Abstract:Soon after the September 18th Incident, a tidal wave for Constitution Movement rose in China. At the same time, the intellectuals who had insisted democracy became advocators of dictatorship. This article studies the causes, contents and results of such a fallacy.

Abstract:Abstract: This paper argues that despite the considerable resilience demonstrated by the Chinese authoritarian regime, its power experiences continuous atrophy. With the weakening of the totalitarian control imposed on Chinese society, the current stability maintenance system has been decreasing in its effectiveness. Meanwhile, contentious activities within the civil society gain momentum, and grow in both frequency and complexity. Movements such as human rights advocacy and political pluralism are traversing down a path towards a multilaterally coalesced resistance of authoritarian authority. The final part of this paper proposes and analyzes three possible trends of the development of social contentions in Chinese civil society.

Abstract:From 1929 till 1931, some members of Xin Association, Hu Shi, Luo Longji, Liang Shiqiu, etc., established Ping Association. With Xin Yue as position, they mobilized famous Rights Activities, attacked Nationalist Party's admonitory politics system, requested human rights of democratic constitutionalism, and published The Collection of Works on Human Rights. In late, weak and compromised Chinese bourgeois liberalist activities, and with the late declaration of human rights, Hu Shi and his friends publicized thoughts on right of freedom from human rights' point of view. In other words, it could be said that it was result of direct connections between Chinese and Western thinkers. However, since Nationalist Party could not accept their thoughts and activities, finally Hu Shi was rebuked by Educational Department. And in 1930, he was removed from position as President of Zhongguo Gongxue by Nationalist Government.
Xi Jinping’s China: Marching toward a Chinese fascism?

Abstract:The nature of the Chinese regime has not changed since 1949, but the need to renew the legitimacy of the Communist Party after the death of Mao Zedong led Deng Xiaoping to release the pressure of the party apparatus on society and the economy. After the 1989 Tian’anmen massacre, Deng opened the country to the world market while maintaining the dictatorship. The rapid economic development and the exploitation of grey areas by ngos have led to a release of controls. After rising to power, Xi Jinping repressed the emerging civil society and reinforced the direction of the Party in all areas, eliminating autonomous spaces and installing the cult of personality. With the hegemony of the Party on society and government, the cult of the leader and nationalism, China cannot be compared to democratorships. As an ostensible dictatorship, its system increasingly recalls fascism.

Abstract:The rise of governance theory produces a discernible impact on political-administrative research and public administration practices in China. The introduction of such concepts as the state governance system and social governance indicates that governance has even become an official discourse in China. Since the inception of governance theory in China, a series of disputes have emerged in terms of the logical relationship between governance and good governance and the applicability of governance theory in China. Although these disputes exert a marginal effect on research on Chinese governance, a core issue regarding applicability reappears-tension between state building and governance-amid the present-day conflict between state governance and social governance, as well as, the current contention between official discourse and academic discourse. The future agenda of research on Chinese governance needs to revolve around this core, involving state governance, social governance, and the interaction between the two.
The "Necessary and Dangerous" Power: Administrative Prerogative in Constitutional Controversies of the Early Republic of China

Abstract:The arrangement of administrative prerogative is a challenging task in modern constitution-making,especially in a country that just switched from monarchy to republic.This article explores the arrangement of the "necessary and dangerous" power-administrative prerogative in the constitutional projects of various political forces.Upon close reading of and comparison between a series of constitutions and constitutional drafts,it is found that under the pressure of international environment,the two major political camps reached a certain level of consensus regarding the administrative discretionary power in foreign affairs;while their level of limit on presidential power to pardon varied but did not lead to polarization,their views on presidential power to issue emergency decrees and take emergency action in fiscal affairs seriously polarized,and finally led to the paralysis of the constitutional order.This polarization was originated in the unstable co-government of the Beiyang Clique and the revolutionary camp, a premature fruit of the "grand compromise" in 1911-1912.

Abstract:China’s renewed authoritarianism and growing international influence have paralleled democratic erosion in new and established democracies alike. These twin developments have added an ideological valence to growing security and trade tensions in U.S.-China relations. Although there is scant evidence that the Chinese Communist Party is deliberately trying to spread autocracy or defeat democracy, China’s success and influence have made the world safer for autocracy. The essay concludes by considering how U.S. actions might affect Beijing’s calculus and the future of competition between autocracy and democracy.

Abstract:This article will focus on the recent constitutional developments in China along two paths. One is the official path initiated by the Supreme People's Court's judicial interpretation for the Qi Yuling case in 2001, which opened up the possibility, met with enormous enthusiasm, for the judicial application of the 1982 Constitution. The other is the unofficial, populist path symbolized by the Sun Zhigang incident in 2003, when the public, for the first time since 1989, expressed strong protest largely via the internet against the mischief of a local government. The article will review the key constitutional developments achieved along both lines and will examine the causes of their successes or failures. Finally, it will point out the inherent limitations in a populist path toward constitutionalism when pursued within an institutional structure where governments at various levels view the Constitution more as a threat to the status quo pertaining to a small minority than as a protection of basic rights for all.

Abstract:democracy is necessary but not sufficient to a free society.On the one hand,democracy,in its essence,means the politics that the whole citizen takes hold of the supreme power;in reality,the majority of the citizen enjoys it. In consequence,they may abuse what they have,which leads to 'majority tyranny'.On the other hand,tyranny could still be possible even if democracy does not bring about tyranny of the majority over the minority: a type of tyranny violating individual freedom and rights.For the supreme power,in its nature,correlates with unrestricted power,which is prone to evolve into unlimited power.As a result,the supreme power has the possibility of becoming unlimited power and becoming tyrannical whether it is in the hands of the monarch or the common people.

Abstract:Authoritarian governments talk about democracy frequently. Why do they do so? What does the term democracy mean in an authoritarian political language? This research uses a computer-assisted text analytical approach illustrating how an authoritarian government strategically manipulates the discourse about democracy to benefit itself. By analysing over a million political articles published in People's Daily over five decades, the study shows a refocusing framing strategy, in which the Chinese government defines democracy not with regime justification but with national policy priorities while denoting democracy most frequently alongside the fundamental values. With this strategy, the framed discourse appear to be consistent with the fundamental values in Western democracies but work for the preservation of the authoritarian regime.

Abstract:This commentary article posits the term ‘authoritarian determinism’ to describe a persistent and general problem with the current trend of China-focused political and communication theory, which emphasizes the centrality of the ‘repression-resistance’ axis in the formation of China’s political communication sphere, and identifies three related forms of reductionism (‘event-based’, ‘conflict-focused’, and ‘internally homogeneous’ perspectives) that characterize contemporary Chinese political communication studies. Based on this framework, this study examines how we might move beyond the abovementioned perspectives and rethink the relationships between the party state, various media actors’ representations of political issues, and individuals’ everyday civic discussions and engagements in contemporary China.

Abstract:China has gotten much more involved in debating and solving international concerns in recent years. This is the concept behind China's new foreign policy line, Diplomatic Activism. President Xi Jinping's speech on “unprecedented changes not seen in hundreds of years” poses new and pressing questions for Chinese diplomats, politicians, and academics to consider, such as “What role should China play in the world?” and “How can we effectively solve the current complex international issues?” As a result, the Chinese leadership has called for “telling China’s stories well” with other countries in order to assume the role of a big power and offer their thoughts and potential answers to this tough situation. The article considers a number of issues related to the concept of “Telling China’s stories well”, ranging from the inability of Western theories and Chinese tradition to correctly interpret China's actions at this stage to the need to develop and systematize the Chinese experience based on Chinese historical experience, cultural and philosophical heritage, as well as the demands of the times, and so on. The “Four matters of confidence”, in particular, is examined as an important component of the “China’s stories”. The author came to a conclusion that the notion of “Telling China’s stories” is a historical occurrence, because the Chinese had previously learnt to do so in antiquity in order to guarantee their dominance over the surrounding vassal states. And, with the assistance of Edgar Snow, and others, the CCP effectively informed the world about communist actions in the new history of China. Today, the new China is actively “talking about its stories” in order to promote and contribute to the creation of a new world order based on cohabitation, mutual benefit etc., rather than Western-centrism. Abstract:Journal of Current Chinese Affairs, Ahead of Print. During the initial outbreak of COVID-19 in China, Chinese netizens engaged in protracted entanglements with the state across major platforms. They called on the Wuhan (武汉, wuhan) government to be accountable for the rapid spread of the pandemic. Interestingly, this same group of netizens had sung praises to the Chinese Communist Party's tune and lauded the extraordinary achievements of the regime before the outbreak of COVID-19, during the seventieth anniversary of the country. In fewer than six months, the national binge spiralled into poignant criticisms. Against this backdrop, this paper investigates two questions: First, why was there a marked shift in opinions towards the state? Second, what discourse did netizens adopt when expressing their discontent? We argue that the shift is indicative of two-way socialisation in the party-state's legitimacy-building process. While netizens have bought into the official narratives of a celebratory event, they hold the state to the same standard when a crisis occurs.
Educated acquiescence: how academia sustains authoritarianism in China

Abstract:As a presumed bastion of the Enlightenment values that support a critical intelligentsia, the university is often regarded as both the bedrock and beneficiary of liberal democracy. By contrast, authoritarian regimes are said to discourage higher education out of fear that the growth of a critical intelligentsia could imperil their survival. The case of China, past and present, challenges this conventional wisdom. Imperial China, the most enduring authoritarian political system in world history, thrived in large part precisely because of its sponsorship of a form of higher education closely tied to state interests. Although twentieth-century revolutions brought fundamental change to Chinese politics and pedagogy, the contemporary party-state also actively promotes higher education, cultivating a mutually advantageous state-scholar nexus and thereby reducing the likelihood of intellectual-led opposition. As in the imperial past, authoritarian rule in China today is buttressed by a pattern of <i>educated acquiescence</i>, with academia acceding to political compliance in exchange for the many benefits conferred upon it by the state. The role of educated acquiescence in enabling Chinese authoritarianism highlights the contributions of a cooperative academy to authoritarian durability and raises questions with prevailing assumptions that associate the flourishing of higher education with liberal democracy.

Abstract:When the People’s Republic of China was excluded from US president Biden’s guest list for the virtual Summit for Democracy in December 2021, it reacted with a detailed self-depiction of the Chinese political system as a “Democracy That Works” to rebut US claims to be the world’s leading democracy. While the international media saw this as a surprise narrative, China’s “democratic” self-image has a long trajectory going back to the days of Mao Zedong and now elaborated more systematically under Xi Jinping. Based on a close reading of Chinese party-state documents, white papers, state media coverage, etc., this article analyzes the official career of the concept of “democracy” in Chinese Communist Party jargon and dissects the messages targeted at domestic and international audiences. It finds that the official self-depiction of “Chinese democracy” does not contradict, but rather complements the legitimation of Communist Party rule at home, buffering nationalist sentiments there. Despite its lack of persuasiveness vis-à-vis Western audiences, its underlying criticism of US democracy, and its subtle claims regarding China’s global leadership, the official vision might gain traction among other emerging powers and developing countries.

Abstract:What does human rights mean to the Chinese government in the post-Tiananmen era? Has the way by which Beijing conceptualizes human rights changed over time? What policies and practices have Beijing’s human rights conception privileged or delegitimized? The article takes on these intriguing questions by analyzing human rights stories in the People’s Daily. The research applies the methods of text analytics and discourse analysis to shed light on the Party-state’s effort of incorporating and reformulating the idea of human rights. It is found that, since 1989, the Chinese government has developed two major conceptions of human rights. Throughout the 1990s, human rights had been understood mainly as a source of regime threat and insecurity, hence requiring containment and rejection. Beginning in the early 2000s, an alternative argument was constructed that conceptualizes human rights as the governing capacity of the Party-state, hence deserving reception and acclamation. The rights-as-capacity argument has developed side-by-side with the rights-as-threat conception, resulting in an illiberal and dualistic rights regime in Chinese politics.

Abstract:At present,Chinese society is enveloped in an ideology of "triumphalism," which lacks transcendent goals.Material forms of success serve as the standard of measurement for everything,becoming the sole value and meaning of people's lives,and the basis for legitimacy.This ideology co-exists with the official ideology that is on paper.However,the former has formed a de facto deconstruction of the latter.The ideology of triumphalism cannot be tested.It does not have universal significance,cannot resolve social conflicts,and does not meet the trend of democracy and socialism.Moreover,it runs counter to all the functional requirements of a qualified ideology.

Abstract:Despite criticism that his leadership has been authoritarian and his regime tyrannical, President Xi Jinping has experienced continued success, influence, and widespread support among the Chinese people. This article investigates the ways in which Xi has successfully integrated his personal narrative, an account of personal integrity through ordeal, into the broader metanarratives of Chinese political development. Theoretically grounded in the Social Identity approach, Narrative Analysis, and theories of hegemony, the article specifies how Xi's prototypical leadership, articulated through his personal narrative, has successfully linked Xi's policy preferences with Chinese public policy and public opinion. These linkages are examined across five major policy focuses: The China Dream—From Poverty to Prosperity; Economic Equality; Socialist Values and the Role of the CCP; Democracy with Chinese Characteristics; Disciplining the Party-State, Anti-corruption, and the Rule of Law.

Abstract:Despite the Chinese Communist Party's (CCP) emphasis on whole process people's democracy and democracy with Chinese characteristics, the type of democracy desired by the Chinese people remains debatable. Using two nationwide surveys conducted in 2015 and 2019, this study examines how ordinary Chinese people view democracy during Xi Jinping's new era. Acknowledging the constraints of conventional methodologies, this study adopts a novel approach that uses automated text analysis to dissect open-ended survey responses about democracy. The results reveal that Chinese citizens primarily associate democracy with freedom of speech, consultation, and minben rather than competitive elections. Furthermore, this study reveals that a higher level of education, more frequent internet usage, and higher household income are positively correlated with a liberal perspective on democracy. This suggests that although the Chinese communist regime may not face immediate pressure to implement open elections, growing support for consultation and freedom may necessitate a greater focus on procedural democracy building by the CCP. By supplementing traditional research methods, this study contributes to a better understanding of China's regime resilience and its potential future trajectories.
