Specifically, a smart city value chain model was built to define the smart city, including the development on five primary smart activities and four smart support activities in the model. Abstract:In the construction of smart city,the depth development of Internet,Internet of things,communication networks and large-scale intelligent services will result in massive,heterogeneous,multi-source big spatio-temporaì urban data.In the era of big data,we should think deeply about the construction of smart city.How to deal with these large-scale and complicated urban data is facing enormous challenges,including data collection,sensing,storage,management,mining,visualization and efficient services.In this paper we mainly discuss the driving effects of big data on smart city in the views of technology,legislation and management.We analyze the features and applications of big spatio-temporal urban data in two directions,point out the importance of legislation from the perspective of data assets,and summarize the management of smart city in terms of policy management,rewards and punishments,and market mechanisms.Finally,we put forward some thoughts on the construction of smart city driven by big data.

Abstract:Smart cities employ technology and data to increase efficiencies, economic development, sustainability, and life quality for citizens in urban areas. Inevitably, clean technologies promote smart cities development including for energy, transportation and health. The smart city concept is ambitious and is being refined with standards. Standards are used to help with regulating how smart cities function and contributing to define a smart city. Smart cities must be officially recognized by national and international authorities and organizations in order to promote societal advancement. There are many research and review articles on smart cities. However, technical standards are seldom discussed in the current literature. This review firstly presents the study of smart city definitions and domain. The well-known smart city standards will be presented to better recognize the smart city concept. Well-defined standards allow meaningful comparisons among smart cities implementation. How smart city initiatives make a city smarter and improve the quality of life will be discussed for various countries. This review highlights that technical standards are important for smart cities implementation. This paper serves as a guide to the most recent developments of smart cities standards.

Abstract:Through an evolution from an emerging marketing narrative to a geographical fact around the globe, smart city is increasingly understood as a city's effort to make itself smart. There seems no single city in the world to be commonly recognized as a real smart city yet, albeit many cities have already tried hard in this missionary commitment. Yet some common features can still be seen and identified, particularly from the urban governance perspective. This article explores the practice of smart city construction in China through a lens of governance by observing the interactive involvement of key stakeholders in the process. By taking three cities (Hangzhou, Wuhan, and Shanghai) in China as study cases, a conceptual framework is established in which three sets of actors, i.e., ICT-related enterprises, government, and civil society, and, accordingly, three types of approaches, i.e., ICT-led, planning-led, and place-making-and-community-oriented, are identified. It is found that the evolution of smart city construction rather follows a nonlinear trajectory and is very dependent on whether or not the primary actors and related stakeholders can form an affirmative acting power in triggering the city's implementation. In other words, there is no "one-size-fits-all" approach to smart city construction. Each city may have its specialization in smartness based on awareness of and respecting its unique existing setting. The empirical study also shows that smart city construction tends to be converged in recognition that the core of smart city is not the smartness of technology but the smartness of all institutions and people enabled to utilize smart tools properly and efficiently in pursuit of people's well-being, institutional capacity building, and better spatial arrangement towards a sustainable, resilient, and inclusive city in and for the future. From a geographical perspective, that is how to build a smart urban space to make the city a better place to not just accommodate but facilitate and meet people's increasing demand for a better life in their living places.

Abstract:Chinese urbanization has generated great impacts on the world since the reform and opening up. However, urban problems, e.g., environmental pollution, resources shortage, and traffic jam, have been more and more serious for urban management and development. Smart city has been put forward as an effective approach to achieve better urban management recently. Smart city aims to realize the integration of municipal service, business, transportation, water, energy source and other urban sub-systems through close combination of human wisdom and information communication techniques (ICTs). As a result, the link and synergy of information could be ultimately established with ICTs, e.g., internet, internet of things, cloud computing. Yet, few studies have been conducted to systematically link smart city with big data in China. This paper aims to put forward a development framework of smart city with Chinese characteristics against the background of big data. Key actions, including rational planning of city infrastructures, the establishment and improvement of long-acting mechanism, the effective performance of city managerial function, are proposed to realize the development idea. Meanwhile, this paper also investigates the risks embedded in development of smart city with Chinese characteristics, e.g., information safety, weak emergency responding capacity and poor independent research and development capacity of core technology. This study can facilitate Chinese local governments to systematically plan smart city before clinging the hot concept in a rush.

Basing on the smart city theory, this paper proposes a systematic method, namely, the "12345" model, which requires the cities to make up a tailored proposal for cities and citizens, and build "ONE urban management system, TWO supporting and guarantee measures, THREE information infrastructure platforms, FOUR urban management modes, FIVE application service systems". Then the cities will get the ability of self-adjustment and self-improvement. Abstract:Based on the new generation of information technology and the idea of IBM's smarter planet,the smarter cities were constructed in China.However,the smarter manufacturing was only considered in a few smart city-building programs.To deal with this problem,the relationship between smarter manufacturing and smarter city was comprehensively studied.Various requirements of smarter manufacturing in smarter city were analyzed,the development trend and significance of smarter manufacturing were defined,and the relationship between the smarter manufacturing and the other construction contents for the smarter city were discussed.The smarter manufacturing was very important to smarter city,but it was also long-term,large-scale and fuzzy at same time.This was the reason that inadequate attention to the smarter manufacturing by some relevant departments in the smarter city-building programs.

Abstract:In recent years, the enthusiasm for discussing building smart cities has been boosted greatly worldwide, and the residents of major super cities seem to be eager to understand what a smart city is. Unfortunately, due to the International Business Machines Corporations (IBM) recent introduction of the concept of smart cities, many people have misunderstood the concept of smart cities, and even mistakenly classify urban digitization as the scope of smart cities. The core element of a smart city is to use various Smart City Facilities (geographic information systems, urban security systems, intelligent traffic control systems, environmental monitoring systems, residents feedback systems) to bring the city onto an intelligent, automated, efficient, and livable road. This article aims to compare two significant Chinese port cities, Shenzhen and Shanghai, in their efforts to establish smart cities. It delves into the challenges they encountered during this process, analyzes the benefits accrued, and offers valuable reminding for cities aspiring to embark on their own smart city journey in the future.

Abstract:Based on the multiple definitions and cultural interpretations of smart cities, this study systematically compiled the components, standards, and development modes of smart cities in various regions of the world and proposed a new integration of smart city dimensions and operational framework based on the development process, aiming to provide a theoretical basis and practical orientation for the transition of future development of smart cities and the formulation of planning policies. The conclusions of study are as follows: (1) In the process of building smart cities, countries’ understanding of smart cities is guided by their indigenous cultures, presenting various perceptions of smart city definitions, components, and standards in different geographic regions; (2) Scholars have proposed various dimensions and combinations for the development of smart cities based on their regional cultural, technological conditions, and temporal contexts, aiming to explore how cities can become 'smart'. (3) With the accumulation of experience in the construction of smart cities, the individual-technology-culture (IndiTeCultural) dimension model, which is a combination of individuals, technology, and culture, demonstrates better alignment with the requirements of smart city development around the world. This establishes the foundation for the transition from theory to practice in crafting a future operational framework for smart cities. (4) On the basis of cross-cultural geographical analysis, drawing on the practical experiences of smart city initiatives in various countries and the rating levels of their progress, this study analyses the challenges and opportunities faced by smart city development and presents the problems that need to be solved urgently for more effective mechanisms for smart city development.

A smart city is a crucial component in attaining high-quality development and is a prerequisite for urban digitalization to advance into intelligence. In the Communist Party of China's 20th National Congress report, General Secretary Xi Jinping emphasized the need to create a smart, resilient, and livable city. The people desire and the times demand that a new kind of city be built—one that is inventive, smart, safe, livable, resilient, and harmonious. High-quality urban development has gained fresh impetus from smart cities, an urban development paradigm that intimately combines the digital economy and modern urbanization. Abstract:The wave of smart city construction and people-oriented development has gradually reached the basic organizational unit of cities: communities, and the building of smart community is considered the key to the smart development of Chinese cities. Based on an analysis of the current situation and existing problems in the development of management and service systems of residential in Chinese cities, this article offers the view that the development of smart should be guided by dynamic planning and based on a management system using grid data and corresponding tools, and fine tune services through the integration of multiple layers of grid and the development and integration of technological standards. The planning of community management should break the physical boundary of and re-divide and recreate the space of to form new communities in terms of behavioral space and social space, and thus achieve improved division and dynamic management of community grids, as well as change of behavior of residents in the based on the analyses of their behavioral patterns in space and time and needs.

Abstract:This research article contributes to the field of digital governance as it reviews the conceptual definition and practical application of “smart cities” in the context of urban development in China. By analyzing both firsthand interview data and secondary statistical and policy reports during the period between 2009 to 2019, we contend that the emergence of smart cities in China has evolved from a disorderly process to a more standardized one. During this process, cities made efforts to use digital technology — such as 5G, cloud computing, and the Internet of Things — in social governance, infrastructure, and industrial development. However, such rapid development also spawned a series of emerging legal issues, which had a huge impact on China’s legal system. The article seeks to holistically examine the discourse surrounding the concept of a “smart city” and its practical implementation by drawing attention to its promises as well as criticisms. The article also touches upon the challenges — such as “information islands” in construction, technology, and management — that confront the emerging smart cities, and emphasizes China’s need to further improve laws and regulations, build an integrated legal system, explore new regulation methods, shape a highly autonomous and refined governance order, and provide legal protection for the development of smart cities. The paper concludes by mentioning possible areas for further research to find a developmental path for “smart cities” that can realize resource integration and sharing.

Abstract:The paper discusses smart community building experiences and lessons in two of China’s prominent cities: Shenzhen and Hangzhou, both have over 10 million population. The authors reviewed their understanding of the concept of smart cities, their policies and implementation strategies, achievements, issues and problems, and lessons and experiences learned, and future prospects. Efforts are also made to examine smart community practices in other areas of China and in foreign countries. In the end, the authors proposed suggestions for further improvements for future practice.

It’s an effective solution to the problem of sectoral collaboration, and provides useful experience on how to solve the public affairs that not been specified in common laws. Abstract:In the context of “smart cities” and stock-based development, street renewal focuses more on quality and sustainability in China. To improve the efficiency of current smart technology applications, a comprehensive whole-life cycle system needs to be established in street space. After sorting out the application of smart technologies in the street design guidelines (SDGs) for typical cities in China, the compilation and application of smart technologies for sustainability were categorized into five areas: smart transportation, convenient living, life enrichment, the protection of vulnerable people, and environmental monitoring. Based on theoretical support and realistic needs, a smart street management and control platform (SSMCP) was built. The SSMCP is divided into four layers: the basic information layer for the background, the technology platform layer for the core processing, the institutional protection layer for the guarantee mechanism, and the scene application layer for spatial interactions. The results can provide a scientific reference for improving the sustainability of street space and implementing a “smart cities” project at the street level.

Abstract:The construction of smart cities is an imperative trend for high-quality urban development and represents a crucial solution to various problems that afflict urbanization, such as population growth pressure, resource scarcity, environmental degradation, and economic frailty. To create a smart city, it is essential to gain a profound understanding of the evolution and experiences of urban development and have a clear grasp of the concept, emphasis, and developmental trajectory of smart cities. However, previous research and theoretical frameworks have mainly focused on the digital transformation of cities, the application of new generation information technologies, and the comprehensive intelligence of cities, neglecting the fundamental positioning and value of cities, which is the people's central position and pursuit of happiness. This has led to many situations where intelligence is pursued for the sake of intelligence, resulting in inefficient use and allocation of resources. This paper puts forth a framework for the three generations of smart city construction and their meanings at the conceptual level, conducts an in-depth analysis of the development process and challenges of smart cities in China, and provides suggestions for improvement.
