Abstract:In recent years,many cities have proposed the construction of a city with internationally strong sports,but sports culture has failed to be listed as a key item for city development. Sports culture,though,is one of the indis-pensable requirements for the building of such a city. The present paper aims to study the positioning and strategic development of sports culture in Shanghai,and it has reached the following conclusions. For Shanghai to becoming an international sport city,efforts should be made in the improvement of the environment for sports and fitness activ-ity,the preservation and inheritance of sports heritage,the development of sport industry,and the establishment of sports institutional culture with Shanghai characteristics. Shanghai should also work to increase the sports popula-tion,raise people’s awareness of sports,and look to world top ten international metropolises for their experience in building city sports culture. The international sports city should be looked upon as the carrier of city sports culture, and the institutional and spiritual dimensions of sport culture as important indicators of an international metropolis or international sports city. A people-friendly,society-oriented and daily life-based city sports culture should be one of the city’s strategic development goals.
