Abstract:Based on comparative advantage theory,cultivated land protection zoning was established through the interest-driven power of the conversion from cultivated land to construction land.Then,eighteen counties,including Yiwu,Cixi,Yongjia,were grouped into key protection area level Ⅰ;ten counties,including Chunan,Pinyang,Dongyang,were classified into protection area level Ⅱ;and thirty counties,including Dongtou,Anji,Jinning,were divided into protection area level Ⅲ.Finally,some policy suggestions for cultivated land protection were put forward.

Abstract:The purpose of this paper is to discuss the basic theoretical issues on disciplinary development of land science, and to promote its maturity and improvement. Comparative research method and theoretical analysis method are employed in this paper. The results show that the maturity of land science is still quite low due to the lack of theoretical system and disciplinary paradigm with inherent consistency, the increase of research fields but the decrease of research depth, and the emphasis on application projects but the ignorance on academic study. Excessive broad research contents have impacted the development of land science. The path and experience of water conservancy science around the engineering categories to promote discipline construction and the development is worth learning and using for reference. The conclusion of the paper is that as the logic origin of land science, land use conforms to the four regulations. The name of the discipline can be land science and engineering, the core contents are formation and evolution, structure and function, utilization and control, reclamation and construction, and their relations that can be expressed with a simple 4-corner cone model. Land science and engineering can be divided into four secondary discipline including land science, land consolidation and rehabilitation engineering, land survey and control engineering, land use and planning. The methodologies of land science and engineering should be a combination of spatial research, conjugate analysis, traceable study and positivism. The theoretical framework of this discipline can be built up based on three aspects including land structure and function, land evolution and control, land carrying capacity and sustainability.

Abstract:Land is one kind of indispensable natural resources on which human depends for survival and development. However, with the rapid development of economy and society in China, the inefficient, extensive and other irrational ways of land use have triggered regional ecological unbalance which laid some negative effects on the sustainable development of China. Based on the innovative concept of ecological civilization and combined with the urbanization and new rural construction, land consolidation has made substantial contributions to the configuration of urban and rural land and the development of urbanization in China. In this paper, it analyzed the coordinated relationship between land consolidation and ecological environment and expounded the current status of domestic researches of land consolidation. Additionally, it studied the existing problems and put forward some suggestions and countermeasures for the field of land consolidation.

Abstract:The purpose of this study is to summarize the underlined progress of land science related research published in Nature andScience from 2000 to 2016, and to provide the outlook for the leading edge of land science in these two magazines. The method of literature review is applied in this paper. The results show that 1)land resource protection, ecological effects of land use, land carbon emissions, effects of urbanization, farmland intensive utilization and land management strategies are the major concerns on land science related topics ofNature andScience; 2)These two magazines mainly devote to the global land issues, involving diversified data and multidisciplinary research methods characterized by originality, importance and crossing. It is concluded that global natural resource mapping and accounting, global land change mapping and monitoring, global farmland use program, interrelationship between land and social-ecologic system and novel strategic system for land administration should be the underlined direction for land science in nearly future.

Abstract:The strictest farmland protection system currently practiced in China has not been successful in preventing the decline of arable land and basic farmland area.From the perspective of quantity elasticity and spatial elasticity of arable land and basic farmland protection,this paper discusses part of the content and measures of arable land and basic farmland protection,including the meaning of arable land and basic farmland,balance between land occupation and compensation,ecological returning of farmland,division and fulfillment of basic farmland indexes,and puts forward the idea of elastic protection of arable land basic farmland,expecting to provide a new thinking of arable land and basic farmland in a new round of land use planning.

Abstract:The institutional reform of land property rights is confronted with various challenges from all aspects of the economic and social lives in the current stage.The original property reform theory does not agree with the current practical requirement of land use and management.How to fully reflect the political,social,organizational and juristic nature of land property right in the newly-formed concepts of land property reform and its institutional innovation,and further provide a trajectory for future reforms in China,are the main purposes of our theoretical research.It needs to combine together the theories of economics and sociology to analyze related issues.The four-level-social-analysis framework proposed by Williamson provides a good logic to link property right with resource allocation,sociology with economics.Through such a logic,a comprehensive analysis on the nature and the assessment of Chinese land property can be achieved,which can further provide a theoretical basis for the trajectory choice of the current land property reform.The analysis offers scientific references for the new-round of land property reform in China.

Abstract:The damage of the land, especially cultivated land, in mining/industrial areas is very serious. And it is serious that the quantity and quality of Chinese cultivated land is declining year after year. According to traditional conception of land-conserving, this paper sets up land-conserving theory and discusses the protection of cultivated land from the points of damage controlling and reuse of waste land. According to this paper, we can get concluded that: Land-conserving in mining/industrial area has the characteristic with full-process, coordination and dynamics; Cultivated land protection should be studied by steps of land uses based on the land-conserving; Cultivated land protection in mining/industrial area has positive signification to ensure the safety of plantation.

Abstract:The purpose of this paper is to review the disciplinary construction of China’s land science and to promote its maturity and improvement. Methods of literature review, comparison, and induction are adopted. The results showed the basic issues of the disciplinary construction of land science from 14 aspects, including the object of subject, subject attribute, logic starting point of the subject, subject content, the name of the subject, discipline system, discipline characteristic, paradigm and core theory of the subject, theoretical and technical support, the relationship between subject development and related discipline development, subject development and social economy development, and the international comparison on history of the discipline growth. The conclusion includes that 1) land use is the logical starting point and core research of the subjects; 2) land science is an integrated subject of natural science, social science and technology science; 3) land science discipline maturity is still low, theoretical research lags behind the reality; 4) the development of land science can learn from the experience of other disciplines.

Research on Ecological Land Protection at County Scale by Landscape Security Patterns Method：Taking Qingtian County As an Example

Abstract:Taking Qingtian County in Zhejiang Province as an example, the purpose of this paper is to develop integrated security pattern of different security levels, and to explore the way of ecological land protection in land use management, based on the theory and methods of landscape security patterns. Meanwhile, this paper puts forward some corresponding policy recommendations, in order to provide a reference to our country’s ecological land conservation. The research methods of the paper is to construct the regional landscape security pattern via landscape security patterns approach and GIS spatial analysis, based on which the paper studies on the ecological land protection. The results show that: the ecological land area in the low, middle and high level security pattern is respectively 1445.31 km2、327.87 km2、171.09 km2. And they account for 58.34%、1.32%、0.69% respectively of the total study area. Ecological land of low level security pattern is the key and bottom line to maintain regional ecological security, and it should be strictly protected. Ecological land at the middle level security pattern is the buffer of core area of ecological protection and it should stress on protecting the natural ecological system. Appropriate development and construction is allowed in the high level security pattern, but it should control the disturbance to ecological land which plays the role of ecological isolation. In conclusion, the landscape security pattern of ecological land protection is conducive to meet the integrated demand of regional ecological protection. And it can provide an important reference for regional land use.

Abstract:Currently land consolidation is still at an early and exploratory stage and lacks necessary and sufficient theoretical preparation,rational paradigm and strategic thinking in China.The career development lacked of theoretical guidance is with blindness,but the basic theory research of land consolidation can provide foundation and guidance for the development of land consolidation.The theoretical basis and strategy is crucial to the survival and development of land consolidation system.Only paying attention to the research of this field can promote the development of land consolidation toward a higher level.Through normative analysis and logic analysis,the basic theory study of land consolidation shows that:the theoretical perspective of land consolidation should change from entity forms to function system;the rational paradigm should include tool rationality,value rationality and exchange rationality;the engineering orientation of land consolidation should change from project sites to ecological farms;and the strategic solution of land consolidation should also change from lash-up aims to systematic plans.
