Abstract:Conflicts and tensions among major powers are often seen as clashes of interests between entities with significant influence. Nevertheless, from a historiographical standpoint, one would challenge the validity of such a simplistic view. The themes of nations that have to be considered full are undeniably formed by comprehensive historical and cultural components. Hence, it is essential to comprehensively evaluate cultural disparities to have a comprehensive understanding of interstate conflicts. This research uses case studies and qualitative methodologies to conduct a comparative analysis of the ideologies and national value identities that underlie Chinese-American interactions during the last decade. It focuses on the cultural distinctions inherited from China and the United States in order to get a deeper understanding of these connections. This research posits that the concept of democracy is firmly ingrained in the cultural and political fabric of these societies, giving rise to divergent ideologies. Numerous pieces of evidence indicate that the cultural aspects of a country significantly influence its political evolution.

Abstract:How do periods of conflict and peace shape women's empowerment around the world? While existing studies have demonstrated that gender inequalities contribute to the propensity for armed conflict, we consider how the anticipation and realization of armed conflict shape women's opportunities for influence in society. Some scholars have pointed to the role that militarization and threat play in entrenching male dominance, while others have argued that periods of warfare can upend existing gender hierarchical orders. We posit mechanisms by which the preparation for and experiences during war affect change in women's empowerment. We develop and test observable implications using cross-national data from 1900 to 2015. We find that, at least in the short and medium term, warfare can disrupt social institutions and lead to an increase in women's empowerment via mechanisms related to role shifts across society and political shifts catalyzed by war. Reforming institutions and mainstreaming gender during peace processes stand to have important legacies for gender power relations in postconflict societies, though much more may be needed for more permanent change.

Abstract:With the future of liberal internationalism in question, how will China's growing power and influence reshape world politics? We argue that views of the Liberal International Order (LIO) as integrative and resilient have been too optimistic for two reasons. First, China's ability to profit from within the system has shaken the domestic consensus in the United States on preserving the existing LIO. Second, features of Chinese Communist Party rule chafe against many of the fundamental principles of the LIO, but could coexist with a return to Westphalian principles and markets that are embedded in domestic systems of control. How, then, do authoritarian states like China pick and choose how to engage with key institutions and norms within the LIO? We propose a framework that highlights two domestic variables—centrality and heterogeneity—and their implications for China's international behavior. We illustrate the framework with examples from China's approach to climate change, trade and exchange rates, Internet governance, territorial sovereignty, arms control, and humanitarian intervention. Finally, we conclude by considering what alternative versions of international order might emerge as China's influence grows.

Abstract:dynamics. The author’s main argument is that specific forms of insults are indicators of particular conflict types. Concerning these causal links between forms of insults and conflict types, the book concludes with a list of conflict mediation methods and their practical relevance. The study’s foremost and repeating presumption, however, that ‘members of groups with [a] strong salient identity are more willing to put down other groups and even support intergroup hostility’ (pp. 15, 26) causes a main problem. Although using a pragmatic-insult lens helps the author filter and demonstrate processes of escalation in an innovative way, the approach applied here reduces the given cases of conflict to a scenario, whereby the peaceful actors, who do not attempt to produce insults, are ignored. Overall, offering an interface between peace and conflict studies, international relations and political communication, the study provides a micro-scale analysis that hopes to capture the inner workings of various grievances between groups.

Abstract:Whatever is said or written by a scholar today, or whatever is done by an official today, must await the judgment of history and the people in the future. Generally, the higher an official is in status, and the more reputed a scholar is, he will attract more and wider attention from history and the people. This is why "Emperor Song Taizu’s fear of historiographers" has been so familiar to us, and should be born in mind by scholars and officials alike. Dramatic changes are taking place in the world. It is thus of great importance to pay attention to the security development strategy of China and the Chinese communist party. In international strategy research, we must take the stand of China and the Chinese nation, adopt a right methodology and follow the guideline of "letting one hundred flowers bloom and letting one hundred schools of thought contend." All the articles included in this book are related, more or less, with China’s national security and global strategy. As a theoretical worker, I would like to share with the reader some of the ideas of the book, and submit them to the testing of time, history and the people.

Abstract:There is among Chinese international relations scholars an intense debate about how China can protect and promote Chinese global presence and interests while at the same time continue to adhere to the principle of non-intervention. New concepts, distinctions and approaches are developing as the debate progresses. The current Chinese foreign and security policy practice reflects a more flexible and pragmatic Chinese interpretation – and implementation – of the principle of non-intervention with different degrees and types of intervention. This article explores the search for "legitimate great power intervention" characterizing both the debate among Chinese international relations scholars and the current Chinese foreign and security policy practice, and uses this case as the departure point for a more general discussion of the drivers of change – and continuity – in Chinese foreign and security policy. 研究国际问题的中国学者目前在激烈地争论着, 中国究竟应该怎样才能真正做到, 在国际事务中既继续奉行不干预政策, 同时又能有效地保护、加强中国的世界地位和利益。随着这种辩论的展开, 新的概念、新的特征以及新的区分方法正在逐渐形成。中国现行的外交和安全政策等体现着一种更加灵活的更加务实的特点, 是对不干预原则的某种新的诠释, 或者说是另一种程度的干预、采取了不同形式的干预。本文围绕着中国的国际问题学者的辩论以及现行的中国的中国外交和安全政策的实行情况, 对 "合法的大国干预" 这一概念进行了深入的探讨。本文试图通过对本案例的研究为另一个更加宽泛的讨论提供一个新的视角—中国外交和安全政策的改变之推动因素—及其持续性。

Abstract:As envisioned in a recent future-casting workshop, warfare will continue to be transformed by advances in information technologies. In fact, information itself will become the decisive domain of warfare. Four developments will significantly change the nature of the battle. The first of these will be a proliferation of intelligent systems; the second, augmented humans; the third, the decisive battle for the information domain; and the fourth, the introduction of new, networked approaches to command and control. Each of these new capabilities possesses the same critical vulnerability - attacks on the information, communications and computers that will enable human-robot teams to make sense of the battlefield and act decisively. Hence, the largely unseen battle for information, communications and computer security will determine the extent to which adversaries will be able to function and succeed on the battlefield of 2050.

Abstract:Based on the BCC (Beijing Language and Culture University Corpus Center) corpus, an analysis on the WAR metaphors in the reports on the Reform and Opening-up Policy in China showed that the potential metaphor in the report is THE IMPLEMENTATION OF REFORM AND OPENING-UP AS WAR, which is supported by such sub-metaphors as PLACES WHERE POLICIES ARE IMPLEMENTED AS BATTLEFIELDS; POLICIES OR THEORIES AS WEAPONS; IMPLEMENTATION OF POLICIES AS MILITARY ACTION; DIFFICULTIES AND RISKS AS ENEMIES. War metaphors highlight the conflicts, risks and strategies in the process, and arouse the sense of emergency, alertness and strategy. The resonance distribution of the Source domain elements partially reflected the highlights of the reports. Battlefields highlight the universality of conflicts and arouse the sense of risk,alertness and emergency. Participants motivate the readers to learn from the developed areas to devote to the enterprise of Reform and Opening-up.
The Rise of iWar: Identity, Information, and the Individualization of Modern Warfare

Abstract:During a recent address to the National Defense University on U.S. counterterrorism strategy, President Barack Obama cautioned that we must define the nature and scope of this struggle, or else it will define us. His comments hinted at the dramatic transformations of the U.S. military and national security apparatus since September 11, 2001 (9/11). Notable among these have been a new operational emphasis on the threats posed by nonstate actors and individual combatants. This trend represents a major shift from the Cold War era paradigm focused primarily on conventional threats from state-based adversaries. This strategic reprioritization has evolved into new military doctrines focused on the task of defeating networks rather than formations and technical innovations designed for identifying, screening, and targeting individual combatants on the battlefield. This operational focus has also made the issue of identity central to U.S. national security strategy whether screening individual threats at the borders, segregating them on the battlefield, or targeting them across the spaces in between. In this monograph, Colonel Glenn Voelz examines this defining feature of recent conflicts, specifically the doctrinal and technical innovations giving rise to this new operational paradigm. He describes the central pillars of individualized warfare, including the rise of identity-based targeting and the key role of information technology in conducting these operations. This work contributes to an important dialogue concerning lessons learned from a decade of global counterterrorism operations and two extended counterinsurgency campaigns. It provides a useful case study on wartime military innovation by considering the policies and strategies that evolved in response to a new and unexpected adversary. He concludes this monograph with an in-depth discussion covering a range of emerging technologies likely to define how this kind of war will be waged in the future.

Abstract:The history of international relations has demonstrated again and again that, at junctures of great shifts in global power, international peace is likely to be endangered by the accelerated mistrust, misjudgment, and rivalries between the new and old great powers, and that power politics may more often come at the cost of international law. As China becomes a global power, it has become more relevant to international society not only as a permanent member of the United Nations Security Council but also, and more importantly, as a party to disputes. As an in-depth examination of policy and practice of China and the United States concerning security in cyberspace, security at sea, and Taiwan-related security in this article shows, while international law may make a difference, it is not enough to ensure international security. In the context of great power rivalry, politics may often prevail over international law. However, it is also likely that politics could be conducted in a manner that enhances international security. Abstract:Due to a rapid economic growth over the past several decades China has significantly strengthened its international positions. This growth in its own turn was to a large extent due to a pragmatic and sound foreign strategy that the country has been pursuing since mid-1970s. However, in recent years both within and outside China there has been an on-going debate on the alleged radical transformation of the PRC’s perceptions of its national interests, its place in world politics, and its foreign policy. The variety of opinions becomes increasingly complicated as the number of discussants grows and new arguments are adduced in support of different positions. Whereas outside China this debate structures around the narrative of the Chinese assertiveness, within the country the main dispute is between the advocates of a traditional policy of ‘keeping a low profile’ (taoguang yanghui) and proponents of a new ‘striving for achievements’ (fenfa youwei) strategy. The present paper aims to provide a framework for a systematization of debates on the contemporary foreign policy of China in the English language academic literature based on two criteria: whether a researcher admits that the Chinese foreign policy is changing and how he assesses implications of these changes. Such an approach undoubtedly entails certain schematization of the presented views and arguments. However, it differs favorably from traditional, more narrative approaches to conceptualization of the debate since it establishes a clear, transparent theoretical framework aimed to identify the substantive core of the presented views. This, in turn, can bring about a better understanding of the current state and possible evolution of Chinese foreign policy in general. The author concludes that although these debates are far from being over, most researchers admit the PRC’s foreign policy strategy is undergoing a radical transformation. Since the latter half of 2000s there has been a steady trend in the foreign policy of China towards greater assertiveness. At the same time this transformation ensures continuity of the basic principles of Chinese diplomacy. All this means that further debates on the Chinese foreign policy should focus primarily on potential implications of this transformation for the PRC, the regional dynamics and international relations system as a whole.
