricultural function. On a supra-local scale, a process of polarisation of rural areas between a growing suburban population and a reducing peripheral location around large and medium-sized towns has been observed.

Abstract:In international research and development discourses, the 'Feminization of Agriculture' is often used as a vague umbrella term referring to an increase in women's labor burden and responsibilities in agriculture as a result of male out-migration. However, the term is under-conceptualized, and fails to reflect changing gender relations in agriculture and natural resource management, with the potential consequence of ill-defined agriculture and gender research programs. This paper challenges narratives of the 'Feminization of Agriculture'. Drawing from feminist political ecology, this paper conceptualizes gender relations more broadly by highlighting gendered subjectivities and power relations in agriculture in contexts of male out-migration. I propose a conceptual framework to explore shifts in (1) socio-spatial struggles over resources, (2) influence within agrarian households and communal spaces, (3) aspirations, feelings of insecurity and self-determination. I build on extensive participatory fieldwork conducted in three countries, Nepal, India and Bangladesh.The conceptual framework helps analyze how some gender norms and relations are renegotiated in contexts of male out-migration. While unequal power relations shape everyday struggles in agriculture and natural resource management, for some women, increased mobility, social engagement and handling cash create new spaces to influence, move, and communicate. Importantly, everyday struggles over agricultural, water and land resources remain shaped by gender, age, caste, land ownership, remittances and household position, particularly those living with the family in-laws. Research and development programs need to take intersectionality into account and explore emerging spaces for influence, but also be aware of persistent gender norms and power relations which shape agricultural practices, aspirations and self-determination. I conclude by arguing for the need to expand the 'Feminization of Agriculture' debate towards a broader understanding of socio-spatial change and gendered subjectivities within agriculture.

Abstract:The concept of technology adoption (along with its companions, diffusion and scaling) is commonly used to design development interventions, to frame impact evaluations and to inform decision-making about new investments in development-oriented agricultural research. However, adoption simplifies and mischaracterises what happens during processes of technological change. In all but the very simplest cases, it is likely to be inadequate to capture the complex reconfiguration of social and technical components of a technological practice or system. We review the insights of a large and expanding literature, from various disciplines, which has deepened understanding of technological change as an intricate and complex sociotechnical reconfiguration, situated in time and space. We explain the problems arising from the inappropriate use of adoption as a framing concept and propose an alternative conceptual framework for understanding and evaluating technological change. The new approach breaks down technology change programmes into four aspects: propositions, encounters, dispositions and responses. We begin to sketch out how this new framework could be operationalised.

Abstract:We describe how the set of tools, practices, and social relations known as "precision agriculture" is defined, promoted, and debated. To do so, we perform a critical discourse analysis of popular and trade press websites. Promoters of precision agriculture champion how big data analytics, automated equipment, and decision-support software will optimize yields in the face of narrow margins and public concern about farming's environmental impacts. At its core, however, the idea of farmers leveraging digital infrastructure in their operations is not new, as agronomic research in this vein has existed for over 30 years. Contemporary discourse in precision ag tends to favour emerging digital technologies themselves over their embeddedness in longstanding precision management approaches. Following several strands of science and technology studies (STS) research, we explore what rhetorical emphasis on technical innovation achieves, and argue that this discourse of novelty is a reinvention of precision agriculture in the context of the growing "smart" agricultural economy. We overview six tensions that remain unresolved in this promotional rhetoric, concerning the definitions, history, goals, adoption, uses, and impacts of precision agriculture. We then synthesize these in a discussion of the extent to which digital tools are believed to displace farmer decision-making and whether digital agriculture addresses the biophysical heterogeneity of farm landscapes or land itself has become an "experimental technology"—a way to advance the general development of artificial intelligence. This discussion ultimately helps us name a larger dilemma: that the smart agricultural economy is perhaps less about supporting land and its stewards than promising future tech and profits.
