Abstract:This study reviews research from 1989 through 2019 on whether and how multinational enterprises (MNEs) augment their innovation capabilities throughout the entire internationalization process. To identify the current state of knowledge of this research, we review the literature using bibliometric and qualitative content analyses covering leading journals. We categorize existing studies into three key stages: (1) preinternationalization stage, (2) internationalization entry stage, and (3) internationalization operation stage. Further, we review how different internationalization strategies in the internationalization process, country institutions, and MNE characteristics jointly influence MNEs’ innovation behaviors and innovation outcomes. Finally, we highlight key questions and challenges in the extant literature and provide suggestions for future research to advance the developments of this domain, including (1) deepening discussions on international diversity and innovation, (2) emphasizing the impact of MNEs’ network attribute and dual embeddedness on innovation, and (3) extending the role of institutions in MNEs’ innovation.

Abstract:International R&D by multinational corporations (MNCs) from developing countries is on the increase. Some technology-intensive Chinese MNCs, which arc playing an increasingly significant role in carrying out Chinese innovation strategies, have recently established global R&D networks. Based on the evidence from two technology-intensive Chinese MNCs in the telecommunications equipment industry, this paper focuses specifically on exploring the driving forces and organisational configurations of international R&D in these MNCs. Our findings and results show, firstly, that establishing home-base-augmenting/strategic R&D sites in developed and other developing countries is the predominant driving force behind R&D internationalisation in these Chinese MNCs. Secondly, in terms of the dispersion of R&D activities and the degree of cooperation between individual R&D units, each of these MNCs has successively gone through different organisational configurations of international R&D at its three strategic stages: ethnocentric centralised R&D, geocentric centralised R&D, and R&D hub model.

Abstract:While it is widely recognized that an asset-augmentation rather than asset-exploitation intent drives the internationalization of emerging multinational enterprises (EMNEs), what remains unclear is how EMNEs and their subsidiaries are able to engage in innovation activities in host countries. Conjoining the loose coupling perspective and institutional theory, this study investigates how EMNEs enhance subsidiary innovation performance through developing and adjusting headquarter-subsidiary (HQS) coupling structure. Drawing upon the data from 426 foreign subsidiaries of Chinese manufacturing firms, this study adopts polynomial quadratic regression with response surface analysis to examine the impact of HQS structure on subsidiary innovation and the contingent mechanisms within this process. The results demonstrate support for the positive effect of HQS loosely coupled structure on subsidiary innovation performance, and the moderating roles of subsidiary external and internal legitimacy are also confirmed. From the perspective of loose coupling, this study makes an effort to inform on the key mechanisms of EMNEs’ global innovation at subsidiary level, and provides practical enlightenment for their internationalization behaviors.

Abstract:Based on the literature review,it firstly divides the roles of RD institutions in China of MNCs into four types: affiliates,short slabs,spontaneous contributors,and regional/global RD centers in terms of the two dimensions of strategic importance of Chinese environment and the resources and competence of RD institutions in China.Secondly,it analyzes three evolution paths and two typical evolution patterns based on five cases studies including Microsoft,SAP,Nestle,LG and GM.Finally,it summarizes the main characteristics of the two typical evolution patterns and the problems which should be paid more attention to.It does not only provide directions for MNCs to set up RD institutions in China,but also enriches theoretical researches on the role of foreign subsidiary of MNCs.

Abstract:Based on case studies of multinational R&D centres in China, this paper views the central task of corporate R&D globalisation as: differentiating R&D units to take advantage of location-specific resources and integrating R&D efforts in multiple locations to achieve the whole corporation's goals. Four differentiated R&D units are identified: the technology competence unit, the system competence unit, the assignment unit, and the support unit. These four units form a complete R&D system covering all stages of R&D life circle. Three main driving resources - technology strength, human capital, and the market - are investigated, as well as their relationships to different types of R&D. Control, communication, and external collaboration issues are also discussed for these four types of R&D units.

Abstract:Current research on multinational R&D assumes that main R&D is based in the home country and views overseas R&D as additional to the home base. However, case studies in China have found that the base itself is also internationalized. Besides home-based-augmenting, home-based-exploiting, and home-based-replacing discussed in the literature, we have identified new types of host-based overseas R&D. Two of these are the host-based technology advancer, which focuses on original component innovation, and the host-based system owner, which focuses on system innovation. Both respond to local market opportunities. In addition, multinationals establish host-based local integrators to coordinate their R&D centers under different firm divisions. These findings suggest four topics for future research.

Abstract:Multinational corporations in developed countries have begun to set up overseas RD otherwise it will show a decline. In addition, due to the differences of empirical analysis contingencies, objects, and stages of R&D internationalization, the relative benefits and costs of overseas R&D activities will be different, which results in different relationships between R&D internationalization and innovation performance. Finally, based on the problems and deficiencies of current research, this paper proposes four future research prospects: internal and external embedded mechanisms, entry barriers, new situations and new objects.This study theoretically explains the mechanism of R&D internationalization on innovation performance, and provides rich theoretical support for future empirical research. It also provides guidance to enterprises to understand the key steps and factors that affect the positive impact of R&D internationalization on enterprises’ innovation performance. It suggests enterprises to balance embeddedness of overseas R&D units both in external R&D networks of host countries and internal networks of parent companies. Besides, potential costs of R&D internationalization should be paid attention to.

Abstract:The paper discusses how to benefit from RD globalization for home countries.First,we analyze the micro basis for government to establish policy system for RD globalization from the level of multinational corporations,thus providing theoretical basis for policy making.On this basis,we summarize the experience of the developed countries and develop a framework to analyze the policy system for promoting RD globalization.The analysis compasses policy objectives and policy instruments,including four dimensions:raising the climate of domestic RD investment,promoting inward RD FDI,profiting from foreign enterprises,profiting from outward RD FDI.Finally,based on the analysis of the current situation about RD globalization that China is facing,we conclude with some useful implication for China to establish relevant policies to promote RD globalization.

Abstract:— Transnational corporations (TNCs) are playing a major role in global R&D, not only through activities in their home countries but also increasingly abroad. However, the process of R&D offshoring is not yet discussed thoroughly. Based on in-depth case study on Agilent China Communications Operation, this paper presents a stage model for theorizing the R&D offshoring process. This stage model outlines 5 maturity levels of organization and the offshoring process: Subsidiary team, Mirror team, Independent team, Mirror sector and the Independent sector (from software engineering point of view, it is similar to the local team's capability level of maturity model). Moreover, the paper gives a detailed discussion on the relevant characteristics, as well as the ability/responsibility of transfer, priorities and the corresponding organization structure. It also gives the characteristics and key points of different level’s R&D offshoring implementation using actual team practice.

Abstract:This paper examines patterns and determinants of overseas R&D investment by US-based manufacturing MNEs using a new panel dataset over the period 1990–2004. The analysis reveals that R&D intensity of operation of US MNE affiliates is determined mainly by the domestic market size, overall R&D capability and cost of hiring R&D personnel. There is no evidence to suggest that R&D specific incentives have a significant impact on inter-country differences in R&D intensity when controlled for other relevant variables. Overall, our findings cast doubts on the efficacy of efforts by host country governments to entice MNE affiliates to engage in domestic R&D activity, in a context where R&D is becoming a truly global activity.

Abstract:MNCs carried out the overseas R&D can be traced to the 19th century in Europe.Due to the need to satisfy in the explosive growth market demand in the world,what MNCs considered firstly is to realize their market and the production globalizing plan,but put R&D globalization on the secondary position.But,in many technical active industries,although the accumulation factor will cause the prominent technical ability domain reduction which many countries will have,but many firms will need the technical scope already expanded.In this position,MNCs in the high-tech industry will establish the global innovation network,will use many different national specialized technical abilities carries on the most superior choice.This paper focuses on the firms' R&D internationalization,based on the literature review of the R&D internationalization motivation and development trends,according to the sampling principle of "the sense of purpose",to avoid the influence of industry difference and the organization characteristic,choose the preventative Chinese firms(typical industry and different organization scale) to investigate the Chinese firms' motivation of R&D internationalization,the structural feature and the trend of development.The research has chosen six firms in the communication industry,the electrical appliances industry,food making industry and the biological medicine industry to conduct the cross-case study,these firms are:ZTE,KONKA,TCL,LECONTE chocolate,GALANZ and ROSE-KANGYING Medicine Company.The research reveals:Firstly,in our country firms' motivation of R&D internationalization mainly are for market development and information acquisition;Secondly,in our country firms' R&D internationalization's structure by the nationality in the core majority,the investment relative centralism,has not been able to form the global R&D network;Thirdly,in our country firms' R&D internationalization's position mostly chooses the developed country,with the aim of obtaining the technical track;Fourthly,in our country.firms' R&D internationalization's investment form is the diversification,namely has depended upon own strength,to reduce the cost to support the overseas R&D expense,also has through the enterprise merger and acquisition and the strategic alliance to gain the foreign core property and the core superiority,the overall looks like the enterprise merger and acquisition the way,but because the investment scale is big,the risk is also big accordingly.Finally,this paper proposes the policy-type suggestion to encourage the high-tech firms to carry on the R&D internationalization.

Abstract:The transition towards mass flexibility, the increasing heterogeneity of the automobile market, and the penetration of foreign investment have been singled out as important factors behind the rise of post-national corporations operating in multiple regions of the world. Such firms not only conduct sales and assembly operations on a multi-regional basis but, it is claimed, R&D activities on a global basis, thus lending growing credence to the thesis of globalization of R&D activities. The latter is based on the premise that substantial gains are made by: (i) locating R&D laboratories close to clients and pockets of innovation; and (ii) by coordinating activities globally.The purpose of this research is to determine whether R&D activities in the automobile industry are globalized. It was found that the process of large-scale innovation, the acceleration of product development, and the increasing strategic importance of technology tend to concentrate R, D&E activities near the home base. The factors limiting the concentration of this phenomenon are the dispersion of foreign sales, the surveillance of competitor's engineering and styling activities, and the support of foreign assembly plants.Firms pursuing global, export, or regional strategies tend to concentrate R, D&E activities near the home base. Only firms pursuing multi-regional strategies have partly dispersed R, D&E activities to major regional markets. The development of global networks is constrained by communication difficulties, travel time and cost, as well as by pressures for regional autonomy.

Abstract:In recent 10 years,according to the global and systematic developing strategy,multinational corporations use the low cost structure and rich intellective resources of technologic R&D in China and set up R&D organizations to obtain the information of Chinese market and technology and promote the R&D of new technology and products.There are three types of multinational corporations' R&D organization in China,which are mono-venture R&D centers,R&D departments in enterprises and R&D centers cooperated with Chinese universities and institutions.They mainly exist in the industries of telecom and computer in Beijing and Shanghai.Multinational corporations' R&D organizations have to deal with many problems,such as R&D employees' management,knowledge property protection and Chinese institutes and policy,etc.As for the development of Chinese economy and technology,the rapid increase of multinational corporations' R&D investment in China is both an infrequence opportunity and a serious challenge.
Enterprise R&D Input and Production Efficiency:Comparison Between Global Top R&D Enterprises and Chinese Enterprises

Abstract:This research takes global top RD enterprises and Chinese large and medium-sized enterprises as contrast samples,builds a metrology model with Cobb-Douglas Production Function,and finds the contribution of RD investment of global top RD enterprises and Chinese large and medium-sized enterprises to sales performance.At the same time this research compares the contribution of other capital investment and human resource investment.It turns out that RD investment of global top RD enterprises has a positive correlation with sales performance;the contribution it made to sales performance is much higher than other capital investment and human resource investment;the contribution of RD investment of Chinese large and medium-sized enterprises to sales performance is lower than human resource investment;the contribution of RD investment to sales performance has a significant difference in different industries,which is significantly higher in high-tech industry and lower in low-tech industry.

Abstract:Existing country-level and firm-level studies have shed light on the mechanisms driving the globalization of R&D investment by multinational enterprises. However, there is a lack of industry-level evidence on this issue, which is much needed for the robustness of the theoretical and conceptual framework developed from country- and firm-level studies. Therefore, this study examines the determinants of overseas R&D investment by multinational enterprises from a single country, the United States, using an industry-level panel dataset. This study covers U.S. multinational enterprises in seven two-digit-level North American Industry Classification System (NAICS) manufacturing industries in twenty-three countries over the period 1999-2008. The empirical findings suggest that technology-seeking motive, technology-adaptation motive, and access to an abundant pool of researchers exert positive impact on the R&D intensity of U.S.-based multinational enterprises in a host country. The roles of investment position, institutional quality and distance are not found to be robust. These findings are largely consistent with the current theoretical understanding on R&D globalization by multinational enterprises. The findings point to the need for policies that strengthen domestic R&D stock, enhance human capital endowment and support a domestic market that is open to the world in order to attract overseas R&D investment by multinational enterprises.
