Abstract:Under the environment of modern war,it is necessary to design the command and control organization which can quickly assign the appropriate equipment or troops to the mission.For the C2 organizations which are designed by different development methods,it is a very important problem to evaluate the performance of these organizations.After summarizing the related theory and methods,we propose a multi-level descriptive model of task-oriented C2 organization following the CMOT(Computational and Mathematics Organization Theory) and structural contingency theory.The model describe the C2 organization from 3 levels,including the relationship between the organization and it's mission environment,the information flow and command flow in organization,and the decision maker.Based on our model,we can quantitative evaluate the C2 organization by other models or by simulation.
