Abstract:China is continually seeking to improve river water quality. Implemented in 1996, the total pollutant load control system (TPLCS) is a regulatory strategy to reduce total pollutant loads, under which a Pollutant Discharge Permit (PDP) program tracks and regulates nutrient inputs from point source polluters. While this has been promising, the input-response relationship between discharge permits and water quality targets is largely unclear - especially in China's large and complex river basins. In response, this study involved a quantitative analysis method to combine the water quality targets of the 12th Five-Year Plan (2011-2015) with allocated PDPs in the Nenjiang River Basin, China. We demonstrated our approach by applying the Soil and Water Assessment Tool (SWAT) to the Nenjiang River Basin for hydrological and water quality simulation. Ammonia nitrogen (NH3-N) was used as the primary water quality indicator. Modelling indicated that only one control section in the wider river basin did not achieve the water quality target, suggesting that the TPLCS is largely effective. The framework should be applied in other basins to study the effectiveness of PDP policies, advise further updates to the TPLCS, and ultimately aim to achieve freshwater quality targets nationally.
Zoning methodology and application to China's watersheds for water pollution control

Abstract:The existing methods for watershed zoning have tended to be very subjective in China.This is especially true for the zoning of the water pollution control-unit,resulting from the lack of unified zoning methodologies and regulations.Aiming at this problem,a three-level zoning system or the watershed-control regions-control units system is proposed in the study.The system adopts a combined approach of qualitative and quantitative methods for the zoning study of watershed pollution control.An Analytic Hierarchy Process(AHP) model will be constructed at the control-unit level,which is the central piece of the system.Based on four factors,i.e.catchment characteristics,urban distribution,industrial distribution and agricultural distribution,a watershed is divided into various control units according to the main direction of various discharge sources.The system is applied to the Songhua River watershed as a study case.The whole watershed is ultimately divided into three control regions and thirty-three control-units.It is noted that ten counties including Morin Dawa Daur Autonomous Banner,are divided into two or more control units.The proposed system for the zoning study of watershed pollution control in China is based on the nature of basin catchments and fully embodies the focus and direction for the management of watershed pollution control.It sets up the implementing targets and spells out the responsibilities and missions for local governments.It thus could provide the basis and guarantee for scientifically planning and implementing watershed pollution control plans in China.

Abstract:Taking the Sewage of frozen Food of Hongyu Ltd.in Cangxi County as case,by surveying in the source of pollution and monitoring the surroundings,this paper carries on the environment impact assessment to the surface water in Diemaqiao ditch by taking the ways of single pollution index,predictly evaluates the surface water downstream of pollution outlet by combining one-dimension steady model and complete mixing model,analyzes the results of the evaluation and prediction,and proposes the corresponding countermeasure for pollution prevention and control to provide the scientific basis of the concerning macro-decision of the water environment.

Abstract:On the base of investigating and analyzing the non\|point source pollution, the built\|up area in Yizheng City was divided by grids. According to the features of land utility, the pollutant load of non\|point source of each grid and its spatial orderlines were decided by investgation. During the non\|point source pollution' occurrence, its load was compared with point source pollutant load which was thought to be constant with time, then their common impacts on the river were assessed. COD was selected to be the control variable and the water environmental capacity was calculated. Some relevant suggestions and measures were presented in the end.
Application of a Load Duration Curve for Establishing TMDL Programs Upstream of the Tiaoxi River Within the Taihu Watershed, China

Abstract:The impairment of water quality is a major concern for streams and rivers in China. Total Maximum Daily Loads (TMDLs) can be used to establish a framework and propose a series of techniques and tools to assess water quality at the watershed scale. While TMDLs have been developed for water quality management by the U.S. Environmental Protection Agency, scientists and stakeholders, the development of TMDLs in China is hindered due to the lack of comprehensive data collection system and by the difficulties in incorporating seasonal variations efficiently and accurately. In this study, load duration curves (LDCs) were used to calculate TMDLs for ammonia and to quantify the corresponding monthly and seasonal variations in the TMDL. The analysis indicated that the ammonia TMDL was affected by flow patterns, ranging from a maximum of 9418 kg.d(-1) in high flow zones to a minimum of 48 kg.d(-1) in low flow zones. Seasonally, the TMDL varied from 232 kg.d(-1) in spring to 390 kg.d(-1) in summer, 110 kg.d(-1) in autumn, and 25 kg.d(-1) in winter. The monthly load allocation for ammonia was in the range of 3.0 to 18 kg.d(-1). The results provide policymakers with quantitative limits of nutrients loadings with seasonal variations which can be used to implement various water quality targets. This approach also provides a convenient way for water quality assessment when current pollution data is available and proposes seasonal targets of total amount control for local EPA implementing refined water quality management strategy under current economic development level and management ability as well as.
Estimation and Allocation of Water Environmental Capacity in Nonpoint Source Polluted River

Abstract:Based on the investigation of the application and emission quantities (QAE) of total nitrogen (TN) and total phosphorus (TP) for nonpoint sources in river catchment' s area, included fertilizer applications, livestock and living pollutants emissions, the quantities of TN and TP entered the river were computed by means of export coefficient model in Changle River, southeast China. Self-purification capacities of TN and TP in the reach were also estimated in terms of input-output balance analysis method. According to the provisions of water function planning in the river, the water environment residual capacity (WERC) or the demand for reducing the application and emission (DRAE) of nitrogen and phosphorus in the corresponding catchment were monthly estimated, and WERC and DRAE were respectively allocated among the pollution sources. Results indicated that about 28.8% of TN loads and 51.2% of TP loads could be self-purified respectively in the reach, i. e., purification of 775.9 t a(-1) for TN and 30.9 t a(-1) for TP. Seasonal variations of the self-purification for the pollutants not only resulted from riverine hydrological and ecological conditions, but also affected by the pollution loading. According to the demand of the water quality protection in the reach, about 1581.0 t a(-1) QAE of TN had to reduce in Changle catchment. The maximum demand for the reducing QAE of TN was the fertilizer application (1047.4 t a(-1)), and the highest ratio for the reducing QAE of TN was livestock-poultry breeding (32.4%). There was about 2335.7 t a(-1) WERC for TP in the reach. The largest DRAE of nitrogen was during mid-water season and the least WERC of TP was during higher-water season.
STUDY ON THE METHOD ABOUT TOTAL QUANTITY CONTROL OF POLLUTANT DISCHARGE --TAKING THE NORTHERN PART OF WUXI AS AN EXAMPLE

Abstract:Water environment has become a main factor influencing the economy development in the south of Jiangsu Province. In order to achieve the integrated development in economy and environment protection the implementation of total quantity control of pollutant discharge is important. Based on abundant investigation about the load of water pollutants, the situation and function of water environment, in consideration of the hydrological character and the draining plan of the area, the authors analysed the amount of water pollutant discharge in this area and figure out the amount of water pollutants reduction in this area according to the concentration handle plan about water pollutant. Then,the application of the water quality model about river networks to predict the improvement of water quality after reduction is being made. Regarding the result as nature value and the function district of water environment protective goal in lower reaches of river as controlling demand, the authors deduce the maximum capacity for water pollutants if concentrative handle all rivers in this area. After scientific calculation it was got that the maximum capacity of containing water pollutant is 19.8 t/d, it makes economical scale limited and strongly influences the economic development of this area. The authors put forward some approach to expand the capacity of containing water pollutants and suggest to build a special channel to make polluted water flow into the Yangtze River.

Abstract:By monitoring the water quality and investigating the pollution sources in the harbor area, to assess the impact of these sources, the major pollutants are identified. Based on the established tidal current model, this paper uses the split-step finite element method to construct a varied-boundary convection-dispersion mass transport model for the Lianyungang harbor area. Using COD as a pollutant indicator, it calculates the environmental capacities, and discusses the issue of total quantity controt for the harbor area, providing possible schemes for environmental protection plans.

Abstract:The main objective of this study was to apply the water quality analysis simulation programme to develop total mass control of pollutant (TMCP) programmes by calculating the water assimilative capacities for chemical oxygen demand (COD) and ammonia nitrogen (NH3-N) of a river that connects the Taihu Lake and the Yangtze River. Based on the distribution of water assimilative capacities, the geographical distribution of the pollutant permitted discharge load was validated by calculating the Gini coefficients for the economic, social and environmental efficiencies. According to the validation results, pollutant permitted discharge load was reallocated between townships and the rates of the reductions in pollutants for each township in the watershed were calculated. The water assimilative capacities of COD and NH3-N of Xicheng Canal watershed were calculated as 4803 ton/yr and 186 ton/yr, respectively. The results for the reallocation of pollutant permitted discharge load between townships indicated that the reduction in COD was small, with only 11.2% reduction for Qingyang Town and 33.6% for Chengjiang Town. In contrast, the NH3-N reductions of Yuecheng Town, Nanzha Town, Qingyang Town and Chengjiang Town were 52.9, 40.0, 61.4 and 54.5%, respectively, while the total reduction for Xicheng Canal watershed reached 53.5%. Based on the case, a new TMCP framework for allocating the pollutant permitted discharge loads in rivers was established, which not only combined the total mass of pollutant with the water quality but also took account for equity and efficiency in the allocation of pollutant permitted discharge loads.
Controlling Countermeasure of Pb Pollution of Surface Water in Lishui City and the Achievement

Abstract:With the general and tracer monitoring,the saturation of lead pollution of surface water in Lishui city was investigated.The results indicated that surface water Pb concentration in the surveyed region ranged from 0.005 to 0.032 mg/L,and Pb concentration in about 22% of collected water samples was higher than the limits of surface water quality standard (GB 3838-2002).It was also found that the important sources of lead pollution were as follows:mining,industrial waste and exhaust gases of automobiles.The countermeasures for controlling Pb pollution and the achievements wrer also summarized,which is significant for the protection of regional water environment.
The Total Quantity Control of Non-Point Source Pollution in Suzhou Creek Based on GIS

Abstract:Non-point source (NPS) pollution models were calibrated through model trials, an NPS pollution information database was built with GIS; and the Suzhou creek and the study area were divided by grids. With CODCr as a control factors the water environmental capacity of each controlled section was calculated in terms of its environmental objectives to determine its permitted discharge or cut-down amount. Results showed that, to meet the objectives of the Suzhou creek in 2010, various NPS pollution should be cut down in different degree; pollution loadings from villages, towns, livestock and poultry should be reduced primarily; for the cut-down amount of unit grid, villages, towns and ponds were larger relatively. Finally, some countermeasures of NPS pollution were presented to integrate the total quantity control for the target and the capacity of water environmental.

Abstract:With the Wunan River of Changzhou set as a control unit for allocation of COD capacity,a three-layer(type of pollution source-breakdown of the pollution source-pollutant discharging unit) distribution framework was constructed.A multi-level index system was selected layer by layer and type by type,and synthetic weight of each allocation object was calculated using product of initial weight and quantized value of each index.In the end,based on the synthetic weights,water environment capacity was allocated layer by layer.Results of the allocation are that domestic pollution and pollution from fish breeding and poultry raising are the two major targets for reduction,and their COD reduction rate is set by 41.6% and 35.5%,respectively at the first layer.The pollution reduction rate should be higher for scattered fish breeding and poultry raising than for concentrated fish breeding and poultry raising.The pollution reduction rate should be higher for rural domestic sources than for urban domestic sources.No quota is set for pollution reduction for crop farming,but for industry,especially textile dyeing and finishing enterprises,which is the priority for pollution reduction at the second layer.The quotas for pollution reduction for scattered and concentrated fish breeding and poultry raising in townships and districts and for rural and urban domestic lives are set as high as at the second layer.The quotas is higher for dyeing and finishing enterprises than for textile ones at the third layer.In this allocation system,the quotas for COD reduction for all the objects are lower than 50%,indicating that the targets should be obtainable.

Abstract:Raising the water pollution control countermeasures on the basis of rational pollution load estimation is significant for improving water quality. Zhangze Reservoir, the largest water body in Changzhi city, China, was selected for this study. Considering the information constraints of the reservoir basin, the pollution load estimation method system covering point sources, non-point sources, and internal sources is systematically constructed using an export coefficient model, an sediment pore water diffusion model, and other methods, with the aim of estimating the discharge of pollutants into the Zhangze Reservoir from domestic sources, industrial sources, agricultural sources, sediment release, and urban runoff. The findings indicate the following: 1) the pollution loads of COD, NH 3 -N, TN, and TP are 3,157.82t, 177.62t, 760.72t, and 42.29t, respectively; 2) in terms of the distribution of pollution sources, urban domestic sources top the rest, accounting for 65.47% of COD, 82.83% of NH 3 -N, 79.00% of TN, and 60.65% of TP, followed by the agricultural source; 3) the total discharge of the main water pollutants exceeds the water environmental capacity, characterized as the dominating existence of domestic point source, the coexistence of point sources and non-point sources, and the coexistence of exogenous sources and endogenous sources. Finally, control countermeasures are raised to minimize the total discharge of pollutants for improving the water quality.

Abstract:Total air pollutant emission control planning is a major urban environmental management approach. A set of technical schemes have been developed, which are applicable to study the calculational and distributive method of the total quantity control for urban air pollutant emission in China. The permitted total emission equivalent quantity of urban air pollutants and its distribution in urban area, which can be used as regional air pollution control index and can be allocated to each major pollution source as its limit of emission quantity, can be worked out by using linear programming model based on regional grid air pollutants transfer matrix which considers the difference of functional regions and the justice of the permitted emission's distribution. The application of the technical paths and models in Jinan, indicates that it is reasonable and feasible.
Pollution source identification and abatement for water quality sections in Huangshui River basin, China

Abstract:Accurately obtaining the pollution sources and their contribution rates is the basis for refining watershed management. Although many source analysis methods have been proposed, a systematic framework for watershed management is still lacking, including the complete process of pollution source identification to control. We proposed a framework for identification and abatement of pollutants and applied in the Huangshui River Basin. A newer contaminant flux variation method based on a one-dimensional river water quality model was used to calculate the contribution of pollutants. The contributions of various factors to the over-standard parameters of water quality sections at different spatial and temporal scales were calculated. Based on the calculation results, corresponding pollution abatement projects were developed, and the effectiveness of the projects was evaluated through scenario simulation. Our results showed that the large scale livestock and poultry farms and sewage treatment plants were the largest sources of total nitrogen (TP) in Xiaoxia bridge section, with contribution rates of 46.02% and 36.74%, respectively. Additionally, the largest contribution sources of ammonia nitrogen (NH3-N) were sewage treatment plants (36.17%) and industrial sewage (26.33%). Three towns that contributed the most to TP were Lejiawan Town (14.4%), Ganhetan Town (7.3%) and Handong Hui Nationality town (6.6%), while NH3-N mainly from the Lejiawan Town (15.9%), Xinghai Road Sub-district (12.4%) and Mafang Sub-district (9.5%). Further analysis found that point sources in these towns were the main contributor to TP and NH3-N. Accordingly, we developed abatement projects for point sources. Scenario simulation indicated that the TP and NH3-N could be significantly improved by closing down and upgrading relevant sewage treatment plants and building facilities for large scale livestock and poultry farms. The framework adopted in this study can accurately identify pollution sources and evaluate the effectiveness of pollution abatement projects, which is conducive to the refined water environment management.
Studies on Urban Total Air Pollutant Emission Control Planning in China

Abstract:Urban air pollution is a quite severe problem in China.Imposing restriction on total emission quantity of air pollutants will be a major environmental management measure to have the situation control.Based on several case studies,the method of working out a total emission quantity plan for control of air pollution has been developed, and the concept of emission equivalent was introduced. The permitted total emission equivalent quantity of urban air pollutants and its distribution in urban area, which can be used as regional air pollution control index and can be allocated to each major pollution source to determinate its permitted emission quantity, can be worked out by making up regional air pollutants shift matrix and by using linear programming model. We have applied this method in the total emission quantity control plan of urban air pollutants and discovered that permitted emission quantity of urban air pollutants is in direct proportion to emission height's α power. α is a parameter that provide scientific basis for allocating total permitted emission quantity. It ranges from 0 to 1 and equals 0 80 in Jinan city.
Effect of Emission Control on Water Quality of the Taihu Lake

Abstract:Based on field observations in November 1998 and October1999,comparisons were made between them in quality and spatial distribution of principal pollutants(such as DO,CODMn,TP,TN and Chla)in the waters at various sampling sites. It is revealed that there is no significant improvement in water quality after the emission control.Non-point source pollution and release of nutrients from the sediment are probably the two major causes of the hysteresis.
Finite Element Simulation of Pollutant Mixing Zones in Streams Entering the Three Gorges Reservoir

Abstract:Water runoff from urban drainage systems into rivers and pollutant mixing in those rivers should be analyzed to determine the water quality and the environmental capacity of reservoir areas after completion of the Three Gorges Project. A fractional step finite element scheme was used to solve the shallow water flow and pollutant transportation equations for river systems, especially the junctions of rivers. The turbulent viscosity and pollutant diffusion coefficients were determined using the k-e turbulence model. The numerical models were validated using observed data for both the velocity distributions and the pollutant concentration distributions near the junction of the Yangtze and Jialing Rivers. Data for the Taohuaxi and Lijiatuo outlets was used to predict changes in the pollutant mixing zones before and after the Three Gorges Project was built. The results show that the pollutant mixing zones near the outlets will increase after the project is completed, so proper measures are needed to control water pollution and to protect the water quality in the reservoir areas.

Abstract:A water environment quality evaluation and pollution source analysis can quantitatively examine the relationship among water pollution, resources, and the economy, and investigate the main factors affecting water quality. This paper took COD, NH3-N, and TP of the Tuojiang River as the research objects. The water environment quality evaluation and pollution source analysis of the Tuojiang River Basin were conducted based on the grey water footprint, decoupling theoretical model, and correlation analysis method. The results showed that grey water footprint decreased, and the water environment quality improved. Among the pollution sources of the grey water footprint, TP accounted for the highest proportion. Moreover, the economic development level and the water environment were generally in a state of high-quality coordination. Farmland and stock breeding pollution accounted for the largest proportion of agricultural pollution and were thus the main source of the grey water footprint. The results of Pearson's correlation analysis indicated that the source of the pollutants were the imported pollution from the tributaries and agricultural pollution (especially stock breeding and farmland irrigation). These results showed that the quality of the water environment was improving, and the main factors affecting the water environment were stock breeding and farmland pollution in agriculture. This study presents a decision-making basis for strengthening the ecological barrier in the Yangtze River.

[Water Pollution Characteristics and Source Apportionment in Rapid Urbanization Region of the Lower Yangtze River: Considering the Qinhuai River Catchment].

Abstract:Clarifying the current situation of regional water pollutants and the relationship between pollutants and pollution sources is considered essential for managing the water environment. Water quality identification index (WQI), cluster analysis (CA), positive matrix factorization (PMF), and stable isotope analysis in R (SIAR) were employed to interpret a large and complex water quality data set of the Qinhuai River catchment generated during 2015 to 2019 to monitor of 11 parameters at 29 different sampling sites. WQI analysis indicated that water quality in Qinhuai River catchment is considered to have "moderate pollution," and an improving trend of water quality was observed at the interannual scale. TN was the most deteriorated of all pollution parameters. CA and PMF results on the spatial scale revealed that sampling sites located at downtown of Nanjing and Lishui District or Jangling University town were highly polluted due to the sewage from domestic sewage and business service sewage (28.88%) as well as industrial wastewater (27.43%), while sampling sites located at Hushu Street Administrative District, Ergan River, and Sangan River were slightly polluted by rural domestic wastewater and garbage (28.79%), and agricultural non-point source pollution (24.3%). The middle-lower reaches (Jiangning Development Zone and Moling Street) and middle reaches (Lukou Street Administrative District) were moderately polluted by industrial wastewater (27.25%), sewage from domestic wastewater and business service wastewater (31.62%) as well as inner sources (24.76%). The SIAR results showed that NO3--N was the main nitrogen form, and the NO3--N mainly originated from sewage (61%) and soil (34%) in the Yuntaishan River sub-catchment. These results will aid in the development of measures required to control water pollution in river catchments.
