Advancing Social Security System Building for All Rural and Urban Residents in China

Abstract:Now, China is entering the post-reform-and-opening stage, which gives birth to new demands on the social security system building. China's social security system building can benefit from the following conditions. (a) New developmental concepts, such as scientific concept of development, governing for the people and people-oriented development, have been established by the government. (b) The mission of China social security building, social security for all, has been formulated. (c) The fiscal ability of the government has increased with the economic growth. (d) The social security system building is accelerated. But the system building also faces the following hinder factors, such as the rural-urban segregation in policy formulation, the disorder of related government departments' responsibility of social security policy, the insufficiency in government fiscal input, the inefficient in the mobilization of non-governmental resources, the obscure of the responsibilities assignment between related policy agencies, the unmatured main social security programs, etc. Therefore, advancing the urban-rural coordinated social security system in China should (a) establish the principle that social welfare should increases at the same rate with the economic growth; (b) strengthen the rationality in the policy formulation; (c) assign responsibilities to related policy agencies scientifically, especially the government's responsibility; (d) mobilize the non-governmental resources actively and using the market approach appropriately (e) formulate action plan wisely with focusing on basic programs.
