Abstract:Flooding is the most widespread, frequent, and damaging natural disaster in China. To manage flooding, reservoirs and storage projects are combined to regulate water flow in the basin. This approach reduces flood damage and other enhances the benefits of the projects themselves. However, optimal scheduling of reservoir groups often results in numerous feasible solutions. Therefore, multi-objective decision-making methods are needed for scheme evaluation and selection. Evaluating complex systems involves many indicators with intricate relationships and hierarchical structures. This requires a comprehensive evaluation method that integrates qualitative and quantitative analysis. This paper proposes a fuzzy comprehensive evaluation method based on the Minimum Discriminative Information Principle (MDIP) for scheduling flood control and power generation in cascade hydropower stations. The focus is on determining the weights of each index. The method employs binary fuzzy contrast analysis, semantic analysis, and data mining. Multi-objective decision matrix information entropy is used to assign weights to both indicator and criterion layers. This approach integrates the preferences and experience of engineering decision-makers, expert knowledge, and objective insights. It overcomes the arbitrariness and cognitive limitations of single-assignment methods in weight determination. Consequently, it achieves synergy in multi-objective decision-making for flood control and profit optimization in hydropower station groups.
