Abstract:Recent years have seen a surge in assessment of potential impacts of climate change. As one of the most important tools for generating synthetic hydrological model inputs, weather generators have played an important role in climate change impact analysis of water management. However, most weather generators like statistical downscaling model (SDSM) and long Ashton research station weather generator (LARS-WG) are designed for single site data generation. Considering the significance of spatial correlations of hydro-meteorological data, multi-site weather data generation becomes a necessity. In this study we aim to evaluate the performance of a new multi-site stochastic model, geo-spatial temporal weather generator (GiST), in simulating precipitation in the Qiantang River Basin, East China. The correlation matrix, precipitation amount and occurrence of observed and GiST-generated data are first compared for the evaluation process. Then we use the GiST model combined with the change factor method (CFM) to investigate future changes of precipitation (2071–2100) in the study area using one global climate model, Hadgem2_ES, and an extreme emission scenario RCP 8.5. The final results show that the simulated precipitation amount and occurrence by GiST matched their historical counterparts reasonably. The correlation coefficients between simulated and historical precipitations show good consistence as well. Compared with the baseline period (1961–1990), precipitation in the future time period (2071–2100) at high elevation stations will probably increase while at other stations decreases will occur. This study implies potential application of the GiST stochastic model in investigating the impact of climate change on hydrology and water resources.
Improving the Seasonal Forecast of Summer Precipitation in China Using a Dynamical-Statistical Approach

Abstract:A dynamical-statistical post-processing approach is applied to seasonal precipitation forecasts in China during the summer.The data are ensemble-mean seasonal forecasts in summer （June August） from four atmospheric general circulation models （GCMs） in the second phase of the Canadian Historical Forecasting Project （HFP2） from 1969 to 2001.This dynamical-statistical approach is designed based on the relationship between the 500 geopotential height （Z500） forecast and the observed sea surface temperature （SST） to calibrate the precipitation forecasts.The results show that the post-processing can improve summer precipitation forecasts for many areas in China.Further examination shows that this post-processing approach is very effective in reducing the model-dependent part of the errors,which are associated with GCMs.The possible mechanisms behind the forecast’s improvements are investigated.

Abstract:It is reviewed that the advances in research in fields of atmospheric dynamics, numerical weather forecasting and climatology. First, in the field of atmospheric dynamics the developments in dynamics of diabatic waves and low frequency waves, the dispersive effects of turbulence and nonlinear atmospheric waves are reviewed. Then, the past, present and future of numerical weather forecasting are discussed and the present models of numerical weather forecasting used in China are also reviewed. Finally, the research on temperature and precipitation in the past of China and the research on Asia monsoon are reviewed.

Abstract:Climate and climate change have always been a research focus of atmospheric sciences. This paper summaries research efforts, achievements and international contributions of the Chinese scientific community on climate and climate change over the past 70 years. The review is based on papers published officially in national or international scientific journals,and is organized to cover six aspects:(1) general climate studies;(2) impact of the Qinghai-Tibetan Plateau;(3) impact of the East Asian monsoon;(4) influences of teleconnection oscillation and westerlies;(5) climate dynamics and development of climate models; and(6) climate change. It is, however, to be noted that the present review can not be considered as an exhaustive one, since there is a huge body of literature in the field.

Abstract:Some assessments and problems in the scientific and technological development of Chinese operational weather forecast have been discussed.From the view point of comparison between international mainstream development and Chinese current operational state in weather forecasting techniques,some demerits and merits existing in forecasting services at national and provincial levels are argued in details.Based on such necessary argument and assessment,three crucial issues are emphasized,i.e.,the development of weather forecasting should be integrated with the advanced synoptical sounding techniques,and objective weather analysis should be coalescent with subjective analysis.Moreover,the numerical weather prediction is very necessarily combined with the development of statistical method,in order to deal with chaotic nature.

Abstract:Coupled General Circulation models (AOGCMs) are widely used as an important tool of projecting global climate change. However, their resolution is too coarse to provide the regional scale information required for regional impact assessments. Therefore, downscaling methods for extracting regional scale information from output of AOGCMs have been developed. Regional climate models nested in AOGCMs, statistical downscaling, and dynamical-statistical downscaling are usually used for downscaling. In this review paper, focus is placed on statistical downscaling techniques. These methods can be used to predict regional scale climate from AOGCM output using statistical relationship between the large-scale climate and the regional-scale climate, which offers the advantages of being computationally inexpensive. The principle and assumptions of three categories of statistical downscaling are introduced. Important issues in using statistical downscaling to create future climate change scenario is also discussed. At the same time, dynamical downscaling is briefly compared with statistical downscaling in terms of their advantages and disadvantages. Finally, prospects of developing new downscaling techniques by combining statistical and dynamical downscaling techniques are pointed out.
A Study on Spatial Interpolation Methods for Climate Variables Based on Geostatistics

Abstract:Based on reviewing the origin,development and basic principles of Geostatistics,two kinds of interpolationmethods concretely ordinary Kriging and Cokriging are discussed.As no single method among so many available ones to spatial interpolation of climate variables is optimalfor all regions and all variables,the interpolationmethods are discussed based on Geostatistics by using annual average precipitation and evaporationin Gansu province from 1961 to 1990.Based on different semivariogram theory models we adopt ordinary Kriging and BivariateCokriging,by comparing of them the obtained conclusions are as follows: (1) No mattermulti-year average precipitation or evaporation all presentedobvious gradient change on space,the change ranges of both weregreat,the former was larger than the latter.Multi-year Annual average precipitationdecreasedgradually from southeast to northwestward,but evaporationwasopposite,increasedgradually from southeast to northwest.(2) According to semivariogram cloud plotsand experiment variance minimum principle selectedsuitable semivariogram theory modelsbased on Geostatistics interpolation methodtointerpolate,which could simulatespace pattern spreadingcontinuously of regionalized variable well,then get better interpolation effect.Comparing ordinary Kriging with Cokriging,as the latter input altitude which had an influence on precipitation and evaporation,it was more rational on space distribution and had a higher interpolation precision.(3) With Geostatisticsmethods the spatial interpolations couldreflect the general space patternof climate variables better in general,but the spatialinterpolations precisionoftwo methods werestill not high,whichstill remainedfurtherimproving.

Abstract:A load forecasting is the foundation of power system planning and operation. By classifying it into yearly, monthly and short-term forecasting, the characteristics and ever presented forecasting models are discussed. Furthermore, the description and its solution process of these forecasting questions are analyzed. The main issues of future researches on this field are pointed out. Based on these discussions and the experience of other countries, some suggestions are given on how to promote load forecasting in China.

Abstract:In the past 30 years,the research methods of Chinese historical climate have been made great progress,which go along with the exploit of new materials.As one of the most important proxies,the records about climate in the historical documents have been collected,distinguished and used by the scholars to reconstructed the climate events such as temperature series,changes of precipitation and so on.This paper sums up the research methods of these works in these 30 years and point out:It helps the research methods forward that how can get more useful data from the historical documents more efficiently to reduce the uncreditability in the process and conclusion.Meanwhile,certain kinds of methods just can be applied in certain forms of materials.New data should be exploited and methods of integrative research should be developed to push the research forwards more.

Abstract:Synoptic meteorology is a branch of meteorology that uses synoptic weather observations and charts for the diagnosis, study, and forecasting of weather. Weather refers to the specific state of the atmosphere near the Earth's surface during a short period of time. The spatial distribution of meteorological elements in the atmosphere can be represented by a variety of transient weather phenomena, which are caused by weather systems of different spatial and temporal scales. Weather is closely related to people's life, and its development and evolution have always been the focus of atmospheric scientific research and operation. The development of synoptic meteorology is closely related to the development of observation systems, dynamical theories and numerical models. In China, observation networks have been built since the early 1950s. Up to now, a comprehensive meteorological observation system based on ground, air and space has been established. In particular, the development of a new generation of dense radar networks, the development of the Fengyun satellite series and the implementation of a series of large field experiments have brought our understanding of weather from large-scale environment to thermal dynamics, cloud microphysical structure and evolution characteristics of meso and micro-scale weather systems. The development of observation has also promoted the development of theory, numerical model and simulation. In the early days, China mainly used foreign numerical models. Lately, China has developed numerical model systems with independent intellectual property rights. Based on the results of high-resolution numerical simulations, in-depth understanding of the initiation and evolution mechanism and predictability of weather at different scales has been obtained. Synoptic meteorology has gradually changed from an initially independent development to a multidisciplinary approach, and the interaction between weather and the change of climate and environment has become a hot and frontier topic in atmospheric science. This paper reviews the important scientific and technological achievements made in China over the past 70 years in the fields of synoptic meteorology based on the literatures in China and abroad, from six aspects respectively including atmospheric dynamics, synoptic-scale weather, typhoon and tropical weather, severe convective weather, numerical weather prediction and data assimilation, weather and climate, atmospheric physics and atmospheric environment.

Abstract:<p class="a-plus-plus">Since the founding of the People's Republic of China 70 years ago, the subject of atmospheric physics and atmospheric environment has developed rapidly in China, providing important support for the development of atmospheric science and guarantee for the development of national economy. In this paper, the general advancement of atmospheric physics and atmospheric environment in last 70 years was described. The main research progress of atmospheric physics and atmospheric environment in the past 40 years of reform and opening-up was reviewed, the outstanding research achievements since the 21st century were summarized, the major problems and challenges are pointed out, and the key directions and suggestions for future development are put forward.</p>

STABILITY AND POTENTIAL PREDICTABILITY OF ANNUAL PERCIPITATION OVER CHINA

Abstract:The precipitation is a primary element which directly affects the agricultural production of thecountry with one fifth of the world population.With the economic development the water resourcestress is getting greater.In this paper,based on the data at 162 stations selected evenly over Chinafrom 1960 to 1991 the stability and potential predictability of annual precipitation have been stud-ied.The eastern and southern parts of the country having abundant precipitation enjoy more stableprecipitation.The north and northwest parts of the country where the precipitations are deficienthave unstable precipitations.The potential predictability approximates to the ratio of the estimatedinterannual variance to the climatic noise.Generally the annual precipitation over China is poten-tially predictable.In the area between the Huanghe River and Changjiang River and the east ofnortheastern China the potential predictability is the lowest in the country.In the north and north-west of the country the potential predictability is greater.The southeastern coast has relatively lowvalues of potential predictability.Also,the method of estimating climatic noise of annual precipita-tion has been discussed from the idea of Yamamoto et al.(1985)in order to estimate the potentialpredictability.
Principles and Procedures for Selecting Reference Surface Air Temperature Stations in China

Abstract:The changing trend of surface air temperature is a critical issue in studies of climate change detection and attribution. Due to the large urbanization effect,however,the current dataset of surface air temperature of many national meteorological stations can hardly meet the demands of climate change researches. Based on the station information from all the meteorological stations of China,the quality of the surface air temperature data is evaluated,and the reference surface stations are selected for the studies of urbanization effect and regional climate change detection.The principles and methodology for selecting the reference stations are discussed. A total of 138 stations across the country have been finally chosen as the reference surface air temperature stations.The data from these stations can represent best the baseline change in surface air temperature in China,and can be used for evaluating the urbanization effects on surface air temperature change of national stations. They can also be used directly for detecting the surface air temperature change in China.
A Review of Multi-temporal-and-spatial-scale Wind Power Forecasting Method

Abstract:Wind power is one of the most installed renewable energy resources in the world, and the accuracy of wind power forecasting method directly affects dispatching and operation safety of the power grid. Since scheduling strategy of the power grid has multiple points and is relative to the geographical scope, this paper summarizes wind power forecasting methods from multi-temporal and multi-spatial perspective. Wind power forecasting usually focuses on specific spatial scale and temporal scale, and is finished with limited information, so this paper classifies researches from three aspects above. Firstly, this paper separates existing wind power forecasting methods into three spatial scales, namely a single wind turbine, a wind farm and a group of wind farms. In each spatial scale, we classify methods by whether using meteorological information, and afterwards by temporal scales. Lastly, in each temporal scale, we also summarize the challenges and achievements. This paper wishes researchers would find suitable methodology when dealing with different wind power forecasting tasks.

Abstract:This article summarizes the progress made in predictability studies of weather and climate in recent years in China, with a main focus on advances in methods to study error growth dynamics and reduce uncertainties in the forecasting of weather and climate. Specifically, it covers (a) advances in methods to study weather and climate predictability dynamics, especially those in nonlinear optimal perturbation methods associated with initial errors and model errors and their applications to ensemble forecasting and target observations, (b) new data assimilation algorithms for initialization of predictions and novel assimilation approaches to neutralize the combined effects of initial and model errors for weather and climate, (c) applications of new statistical approaches to climate predictions, and (d) studies on meso- to small-scale weather system predictability dynamics. Some of the major frontiers and challenges remaining in predictability studies are addressed in this context.
Review of Wind Power Forecasting Methods: from Multi-Spatial and Temporal Perspective

Abstract:Wind power is one of the most popular renewables and occupies a great proportion in the total capacity of the grid system. Secure operations of the grid system such as scheduling and dispatching dependent much on the prediction accuracy of power generation. This paper reviews wind power forecasting methods in multi-spatial scales and multi-temporal scales. In different spatial scales, methods for a single turbine, a wind farm, and even a large wind power generation area are considered in three parts respectively. In each part, firstly, forecasting methods are divided into methods with only historical wind information and methods with additional meteorological information, and then, classified up to four different temporal scales. Discussion about the similarity and discrepancy of these methods are also presented at the end of each part. Finally, this paper gives two examples of real applications where wind power forecasting methods are significant.

Abstract:Since the 20th century,with the rapid growth of the world economy,the energy demand has multiplied and energy industries are in a process of massive development with respect to wind resources.The wind energy,clean,renewable,and abundant in nature,offers pollution-free electricity,as the fastest growing energy approach in the world.Studies on wind climate and the change of wind resources are widely carried out.The observations of wind speeds during the 20th century indicate that:① the wind speed sees an increasing trend in high latitudes and a declining trend in low latitudes of both hemispheres;② the annual mean wind speed sees an obviously declining trend over broad areas of China;③ urbanization,the change of anemometers,or the relocation of stations in China are factors that might be responsible for the decreasing trend of mean wind speeds.The decreasing trend in China is mainly due to the changes of atmospheric circulation.Furthermore,the prediction of wind and wind energy in the 21st century shows that as a result of increasing anthropogenic emissions and global warming,the annual and winter mean wind speeds and wind power densities are likely to reduce.The changes of summer mean wind speeds and wind power densities see great uncertainties.At present,the studies on the prediction of surface wind speed by the climate models and simulations have just started,and much work has to be done before some relatively reliable conclusions might be reached.

Abstract:Investigations on the short-term climate predictions by general circulation models (GCMs) in China have been summarized and reviewed in this paper. The research shows that GCMs have the capability to predict the seasonal and annual characteristics of atmospheric circulation in the Northern Hemisphere and the patterns of temperature and precipitation over China. It is inspiring to notice that the GCMs have the ability to predict the summer rainfall over China before two seasons. Several issues for the short-term climate prediction by the GCMs have been discussed in this paper.

Abstract:In recent years, China’s economy has developed rapidly and the people’s living standards have continued to improve. A high-end means of transportation, airplanes, is favored and accepted by more and more people with its advantages of comfort, speed, and safety. Accompanying it is the increase in pressure on passenger transportation in the aviation industry. The development of China's civil aviation industry is relatively late and relatively immature. It has only ushered in a development frenzy after the reform and opening up. Therefore, the method of predicting airport passenger throughput is also imperfect. The outdated forecasting method cannot predict the situation of the airport well, so it is very important to seek a more scientific, more complete and systematic forecasting method of airport passenger throughput. This article has conducted a certain review and research on the prediction methods of airport passenger throughput, and hopes to have further research in this aspect.
